Sewer

One Year Later
On October 24, 2004, Fulda Regional
Sewer District (Spencer County, Indiana) broke ground on their revolutionary
wastewater treatment facility. In September 2005 Spencer County received
theAssociationofIndianaCounties’
Community Achievement Award for innovation and vision to use an alternative
wastewater treatment (Eco-Treatment
SystemTM) process for the Fulda community. And now one year later, in
October2006thefi rstofitskindtobe
permitted by the Indiana Department of
Environmental Management the Fulda
Regional Sewer District is showing
other communities that they were correct in pushing the state to look outside
the box to assist small communities that
cannot afford the rates of traditional
wastewater systems.

Fulda community with the most affordable and appropriate treatment system.
The cost reduction between the EcoTreatment Systems and the next lowest
option was more than a $60 difference
in monthly user rates. It was clear to

Rose Acres Farms, one of the world’s
largest egg producers, implemented two
large constructed wetland systems to treat
stormwater runoff and augment their existing wastewater treatment system for
their soy bean processing facilities.
The two systems were designed by Mark
Harrison, P.E. through Natural Concepts
Engineering, Inc. which is now Natural
Concepts Water Quality Engineering,
LLC, a subsidiary of Bernardin, Lochmueller and Associates, Inc. This project

The innovative system, designed by
Natural Concepts Water Quality Engineering, LLC, a subsidiary of Bernardin,
Lochmueller and Associates, Inc. consists
of individual septic tanks at each home or
business that have a small pump within
them. The septic tanks settle out the solids, and the liquid effluent is pumped to
the Eco-Treatment SystemTM for further
treatment. The Eco-Treatment SystemTM
is a recirculating constructed wetland
planted with specific wetland species.
Constructed wetlands use gravel and
vegetation to remove pollutants from
water, filtering it and purifying it much
like water is purified by natural wetlands.
It is an attractive green space which appears much like a flower garden. It is not
wet and can be walked on.

And now one year later, the first 10
months of data from monitoring and
testing prove that the constructed wetland concept will work for small communities. Constructed wetland systems
have been in use for years in private and
industrial applications.
“I knew the system would work and produce a high quality effluent, but the system is doing far better than I expected
at this point in time. Due to the role of
the plants, particularly the root systems,
it may take up to three years for a system to reach it’s peak performance. The
system at Fulda may produce drinking
water quality effluent on a year round
basis within a year and a half. I am
completely convinced that there is no
better system for small unsewered rural communities that need to install
collection and treatment systems.”

BLA Designs Innovative
Upgrade to Evansville Westside
Wastewater Treatment Plant
The BLA Wastewater Team, in conjunction with Clark Dietz Inc. and the
Evansville Water and Sewer Utility, is
completing design on the Evansville
Westside Wastewater Treatment Plant Improvements Project. The plant upgrades
will nearly double the wet weather treatment capacity of the plant, thus reducing
the number of combined sewer overflow
(CSO) events. Primarily, this will be
achieved by the addition of the first biofiltration process in Indiana. Graphic Courtesy of Kruger
The biofiltration process consists of a
submerged floating media, like polystyrene beads, where bacteria grows.
Wastewater and air are introduced
through the bottom of the media-filled
tanks. As the wastewater f lows up
through the media, the bacteria break
down the organic matter in the wastewater. This biological treatment is flexible,
easily expandable, cost-effective, and
has a small footprint. Biofiltration is
ideal for an urban wastewater treatment
plant with limited expansion space as it
requires no additional settling tanks and
no return sludge system. The backwash
water, generated after cleaning the media, is easily transported to the head of
the plant for treatment.
Several successful biofilters are operating in the U.S. including Syracuse, NY
(84 MGD average and 126 MGD peak),
Northfield, MN (3.5 MGD average and
10.4 MGD peak), and Freeport, IL (7.1
MGD average and 18.2 MGD peak).
There are 65 successful facilities in Europe and 10 in Asia. BLA, Clark Dietz

