I would like to see palm trees that run down both sides of the street when we enter into Lake Wylie from Buster Boyd Bridge and from Gastonia on to Pole Branch Hwy 274. I have pictures to explain what I am trying to explain. I would also suggest that we have sidewalks, I live near Nanny Mtn. off of Hwy 49 and would like to see sidewalks on Hwy. 49S going toward York (5 Points to Nannys) Nowhere to walk. Like to have a small hotel or bed and breakfast in Lake Wylie Palm trees would give a great look to coming into Lake Wylie and lining our streets to give a fun, resort feel to living at the Lake Master Plan for land use more consistent in overall planning. Revised UDO and include color ordinance to maintain the community as envisioned in the info to date. Protect the lake - more enforcement and codes for runoff into Lake zoning --> perhaps you should have the zoning commission have a workshop to explain the zoning process I work in the plan area and I live in the plan area, I don't want to leave the plan area for shopping. What will be done to attract more commercial development? I would love to see bike lanes on the road to facilitate green travel. Why do people think they can control what other people do with their property? People should do their research before buying, not just believing the realtor. Comparing an HOA to County Government - apples to oranges. HOA serves tighter control, contract you enter when you purchase property Thank you for all the time and effort to educate us citizens of L. W. We need a bicycle lane on each side of 274 for the "professional" cyclists who use this road extensively Traffic 0 49 at rush hour is already congested. An accident can back up traffic for hours. Additional commuters will only exacerbate the congestion. What is the plan? I.e. wider roads, more lanes, more bridges, expressway? (A) Increase Lake Wylie Overlay to match area plan (B) Remove use by right of multifamily in the RC and RD district "conditional use only" (C) Move high density nodes away from the critical watersheds of Mill and Crowders Creek or require no more than 20-22% maximum impervious areas to protect the Lake (D) more ditch type streets (E) limit curb cut/which will encourage larger commercial development Would like to see a kayak launch at the Buster Boyd Boat Ramp Slide or Plate #2: North node (Rts.49 & 274 intersection) circular should be oblong to create more of a buffer adjacent to the water ways. Slide or Plate # 10: Locate Town Hall, Public Works, Courts, Etc. 0 centered between north and south Intersection "nodes" (along Rt. 49). It is also centered between Lake Wylie Areas. Slide or Plate #18 & 19: Industrial use area (south area - between west two (2) "rivers". Should be reduced at waterways - and create buffer. (park-like public open space - if not wetlands already!) I think it would really help your presentations if you made the distinction between zoning ordinance enforcement and the purpose of planning development process. Maybe have zoning contacts and documents listed or a handout to remove these questions. York County Government 6 Lake Wylie Area Plan 1) Because LW is not incorporated, would York County consider a semi-formal relationship with a "Community Planning Committee" associated with the Lake Wylie Civic Association? The LWCA represents HOAs with about 6,000 residents. 2) There needs to be a tighter relationship with the school board, a Lake Wylie High School located practically in Rock Hill is ridiculous. 3) The Lake Wylie Overlay needs to be expanded to Little Allison Creek, Paraham Road, Brandon Road, NC/SC State Line, and Lake Wylie. This is an increasingly homogenous area which needs to be considered and planned on a common basis. Presentation well thought out. Would like to have a running track for public use preferably the size of a football field. If built at high school or middle school would general public be able to use during school hours. So separate from public schools would be better. I'd like to see more cohesive building (i.e. AutoZone Green/Yellow on 49) Also we need to get a Park & Rec. It's so badly needed. W/ Soccer fields, baseball, trails, etc. Also on homes we need to stop dense development (i.e. apartment development, townhomes, etc.), We must also get identity, we lack so much that it not just the community but the council must get involved. PDs --> What legal leverage does County have to enforce developer's promises? My observation is the County drops the ball after roads are built. I have property at 53333 Charlotte Highway (approx. 1.5 ac) I would be interested in converting the 2br house there now to a small restaurant or possibly office, is this possible or would the county object. The property has waterfront on Crowders Ck. and possibly exists of future dredging; boat traffic could again travel under the bridge. Our first set of questions center on the Carolina Thread Trail. We are currently land owners along the proposed Carolina Thread Trail and are planning on building a home on the property in the next year. What are the land requirements for this trail? What is the time frame for beginning the trail? Is there something that we need to do as we prepare our property for a home that we should also consider for the trail? As we look at the website for the Carolina Thread Trail our property is located on what they are calling a "proposed trail connector" can you please help clarify the difference between a connector and the actual trail network? Our second set of questions is also related to the home we intend to build on 49/Charlotte Hwy. What is the proposed time line for placing utilities specifically sewer and water down 49/Charlotte Hwy between Five Points and York? Additionally, has there been any discussion to integrate upgrades to the area for broadband, 4G networks, or fiber optics? It would be helpful to define "Lake Wylie" by placing a sign announcing "You are entering Lake Wylie, SC" at the main roadway borders. Likewise, when leaving place a sign on the opposite side of the road reading "Thank you for visiting Lake Wylie" or something like that. 2. In the development of the tracts over time at "Three Points" developers and County Planners should have required for pedestrian access tract to tract and roadways. This would help provide a sense of community. In fact could still be done with little expense and a lot of cooperation. I know, pedestrian phases would have to be incorporated in the existing traffic signals. Two such signals have already been provided. However, no sidewalk access was provided at one of them. (I think the plan reviewers were sleeping at the switch.) 