1) Call to Order
Renee Mackey, Vice President, called the meeting to order at 6:36pm.
Renee read a resignation letter from Lawrence Gallegos. Brian made a motion, seconded by Lucia, to accept his
resignation. This motion passed unanimously. The Committee thanks Lawrence for his support of the Park.
2) Roll Call

4) Approval of Minutes for August, 2016
Brian made a motion, seconded by Bill to approve the 8-18-16 minutes as written. This motion passed unanimously.
5) Old Business – Update on remaining Action Items from August 18, 2016
Develop a time card format for Committee Members and other volunteers - pending
Donna will develop an interview sheet for prospective Committee Members - pending.
Make an agenda item at next meeting for Committee membership and assuring a quorum - done
Liza will promote 1% for the Planet on the LFC website - pending.
RGFP Committee Member to join the Events Action Group in planning for the soiree, September 25 - done
Committee members should take a turn serving at the wine bar at the soiree - done
Liza has recommended that RGFP be included in the New Valley Roots pamphlet. Julie will coordinate this. Julie has
arranged an advertisement for this publication and Patrick will write a paragraph for the RGFP.
6) Financial Report
Julie reviewed the SLVLFC financial statements including the Statement of Financial Position- RGFP as of August 31,
2016, the Statement of Activities- RGFP for August 2016 and YTD 2016, and the Budgeted Statement of ActivitiesRGFP January-August 2016.
After discussion by Members, Bill made a motion, seconded by Brian to approve the financial statements. This
motion passed unanimously.
Julie and Liza will begin work on the 2017 budget for review by the Committee in October or November.
Julie with ask each Action Group to meet for 2017 budget planning.

Bryce has begun his year for volunteer work on the Farm, including ditch work.
Assuring reliable water in the ditch for the expanded farm plots has been challenging.
Pilferage of vegetables has been a particular problem this growing season.
Patrick has discussed with The Food Hub, purchase of produce next year, especially leafy greens.
Lucia and Francisco have sold produce to a retail grocery in Crestone.
Patrick will call Dean Swift about a thresher.
8) Director Report

Julie will ask Amber to assemble the outcomes for each grant received.
There is a new grant proposal to Colorado Creative Industries, and to Colorado Health for development of
the Park.

Members of The Committee will complete a time card at these meetings to document their monthly
volunteer work.

Other
Julie highlighted what Amber has been doing for recruiting and organizing volunteers.
Amber is working full time for the Park and some other SLVLFC programs.
The building permit for the shed has been approved.
Julie has requested a bid to survey the Park and building envelope.
Related to media, Julie is working on a case statement for the Park and reviewed the recent photoshoot
from LOR.
9) Committee Recruitment
Julie will ask Luette about teachers
Julie will speak to Antonio Garcia.
10) Getting someone on the land
Julie has spoken to a couple about living in an RV at the Park.
Donna will discuss with East Alamosa about sewer connection for this RV.
11) Other/ New Business
Committee members discussed pilferage of vegetables and how to manage this
Patrick wants to move ahead with the Mayan cultural space. Lucia will develop ideas for this and discuss at the next
Committee meeting.

Update on remaining Action Items from Sept. 15, 2016 meeting:
Amber developed a RGPP Committee Time Card, which is available on Google docs.
Donna will develop an interview sheet for prospective Committee Members - pending.
Liza created a resource development plan to include promoting 1% for the Planet on the LFC website.
Patrick will write a paragraph on the RGFP to submit to the Valley Roots pamphlet, deadline end of October.
Patrick knows of a thresher in San Luis but it may not be movable.
Liza submitted a draft budget for RGFP to the LFC board.
6) Financial Report
Liza reviewed the SLVLFC financial statements including the Statement of Financial Position- RGFP as of Sept. 30, 2016,
the Statement of Activities- RGFP for Sept. 2016 and YTD 2016, and the Budgeted Statement of Activities-RGFP JanuarySeptember 2016. Liza explained that line item 6512 includes liability and Worker’s Comp Insurance for RGFP.
Renee asked for details on expenses on the Program Costs Line item, which Liza explained was largely for activating the
Rio Grande Corridor and Walk-to-Connect program.
After discussion by Members, Bill made a motion, seconded by Renee to approve the financial statements. This motion
passed unanimously.
Liza is working on a financial report for grants.
SLVLFC are engaging in an audit.
7) Action Group Reports

Events see Ambers attached reportThe Starburst award from Colorado Lottery was presented to RGFP yesterday at the city council
meeting!
CCHD will visit October 24. Committee members are encouraged to participate and recruit participants.
The next Volunteer Workday is Saturday, Oct. 29 at 9 am. Please send work suggestions to Amber or
Bryce.
Redline (philanthropists) will visit October 30.
RGFP won a number of prizes of time donations at the SLV Collaboration summit.
Lucia’s trip report
Starting from Aurora City to Santa Eulalia by car, Lucia and Francisco met with Guatemalan elders and
travelled 12 hours by foot to a sacred site for blessing of seeds. The Guatemalan elders send greetings to
this group from Guatemala and Lucia expressed thanks to those who contrbuted to support her trip
with Francisco to secure a blessing for a sacred space at the Park. Designation the space at the Park as
sacred would require that the land could never be taken. Who will maintain the land forever as a
sacred place.? Elders gave permission to allow use of this space by the Mayan community provided that
one of the elders be able to travel here to provide a blessing. The space is not merely for adornment
and contemplation but is a sacred connection to the earth: the mountains and the river, to be
maintained forever. The elders stated that other community groups could use this space for
cerermonies. Elders had a number of questions about ownership structure of the Park. In Guatemala,
legal title to sacred places is held by individuals for use by the community, so future ownership of the
Park could affect the cultural space. Lucia has a vision for peaceful joyful beautiful space for people
now and for futrue generations. She believes this vision should extend to the whole Park.

