Lake Wylie Area Plan
Community Workshop – November 8, 2012
Comment Cards
"Welcome to Lake Wylie" our South Carolina state trees. I would like to see palm trees that run
down both sides of the street when we enter into Lake Wylie from Buster Boyd Bridge and from
Gastonia on to Pole Branch Hwy 274. I have pictures to explain what I am trying to explain. I
would also suggest that we have sidewalks, I live near Nanny Mtn. off of Hwy 49 and would like
to see sidewalks on Hwy. 49S going toward York (5 Points to Nannys) Nowhere to walk. Like to
have a small hotel or bed and breakfast in Lake Wylie
Palm trees would give a great look to coming into Lake Wylie and lining our streets to give a
fun, resort feel to living at the Lake
Master Plan for land use more consistent in overall planning. Revised UDO and include color
ordinance to maintain the community as envisioned in the info to date. Protect the lake - more
enforcement and codes for runoff into Lake
zoning --> perhaps you should have the zoning commission have a workshop to explain the
zoning process
I work in the plan area and I live in the plan area, I don't want to leave the plan area for shopping.
What will be done to attract more commercial development? I would love to see bike lanes on
the road to facilitate green travel. Why do people think they can control what other people do
with their property? People should do their research before buying, not just believing the realtor.
Comparing an HOA to County Government - apples to oranges. HOA serves tighter control,
contract you enter when you purchase property
Thank you for all the time and effort to educate us citizens of L. W.
We need a bicycle lane on each side of 274 for the "professional" cyclists who use this road
extensively
Traffic 0 49 at rush hour is already congested. An accident can back up traffic for hours.
Additional commuters will only exacerbate the congestion. What is the plan? I.e. wider roads,
more lanes, more bridges, expressway?
(A) Increase Lake Wylie Overlay to match area plan (B) Remove use by right of multifamily in
the RC and RD district "conditional use only" (C) Move high density nodes away from the
critical watersheds of Mill and Crowders Creek or require no more than 20-22% maximum
impervious areas to protect the Lake (D) more ditch type streets (E) limit curb cut/which will
encourage larger commercial development
Would like to see a kayak launch at the Buster Boyd Boat Ramp
Slide or Plate #2: North node (Rts.49 & 274 intersection) circular should be oblong to create
more of a buffer adjacent to the water ways. Slide or Plate # 10: Locate Town Hall, Public
Works, Courts, Etc. 0 centered between north and south Intersection "nodes" (along Rt. 49). It is
also centered between Lake Wylie Areas. Slide or Plate #18 & 19: Industrial use area (south area
- between west two (2) "rivers". Should be reduced at waterways - and create buffer. (park-like
public open space - if not wetlands already!)
I think it would really help your presentations if you made the distinction between zoning
ordinance enforcement and the purpose of planning development process. Maybe have zoning
contacts and documents listed or a handout to remove these questions.
York County Government 6
Lake Wylie Area Plan
1) Because LW is not incorporated, would York County consider a semi-formal relationship with
a "Community Planning Committee" associated with the Lake Wylie Civic Association? The
LWCA represents HOAs with about 6,000 residents. 2) There needs to be a tighter relationship
with the school board, a Lake Wylie High School located practically in Rock Hill is ridiculous.
3) The Lake Wylie Overlay needs to be expanded to Little Allison Creek, Paraham Road,
Brandon Road, NC/SC State Line, and Lake Wylie. This is an increasingly homogenous area
which needs to be considered and planned on a common basis.
Sorry the room was changed - Media room was not nearly adequate - would have been helpful if
speaker was Mic-ed - hard to hear/see. Thank you for having prints of slides on the wall helpful. Presentation well thought out.
Would like to have a running track for public use preferably the size of a football field. If built
at high school or middle school would general public be able to use during school hours. So
separate from public schools would be better.
I'd like to see more cohesive building (i.e. AutoZone Green/Yellow on 49) Also we need to get a
Park & Rec. It's so badly needed. W/ Soccer fields, baseball, trails, etc. Also on homes we need
to stop dense development (i.e. apartment development, townhomes, etc.), We must also get
identity, we lack so much that it not just the community but the council must get involved.
PDs --> What legal leverage does County have to enforce developer's promises? My observation
is the County drops the ball after roads are built.
I have property at 53333 Charlotte Highway (approx. 1.5 ac) I would be interested in converting
the 2br house there now to a small restaurant or possibly office, is this possible or would the
county object. The property has waterfront on Crowders Ck. and possibly exists of future
dredging; boat traffic could again travel under the bridge.
Our first set of questions center on the Carolina Thread Trail. We are currently land owners
along the proposed Carolina Thread Trail and are planning on building a home on the property in
the next year. What are the land requirements for this trail? What is the time frame for
beginning the trail? Is there something that we need to do as we prepare our property for a home
that we should also consider for the trail? As we look at the website for the Carolina Thread
Trail our property is located on what they are calling a "proposed trail connector" can you please
help clarify the difference between a connector and the actual trail network?
Our second set of questions is also related to the home we intend to build on 49/Charlotte
Hwy. What is the proposed time line for placing utilities specifically sewer and water down
49/Charlotte Hwy between Five Points and York? Additionally, has there been any discussion to
integrate upgrades to the area for broadband, 4G networks, or fiber optics? If you have the time I
intreat you to check out this article: http://m.npr.org/news/Books/161477162