3. Some of the questions raised at the workshop were related to the issue of development plans approved under different circumstances than when the development was ultimately built or completed. The plan approval should have an expiration date incorporated or a drop dead date even covering cases where the project stalls. I realize this requirement may affect the real estate transaction value but everyone knows it from the beginning. (Case in point...Waffle King on 49.) As I stated earlier, the plans and ordinances set for Lake Wylie will be used to heavily influence the adjoining areas and for that reason, residents in those areas should have a say in this planning development. I attended the August 16th meeting and the majority of attendees were River Hills residents. Nothing against them, I'm also one of them, but River Hills shouldn't have the majority say in the development of this area that we all know is going to grow exponentially in the coming years. with growth you have the potential for positive and negative impact. I think the commercial use needs to be better monitored While I respect property rights, the developers are big business and not individuals. I fear developers will pervert York County as we know it. Second, I fear the York County's ability to enforce statutes and codes is very weak. Planning Commission has no authority to ensure approved development proposals are executed as proposed. This is not about roads, water & sewer. Developers sell amenity schemes that is often an empty promises. We don't need a government that is a rubber stamp. Rather, York County is our line of defense against unscrupulous development. You no longer need to look to Charlotte for evidence. It's here in our County now. Small shops, nice restaurants, a "general store", wonderful landscaping, and they have community events that are really fun to attend. I am very concerned with the development of the waterfront area around TBones/Buster Boyd Bridge. This is our most vital lake front property and should have been a priority to develop with nice restaurants, shops, etc. to draw money into our community. Gas stations (plural), old buildings and YMCA's should have been placed near the 49/274/557 intersection close to communities. I am also concerned with the Waffle House being placed close to 49 blocking the nicer looking shops behind it. It should have been place back from the road. This is a rural, lake community not interested in being an overgrown city. Don't reinvent the wheel. Look at other communities similar to Lake Wylie and review what they did that worked and what did not work. Middletown Delaware is a good example I was in favor of incorporating L.W. 12 to 15 years ago when the idea was brought up. I believe this is the only way the residents and interests of this area will be properly represented. I would expect the incorporated area would be slightly larger than the study area. I just hope it is not too late. Lake Wylie needs something similar to anne springs with bike trails, walking trails, greenways and rec. sporting fields Why, oh why had multi-family residences been allowed and why are these lots so small. (Yes, I know b/c of the Almighty Dollar.) I feel that the area needs to have an architectural standard for businesses and residential to follow so that it doesnt look like a hodge podge of ugly buildings and load colors. Too many eyesores inLake Wylie. Attract quality establishments and commercial services to attract quality residents to the area. As mentioned before, we do not need any more fast-food/greasy spoon establishments in Lake Wylie. The Waffle House just lowered our home values because of the typical types who frequent there; should let them travel to Belmont for it! I have gone to other areas in order for my children to compete and play in better facilities. If there is going to be an LWAA, there needs to be a well-dedicated area to it for our children to compete. There needs to be some more big box retailers along 49. Also, there is a lack of ma and pop restuarants to choose from. I understand the economy is playing a big role in this, but some other options would be good. Q2U and Lake Wylie Pizza are very good, but everything else is chain. And although a chain store like JCP, Target or Kohl's would be good, some other stores with it would be nice. Also, making sure to leave room for a new high school without commercial sites right around it is imperative because if LW continues to grow, the new high school will need to be built, in a nice area. We try to use our local businesses, shops, and restaurants as possible. The options are minimal at best so many times we have to travel to spend our money. It would be wonderful to invest back into our own community more. With that said there is a fine line between growth and uncontrolled spread. Thank you. We need parks, recreational facilities for all ages, zoning that allows for architectural review of buildings and appropriate business throughout the Lake Wylie area. I also believe that the study area should include the Allison Creek area. Possibly use the Clover school district boundaries on the 274 area. I like Lake Wylie because it's small yet full of life. It was very refreshing to receive the notice of a planning meeting in the mail however, the following day I learned that a Waffle House is being added to Highway 49. I was very disappointed to learn that of all restaurant chains, this one is going to be on the main road through our small town. Of all places, Waffle House is not one that makes me think 'familyfriendly'. Very disappointed. Way overdue, especially for broader input from citizens/taxpayers. Autumn Cove has been negatively impacted by the improper way the 300+apartments (that were to be 15 $500,000 homes in the zoning) were allowed to hook into our water system. This should have never happened! Our proactive board has forced a "fix" but our system it is still not properly handling the large amount of water flowing through the system. The apartments