FACTS TO BACK OUR CANDIDATURE

COUNCIL
Intergovernmental body of United
Nations system made up
of 47 States.
Responsible for
promoting and
protecting all human
rights throughout the
world.
The defence and promotion of human rights
are a reflection of a clear demand from Spanish
society. Human rights are a priority of Spanish
foreign action on:
1. Fostering abolition of death penalty.
2. Non-discrimination on grounds of gender,
sexual orientation and gender identity.
3. Rights of persons with disabilities.
4. Human rights to drinking water and to
sanitation.
5. Companies and human rights.
6. Protection and support for human rights
defenders.
We promote human rights issues in the United
Nations.
We promote and meet our international
commitments.
• During the Spanish Presidency of the Security
Council in October 2015, Resolution 2242 on
Women, Peace and Security was adopted.
• We are a party to eight international
treaties on human rights and nine optional
protocols, and we are up-to-date with our
obligation to submit periodic reports to
the respective bodies.
• Spain has promoted the recognition of
the human rights to drinking water and
to sanitation through the presentation of
resolutions to the Human Rights Council and
General Assembly.
• We have ratified all those protocols that
establish individual complaints procedures
in relation to the international conventions
we are a party to.
Members serve for a
period of three years.
Spain was a member
in the period 2010-2013
and we
are standing for the
second time.

We are open to the oversight of our internal
policies.
Human rights are an essential part of Spanish
Development Cooperation.
• We were subject to a Universal
Periodic Review (UPR) in 2010 and
2015.
• Spanish Cooperation fosters human rights and
their inclusion in the Sustainable Development
Goals.
• We have maintained an open and
ongoing invitation since 1991 to all
special procedures to visit our country
as and when requested.
• AECID’s Water and Sanitation Cooperation
Fund contributes to the implementation of
these rights.