Lake Wylie Area Plan
1. It would be helpful to define "Lake Wylie" by placing a sign announcing "You
are entering Lake Wylie, SC" at the main roadway borders. Likewise, when leaving
place a sign on the opposite side of the road reading "Thank you for visiting
Lake Wylie" or something like that.
2. In the development of the tracts over time at "Three Points" developers and
County Planners should have required for pedestrian access tract to tract and
roadways. This would help provide a sense of community. In fact could still be
done with little expense and a lot of cooperation. I know, pedestrian phases
would have to be incorporated in the existing traffic signals. Two such signals
have already been provided. However, no sidewalk access was provided at one of
them. (I think the plan reviewers were sleeping at the switch.)
3. Some of the questions raised at the workshop were related to the issue of
development plans approved under different circumstances than when the
development was ultimately built or completed. The plan approval should have an
expiration date incorporated or a drop dead date even covering cases where the
project stalls. I realize this requirement may affect the real estate
transaction value but everyone knows it from the beginning. (Case in
point...Waffle King on 49.)

"Poor Planning" "Poor Architectural Themes"
The community is based around a lake and the amenities the lake provides are not used in a
beneficial manner. Rather than a 10 pump gas station and resurrection of an old building, we
should have a thriving residential and business section that allows people to access the water,
enjoy it's views and financially benefit from new shops and restaurants that allure visitors from
other areas.
There is also a brick Waffle House being built in front of a Caribbean themed strip mall.
Visually this has become an eye-sore.

Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
Inadequate planning and zoning; Questionable governmental structure and attention to local
needs: Very poor attention to school planning, particularly regarding high school needs.
lack of enforced restrictions - would be nice if future growth was natural colors and or brick
buildings
no parks or recreational areas except those within developments that contain them
Uncontrolled growth that will eventually have to be paid for. There are too many special
interests putting too many irons in the fire and I don't see how that benefits the community in
the long run.
Planning