need their own system. My largest concerns are the air quality and water quality. I have asked around and studied the local animals and it seems that most of our dogs develop tumors here, scary for our kids. The trash constantly being burned, not a breathable area, not ever being able to take the kids out and enjoy a single day without someone burning trash. Just implementing laws to make people respectful of their neighbors, i.e. fireworks not at midnight, trash daily. The more developments the more the developers contribute to the sewage and waste building up without adequate expansions, they fill in the lakes and no one enforces them to fix their messes. Developers have practically filled in the entire cove behind our house full of run off, constant noise. I firmly believe there is enough multifamily and too much of that will take away the Lake Wylie feel. It is starting to look like South Boulevard with the development on 49. There needs to be a theme and not what ever goes. We do not need 8 nail salons and 20 gas stations. We need quaint shops and restaurants and a lake community feel. That’s what drew us all here to get away from the Charlotte madness. I would recommend researching the impact of the retailers (big box and others) along with large businesses and their effects on traffic congestion given the current infrastructure. Please do not allow any business that use tractor trailer (big rigs) for majority of transportation or storage of goods to build on a two lane road or highway. Widen the major routes first before thinking of 273 (Pole Branch) A Chik-fil-a would be nice for the kids/families in the LW Community... I moved to this area because of the out of town/city feel of the area. I hate to see this diminish. I know that growth comes with time but in the same vein less is more. I think the area could benefit from a large recreational/athletic complex. This survey is a good start and hope it does not get 'bogged down' or 'taken over' by individuals. The "in Lake Wylie" area is too small of a geographical footprint with not nearly enough resources (even if you do develop a taxable township) to provide the amenities that the overall community needs and is looking for. Attempting to go down that path will lead to either over-taxed property owners or a "Pineville-like" retail atmosphere (that is not Lake Wylie). The only way to achieve these things is to adopt a branding initiative that encompasses "Clover/Lake Wylie." Clover offers a distinct small-town charm & Lake Wylie boasts other opportunities. The bridge area had great potential to be built up much like a relaxed version of hilton head/ayrsley comercial area with 2-3 story shops/ condos/ a variety of resaurants and places for the summer boat/lake visitors to enjoy. Need Greenways (like 4 mile) to get good 6-12+mile run and bikes in with kids connecting bethelfields and autum cove with Rivergate and Mcdowell, Bike paths so I can bike to s. charlotte without getting run over.... please! I would like LW to look like a great Southern Town and not like Dollywood as you come across into LW. LW look and feel is going down the tubes fast. Some new zoning laws need to be introduced. The new development with the YMCA development is an improvement but it greatly lacks asthetics which would have helped to increase appeal to the area and property values in Lake Wylie. The county was unable to maintain an adequate level of community services, IE, police, fire, school etc. There was and still is a water supply crisis as well as an increasing burden on the middle class tax payer, There has now been an exodus of the middleclass, including myself to southern communities such as this, where common sense seems to prevail. My wife likes to use the phrase, "don't close the barn door after the horses get out". In other words, don't make decisions that will create an irreversible negative situation that will impact the future. Sidewalks in Lake Wylie are not used and are grown over with grass and weeks. Class it up people! Lake Wylie is better than Biker Bars and greasy spoon diners. I think single-family homes on private property are very important to our society and should be well provided for in our Lake Wylie area. Too many gas stations in this sub section, not enough commercial/chain restaurants, not enough parks and bicycle and walking paths. I have lived in Lake Wylie for 10 years. I know other folks who have lived here longer. We would really like to keep our community from growing. The traffic has already become an issue, and we need stop lights in front of our schools. Heck, sometimes the lake is packed with boats as well. Finish up the commercial development that is already started and maybe a few vacant residential properties that never came to fruition BUT please do not build anything else here except parks, playgrounds, bike paths etc. We live close enough to Charlotte, Gastonia and Rock Hill for jobs & shopping. The "Big Box" companies will put our small business out of business. Fight the folks who want to be progressive and please preserve this beautiful and safe area we live in. I'm pretty sure people moved to Lake Wylie to get away from the city and raise their families in a safe community with good schools. Great recreational community and school system for raising a family. There are several seniors who will need one level housing (townhomes or condos with elevators) in the future. Commercial diversity and appealing aesthetics along our corridors are of utmost importance, as is Zoning's willingness to work with potential business owners, to entice new commerce to Lake Wylie. How do we get rid of carolina water? Answering Q 12 proved challenging. Our firm operates and monitors the success of the Energy Management and Sustainability programs for the City of Charlotte and the City of Winston-Salem right out of Lake Wylie. If there is anything we can do to help or facilitate a sustainability program - just let us know - we live and work here and want York County to be a success and a model. CLT airport Runway 18 RNAV departures are directly over my house. They are sometimes every 4 minutes. This will get worse with NextGen navigation and when two major airlines merge (MD80's are louder than Airbuses) . A solution could be to alternate departure headings and also change the thrust reduction/acceleration altitudes from 1000'/1000' above ground level to 1500'/3000' AGL. They use this noise abatement procedure out of every major airport in Europe. These procedures would reduce the noise above us and make the Lake Wylie Community area more peaceful. I am concerned about the noise from the Airport that has significantly been increased over the the last couple of years. 