GRINDER SPECIFICATIONS
PART I -
GENERAL
1.
INTENT
It is the intention of these specifications to cover the furnishing and delivery to the
purchaser a Horizontal Grinder meeting the requirements set forth hereinafter. It shall
be of such design and construction as to meet the general and special requirements.
Any parts or units not specifically mentioned and which are necessary to form a
complete working unit shall be furnished by the successful supplier.
2.
USE
The Horizontal Grinder will be operated by Metro Waste Authority (MWA) for the
processing of pallets, wood waste, leaves, tree trimmings, and yard waste materials
commonly collected by municipal authorities.
3.
SERVICE FACILITY
Each supplier shall have a well-equipped shop and field service facility located within
one-hundred (100) miles of Metro Park East Landfill, including the services of a
factory-trained serviceman equipped with a field service truck and shall retain parts
and service for the Horizontal Grinder for as long as MWA has this equipment.
4.
REFERENCES
Each bidder shall include at least three (3) business references to whom the bidder
has supplied and serviced equipment similar to what has been proposed. References
should include a contact name and phone number.
5.
AVAILABLE INFORMATION
MWA is not responsible for locating or securing any information that is not included in
the proposal. Accordingly, to insure that sufficient information is available, the bidder
must furnish as part of his proposal ALL descriptive material (such as Cuts,
Illustrations, Drawings, Specifications, Manufacturer Information, Service Facility
Information, Or Other Information) necessary for MWA to:

Determine whether the equipment offered meets the salient characteristics
requirements of the bid and,
Establish exactly what the bidder proposes to furnish and what MWA
would be binding itself to purchase in making an award.
Determine the level and quality of the service facility discussed in PART I –
GENERAL, Section 3 – SERVICE FACILITY.
Determine air emissions for diesel engine(s).
Determine equipment production range.
Failure to furnish with your proposal adequate data for evaluation may be
cause for rejection of the proposal.
DEMONSTRATION
At the request of MWA, the supplier of the Horizontal Grinder that is seriously
considered for award shall demonstrate his Horizontal Grinder at a location chosen by
the customer and in the presence of authorized representatives to prove out any
features that may be in question. Failure of the demonstration machine to meet
customer requirements may be adjudged as nonconformance to these specifications.

7.
EXAMINATION
Prior to unit acceptance, each unit shall be examined for compliance with contract
requirements. Any non-conformance may be cause for rejection.
8.
PROPOSAL EVALUATION
MWA requests to have submitted a proposal that considers an equipment trade-in.
MWA reserves the right of refusal of the trade-in offer. MWA may select a piece of
equipment other than the lowest proposal and selection shall be made of the Proposal
that is in the best interest of MWA. Consideration shall be given to features of each
Horizontal Grinder and service available in addition to the Proposal price.
9.
PROPOSAL REJECTION
The Metro Waste Authority Board reserves the right to accept or reject any or all
Proposals, to accept any one or more items of a Proposal, or to waive any
irregularities or informalities in the Proposals or the bidding, and may re-advertise for
such upon any conditions or for any reasons deemed appropriate by said Board.
10.
BID DEPOSIT
A bid deposit in the amount of four-thousand dollars ($4,000) shall be provided with
the proposal as a guarantee of good faith to provide the Horizontal Grinder as
specified in PART II – DETAILED TECHNICAL SPECIFICATIONS and PART III –
BID PROPOSAL. Bid deposit may be in the form of an approved proposal bond,
cashier’s check or certified check made payable to Metro Waste Authority. Bid deposit
shall be returned to unsuccessful bidders within five (5) days after bid is awarded by
MWA. The bid deposit of the successful bidder shall be returned within fifteen (15)
days after delivery of the Horizontal Grinder. Any liquidated damages as specified in
PART III – BID PROPOSAL, Section 1 – DELIVERY shall be subtracted from bid
deposit.
PART II - DETAILED TECHNICAL PROVISIONS
1.
GENERAL DESCRIPTION
a.
The unit shall be a new, current year manufacture, Horizontal Grinder that
is the manufacturer’s latest design and production, complete, serviced,
ready for work, and includes all standard equipment.
b.
Unit shall be a diesel powered heavy duty industrial Horizontal Grinder,
trailer mounted.
c.
The complete unit shall meet Federal and State of Iowa OSHA safety
regulations and air quality emission regulations.
2.
SIZE
a.
The complete unit shall be sized to allow transport on typical Iowa
roadways without special permits.

