The term of these positions is until 31st October 2017. At the time of the calling for nominations students nominated must be: (i) enrolled in a Federation University Australia program within the Faculty of Education and Arts (ii) studying at a time fraction of 0.5 or more; (iii) not employed by Federation University Australia at a time fraction of 0.5 or more; (iv) 18 years or over; and (v) not currently serving a custodial sentence; Nominees should familiarise themselves with the Terms of Reference (see attached). As members of the Faculty Board, student representatives will be instrumental in providing recommendations and advice on feedback from the Faculty of Education and Arts students on facilities, learning environments and other areas affecting their student experience at FedUni. One Faculty Board student representative will also be invited to join the Student Senate. Key responsibilities of a student representative on the FEA Faculty Board • Attend up to six Board meetings per annum at your home campus • Advocate on behalf of students from the Faculty of Education and Arts • Collect feedback from the Faculty of Education and Arts students in order to inform the Faculty of Education and Arts decision making In addition to the above responsibilities, the student representative that is co-opted onto the Student Senate will report to the Board on issues relevant to the Faculty arising from Student Senate discussions. Terms of Reference Each Faculty shall have a Faculty Board. The Faculty Board shall be the chief academic committee of the Faculty responsible for the oversight of teaching, learning and research and ensuring that the Faculty contributes towards the good governance and the achievement of the strategic and academic goals of the university. The Faculty Board shall: • • • • • • • • • • • • • • • be the forum for discussing, determining and monitoring the strategic academic development of the Faculty; encourage the development of high quality and innovative teaching programs in the Faculty; encourage academic and teacher involvement in the academic affairs of the Faculty; foster the development of a culture of scholarship and research in the Faculty; establish sub-committees as it sees fit and receive minutes, recommendations and reports from these sub-committees. Specifically Faculty Boards shall establish sub-committees for 1. assessment 2. teaching and learning 3. research; endorse all new program proposals including additions to Scope of Registration and submit proposals to the Curriculum Committee as appropriate; work towards increasing the degree of articulation and the opportunities for credit transfer between higher education programs and vocational education and training courses; in accordance with national and university policies, determine eligibility requirements for entry to programs and courses and conditions for credit; consider reports from discipline groups to the Faculty on the outcomes of quality assurance processes for its programs, having regard to national benchmarks and accreditation requirements, and where appropriate, make recommendations to Academic Board based on these reports; ratify the standards, conduct and content of approved programs and courses and the modification and termination of programs and courses; oversee all assessment processes and ratify student results in programs and courses; ensure the timely conduct of program reviews within the prescribed cycle; monitor the compliance of the Faculty in academic matters with all relevant Academic Board policies; make recommendations on academic matters to Academic Board and to appropriate standing committees of Academic Board; ensure that all decisions and deliberations of Academic Board are communicated to staff of the Faculty on a regular basis. In Combined Faculties, one staff member should be from Higher Education and the other from VET • One elected member of the professoriate of the Faculty (Higher Education and Combined • Faculties only) • Up to three student members The student member should not be a staff member currently studying at the university. The Chair of Academic Board and Deputy Vice-Chancellors will have the right to attend meetings of any Faculty Board. The Faculty Board may appoint up to two members as it thinks appropriate for the purpose of assisting the Faculty Board achieve an informed perspective on any of the powers or duties of the Faculty Board. Appointed members may include an appropriate representative external to the University such as an employer or industry representative. Elected staff shall hold office for a term of two years with a maximum of three consecutive terms; elected students will hold office for a term of one year; and an appointed member will hold office for a term of two years. Chair The Faculty Board shall be chaired by the Executive Dean/Director of the Faculty/Centre/College Deputy Chair The Faculty Board shall elect from its members at its first meeting of each year a Deputy Chair. The Deputy Chair shall hold office for a period of one year. Absence of Chair and Deputy Chair In the absence of the Executive Dean/Director of the Faculty the Deputy Chair shall preside at a meeting of the Faculty Board. If both the Executive Dean/Director and the Deputy Chair are absent from any meeting of the Faculty Board, a member nominated in writing by the Executive Dean/Director shall preside at a meeting; but if no such nomination has been made the members present at the meeting shall elect a chairperson of the meeting. Vacancies Arising If a member of the Faculty Board(a) elected by staff, ceases to be a member of staff or resigns their position from the Board; or (b) elected by enrolled Students, ceases to be an enrolled Student, that member's office becomes vacant and shall be filled in the manner prescribed for the filling of casual vacancies. Removal and Resignation of Faculty Board Members The Faculty Board may remove an elected member from office if: (a) the member, without the approval of the Faculty Board, fails to attend three consecutive meetings; (b) in the opinion of the Faculty Board the performance by the member of his or her duties has been found to be unsatisfactory; or CRICOS Provider No. 00103D DVCA Final version_approved at Deans and Directors Committee 7/2/14 Page 2 of 3 Terms of Reference Faculty Board (c) in the opinion of the Faculty Board the member has engaged in misconduct of a serious or recurrent nature. An elected or appointed member of the Faculty Board other than the Chair may resign by writing to the Chair. Attendance at Meetings and Apologies Members must make every effort to attend all meetings of the Faculty Board. Members who are unable to attend a meeting should, as a matter of courtesy, convey their apologies to the Executive Officer before the commencement of the meeting. Such apologies are announced at the meeting and are recorded in the minutes. Where a member expects to be absent for up to three consecutive Faculty Board meetings in a calendar year, the member must seek a leave of absence in writing from the Chair of the Faculty Board at the first meeting of the Board after it becomes known to the member that the absence is likely. Meetings and Voting The Faculty Board shall meet at least 6 times per year and at least twice in any semester. The Faculty Board can hold extraordinary meetings if called by the Chair, or by the Executive Officer upon the written request of – a) the Vice-Chancellor or b) one third of the members of the Faculty Board. If voting on a resolution at a meeting of the Faculty Board is tied, the person presiding will exercise a casting vote as well as a deliberative vote. Quorum A quorum is defined as 50% of the voting membership. If a quorum is present at the commencement of the meeting, the meeting may continue unless attention is drawn to the lack of a quorum. When this occurs, the meeting shall be adjourned until such time as the Chair may determine. Where a meeting is adjourned for lack of a quorum, the reconvened meeting shall normally deal only with matters listed for the original meeting that were not dealt with. Reporting The Faculty Boards shall report to Academic Board at such time and in such manner as the Board directs on any question referred to it. The Faculty Board shall table its minutes to Academic Board. The Faculty Board will in the first instance refer recommendations to appropriate standing committees (e.g. Curriculum Committee, Learning & Teaching Committee, Research Committee) and other university committees (e.g. the University Program Planning Committee) and may refer recommendations to Academic Board Executive Committee.