274 from 557 to the NC stateline is dangerous.The potholes that need to be dodged plus 55 mph in residential turn off needs to be addressed. LKW is currently a likeable hodgepodge of buildings, businesses and neighborhood which I believe ia at a turning point..if commercial and residential (read: apartment complexes) building continues as it is now, with little planning and coordination, it will become a very unlikeable hodgepodge. This is a great area with A LOT of potential. I am not a developer but I know if you build things that look nice the people and money will come. I felt a presence of Hilton Head when we moved here. We need to take on some of the zoning practices that will reinforce the potential of this area. For example, if we do not develop right we are leading ourselves down the same path. We could have done so much better with the development when you first come over the bridge into Lake Wylie. Instead we have allowed another multi-colored building with no charm to make the statement of the area when you first come into it. I would rather have the vacant run down building with the hopes of it someday developing into something with some class and charm. York County Government 86 Lake Wylie Area Plan Appendix 4: Community Input Public Participation Community input is integral to any planning effort as it primarily informs the land use recommendations employed herein. For this project, the community has been heavily involved since plan inception in the form of public workshops, a community survey, and an open line of communication with the York County Planning Department. While stakeholders within the Lake Wylie Community Study Area were targeted for participation in this planning effort, anyone with an interest in the future of this area was welcome to participate in the plan-making process. Overarching themes that emerged from the Public Workshops and Survey are as follows: Improve overall aesthetics and promote architectural consistency Establish an identity through architectural cohesion, beautification efforts, and an improved gateway at Highway 49/Buster Boyd Bridge Preserve the existing small-town character and rural linkages Increase and diversify recreational opportunities, in the form of parks, public space, ball fields, athletic centers, trails, greenways, lake access points, beach access/swim areas, sidewalks, and bikeways, that appeal to and are accessible by a variety of users Incorporate traffic calming devices and other enhancements to address vehicular, pedestrian, and bicycle circulation Promote quality small-scale commercial development Address policy deficiencies and high intensity and high density uses allowed by right in underlying zoning designations Protect private investments Preserve ecological integrity and health of the Lake Public Workshops Public workshops were held during each benchmark in the plan-making process in order to obtain community input and establish an iterative plan-making framework. Public workshops were held after normal business hours in easily accessible locations in order to maximize participation. Meeting notifications, in the form of brochures and postcards, were mailed to all affected stakeholders, including property and business owners, residents, civic and community leaders, and religious congregations, in the Lake Wylie Community Study Area. Mailed notifications were distributed 3-4 weeks prior to the scheduled public workshop. In addition, regular email updates pertaining to plan progress and public meetings were also distributed to a robust email Listserv of nearly 600 interested stakeholders who indicated an interest in receiving email updates. York County Government 87 Lake Wylie Area Plan The format and objectives of each public workshop were tailored to obtain community input pertaining to each phase or benchmark in the plan-making process. A summary of each public workshop is included in the Table A4-1. The purpose of this meeting was to obtain feedback on the future land use plan recommendations and policy strategies. Nearly 75 participants attended the workshop and provided valuable feedback. Comment cards were available for attendees to address their concerns, suggestions, and criticisms concerning the proposed policy recommendations and implementation strategies. Overall, the proposed recommendations and strategies were met with positive support. Several reoccurring themes that emerged from this meeting are summarized in Table A4-4. Community Survey Overview The survey was open for a period of nearly two and a half months, opening on Thursday, June 7 and closing on Friday, August 24. Following the expansion of the Study Area boundary in July, staff expanded the closing date for the survey for a time period of nearly five weeks to allow residents within the extended portions of the Study Area boundary an opportunity to participate. Lake Wylie Community Study Area stakeholders, including residents/households, property and business owners, and civic leaders, were targeted for participation in this survey. However, anyone with an interest in the future of the Lake Wylie Community Study Area was encouraged to participate. The survey was advertised in public meeting notifications that were distributed to all affected property owners within the Study Area via US Postal Service and email, The Lake Wylie Pilot, the York County Government website, and public workshops. To maximize participation, the survey was available in electronic and hardcopy formats. Hardcopy surveys were available upon request and available during public workshops. With 897 respondents (881 electronic survey respondents and 16 hardcopy survey respondents), the survey provided a valuable tool to obtain community input. With nearly 5,700 notifications distributed to property York County Government 92 Lake Wylie Area Plan owners/households within the Study Area, the survey yielded a response rate of nearly 16%. Of the 897 survey