Lake Wylie Area Plan
Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
lack of trendy businesses
Inconsistent and lax zoning/signage regulations
Too many gas stations, storage units, and plain trashy establishments that need to be cleaned up
on 49
no cheesy strip malls, we need a town center location and things with more character and
neighborly
no quality high end commercial business interest coming to Highway 49, just trashy low end
business
Appearance of new businesses: Waffle House & Title Loan House
Zoning ordinances for commercial prop.
Types of businesses going in - with the number of gas stations and the new waffle house lake
Wylie now looks like an exit off the highway
A complete and utter lack of uniformity of character in zoning. It's a mish-mosh that is trending
toward trashy.
Community athletic fields
The loudness and distasteful signage and choice of businesses popping up on 49.
Businesses that are making 49 look "trashy" for lack of a better term.
too much low quality businesses
Becoming very tacky
Commercial development
Without controls, development is starting to look random, cluttered, unattractive, loud, etc.
Rt. 49 Zoning Laws and enforcement of same
Lack of architectural control of commercial sites
appearance and low level type business - no planning just money in government officials
pockets
Poor Management: Delapidated buildings, outrageous color schemes (Title Loans), Set Backs
(Waffle House), Signage.
It seems like there should be a review board for commercial buildings in our area.
Ugly properties/businesses
ROAD CONDITIONS !!
No consistancy around commercial building (poor designs). This will decrease property values
if the commercial side is not asthetically designed with targetted retailers
lack of thoughtful planning
unrestricted and un-zoned
Zoning of empty lots (type of buildings that may go in)
Lack of overall planning. Lack of creative use of commercial lakeside property. Poor vision
for the development of entrance to the community at the Buster Boyd Bridge
Lack of consistancy of devopment. Pole Branch road expanson needs to be done now.
Dangerous intersections North of Walmart.
Crime
No coordination on what is developed to assure it is appealing and adds value to the
community.
main street through Lake Wylie offers little to a prospective resident - we should be doing more
York County Government 43
Lake Wylie Area Plan
Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
to look like Baxter Village
Lack of quality resturants chains like Olive Garden
We need growth to continue to improve services.
cruelty to animals, bad hunters shooting deer and birds in residential areas of the Lake, ie.
everywhere
no community area like a central park
no central park with fountains, walking paths, green space, pavilion, benches, community
gathering area
Crime increase
too many eye-sores popping up (i.e. Waffle House)!
Waffle House- Really????
We need an organization that seeks highend commercial development - NOT gas stations and
fast food establishments
people not minding their own business
Lack of development restrictions, increase in low cost housing
Parks, Beach, Police, Trash, specific development guidelines for commercial business
poor planning. There is no need for a waffle house on 49 while there is a need for a new Lake
Wylie high school
lack of Park or Recreation area (i.e. Manchester /Cherry Park/ Riverwalk)
lack of central public green space: like a central park with pavillion, fountain, benches, walking
paths, area for kids, place to gather w/community
crowded schools at the high school level
Low quality construction
all of the above are important in that currently we need to travel for basic services to other
communities except for fast food, nail salons, etc all repeated along the corridor
hwy 49 looks like a strip mall with no future. Pole Branch Rd. is deadly
No local control over zoning and development
not enough nice restuarants
The lot size in Autumn Cove and Somerset on the Water is TOO small.
Business Development choices have driven me to continue traveling to SW Charlotte and other
areas for higher end restaurants, shopping, etc.
Overcrowded Schools
Not enough upscale dining or shopping within Lake Wylie
Lack of restaurants and other amenities like you find at Rivergate
No space for a recreation complex for the children
Lack of sidewalk and trails so residents can feel more in touch with this beautiful community.
Need parks and fields for kids! Families bring money to this area. Give them a reason to stay.
large class sizes/overcrowding schools
Not enough places for families to go. Need parks and green ways.
I want to see walking trails and green space.

Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
Lack of Parks
Lack of zoning and architectural consistency
Negative impact to property values and crowded shopping
NO QUALITY RESTAURANTS NOTHING QUALITY JUST JUNK ROW
Too Many Gas Stations
Ugly and/or cheap looking buildings/businesses
Too many gas stations
Lack of visionary/integrated plan for development
Growth needs to be organized.
Need for additional high school
Need to encourage quality service and restaurant development
No diversity in retail. Reduction in water bill.
no community cohesiveness.
We have a lot of bar type restaurants and not fine dining. I would prefer to do that locally but
am unable to
quality of schools
Increased crime.
Lack of zoning is causing Rt 49 to resemble Cherry Road in Rock Hill. Extremely junky
looking!
misues of property, example, 5 gas station, why did we need a 6th and expecially next to the
lake
POOR development planning
Small "businesses" with no architectural zoning/building controls.
no park or recreation for kids
Poor (low quality) or non existant restaurant choices!
better planned development; many new homes, but little shopping and restaurants
Lack development standards and / or control
Incorporation of the Lakewylie/Clover area
Too many unattractive buildings along 49 - adding a Waffle House will not help
Too many of the same tyyypes of businesses. Gas stations, banks
seeming lack of preservation of natural areas and consistency of appearance standards
Hwy 49 is becoming a race track from 5 points to the Buster Boyd
Thoughtless commercial growth
Lack of dining/shopping options
Lack of sense of "community", only way to really get from one place to another is by car, lack
of "style".
No more fast food joints, no more gas stations!
Quality control and architectural harmony of all public/commercial improvements - we have too
much "junk" along Hwy 49 right now.
Becoming a Town and paying higher taxes for no more services than I have now.
low income housing rentals and those sold costing less than $200k and financed for nothing
down.
None, we think that the Lake Wylie area should be built up so that our money goes back into
York County Government 45
Lake Wylie Area Plan
Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
the local community and South Carolina
Businesses that target lower income customers...e.g. Walmart and Pancake House. Need at least
some middle level places like a coffee shop, Olive Garden, Carrabas, etc.
No restrictions - highway 49 looks awful when you come over the bridge and now we have a
massive gas station. The lake is too pretty right there not to do something upscale like shops,
restaurants and maybe housing on top. I am a realtor and when I bring people over the bridge to
show them Lake Wylie it is not a good first impression until we get to some of the
neighborhoods.
need recreational activities areas/parks
schools being over crowded
Becoming a site like Cherry Rd in Rock Hill
Additions that do not meet the needs of residents--e.g., yet another gas station rather than a
Starbucks or Chick-fil-A
There are too many apartment buildings being developed, in addition there doesn;t appear to be
any community planning when approving new facilities
lack of development that brings money into the community, i.e. not enough restuarants on
water, quality shopping and entertainment
Lack of restaurants
No parks, playgrounds, walking track, sports fields...no place to even hold a farmers market or
outdoor concert!
Poor land use planning, local control over design standards, utility cost controls
Loss of the culture/feel that is unique to Lake Wylie, also some concern around property value
impact
Wasting tax money to build 5 lane roads that will end at a 2 lane bridge
Lack of access to major highways
public parks, walking trails
That we won't grow properly, i.e. our roads won't be built with bike lanes and sidewalks. Things
like this that need to be put in to accomodate a growing community.
loud trucks and loud low flying planes
Not enough recreational amenities or dining/shopping options
Overcrowded Schools
Air traffic noise and overflights are excessive
that growth be regulated/zoned increasingly, yet not punish the large land owners while
pursuing such.
Limited quality public parks
Limited zoning restrictions on commercial signing and set backs on busy roads.
Increasing restricting regulations on private property
community public spaces such as parks and greenways and pools
Lack of zoning laws, low quality commercial and residential areas right next to upscale
neighborhoods
Overcrowding of Watercraft/size of boats on Lake.
Taxes and restrictions of septic tanks, etc..
government encrochment
York County Government 46
Lake Wylie Area Plan
Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
Expansion of Pole Branch
Light polution
Need some way to keep four wheelers from tearing up our land
too much regulation will make it only available to the elites
It's bad enough living near the ONLY bridge that crosses the lake. We need another bridge.
too much regulation
need for athletic fields
proper growth
Ability to embrace new development
Lack of recreation areas
Lack of planning since we are unincorporated
Nice community and we want it keep that way... We don't want Agenda 21 in our community or
state... stay the hell out!
1) Access to Charlotte, Fort Mill (need more than one bridge across lake) in case of emergency
(propose bridge from allison crrek are to fort mill/tega cay, improve access in cas of emergency
and also business growth opportunity potential with better access to interstate 2) High School
Crowding, Clover HS too big and congested, we need a new High School ASAP 3) Lack of
Business attraction ( fragmented development leaves area behind with no major restaurants or
shopping besides Wal-mart)
Deforestation of the handsmill community. Lawn fertilizer runoff
increased taxes
Increase in lower quality businesses (Dollar General, Goodwill etc.)
Too many gas stations in the area.
Too many fast-food restaurants on U.S.Route 49 starting at the Buster Boyd bridge.
In need of more resaurants, parks, and playgrounds.
Lack of restaurants
The ability of YC Zoning to handle issues in timely fashion
Lack of recreational facilities; Weakness of representation and leadership from District 2
County Councilman.
too many gas stations, auto repair ctrs, and convenience stores.
Multiple gas stations, car washes within small area are an eyesore. Example: new QT at Buster
Boyd Bridge, right beside existing Kangaroo---RIDICULOUS!!!! Who is paying attention to
development????????
Governmental limitation and restrictions on land use on major arterials ( Highways 49, 274, 55,
and 557
Lack of good restaurants
that excessive regulation will (1) strangle the growth (2) increase costs (3) price out a lot of
people ala CA
A trememendous addition to the Lake Wylie area would be a public park on the lake, with a
playground, picnic areas, fishing and canoe / kayak access
Possible Incorporation
being controled by people in a gated community
i like the growth in the area
York County Government 47
Lake Wylie Area Plan
Table A3-7: Question 7 - What are your TOP 3 CONCERNS about continued growth in
the Lake Wylie Community Study Area? Other (please specify)
Schools over enrolled
Crime
Lack of parks, greenspace, trails that are open to the public
Lack of community parks
NO PUBLIC PARK SPACE
No Recreational facilities, i.e., soccer, baseball, softball, la crosse fields
Not wanting to separate from clover
Lack of planning and building codes
Poor road planning (plan to send all Garden Pkwy traffic to York County down Pole Branch to
Hwy 274/49/557 intersection)
Lack of proper planning that could make or break the area. A fear that it will lean towards
lower income and not help the area suceed as the gem it could be. I see graet things like
Phillips Place near South Park thriving here.
Nothing, I wish Lake Wylie would grow more and offer what many Charlotte suburbs offer.
Crowded Schools
home foreclosures
Education and schools
family friendly recreational opportunities - hiking, biking, swimming, gathering, picnicing, etc.
Recent change to airport arrivals and departures that are affecting the quality of life on the lake.
the pennies for progress proposal to widen pole branch to 5 lanes - I strongly disagree!!!!! 2
with a turning lane (3 total) is all that is needed.
No public parks or public facilities
rude and inconsiderate boaters, jet skiers who have no respect for lake front residences or their
property.
too many gas stations and no beautification involved with it. NOT ONE HOTEL either
Cleaning up eyesores on 49, stricter building code for future development
Low-end retail: auto parts, gas stations, fast food, car washes to the exclusion of better retail.
increasing airplane noise (as they fly over our LKW community), which compromises our
tranquility here
Loss of land
not controlling the asthetics of what is being developed. Growth is good, but it also needs to be
visually pleasing
lack of zoning = some really ugly things can be built.
affordable water and sewer service for existing developments
1. Too many stoplights 2. Busy-bodies wanting to incorporate 3. Ambulances lurking around
lack of police protection
canoe to crowders