3.
PRODUCTION
a.
Unit shall be capable of processing of pallets, wood waste, leaves, tree
trimmings, and yard waste materials into a sized wood chip and/or
mulchable compost.
4.
INFEED SYSTEM
a.
Infeed system shall have the following minimum size specifications:
• Conveyor length .................. 15 feet
• Conveyor width .................... 58 inches
• Feed Wheel ......................... 28 inches
b.
Shall be equipped with a horizontal feed conveyor and table.
c.
Conveyor shall be hydraulic powered.
d.
Conveyor shall be heavy duty welded slat chain.
e.
shall have a thrown object deflector system.
f.
Shall have an intuitive feed system that automatically monitors engine
speed drop and feed pressures. Proportionally controls in-feed rate and
feed wheel pressures according to engine RPM. Shall stop and reverse
the infeed system to prevent engine stall. Shall be operable via a selector
switch.
g.
Shall have mechanical lockout system when in upright position for service.
5.
ENGINE
a.
Shall be powered by turbocharged diesel engine with 475 horsepower
(minimum). If multiple engine manufacturers are available, preference is
given to the most fuel efficient.
b.
Cold weather starting device shall be mounted on the unit for aid in starting
during cold weather.
c.
Equipped with an integral engine coolant heater for 110 AC source.
d.
Equipped with dry type, primary and secondary elements and restriction
indicator.
e.
Equipped with oil change system, quick service. Equipped with
pressurized oil sample port to allow live oil sampling. (Compatible with
Caterpillar part #8C3446, #8C3447, or #8C3451).
f.
The engine shall meet all current Federal and State of Iowa emission
standards.
g.
Diesel Exhaust fluid (DEF) system shall be equipped with a 46 gallon
minimum tank and must have an in tank heater
6.
HAMMERMILL
a.
Unit shall be equipped with a heavy-duty hammermill rotor.
b.
Mill opening shall be 26”x48” (minimum).
c.
Plate/pin style and drum style hammermill are acceptable.
d.
Arbor shaft shall be 5.75” diameter (minimum).
e.
Shall be rebuildable.
f.
Hammermill to be driven directly off the engine with 2:1 reduction ratio to
engine RPM.
g.
Drive shaft shall be 100% harmonically balanced to eliminate any drive
vibration.

7.
HAMMERS/INSERTS
a.
Hammermill shall have fixed teeth insert holders made of “T1” abrasion
resistant steel.
b.
Shall have 2-½” wide (minimum) bolt-on Carbide-tipped or impregnated
steel inserts.
c.
Inserts shall be reversible.
d.
Inserts shall be attached with heavy-duty bolts 7/8 “.
e.
Vendor shall provide one (1) complete additional set of hammers, cutter
blocks, holders,and bolts.
f.
Swinging hammers not acceptable.
8.
SCREENS AND ANVIL
a.
Screens shall be heavy-duty dual screens with minimum thickness of .75”.
Surface are shall be no less than 3024 square inches
b.
Screens shall be of the design most applicable to MWA’s application.
c.
Shall be removable without unbolting or removing welds.
d.
Additional screens must be available to produce material to various
specifications.
e.
Anvjil shall be of box-beam style with replaceable wear surfaces. Wear
plates shall be installed on the anvil surface, mill box and mill lid for ease of
replacement.
9.
DISCHARGE SYSTEM
a.
Belly conveyor shall be a single piece belt, 3 ply V-cleat design 48” wide
(minimum) with a stainless steel splice.
b.
Shall include stacking conveyor capable of a 14 feet height. 461 fpm.

AXLES

(fifth Wheel) Shall consist of 2 axles, rated 20,000 lb each, with spring
applied parking brakes and air-actuated service brakes, using four (4)

11.
ENGINE COMPARTMENT
a.
The engine compartment shall be completely enclosed with heavy duty
side screens and hood to prevent entry of debris, but allow free entry of air
for the engine fan.
b.
Access panels shall be hinged to allow free entry of personnel for service
and maintenance reasons.
c.
Equipped with heavy-duty protective grills, hinged to allow free access for
maintenance.
12.
COOLING SYSTEM
a.
The radiator shall be a pressurized liquid cooling system with thermostat.