respondents, 87% completed the entire survey. The survey consisted of fifteen (15) questions targeted toward ascertaining community trends, preferences, and desired land uses and improvements. Sixty six percent (66%) of the survey consisted of partially closed-ended questions in multiple choice and matrix formats. These questions included several answer choices with an “other, please specify” option. Two (2) questions were entirely closed-ended in multiple choice and rating scale formats. Three (3) questions were open-ended, allowing participants to write/type their responses. The following sections include, first, a summary of general overarching themes and, second, a detailed assessment of survey responses that informed general themes. The actual survey and all open-ended survey responses are included in Appendix 1 and Appendix 2, respectively. Please note, as the anonymity of respondents is guaranteed for the life of this plan, responses that include private and/or personal information and/or other identifiers (e.g. names, email/physical addresses, telephone numbers, etc.) are not included in this document. Overarching Themes When assessing survey feedback, certain general themes emerged (see Table A4-5). Question 1: The first question, a partially-closed ended question, inquired of respondents’ geographic affiliation within the Study Area according to seven (7) different locales or Subsections, labeled A through G (See Map 9-1). Respondents that are not directly affiliated with the Study Area but maintain an interest in its future had the option to select “other, please specify”. These respondents cited affiliation with locales that are located just west and south of the Study Area boundaries and unincorporated County locales. The geographic distribution of respondents informs the extent to which the survey sample is representative of the Lake Wylie Community population as well as locale-specific trends and desired improvements. As evidenced by Table A4-6 and Map A4-1, the majority of respondents are affiliated with Subsections C and E, which are the most heavily populated and developed locales within the Study Area. Few respondents cited affiliation with Subsections F and G. As York County Government 94 Lake Wylie Area Plan these figures are a function of total survey respondents, they are compared to the number of property owners/households who were targeted to participate in the survey within each subsection to determine their representativeness of the entire population (see Table A4-6 below). As evidenced by Table A4-6, representation was fairly constant across Subsections A and E, with only minimal variation. Subsections B and D maintained the highest percentages of survey representation. Subsections F and G were represented the least. Mutually-inclusive selection choices included: property/homeowner; renter; local business owner; local business employee; healthcare; faith-based organization; nonprofit/government entity; and other with the option to specify. The purpose of this question is to gauge the representation of respondents as well as determine the land uses and improvements that are desired among varying stakeholders. Trends that emerged are as follows: The vast majority (96%) of respondents are property/homeowners, indicating significant interest in the future of Lake Wylie among those with long-term social, emotional, and monetary vesting in real estate and the community. Eight percent (8%) of respondents are local business owners; the majority (89%) of which cited property/homeownership in the Lake Wylie Community Study Area as well. Only 2.5% of respondents are local business employees; however, the majority (71%) of which are property/homeowners as well. This indicates that the majorities of individuals that own businesses and/or work in the Lake Wylie Community Study Area also live and/or own property in the Study Area. Respondents that selected other cited affiliation to the Lake Wylie Community Study Area in the form of community and/or athletic activities; real estate sales; property management; and regular visitors/patrons. Mutually-exclusive selection choices included: full-time residency; part-time/seasonal residency; and other with the option to specify. As the economic contributions and demand for infrastructure and services differ between full-time and part-time/seasonal residents, their needs and interests may differ slightly. The purpose of this question is to determine the distribution of homeownership characteristics represented within the survey and identify trends among these two classifications. Trends that emerged are as follows: Nearly 94% of property/homeowners cited full-time residency. These residents are rooted and emotionally and financially invested in this Community, providing further evidence of a long-term vested interest in the Lake Wylie Community Study Area and its future. Only 3.3% cited part-time/seasonal residency. These trends suggest the travel demand of the existing roadway network, accessibility to employment and activity centers, opportunities for/feasibility of alternative transportation options, as well as local economic dynamics. Question 4: To identify employment commuting patterns respondents were asked to select their location of employment from a list of mutually-inclusive options. Selection options were as follows: retired; self-employed/home office; within Lake Wylie Community (other than selfemployed/home office); Rock Hill, SC; Fort Mill, SC; Clover, SC; Pineville, NC; Gaston County, NC; Union County, NC; Charlotte/Mecklenburg (CharMeck), NC; Uptown Charlotte, NC; Unemployed; and Other with the option to specify. Trends that emerged are as follows: About 50% of respondents cited that they do not have a daily work commute and/or are employed within the Lake Wylie Community Study Area, suggesting minimized transportation costs and potentially more spending in the local economy through the purchase of supportive goods and services when compared to commuters. o Approximately 40% of these respondents implied that they do not have a daily work commute; about 26% indicated that they are retired1, and 14% cited that they are self-employed or work out of a home office. Roughly 9% of respondents cited that they are employed within the Lake Wylie Community Study Area [in a manner other than