Too many special interests that have only their agenda as priority. We need a hard and fast set
of rules and variances need to be true hardships.
It is a main artery from both NC and SC into Charlotte heavily used by Gaston County residents
lack of service oriented business, restaurants, entertainment, shopping etc
Lack of forward looking commercial and traffic pattern development
Because of corporate relocations Lake Wylie now has an upscale citizen base but no business or
restaurant to spend their money. We go to Charlotte to find a decent restaurant and to shop in
quality stores.
poor zoning choices
Commercial development
Traffic increase, no control over what is built where, too commercial looking.
It looks trashy. The retail/office development with Autobell & BB&T - a rectangle laid out in a
grid. Very imaginative. The old Food Lion. Delapidated. Should have torn it down.
Boatland. The developer should have been forced to tear that mess down first. CVS.
Everybody else gets one with an interesting building. We get a box with awnings. We get a

another high school
replace Pole Branch Rd. It is a major pass-through and has seen more deaths/serious accidents

Stop making it into a Charlotte wanna be.
Less multi family homes. Keep single family homes as the norm.
Move to bring an incorporation initiative referendum to a vote as rapidly as possible.
Would like a cheesecake factory in Lake Wylie
Re pave/improve 274.
Restaurants - nicer, more upscale - like the Rivergate area. We need this on the SC side of the
lake to help distinguish Lake Wylie as a separate entity - where we could do our shopping,
dining, etc. within our community.
improve traffic flow during rush hours,
sign ordinance looks pretty tacky along 49!
need some nice restaurants
Need Bike lanes on all roads, especially Polebranch road. Peolpe don't just live here they want

money.
movie theater
I wanted to check mixed use development but I doubt York would enforce a Riversgate type
development that encouraged walking and recreating.
Cheaper water (we live on a lake)
attract new restaurants with tax incentives
A comprehensive plan for growth (streets, infrastructure, commercial) instead of randomly
happening.
2 items here: Protect the land/coves surrounding the river/lake; build bridge connecting south
Gaston Co and Meck Co
Improving and grading some of the dirt roads with oil and chip

more family type eating facilities
Restaurants
incorporation
Rezoning to not allow trash and other items to be burned to better air quality.
Specifically, more restaurants without having to go to Rivergate area
Having a water supply other than Water West
Updated land use study and zoning restrictions
Improve road system
Continued attaction of upper end businesses
Making Lake Wylie a great area for visitors and residents. Need to make it a Lake side
community with little shops, bakeries, restaurants, as well as, parks and Lake access.
Pave the roads
Resolution of emergency response vehicles issues
Rules that would force homeowners to keep yards clean and decent. Old mobile homes that are
no longer in use removed.
Limit the growth in multi home apartments/condos, massive subdivisions(similar the mill creek
falls)
Added lanes to Buster Boyd or another bridge to cross Lake Wylie
Control the slit coming into the lake from Crowders Creek that has caused the lake under
Crowders Creek bridge to fill in.
Overall, need to give people opportunities.places to get together and connect as a community in
a way that they demand now- farmers markets, bike paths, walking tracks, playgrounds
Incorporation of Lake Wylie, Top notch land use planning for last York County gateway to
Charlotte
Fixing the road. specifically. Pole Branch and Rte.274
Increased retail, restaurant options
Repave Pole Branch Road and Highway 274 from Walgreens to the State Line
Bring more retail and restaurants to the area... but not HUGE chains.
We need a separate Post Office
re-route large trucks and low flying planes to make lake wylie the quiet country community we
moved to
Can I hit "parks, trails, greenways" twice?
very concerned with only one access point through the main portion of lake wylie

