Ordinance No. 375: Home Rule Charter Ordinance This ordinance amends the Code of Concord Township by incorporating the Concord Township Charter, which was adopted by voters at the General Primary election in April 2016. The Charter will become effective January 1, 2017. The main changes of the Home Rule Charter concern the Township’s governing body. The current Township Board of Supervisors will become Township Council. Two additional Council members will be elected in November 2017. In January 2018, a full Council of seven members will be seated. Council members will serve a four-year term. Concord Township, Delaware County, PA Package Thefts Residents are reminded that unsupervised packages left on porches, in driveways, at apartment doors, and in mailboxes are easy targets for thieves and burglars. Choose your delivery methods and locations wisely. Keep track of your package deliveries to ensure safe delivery. Child Safety Seats Pennsylvania’s primary child passenger safety law (CPSL) requires that children under the age of four must be properly restrained in an approved child safety seat anywhere in the vehicle. Children from ages four up to eight must be restrained in an appropriate booster seat. In June 2016, Pennsylvania enhanced the CPSL by requiring infants and children to be secured in a rear-facing car seat in the rear of the vehicle until the age of two, or until the child outgrows the maximum weight and height limits designated by the car seat manufacturer. Across the Commonwealth, child seats can be installed and examined by certified Child Passenger Safety Technicians. All Pennsylvania State Police stations have Troopers trained to perform this service. The safety of your child is as easy as making an appointment at your local station. THE CONCORD CONNECTION December 2016 Page 3 Supervisors congratulate Garnet Valley Volleyball team Photo Credit: @trsmith296 The Board of Supervisors and Delaware County Council member, Colleen Morrone, congratulate team members and coaches of the Garnet Valley High School Girls Volleyball team. At their December public meeting, the Board of Supervisors and Delaware County Council member Colleen Morrone, recognized the 2016 Garnet Valley High School Girls Volleyball team. On November 19, the team pulled off a big upset beating two-time defending state champion Parkland in the Class 4A final. The 3-2 come-from-behind win resulted in Garnet Valley’s first PIAA Class 4A volleyball championship. Township Officials accept deeds At the September 28 Delaware County Council meeting, Concord Township officials accepted the deeds to 10 properties on Walker Street. In August, the Board of Supervisors authorized the purchase of the 10 vacant-lot properties from the Delaware County Claim Tax Bureau. There are no plans at present for the vacant lots. THE CONCORD CONNECTION Page 4 December 2016 PennDOT Traffic Advisories Concord New Traffic Pattern at Route 1 & Thornton Road On December 7, PennDOT put into effect a new traffic pattern at Route 1 & Thornton Road. Travelers on Thornton Road can no longer cross over Route 1. All Thornton Road users must turn right onto Route 1. Designated turning lanes remain and have been updated allowing Route 1 travelers to turn onto Thornton Road. U-turns are prohibited. Speed Limit Reduced on Naamans Creek Road (SR 0491) Per the request of Concord Township, the 45 MPH speed limit along Naamans Creek Road (SR 0491) between Wilmington Pike (SR 0202) and Garnet Mine Road (SR 3038) has been reduced to 35 MPH. The speed reduction creates a consistent 35 MPH speed limit zone along the entire length of Naamans Creek Road (SR 0491) between Wilmington Pike (SR 0202) and the Delaware State line. Road Closure on Garnet Mine Road in Bethel Township At the southeastern border of Concord Township, a PennDOT project to rehabilitate the Garnet Mine Road bridge over Green Creek is scheduled to begin on December 19. Garnet Mine Road in Bethel Township, between Woods Edge Drive and Brookstone Drive, will be closed and detoured. Motorists will be detoured over Bethel Road and Route 261 (Foulk Road). Weather permitting, the project is expected to take six weeks. Concord Township Recycling Center Please do not leave recycling items outside of recycling bins or igloos. Please… help us keep Concord Township beautiful! From Public Works... Snow Removal The Public Works Department makes every effort to clear snow in a timely manner. Upon being called out, the crews will make an initial pass to open all roads. As the hours and days progress, crews will return to open the roads even more. Only township roads are cleared; state roads are cleared by PennDOT crews. Residents can facilitate snow removal by not parking cars on township roads during a snowfall, especially cul-de-sacs. When clearing your driveways, do not deposit the snow out onto township roads. This can cause hazardous conditions to other motorists. Mailbox Replacement Residents’ mailboxes are located in the right-of-way. Oftentimes the weight of wet, heavy snow being pushed by a plow will damage an insecure mailbox or post. The township is not responsible for damage from the weight of snow being moved from the road. Always insure that your mailbox and post installation are secure. In addition, the Post Office asks that you clear the full approach and exit to your mailbox. Due to safety standards, mail carriers are not permitted to back up to exit their vehicle at the mailbox. If your mailbox is not properly cleared, mail cannot be delivered safely. Your cooperation is appreciated. Since the sheer volume of snow being moved by the plows will damage a shaky or older mailbox/post installation, now is a good time for residents to ensure that mailboxes/posts are secure. The Township does not replace or repair mailboxes/posts that are broken or dislodged by the force of the snow being moved. Public Works crews and contractors work around the clock to keep township roads open during winter storms. Residents can assist by not parking vehicles on streets during snowfalls