self-employed and/or home office occupations]. Nearly 32% of respondents cited an employment commute to Charlotte, NC, and another 7.7% cited an employment commute to Uptown Charlotte, NC. This indicates significant peak-hour travel demand on Charlotte Highway and other secondary roads to the Charlotte, NC Urbanized Area. Only 1.3% of respondents indicated unemployment. Ten percent (10%) of respondents selected other and cited unincorporated York County; York, SC; various regional locales; neighboring SC Counties; various Upstate SC locales; Charlotte-Douglas International Airport; out of state/various national locales; and homemaking. However, Subsection F maintains the highest concentration of respondents that are employed within the Lake Wylie Community Study Area [in a manner other than self-employed/home office occupations]. Trends are as follows: The vast majority of respondents (80%) cited that they purchase necessary goods and services from within the Lake Wylie Community Study Area, indicating easy accessibility to these facilities, minimized transportation costs, and substantial investment in the local economy. Theoretically, each dollar spent locally is circulated, multiplied, and re-invested in the local economy, contributing economic stability and growth. Nearly 46% of respondents cited that they purchase necessary goods and services from Southwest Charlotte, NC. Roughly 25% cited that they purchase necessary goods and services from Pineville, NC. Two (2) of these respondents further explained that many goods and services are not provided in the Lake Wylie Community Study Area, leaving no choice but to travel to Southwest Charlotte, NC and other locales for consumption. While the entirety of the survey informed future land use and policy recommendations employed herein, this section provided the greatest insight into the community’s interests, perceptions, and concerns. Question 6: The first question in this section asked respondents to type or write the first word of phrase that comes to mind when thinking of the Lake Wylie Community Study Area. This question indicates how respondents associate or connect with the area. While answers vary, themes emerged that pertain to the community and its landscape as well as recent trends in growth and development. Many respondents cherish attributes of the Lake Wylie Community Study Area and/or its landscape, citing Lake access, recreational opportunities, aesthetics, community charm, and the feeling of small-town character, tranquility, and security. On the contrary, many respondents recognize that the community is changing and growing, referring to it as a growing community. Furthermore, several respondents commented on recent trends in growth by referring to the community as unorganized, not well-planned, in need of more planning, lacking in identity, and possessing potential for high quality/high-end development. A few respondents cited that the community is just fine the way it is, and a few cited that it is underdeveloped. Common themes that emerged are organized in Table A4-8. Selection choices included: Environmental impacts to the Lake; Diminished Lake access; surplus single-family residential supply; excess multifamily residential housing; sprawling or fragmented development trends; loss of open space/agricultural lands; costs to provide public services and utilities to new development; traffic congestion; vacant commercial structures; and other with the option to specify. Trends that emerged are as follows: The top three leading concerns among respondents include traffic congestion (57%); sprawling or fragmented development trends (42%); and environmental impacts to the Lake (42%). Areas of moderate concern include: excess multifamily housing (37%); loss of open space/agricultural lands (27%); and vacant commercial structures (24%). Nearly 23% of respondents cited other with the option to specify. o Many of these respondents further specified the following: crime; inadequate planning and regulatory controls in place to guide growth and aesthetics; a lack of consistency, uniformity, and aesthetic quality among uses, buildings, and signage, citing specific examples; low-quality/low-end development, citing specific examples; lack of amenities and services; and poorlymaintained roads. o In addition, a few of these respondents specified too many regulations and municipal incorporation as other concerns with continued growth patterns. Respondents were asked to select the three leading strengths [in addition to the Lake] from a list of options, which included: proximity to major urban centers; quality of local schools; proximity to the Charlotte-Douglas International Airport; major arterials; the unique cultural identity; a variety of housing options; residential housing demand; and other with the option to specify. Trends that emerged are as follows: Proximity to major urban centers is perceived as a leading strength by a vast majority (89%) of respondents. Quality of local schools is the second-most frequently-identified strength as indicated by 71% of respondents. The third-most frequently identified strength is the proximity to the Charlotte-Douglas International Airport as indicated by 44% of respondents. Strengths identified with moderate frequency include: major arterials (37%); the unique cultural identity (19%); and a variety of housing options (13%). Only 6% of respondents cited Residential housing demand, making it the least-frequently identified strength. Fourteen percent (14%) of respondents cited other with the option to specify. o Many of these respondents mentioned the following: rural/suburban character; relaxed way of life; affordable cost of living and taxes; natural beauty; sense of community; small-town feel. The purpose of this question is to identify deficiencies/areas of improvement in the existing policy framework as well as the adequacy of public facilities, services, and infrastructure that may have emerged from recent trends in development. Respondents were asked to select the top three leading weaknesses from 11 answer choices, which included: lack of interconnectivity among existing uses; predominance of housing; lack of a diverse employment base (including a mix of industrial; office, and commercial service and retail establishments); lack of a community/cultural