The system shall have overall engine cooling capacity to allow the unit to
be normally operated in an ambient temperature of 120 degrees
Fahrenheit. If additional fan blades or fan speed are required to perform in
the above ambient temperature, the bidder shall address this.
Radiator shall be filled with manufacturer’s approved extended-life antifreeze solution that provides protection to at least -30 degrees Fahrenheit.
The engine fan shall be reversible and adjust automatically based on
conditions.
13.
HYDRAULIC SYSTEM
a.
Hydraulic pump shall have sufficient pump capacity and provide oil cooling
to allow the unit to be normally operated in an ambient temperature of 120
degrees Fahrenheit.
b.
Shall have full flow return filtration with replaceable element.
c.
Equipped with a sight gauge for checking the hydraulic fluid level.
d.
Equipped with pressurized oil sample port to allow live oil sampling.
(Compatible with Caterpillar part #8C3446, #8C3447, or #8C3451).
14.
ELECTRICAL
a.
The complete electrical system shall be twenty-four (24) volt.
b.
All electrical circuits shall be protected with circuit breakers or spade style
fuses.
c.
Equipped with a heavy-duty alternator and heavy-duty batteries.
d.
Equipped with battery disconnect switch.
.
15.
CONTROLS/INSTRUMENTATION
a.
Shall be equipped with side access mounted control station capable of
operating machine functions.
b.
Shall include a portable radio remote control for Horizontal Grinder
operation from cab of a wheel loader.
c.
Equipped with all standard and optional gauges, including at least:
transmission temperature, engine coolant temperature, engine oil
pressure, hydraulic oil pressure, fuel, electric voltage, and electric hour
meter. Shall provide full instrumentation and diagnostic ports for
monitoring hydraulic systems and troubleshooting.
d.
Equipped with air-cleaner service indicator and emergency shut down.
16.
PAINTING
a.
All portions of the Horizontal Grinder which would normally be painted
shall be painted in accordance with good commercial practice.
b.
Color shall be the manufacturer’s standard color.
17.
FIRE EXTINGUISHERS
a.
The unit shall be provided with integral dry chemical fire suppression
system for extinguishing class A, B, and C fires. Shall include nozzles for
engine compartment and other critical areas as necessary. Include an
activation switch at control station.
b.
Unit shall be provided with two (2) dry chemical type fire extinguishers.

Shall be twenty (20) pound units with protective covers.
Shall be mounted on opposite sides of the machine. One in close proximity
to the cab.
Shall be accessible from the ground.
System shall be capable of being serviced locally.
18.
PERIODIC MAINTENANCE CHART
a.
Unit shall have permanently affixed charts/diagrams which describe the
machine’s periodic maintenance locations and requirements.
19.
ADDITIONAL MACHINE REQUIREMENTS
a.
Unit shall include lockable vandalism protection devices for engine, control
locations, fuel tank, hydraulic oil tank. Shall be keyed alike.
b.
Shall have safety tread plate or tape on all walking surfaces.
c.
All safety placards and decals shall be affixed at the operators station(s)
and all hazardous locations as required by applicable regulations.
d.
Shall have ground-level access to all grease lubrication points. Additional
lubrication line extensions shall be added to prevent climbing on/over
equipment to access lubrication point.
e.
Unit shall be equipped with air dryer, if machine is equipped with air
system.
f.
Shall be equipped with air compressor.
g.
Shall have storage rack for spare screens, rotors, inserts, and bolts.
PART III - BID PROPOSAL
1.
DELIVERY
MWA wishes to receive the Horizontal Grinder at the earliest practical date. Date of
delivery may be an important factor in determining the successful bidder. Liquidated
damages of two-hundred dollars ($200) per day (or in the amount proposed by the
successful bidder as Item 16 of Proposal) shall be subtracted for each day after the
required date of delivery. Date of delivery is defined as the calendar day when an
acceptable unit has been delivered and is available for operation.
2.
EQUIPMENT TRADE-IN
MWA shall have available for trade a 1998 Dura tech HD-12 tub grinder, SN:212H10093, which may be examined at the Metro Compost Center, 1601 Harriett
Street, Des Moines IA 50317. MWA reserves the right of refusal of the trade-in offer
so a cash price is also required.
3.
TRAINING
Successful bidder shall provide not less than eight (8) hours of on-site operator and
preventive maintenance training. This training shall be done by a factory-trained
serviceman who has been schooled in the particular model proposed.

