Duties and responsibilities:
Under the overall guidance and supervision of the Programme Officer (Nutritionist) and in liaison
with Nutrition Officers (Sanaa, Aden and Hodeida), the Programme Associate will be responsible for
tracking of Nutrition FLAs, verification of invoices, supporting Cooperating Partners (CPs) on
financial matters and liaison with WFP’s Finance and Logistics units on Cooperating partner
payments and FLA matters. . The incumbent will perform the following duties:
Field Level Agreement (FLAs):
 Participating in the review and discussion of proposals and budgets submitted by potential
nutrition partners to WFP for partnership consideration;
 Supporting the Programme Officer (Nutritionist) and Nutrition Officers (Sanaa, Aden and
Hodeida) with preparation of Field Level Agreement (FLA) documentation for approval;
 Inputting and tracking of Field Level Agreements (FLAs) in the Country Office Management
and Evaluation Tool (COMET) and WFP Information Network and Global Systems (WINGS)
and ensuring that all Nutrition programme FLA Purchase Orders (POs) are entered into
WINGs and funds are reserved for the FLAs.
Cooperating Partners (CPs) Payments:
 Verifying invoices and supporting documents submitted by partners for payment;
 Developing, maintaining and regularly updating the invoice tracking system;
 Maintaining liaison and follow-up with Finance on invoice processing and payments;
 Maintaining liaison with CPs and answering their queries related to their payments;
 Maintaining liaison with Field Offices and partners on incomplete invoices;
 Preparing notes-for-record on invoices requiring further clarification;
 Analyze contract terms and conditions, and correct any observed discrepancies between
contract rates and invoice amounts;
 Issue letters of guarantee and no-charge invoices as instructed
Cooperating Partners Performance Evaluation:

Assess CPs performance including utilization of resources and achievement of planned
targets;
Facilitate the CP annual performance evaluation process in collaboration with SOs to inform
management of the quality of performance and recommend on partnership.
Coordination:
 Undertake negotiations for and prepare project documents with MoPHP (Central), GHOs in
collaboration with SOs and other L/INGOs
 Support the Nutritionist and Nutrition Officers in organizing project planning missions,
meetings and briefing sessions to identify and analyze problems and recommend projects
 Provide guidance, on-the-job training and assistance to support staff;
 Follow up of issues in field and report to section in-charge.
 Assist in conducting coordination meetings, programme review meetings.
 Prepare status and progress reports by providing information and background material for
use in discussions and briefing sessions;
 Perform other related duties as required.
Qualifications and experience
Education:
Completion of secondary school education, post-secondary certificate, preferably, a bachelor's
degree in related fields like Economics, Social sciences, Human Nutrition, Dietetics, Health, or
related fields/equivalent qualification/s, with supplemented short term courses and working
experience in Nutrition and Food security. A Masters Degree will be an advantage
Experience:
 At least 3 years of experience in implementing nutrition interventions with NGOs or UN
agencies.
 Has worked with technical teams (i.e. nutrition, VAM, etc.).
 Has contributed to implementation of nutrition and food security programmes.
 Has observed or assisted with policy discussions.
 Knowledge of cluster and sub-cluster coordination.
Language:
Fluency in both oral and written communication in Arabic & English languages.