identity; lack of alternative transportation options (e.g. walking/biking trails; public transit; etc.); no common architectural theme among buildings; vacant commercial structures; few lake access points; few parks, recreational centers, trails, and public space; zoning that permits high density/intensity development; other with the option to specify. Trends that emerged are as follows: The majority of respondents (60%) cited few parks, recreational centers, trails, and public space as the leading weakness in the Lake Wylie Community Study Area. Zoning that permits high density/intensity development is the second-most frequentlyidentified weakness as indicated by 36% of respondents. The lack of alternative transportation options (e.g. walking/biking trails; public transit; etc.) is the third-most frequently identified weakness as indicated by 30% of respondents. Weaknesses identified with moderate frequency included: vacant commercial structures (27%); lack of a community/cultural identity (26%); no common architectural theme among buildings (25%); and lack of a diverse employment base (23%). Less-frequently identified weaknesses included: lack of interconnectivity among existing uses (17%); few lake access points (15%); and predominance of housing (7%). Nearly 20% of respondents cited other and further specified: the existing appearance of many buildings in the Study Area; absence of local attractions, retail, service options (including medical facilities, restaurants, and entertainment uses); lack of a centralized town or main square; travel demand on Highway 49; limited access points into and out of the Study Area and to major arterials; too many curb cuts and traffic congestion; limited beach access/swimming areas; decreasing open space; loss of the historical identity (Bethel Community); no distinguishable gateway into the community; the lack and costs of water and sewer services; and lack of appropriate regulatory and long-range planning strategies to facilitate community interests. Similar to the previous two questions, this question asked respondents to select the top three improvements, projects, and/or initiatives that would most benefit the Study Area from a selection of 11 answer choices, which included: mixed use development at intersection nodes; diversification of employment opportunities along highway corridors; beautification and enhancement of roadways to include, sidewalks, trees, and landscaping; redevelopment of underutilized buildings/infill development of developable properties along highway corridors; common architectural theme and development that complements the character in aesthetics and use; improved pedestrian and bicycle safety and vehicle flow through sidewalks, bike lanes, traffic calming devices, and street interconnectivity; extend water and sewer infrastructure northward and southward along arterials and secondary roads; increased stormwater management through additional landscaping with native and/or wetland vegetation, open space preservation, and the use of pervious or permeable construction materials; inclusion of additional parks, public open space, York County Government 108 Lake Wylie Area Plan multi-use trails, Lake access points, and greenways; comprehensive branding and/or marketing scheme to distinguish the Lake Wylie Community Study Area; and other with the option to specify. Trends that emerged are as follows: As consistent with the previous question, the majority of respondents (61%) cited the inclusion of additional parks, public open space, multi-use trails as an improvement, project, and/or initiative that would most benefit the Study Area. The beautification and enhancement of roadways to include, sidewalks, trees, and landscaping was the second-most frequently identified desired improvement, project, and/or initiative as indicated by nearly 42% of respondents. The third-most frequently identified improvement, project, and/or initiative, as indicated by 40% of respondents, is the redevelopment of underutilized buildings/infill development of developable properties along highway corridors. The improvements, projects, and/or initiatives that were cited with moderate frequency, include: common architectural theme and development that complements the character in aesthetics and use (29%); comprehensive branding and/or marketing scheme to distinguish the Lake Wylie Community Study Area (28%); improved pedestrian and bicycle safety and vehicle flow through sidewalks, bike lanes, traffic calming devices, and street interconnectivity (27%). Improvements, projects, and/or initiatives identified with less frequency include: increased stormwater management through additional landscaping with native and/or wetland vegetation, open space preservation, and the use of pervious or permeable construction materials (13%); diversification of employment opportunities along highway corridors (13%); extend water and sewer infrastructure northward and southward along arterials and secondary roads (11.7%); and mixed use development at intersection nodes (10%). Nearly 15% of respondents cited other and specified a variety of additional improvements, projects, and/or initiatives, including: an additional high school; roadway maintenance, expansions, and/or widening; growth management practices that restrict high density development and sprawl; design standards; updated land use study and zoning standards; tax incentives to attract new businesses; improved access into and out of the Study Area; and recreational facilities planning. The trends that emerged are as follows: A little over half (54%) said that they are interested in more transportation options. Just less than half (45%) indicated that they are not interested in more transportation options. Question 12: While question 11 identified those respondents that are interested in more transportation options, question 12 sought to identify their preferences for specific alternative modes of travel. Respondents that indicated an interest in more transportation options in question 11 were then asked to rank in order of preference from one to four (with one being the most-preferred and four being the least-preferred) walking; biking; taking the bus; and taking a ferry or water taxi. Nearly 46% of respondents ranked walking as their most-preferred alternative mode