A Message From CASL
Thirty-seven years ago, ten friends made a commitment to never rest until they had secured a better future for
their fellow Chinese immigrants and other Americans facing hardship in their new home.
Through perseverance and the help of countless supporters, CASL now provides services to
over 17,000 individuals annually, with a staff of over 500 multilingual and multicultural professionals.
Over these 37 years, both the community we serve, and CASL itself, have undergone changes we never
could have anticipated. CASL has grown to include a vast network of diverse individuals from almost every
neighborhood in the city. We have expanded from an intimate, one-office operation, to an expansive,
multiservice enterprise. Our reach now extends beyond Chicago, having hosted delegates from abroad and
international conferences right in our facilities. The people we serve have changed as well. Many of our very
first clients, who came to Chicago with almost nothing, are now purchasing homes through the guidance of
Housing and Financial Education, CASL’s newest and fastest growing department.
The changes over these thirty-seven years have not always been easy. But thanks to the hard work and
dedication of our staff, volunteers, board members, private and public sector partners, and, most importantly,
our clients, we have continued to grow and expand, and have maintained the warm, nurturing spirit. We
extend our deepest gratitude and respect to our clients, and we turn to them when looking to the future.

individuals of all ages with the vital support they need to thrive and contribute to the greater Chicago community.

Family Learning
Our Family Learning & Resource Center serves families with children—ages 0 to 5 years old—by providing family
support and home-visiting services.

Early Childhood Development
Our Child Development Center provides full-day preschool for children—ages 2 to 5 years old—that encourages the
total development of children—along with parent engagement.

Employment and Training Department
Culinary Arts Training
The Chef Training Program offers western-style cooking instruction and Vocational English as Second Language
(VESL), equipping students with knowledge and skills for entry level food service industry—including major hotels,
institutions and restaurants.

The High School Youth Program serves youth ages 14 to 21,
who struggle with language, academic and social barriers,
counseling, homework tutoring, ACT preparation, occupational
and leadership training, mentoring and community involvement
that allows them to become successful students and adults.

(SCSEP) fosters and promotes effective part-time opportunities
in community service for unemployed, low-income persons
age 55 or older who have limited employment prospects.

The Adult Employment Program assists individuals in finding job opportunities with multiple barriers—especially new
immigrants with low English language proficiency. It also provides a thorough assessment as well as job coaching,
preparation and referrals to individuals with special needs such as mental and emotional challenges.

Housing Counseling
Housing Counseling offers Home Buying, Pre-Purchase, Post-Purchase, Foreclosure Prevention, Foreclosure
Intervention, and Rental counseling and education. Certified by the U.S. Department of Housing and Urban
Development (HUD).

Home Repairs for Seniors
Small Accessible Repairs for Seniors helps those age 60 and
above make their home more accessible and safer so they
can continue living with dignity. 30 older adults received
home repair assistance—including the installation of hand
rails and safety amenities.

CASL offers Low Income Home Energy Assistance, Summer
Energy Assistance, Emergency Furnace Assistance, ComEd
Hardship Assistance and Home Weatherization kits for those
who qualify.

CASL partners with many of Chicago’s top financial institutions to offer workshops
and individual counseling in areas of savings, budgeting, banking, credit, ID theft,

Family & Community Services Department
Counseling
Counseling & Social Services provides ongoing information and referral services, casework management, translation
and interpretation services, and assistance in public benefits applications to those in need.

Community Health Outreach Program seeks to improve the health status of recent immigrants through extensive
outreach efforts, educational workshops, provision of health information, and referrals and screenings.

Cultural Retention Classes
Interest Class, offered year-round, enables children and teens to learn about and appreciate traditional Chinese
artistic and cultural heritage through classes such as Chinese dance, drawing, Mandarin Chinese, kung fu, and
Chinese musical instruments such as guzheng.
Middle School Youth
Youth Development Program provides a safe, supervised, and welcoming environment that supports the holistic
development of Chinese immigrant youth grades 5th – 8th through academic tutoring, structured recreation, life skills
workshops, parental involvement and community service activities. 60 youths participated in the program.