BLA Strengthens Position
in Tennessee with TDOT
On-Call Contract
BLA has continued to strengthen its
position in the State of Tennessee over
the past year, thus further establishing
itselfasoneofthetopplanningfirmsin
the central United States.
BLA was recently selected for a continuous planning contract with the TennesseeDepartmentofTransportation’s
Long-Range and Project Planning
Divisions. This assignment is a 2year on-call contract to perform
long-range and project planning
for TDOT on a task order basis.
Work could be as diverse as systemwide analysis, corridor econometric
modeling, travel demand modeling,
transportation planning reports, context sensitive solutions and roadway
safety analysis. This contract representsBLA’sfi rstcontractwithTDOT
and has the planning staff excited about
our opportunities in Tennessee.
This is notBLA’sfi rstforayintoTennessee, though. The following provides
a brief synopsis of the work that BLA
has completed for small and medium
metro areas in the state over the past
few years:
Northeast/St. Bethlehem
Transportation Study,
Clarksville, Tennessee
As a subconsultant to Gresham, Smith &
Partners (GS&P), BLA is participating in
a study of transportation improvements
in the northeast area of St. Bethlehem
in Clarksville and Montgomery County,
Tennessee. This area has experienced
significant,rapidgrowth,includingconstruction of 1,600 residential lots and
700 multi-family units, recent major
expansion of the industrial park and announcement of a new hospital adjacent to
I-24. BLA is responsible for reviewing
the existing and forecasted population,
employmentandlanduseandrefining
the metro area travel demand model to
address this growth. This study is currently ongoing and is anticipated to be
complete in early 2007.
Jackson, Tennessee
Long-Range
Transportation Plan
BLA is also currently completing a new
multimodal long-range transportation
plan and travel demand model for the
City of Jackson and Madison County. To
demonstratethefinancialfeasibilityof
the preferred long-range transportation
improvementplan,thefi nalPlanwill
include a long-range multi-modal capital
improvement program to the year 2035.
The team is working with the Jackson
Area MPO Project Team, as well as
with representatives of state and local
transportation operating and planning
agencies, to prepare the new model and
long-range plan. It is anticipated that
the new long-range plan will be adopted
by the Jackson Area MPO in the spring
of 2007.
SR 386 Access Study,
Nashville Metro Area
In June 2005, BLA, again as a subconsultant to GS&P, completed a transportation
plan for the SR 386 Corridor from I-65 to
the City of Gallatin in the metro Nashville
area under contract to the Nashville Area
MPO. SR 386 is a new four-lane limited
access freeway that travels east from I-65
into the suburbs surrounding Nashville
and Gallatin and is experiencing rapid
growth which is expected to continue
as SR 386 is completed in its vicinity.
BLA was responsible for reviewing existingandforecastedlanduse,refiningthe
Nashville MPO travel demand
model in the vicinity of SR 386
anddevelopingnewtrafficforecasts
for the area. This study has allowed the
MPO and TDOT to adjust priorities for
transportation improvements within the
project area to better address the growth
that’soccurring.
Knoxville, Tennessee
Travel Demand Model
In late 2004, BLA completed its work
on development of a new travel demand
model for the Knoxville, Tennessee
metropolitan area. The new TransCAD
model and associated analytical tools
werespecificallydesignedtomeetthe
Knoxvilleregion’supcomingplanning
needs and to address contemporary
transportation, land use, and air quality issues. This new model gives the
MPO the tools to more effectively and
accurately forecast the travel demands
of the citizens in their region.

• IL Route 159 – Mr. Watters is the
project manager for the public involvement effort for the widening and
resurfacing of IL Route 159 through
Collinsville, Illinois. Due to the urban
constraints and challenging nature of
the project, the public involvement
efforts are based on IDOT’s Context
Sensitive Solutions (CSS) guidelines.
Public involvement efforts include an
outreach program, a project website,
stakeholder meetings, a Community
Advisory Group (CAG), newsletters,
and full scale public involvement
meetings. The community outreach
has been designed to include public
input on potential solutions to congestion and safety issues as well as input
on aesthetic design for mitigation of
impacts to the community.
• Consultant Management (On Call
Services) – Mr. Watters is the project manager for this IDOT contract
in District 8 in which IDOT is
utilizing a consultant manager for
ongoing consultant projects. BLA
is currently managing a consultant
in the preparation of an Alternatives
Analysis, Phase I report and Phase II
final plans for the First Street project
in Madison, Illinois.

Lynch Road
Phase III is Open
to the Public
On June 6, 2006, Vanderburgh County,
Indiana Commissioners Cheryl Musgrave, Bill Nix and Tom Shelter, Jr.
along with Warrick County, Indiana
Commissioners Carl Conner, Don Williams, and Phillip Baxter announced the
completion of Phase III of the Lynch
Road Extension Project. The ribbon
cutting ceremony marked the end of
the ten year project.
This phase was the last of the Lynch
Road Extension project built in Warrick County. This project was initiated
in response to the increase in industrial,
commercial, and residential development
in the northeast portion of Evansville and
Vanderburgh County. Phase I extended
Lynch Road past Green River Road to
Burkhardt Road at Vanderburgh County’s
eastern border. Phase II extended from