4.
MANUALS
Successful bidder shall provide two (2) sets of operator's, parts, service, and
lubrication manuals; including wiring diagrams and hydraulic schematics. Manuals
shall be sufficient for mechanic diagnosis and repair of machine and accessories.
Application approvals from the engine, transmission and axle manufacturer's are
required and will be furnished upon request.
5.
STANDARD WARRANTY
Manufacturer’s warranty shall be a minimum of twelve (12) months or 1000 hours,
whichever occurs first, on the entire machine. This standard warranty shall cover all
costs of machine repair, parts, labor, and transportation. Bidder shall attach a copy of
the proposed standard warranty. Engine standard warranty shall be for five (5) years
or 10,000 hours, whichever occurs first.
6.
EXTENDED COVERAGE CONTRACT
In addition to the standard warranty, bidder shall provide an extended coverage
contract for the costs of machine repair, parts, labor, field service travel time, and
transportation covering all items as specified in Addendum B. Bidder shall attach a
copy of the proposed extended coverage contract, including Addendum B. The terms
of the extended coverage contract shall be for the longest period available and shall
be clearly stated in operating hours and time period owned.
7.
PERFORMANCE BOND
A performance bond is not required.
8.
REPAIR PARTS AND SERVICE
Since the continuous operation of this Horizontal Grinder is of the utmost importance
and sometimes of an emergency nature, it is necessary that the successful bidder be
in a position to render prompt parts and service. The successful bidder shall maintain
and/or have access to a parts inventory. Said parts inventory shall be of sufficient size
and variety to offer a level of parts availability of 95% within 24 hours from time of
order by MWA. Availability of normal maintenance items such as filters, vee belts,
hydraulic lines, and hoses shall not exceed 24 hours.
Bidders shall attach for evaluation their respective program proposed, including any
parts supply guarantees, for parts and service availability. Review of the bidder’s
ability to provide prompt parts and service will be used in determining a qualified
bidder.
9.
REPAIR LOCATION
All repairs are to be made at MWA's shops, field location of Horizontal Grinder, or at
other service locations agreeable to both MWA and the successful bidder.
10.
EQUIPMENT MAINTENANCE
MWA will maintain the equipment in accordance with the manufacturer's shop manual
for the maintenance and repair of the Horizontal Grinder. The successful bidder has
the right to inspect the equipment during normal MWA working hours to verify the
shop manual is being followed.

11.
SERVICE HOURS
All references to engine service meter hours shall come from the hour meter.
12.
SALVAGED PARTS
MWA shall maintain ownership of any part which fails, and therefore replaced, under
the provisions of this contract. In the event the successful bidder wishes to possess
any replaced part, MWA shall save this part for a reasonable period of time for the
successful bidder to collect. If, in the opinion of MWA, this part has any market value,
a mutually agreeable amount will be reimbursed to MWA by the successful bidder.
13.
TRANSFER OF OWNERSHIP
MWA shall have the right to sell, lease, trade or otherwise dispose of the Horizontal
Grinder. However, if such action is taken, the successful bidder shall not be further
bound by the provisions of this contract.
14.
ARBITRATION
In the event of a disagreement as to the interpretation or application of this contract,
an arbitration board shall be set up to arbitrate and resolve any disagreements and/or
to help interpret this contract as the need may arise. This arbitration board shall have
one person appointed by MWA, one person appointed by the bidder, and a third
person to be selected by the two previously named. The ruling of any two members
of the arbitration board will be binding on both parties.
15.
PROPOSAL SUBMITTAL
Submit one (1) original and two (2) copies of proposal on the furnished bid forms.
Submit bids filled out in ink or typewritten, without erasure, interlineation or changes.
Bids delivered to MWA via fax will not be accepted.
Sealed bids will be received at the Metro Park East Landfill Office of Metro Waste
Authority up to, but no later than 10:00 a.m. (Local Time) on June 2, 2017, in
accordance with the specifications attached and the other terms and conditions set
forth herein at the below address:

The date of delivery of the Horizontal Grinder shall be one-hundred twenty

liquidated damages of two hundred ($200) per calendar day, for each day that
the delivery of the Horizontal Grinder is late shall be withheld from the Bidder’s
Deposit. Any exception to this delivery time or liquidated damage requirement
shall be noted hereon.

Notice of Public Letting
NOTICE IS HEREBY GIVEN that Metro Waste Authority (MWA) will receive sealed proposals
for the award of a contract for the following:
One (1) Horizontal Grinder
Such bids shall be received at the METRO PARK EAST LANDFILL OFFICE of MWA, 12181
N.E. University. Avenue, Mitchellville, Iowa 50169, up to, but no later than 10:00 a.m. (Local
Time) on June 2, 2017, at which time and place the Proposals shall be opened, read aloud, and
tabulated.
A Board Meeting of MWA will be held at the Administrative Office, 300 East Locust Street, Suite
100, Des Moines, Iowa on June 21 at 5:45 p.m. (Local Time) at which time and place, said
Board will consider Proposals submitted. Proposals received will be acted upon by the MWA
Board at the time and place above specified or at such later time and place as may then be
fixed.
The MWA Board reserves the right to accept or reject any or all Proposals, to accept any one or
more items of a Proposal, or to waive any irregularities or informalities in the Proposals or the
bidding, and may re-advertise for such upon any conditions or for any reasons deemed
appropriate by said Board.
Proposals shall be submitted only upon forms provided by MWA. The Specifications and
Proposal forms may be obtained at www.whereitshouldgo.com/rfp. Vendors may submit
