White Paper Submissions
•
Submissions must use the White Paper Template provided as PPK
Attachment 5.
•
Offerors should review the evaluation criteria details in PPK Section 8 to
ensure the appropriate information is submitted.
•
Provide scope of work that is appropriate for success within 12 months or
less.
•
Proposed projects should be starting at a Technology Readiness Level
(TRL) of 4-7 and should advance the TRL by the end of the project.
•
Cost Share requirement is 1:1. If the team requests $250k they must
collectively all be proposing $250k of cost share.
•
Cost Share must be pertinent to the project.
*Organizations do not have to be a DMDII member to submit a White Paper

All documents created should be identified and listed as deliverables (test plans,
ICDs, list of requirements, etc.).
Innovation

Offerors must identify the current state TRL of the proposed technology and
also the projected TRL of the technology at project completion.
•
Identification of Key Performance Indicators/Metrics to measure project
success. KPIs/Metrics must be SMART:

Specific, Measurable, Attainable, Realistic and Time-Bound.

Clearly identify what is the technology to be transitioned if the project is
successful.

Identify if there are tasks required after project completion to scale or further
develop the technology in order to commercialize.

and how would the transition occur.

Identify who is responsible for completing the transition of the technology.

Identify the benefits of the proposed technology to broader industry.

It is important that DMDII understand what BIP is required for DMDII Members
to utilize the Project Intellectual Property and Project Deliverables.
•
Offerors must identify and list the Project IP, the BIP that is required to utilize
the Project IP, and the approximate cost of the BIP to DMDII Members.

White Paper Lessons Learned
•
Clearly define the specific problem that the team is aiming to solve and how it fits within the
16-01 or 16-02 Project Call.
•
Proposals should identify a diverse and well-balanced team.
•
Meaningful participation from manufacturing organizations that demonstrates relevance and
impact of the project for manufacturing.
•
Describe the specific, compelling products that would result from a successful project.
•
Is there potential for scalable impact well beyond the project team; is it identified in the
technology transition plan?
•
Letters of Commitment should be provided for all Project Participants and identify the
commitment being made.

Path to EAA Award - Lessons Learned
•
Provide a Statement Of Work and Intellectual Property Management Plan per the
templates provided in the EAA.
•
Complete cost information and justification must be provided within the Cost
Proposal Narrative and Cost Formats as identified in the PPK.
•
All Project Participants must become DMDII Members before Government
Approval will be requested.
•
Review the Enterprise Award Agreement template (EAA) – it is included in the PPK
zip file found online in the 16-01 and 16-02 Project Call sections.