Ag Report/Land Manager Report – See Bryce’s report
The land is prepared for land levelling in November.
Renee asked about incubator farm education this winter. Patrick suggested that one track would be
useful to both new farmers and returning farmers. Liza has some educational opportunities for
incubator farm development through the Rocky Mountain Farmer’s Union.
Patrick encouraged completion of farmer interviews, which will be a focus of CCHD.
Other- Bill asked for renewal of Ag group meetings in November to include planning for the 2017 farm
manager, and plan for Park ag improvements in 2017.
Renee asked whether a separate education action group is needed for the Park. Liza proposed a
separate position for the farm incubator program.
Cabin
Liza reported that the SLVLFC Board has reviewed the proposed donation of a cabin contingent on the
owner specifying intent, an appraisal if the owner estimated value is more than $5000, and that the
cabin can be relocated and repaired for $20,000 or less. The LFC Board has referred the decsion about
accepting this donation to The Committee. Donna attended the building inspection. Liza emphasized
the need for a security plan for the cabin. See attached “Cabin Project” spreadsheet for projected costs
of moving the cabin.

Julie discussed the draft 2016 budget for the LFC. This prompted several minutes of discussion from attendees.
Julie reviewed the SLVLFC financial statements including the Statement of Financial Position- RGFP as of Sept.
30, 2016, the Statement of Activities- RGFP for Oct. 2016 and YTD 2016, and the Budgeted Statement of
Activities-RGFP January-September 2016. The contract Farm Manager has not been paid, yet, for 2016. In
order to make sure that adequate funds are reserved for commitments to various grants, the Statement of
Financial Position- RGFP may need additional line item(s) for encumbered funds.
After discussion by Members, Renee made a motion, seconded by Bill to approve the financial statements. This
motion passed unanimously.
6) Action Group Reports
a) Media
Julie attended the LOR conference and is working with Amber in website development, developing messages to
involve more diverse community members, and a new approach for future capital campaigns.
b) LUAG/Farm Manager Report
Bryce and Francisco conducted interviews of all farmers who grew produce at the Farm Park in 2016. See the
attached report. Two family plot farmers are interested in changing to commercial plots next year.
Recommendations from farmers included: keep the Park looking nice with more perimeter flower planting,
better regulation of irrigation, more security at the Park, and peiodic meetings (potlucks) during the off-season.
Bryce is actively recruiting farmers, focusing on persons of low income.
Bill emphsized the need to recruit a new Farm Park Manager.
7) Committee Recruitment
Julie recommended inviting Antonio Garcia to become a Member of The Committee. Renee made a motion to
appoint Antonio Garcia to the Committee. The motion was seconded by Brian and passed unanimously. Renee
requested that Antonio fill out the new Committee Member application. Julie will inform Antonio.
7) Director Report
Amber announced future volunteer workdays on Nov 19 and Dec 10. She will arrange a 4-hour board
development program in April 2017, and will initiate a “Friends of the Rio Grande Farm Park” next month, see
attached darft flyer. She organized a “weekends on the Rio” passport distribution at the Boys and Girls club.

Bill made a motion to recommend to the SLVLFC Director to proceed with a grant application to Colorado Health
Foundation for $100,000 to work with multiple community partners in developing a veteran farmers coalition.
Donna seconded the motion, which passed unanimously.

Board Time Cards were circulated by Amber and filled out by Members at this meeting.

Cabin Update. The cabin donation is on hold due to no sale of the prospective donor’s property.
8) Director Evaluation
Julie reported that the Committee needs to complete a Director Evaluation. This will take place at the next
Executive Committee meeting.

After discussion, Committee Members agreed to made a recommendation to the LFC Board that for 2017, the
Farm Park Director salary be $50,000 for 0.8 FTE. As chair, Donna will take this recommendation to the
SLVLFC Board.

 Walk to Connect moving along. Bryce is helping- would like to have a full time land manager
starting in March 2017 through October. But Bryce into more of an educational role

 Bryce has been putting together the farmer incubator website and applications for both
farming and family farming. He also conducted a survey with Francisco of the farmers. He
will be sharing his results.
 Lottery and CCHD Visit
 Went to an amazing conference sponsored by the LOR foundation. Have great new ideas
and tools that we have already started implementing. We can then apply for a grant once
we implement the campaign. Amber is working on the Friend of Campaign. I have ideas for
our Capital Campaign.
 Bryce continues to work on our walk2connect. We will be having another visit from
Jonothan Stalls in April or May 2017 for walk leaders and for bringing in new walk leaders.
 Met with Luette who should be sending in her letter of resignation.