good restaurants and stores
more retail and restuarants on the lake
Complete tree on all tracts on 49 to match existing plantings
zoning/development - limit gas super stations from the 49 entry corridor; to "box" store alley
1. Coffee shop 2. Kill the incorporation talk 3. Enforce rules on the lake (especially wake
rules)
less governmental regulations and trying to be like charlotte
I find it odd you mention beautification of roadways, etc. only to allow QT Gas to demolish
developed trees and allow the company developing the strip mall behind it to create such an
eyesore.
Proper road maintenance
incorporate our boundaries so that builders/developers must build according to what fits with
our LKW identity/needs, not just what they want to build
Pursue the higher caliber businesses. This shouold keep more of the dollars from going to
Steele Creek and Charlotte. The money is there, Lake Wylie just needs to have a reason for it
to stay here.
Easy access to highways
Minimum standards for building materials, quality, landscaping. Better traffic planning.
Less gas stations - more restaurants
Hotel accomodation
Keep it pretty much as it is
Sports facilities for childrens recreational events, public pool, Greenways/bike paths OFF The

keep government out
Dredge Crowders Creek. Slow development around Catawba Nuclear Plant!
More acccess to the lake for handicapped people to fish and enjoy the water.
none of the above. I especially don't want town water. The current developments, commercial

Rein in the county planners' attempt to implement Agenda 21 initiatives that attempt to inject
smart growth regulations that are overreaching--such as limiting what a person can do in their

Lake Wylie is fine the way it is. Stop spending out tax dollars to "remedy" problems that don't

Less intense tree planting requirements which tend to screen the business we are trying to
promote.
Rational zoning planning so that we don't have 6 gas stations within 2 miles of each other
Public swimming pool
More good restaurants
close down the Charlotte airport
I don't approve of micro managing and if by "traffic calming" you are referring to roundabouts,
I don't approve of them either but they are great for the body shop business!
Eliminate Carolina Water Service and then extend water and sewer infrastructure
desperate need of restaurants, shopping, recreation, etc
Traffic law education and enforcement! I live close to Lake Wylie Road where speed changes
from 45 to 35 and then 25. Average speed on this section is 50-55 MPH right into the 25 MPH
zone. There has been at least one fatality in this section and it speed was a contributing factor.
Elsewhere enforcement is virtually non-existent and people know it. The average speed on 49
before the bridge in the morning is 45-50 when the posted speed is 35. There are routinely
people sailing through there at 50-60 MPH.
New High School
Nice Restaurants, not fast food or bar food
Better variety of fine dining, also safe and secure walking trails for females who might be
walking alone after work.
Restaurants, hotels accessible from Lake Wylie
Small shops, antique stores
movie theater
Stop with all the aprtments! Gest some restrictions!
Public Access Athletic Complex
dining and upscale shopping is MUCH NEEDED; a new high school
No more low density zoning then allowing high density ie apts across from Crowders Creek
Elem. on 274!
WOULD NOT ALLOW ME TO MAKE SELECTIONS
Would like more restaurant options, everyone seems to want an Olive Garden (replacing River

Concern of multi-family residential over populating near by schools

Major industry won't locate in Lake Wylie due to the lack of major interstate access. W/o that
access, Lake Wylie will be a bedroom community similar to Huntersville. That said, there's no
reason the development can't be planned to make it aesthetically pleasing within reason. All that
said, the development of lake Wylie will set the tone for adjoining areas. I own property in
those areas as well and so have a vested interest in what planning sets up for this community. It
can't all be about River Hills. The rest of the community needs to feel heavily involved as well.
We need a place like Baxter Village in Fort Mill
We need a central location in proper keeping with the character and aesthetics that affords us a
place to come together with our neighbors, a park, a development of small business, lakeside
park to attract community events like craft fairs, tennis courts, walking/biking trails similar to
mecklenburg to bring our community together. Lets maintain that small town feel while having
accesibility to convenience

Higher caliber restaurants & grocery stores
The city of Belmont and Gaston County developed a plan that had "hubs" at major intersections
that created small "town center" cultures including higher density residential, business, and
small commercial functions along New Hope and SouthPoint Roads that may be worth
studying. A concept of creating a "Central Business Corridor" from Buster Boyd to Hwy 274
and then identifying smaller hubs strategically located throughout the study area that served the
smaller needs of the residences may be worth discussing.