of transportation. Roughly 44% of respondents ranked biking as their second-most preferred alternative mode of travel. Approximately 39% of respondents ranked taking the bus as their third-most preferred alternative mode of travel. The majority of respondents (56%) cited taking a ferry or water taxi as their leastpreferred mode of travel. When comparing these responses to employment commuting trends from question four, the distribution is generally consistent. o However, more retirees (43%) selected taking the bus as their most-preferred mode of travel over any other mode; retires comprised the largest cohort to select this preference category. York County Government 114 Lake Wylie Area Plan Desired Land Uses – Location Specifics The fifth section of the survey consisted of only one question and aimed to uncover desired land use specifics in order to inform future land use plan mapping and conceptualization. Question 13: The only question in this section, sought to identify the land uses that are desired respective to seven location-specific categories pertaining to the Study Area, which informed the future land use plan map. The horizontal axis included 14 categories, including 13 land use classifications of varying intensities and densities and other with the option to specify. The vertical axis included seven location-specific categories, including: not appropriate in the Lake Wylie Community Study Area; within the vicinity of the Lake/eastern area of Lake Wylie Community Study Area; near major intersection nodes; along highway corridors; along the fringes/western area of the Lake Wylie Community Study Area; appropriately placed throughout the Lake Wylie Community Study Area; centrally-located (within the vicinity of Highway 274/49 Intersection). Respondents were asked to match the 14 land use categories with the seven location-specific categories. Despite its complexity, 779 participants responded to this question. Many respondents cited that several of the uses listed are desired in appropriately placed locations throughout the study area. Appropriately-placed locations will need to be determined through additional public workshops, participatory visioning exercises, and charrettes. Trends that emerged are as followed: Industrial Uses: o The majority of respondents (79%) cited that heavy industrial uses are not appropriate in the Study Area. o Nearly 35% of respondents cited that light industrial uses are not appropriate within the Study Area, while 21% cited that they are appropriate along the fringes/western area of the Study Area. Commercial Uses: o A majority of respondents (54%) either cited that commercial service and retail uses are appropriate along highway corridors and/or near major intersection nodes. o Respondents were fairly divided concerning commercial big-box uses. 22% cited that these uses are not appropriate for the Study Area. 24% cited that they are appropriate near major intersection nodes. 24% cited that they are appropriate in central locations. Professional Office Establishments: o A majority of respondents (67%) cited that professional office establishments are desired if located either along highway corridors or appropriately placed throughout the Study Area. Pedestrian and Bicycle Amenities: York County Government 115 Lake Wylie Area Plan o Nearly 56% of respondents cited that pedestrian and bicycle amenities are desired in appropriate locations throughout the Study Area. Multifamily Residential Uses o Respondents were fairly divided concerning multifamily uses. 32% cited that multiplex, apartment complex/condominium uses are not appropriate within the Study Area, while 28% cited that they are desired in appropriate locations throughout the Study Area. 35% cited that duplex/townhome uses are desired in appropriate locations throughout the Study Area, while 25% cited that they are not appropriate within the Study Area. Single Family Residential Uses: o The majority (53%) of respondents cited that single-family residential uses of densities exceeding one acre are desired in appropriate locations throughout the Study Area. o A majority (79%) of respondents cited that rural residential uses that occupy lots ranging from one to five acres are desired in appropriate locations throughout or along the fringes/western area of the Study Area. o Similarly, the majority (75%) of respondents cited that agricultural/natural resource preservation uses that occupy lots of at least five acres in size are desired in appropriate locations throughout or along the fringes/western area of the Study Area. Parks and Public Space: o 63% of respondents desire parks and public space appropriately placed throughout the Study Area. York County Government 117 Lake Wylie Area Plan Additional Comments The last section in the survey aimed to uncover respondents’ contact information and additional feedback. Question 14: The first question in this section asked respondents to provide name, email, and/or telephone contact information if they are interested in receiving regular updates on the Lake Wylie Area planning process or participating in subsequent planning efforts related to the Study Area in the form of public meetings and/or workshops, charrettes, visioning exercises, beautification/redevelopment efforts, etc. Nearly 410 respondents provided their contact information, contributing to a robust listserv of email recipients. This listserv provided an effective tool to engage and inform citizens about the progress of the Area Plan and upcoming meeting dates. Because the anonymity of survey participants is guaranteed for the life of this plan, and responses to this question contain personal information and/or identifiers, these responses are not included in the Appendix of this document. Question 15: The final question in the survey asked respondents if they wanted to address any additional comments or concerns pertaining to the Study Area, the Area Plan, or the planning process. The purpose of this question was to glean additional feedback that may not have been revealed through the previous survey questions. Nearly 400 participants responded to this question. While responses varied, general overarching themes that emerged are summarize below. These responses are paraphrased; to review all the responses in their entirety, please see the Appendix.
