If the team requests $250k they must collectively all be proposing $250k of cost share. • Cost Share must be pertinent to the project. *Organizations do not have to be a DMDII member to submit a White Paper For Public Release Proposal Review Process Proposals Received • Subject Matter Experts identified to provide feedback on the technology identified in the proposal • Technical Evaluators identified to score individual proposals in each of the evaluation criteria. Evaluation Criteria Points Available • Technical Evaluators represent: • Industry • Government • Academia Evaluation Board Meeting • Each proposal is evaluated on its own merits (no comparison) Problem Statement and DMDII Relevance Methodology 0-15 Points Innovation 0-10 Points Program Management Plan 0-15 Points Technology Transition and Impact to Industrial Base Workforce Development and Education Team Qualifications 0-10 Points Cost Factors 0-10 Points Total Points Possible • Open discussions at board meeting to determine Selectability of each proposal individually • Portfolio recommendation made for each Project Call For Public Release 0-25 Points 0-5 Points 0-10 Points 100 Points Major Evaluation Criteria Updates Workforce Development Criteria • Identification of skills readiness: Map utilization of technology to identified O*NET skills classification – relevant to the technology being developed • • • Content creation for: Courses, lectures, eLearning opportunities • Assistance in the adoption of technology amongst SME’s (potentially utilizing MEP network/centers) • • Support or lead the creation of apprenticeship programs High school STEM engagement/outreach Development of training programs or cataloging of existing programs relevant to the technology development effort. Utilization of the DMDII manufacturing lab for training or educational purposes For Public Release Major Evaluation Criteria Updates Methodology • • Deliverables have been rolled up under the Methodology section. All documents created should be identified and listed as deliverables (test plans, ICDs, list of requirements, etc.). Innovation • Offerors must identify the current state TRL of the proposed technology and also the projected TRL of the technology at project completion. • Identification of Key Performance Indicators/Metrics to measure project success. KPIs/Metrics must be SMART: • Specific, Measurable, Attainable, Realistic and Time-Bound. For Public Release Major Evaluation Criteria Updates Technology Transition Plan and Impact to Industrial Base • Clearly identify what is the technology to be transitioned if the project is successful. • Identify if there are tasks required after project completion to scale or further develop the technology in order to commercialize. • Identify what are the actions required to transition the technology to industry and how would the transition occur. • • Identify who is responsible for completing the transition of the technology. • Identify the benefits of the proposed technology to broader industry. Identify the risks involved with the transition and the expected timeframe post project. For Public Release New Appendices Background Intellectual Property Identification (White Paper Appendix E) • It is important that DMDII understand what BIP is required for DMDII Members to utilize the Project Intellectual Property and Project Deliverables. • Offerors must identify and list the Project IP, the BIP that is required to utilize the Project IP, and the approximate cost of the BIP to DMDII Members. *A template has been provided (PPK Attachment 6) For Public Release White Paper Lessons Learned • Clearly define the specific problem that the team is aiming to solve and how it fits within the 16-01 or 16-02 Project Call. • Proposals should identify a diverse and well-balanced team. • Meaningful participation from manufacturing organizations that demonstrates relevance and impact of the project for manufacturing. • Describe the specific, compelling products that would result from a successful project. • Is there potential for scalable impact well beyond the project team; is it identified in the technology transition plan? • Letters of Commitment should be provided for all Project Participants and identify the commitment being made. For Public Release Path to EAA Award - Lessons Learned • Provide a Statement Of Work and Intellectual Property Management Plan per the templates provided in the EAA. • Complete cost information and justification must be provided within the Cost Proposal Narrative and Cost Formats as identified in the PPK. • All Project Participants must become DMDII Members before Government Approval will be requested. • Review the Enterprise Award Agreement template (EAA) – it is included in the PPK zip file found online in the 16-01 and 16-02 Project Call sections.