Title Loans bldg. should be made to change their colors. It is a hideous eye sore. Please pass
the color scheme rules. Stop apartment and townhouse and condo building completely. We
have enough!
None at this time
1. The Study Area is too small. To validly "plan", a 15-20 year horizon should take us at least to
Paraham Road & Brandon Road on the west, and Little Allison Creek on the south.
2. We need some reasonable control of the exterior colors of commercial and professional
structures.
3. We should consider volunteer code enforcement persons with limited portfolio, e.g. to pick
up illegal signs. SC 49's large and increasing traffic volume invites illegal signs.

4. School planning should be coordinated and included with master plan. Current school "nonplan" is a mess.
5. Consider local citizen planning committee.
6. Additional lake crossings needed. E.g. Garden Parkway and Mt. Gallant / Sutton.
We enjoy the lake and want to continue to have access to it, but the property around the lake is
not being utilized properly. Would like to see family dinning restaurants (Bob Evans)
Please protect lake from construction runoff. Every time there is heavy rain, the coves are full
of red clay. For example, Big Allison at 274 was horrible during the road widening. Current
method of protection doesn't seem to work very well.
Please, please, please involve the areas outside "Lake Wylie" as well. As I stated earlier, the
plans and ordinances set for Lake Wylie will be used to heavily influence the adjoining areas
and for that reason, residents in those areas should have a say in this planning development. I
attended the August 16th meeting and the majority of attendees were River Hills residents.
Nothing against them, I'm also one of them, but River Hills shouldn't have the majority say in
the development of this area that we all know is going to grow exponentially in the coming
years.
with growth you have the potential for positive and negative impact. I think the commercial use
needs to be better monitored
While I respect property rights, the developers are big business and not individuals. I fear
developers will pervert York County as we know it. Second, I fear the York County's ability to
enforce statutes and codes is very weak. Planning Commission has no authority to ensure
approved development proposals are executed as proposed. This is not about roads, water &
sewer. Developers sell amenity schemes that is often an empty promises. We don't need a
government that is a rubber stamp. Rather, York County is our line of defense against
unscrupulous development. You no longer need to look to Charlotte for evidence. It's here in
our County now. I would be glad to participate with a Citizen's advisory board on these issues.
Thank you, Mike Copeland
Thank you for going through this process; we were deeply disappointed when we saw some of
the recent growth (i.e. yellow bldg, QT gas station, etc) and realized it was b/c we had nothing
in place to prevent this. We always dream of having a Baxter type main street in front of bilo off
49, having some flow to new development and having some lake front parks. We routinely visit
the McDowell Nature Center and other venues that aren't in Lake Wylie.
BICYCLE TRAILS....... LOTS NEEDED FOR HS OLX FOLFSW TO GET EXERCISE
I am just very worried that Lake Wylie is become too look like Cherry Rd. in Rock Hill. It is
becoming very "run down" looking, especially now with the Title Loan place on 49 that painted
their building green and yellow. Baxter Village in Fort Mill, SC is what I wish Lake Wylie had.
Small shops, nice restaurants, a "general store", wonderful landscaping, and they have
community events that are really fun to attend. There is really nothing to do in Lake Wylie,
nowhere to have a nice lunch and shop...or even a park to go walking. It is just a bunch of gas
stations, storage units, used car lots, and some run down areas (example: over by Hamilton's
Bay Apartments). The sign ordinance that was put in place about 10 was great but it is just not
enough.
Less government! No incorporation...no need to increase taxes

We are begging for this to go in the right direction. Protect our investments. We have a
community willing to get involved! We care about where this is going.
Some new business area have poor visibility at intersections, i.e., coming out of Wachovia at the
back entrance---cannot see very good to the left--I do not think it is safe---some trees, shrubs,
etc. need to be planted without blocking the view of traffic.
Have an economic development professional contact potential business to come to the area.
Catch-up is hell. But you guys are doing a great job.
Upscale....Upscale.....Upscale and have building codes rewritten to attract more affluent
property owners, private or business. We want to spend our money in Lake Wylie but there is
nothing here.
I would urge the city to consider providing residents with basics like a coffee shop, restaurants,
community parks, etc. rather than another gas station that joins the dozen other along 49.
I think that the damage has been done. Waffle House sealed the deal for sure. Lake Wylie let it
all go to whomever made the pitch and no one gave a damn about how it would impact the
beauty or traffic.
Stop letting the developers drive the decision making process.
My concern is that highway 49 in lake wylie is now beginning to look like south blvd.
Businesses are popping up that have no value to the residents of Lake Wylie.....Ballatyne is
looking better and better...I am fearful many will move, leaving the real estate market flooded
with more homes....Especially in River Hills where I live. Many residents are 60+ Waffle
house and title loan businesses do not interest me nor them!!!
Please stop building crap. ie fast food rest., storage places and gas stations. Please build
restaurants like Carrabbas,or outback
Be more selective of incoming/new business'
Highway 49 from bridge on towards Clover, Gastonia, Rock Hill is a mess. Ugly, ugly, ugly.
I think the bright green and yellow Title Loan building is
a huge eyesore. on 49. How was that allowed?????
Appreciate your efforts to keep Lake Wylie a special place and not just another commercial spot
on the highway.
Recent Waffle House and Title Loans ugly yellow house distracts from the local town feel and
is starting to look like Rock Hill. What's next a pawn shop and stripper club?
no incorporation
Does Lake Wylie really have a market for title loans and does the building have to be painted
neon green and yellow?
We need to work with the airport and FAA to change the flight paths going over our
community. I have spoken to many people who are very concerned about this issue. It definitely
hurts our community and lowers the quality of life here and it will only get worse as the airport
gets busier and busier. We cannot open our windows at night because the noise is so loud. Many
Lake Wylie residents are adversely effected daily.
Please do not encourage any development that would result in higher taxes, such as increased
residential development, esp. multi-family. Let's keep Lake Wylie rural, quiet, and beautiful.

