Curriculum Vitae of Civilian Operations Commander
Mr. Deane was appointed Director of the Civilian Planning and Conduct Capability (CPCC) and Civilian
Operations Commander of the civilian Common Security and Defence Policy (CSDP) Missions by the
HR/VP in July 2014. This means that Mr. Deane is responsible for ensuring that the CSDP Missions are
delivering on the mandates that the 28 Member States have tasked to them – delivery of mandate is
his key focus. Currently there are 10 civilian CSDP Missions across Europe (Georgia, Kosovo, Ukraine),
Africa (Niger, Mali, the Horn of Africa) and the Middle/Near East (Libya, Israel/Palestine).
For two years prior to this appointment, Mr. Deane was Head of Mission of the EU Police Coordinating Office for Palestinian Police Support (EUPOL COPPS) based in Jerusalem, preceded by
three years in Brussels with the Council and then the newly established EEAS, working as Acting Chief
of Staff and Deputy Civilian Operations Commander, as well as Head of Operations.
Previously, Mr. Deane was Deputy Head of Mission for the EU Police Reform Programme (EUPOL)
Afghanistan, building on experience gained in his role of Chief Police Adviser to the UK Ambassador
in Afghanistan, spending time in Kabul and Helmand provinces. This followed two spells as Senior
Police Adviser, in Macedonia and Iraq, positions that built on his 25-year career as policing
professional, with the Royal Ulster Constabulary in Northern Ireland, where he held the rank of
Assistant Chief Constable.
Mr. Deane holds an Honours Degree in Public Policy and Management and a Post-Graduate
Certificate in Education.
