Ch. 22 Sect. 5 The Election Of 1932 Objectives: 1. Outline Hoover’s responses to the Great Depression. 2. Explain what F. Roosevelt meant when he offered America a “New Deal.” 3. Explain why the 1932 election was a turning point in U.S. history. Main Idea: As the Depression worsened, people blamed Hoover and the Republicans for their misery. The 1932 presidential election brought a sweeping victory for Democrat Franklin D. Roosevelt and a new direction for American government. Hoover Acts Slowly • Immediately after the crash, President Hoover blamed worldwide economic problems for the problems in the U.S. • He believed that Americans needed to stay conSident and believe the economy would recover. Hoover also believed that business would take voluntary action to help the economy. • The economy will not improve, so government had to get involved. The government created jobs by building more public roads, buildings, and dams. Economic Problems Continue • Congress passed the HawleySmoot Tariff, which was the highest import tax in U.S. history. This backSired when European countries raised their own tariffs. International trade slowed way down increasing the global depression. • The government loaned money to banks, so the banks could extend their loans to the public. Even with this help, banks continued to fail. • Hoover was afraid too much government relief would create too much bureaucracy. This approach made Hoover seam cold and uncaring. He will be given much of the blame for the depression. Hoover v. F. Roosevelt • Hoover will run for reelection in 1932 and he will promise to keep government small, regardless of the economic situation. • The Democrats nominated Franklin D. Roosevelt who promised the country “a new deal” if elected president. • F. Roosevelt believed that to end the depression, government would need to lead the way. • F. Roosevelt was the governor of New York and he started unemployment and relief agencies to aid the poor in New York. He promised the same plans if elected president. Election Of 1932 • F. Roosevelt will win the election easily (22.8 million votes to 15.8 million ‐ 472 electoral votes to 59) with many people voting against Hoover rather than for F. Roosevelt. • F. Roosevelt will give the country renewed hope in his inaugural address saying, “the only thing we have to fear is fear itself and this nation asks for action and action now.” • The role of American government is about to change drastically. Democrat F. Roosevelt 57% Popular Vote, 472 Electoral Votes Republican Hoover 40% Popular Vote, 59 Electoral Votes