Char Douglas flight pattern is devastating Lake Wylie area Planes flying too low containing air.
This Forum should add pressure to FAA to have flight patterns higher or LW will regret this
later when business owners and homeowners will locate other places. This must be considered
now.
We need to attract more upscale retail and restaurants...not waffle houses and tile loan
businesses!
Road conditions into/out of Gaston county are horrendous. Pole Branch needs widening or at
least repaved. Too many lights, too much traffic congestion already on 49 going into Charlotte.
We need some sports recreation complex other than using Clover or Steele Creek or using a
church field.
This area has become so congested and only seems to keep growing. It would be nice to see safe
well lit parks for children to play and ride bikes as well as more speed bumps and red lights. A
police substation would be nice as well. It would also be nice if things could be more pedestrian
friendly, like a Baxter village area without the housing, a park, Starbucks, ice cream shop and
sandwich shop, occasional live music and festivals all in walking distance. There really is no
sense of community; there is no family friendly area for people to gather.
SECONDARY HOME TAXES> DO SOMETHING ABOUT THIS HIGH TAX AND QUIT
PENALIZING PROPERTY OWNERS WHO HAVE A SECONDARY HOME ON LAKE
WYLIE. STOP THE TORTURE!!!!!!!!!!!!!!!!!
Lake Wylie has the opportunity to be a nice well maintained community similar to Hilton Head
if the plans are put into place correctly
We need more traffic lights and restricted turn lanes along HWY 49 between Buster Boyd
bridge and Three Points. The center median should be removed because it is too dangerous.
People pull in and out of it randomly. It should be replaced with a grass median (like on the
Charlotte side) and turn lanes at major streets only. Traffic lights need to be added at Evergreen
and Forest Oaks Drive.
A good idea would be to add a traffic light(s) at either Evergreen Rd/Hwy 49 or/and Forest
Oaks/Hwy 49 intersections.
STILL need more attractive 'Welcome' signs, landscaping and parks as you enter Lake Wylie
across Buster Boyd bridge
Environmental protections are great, but worthless if the developers know there is little or no
enforcement - they are "asking forgiveness rather than permission!" We need funding to
increase inspections and enforcement - generate funds through substantial fines!
Support/encourage volunteer groups like the Riverkeepers.
make LWCSA like developments Kiawa Island & Hilton Head & WildDunes.
My concern about the rapid development of Lake Wylie has been the lack of vision in creating a
cohesive, unique identity and no community center or heart. Recreation does not appear to
have been part of the vision: bike trails, parks, tennis courts. Granted bike trails, parks, and
tennis courts do not generate money which would explain the lack of interest in creating
recreational areas.
I don't agree with hunting ducks on the lake. I don't agree with fireworks in residential areas.
Want a multiuse park. No more gas stations, auto parts or repair places on Charlotte Hwy.

Lake Wylie is a destination for people who like the outdoors. Make is accessible to them. More
lake restaurants. Canoe launches, Bike lanes and trails. Sidewalks so you can get to the
shopping. Make Pole Branch road have bike lanes and sidewalks and turn lanes. Fix the
dangerous intersection of Fewell and Pole Branch. A brew through like in the Outer Banks.
Common fishing license for SC and NC lakes that are on the border when you fish from on the

I don't believe that the government should have the right to change the zoning of someone's
property, require it to be nice, but never be able to change it's zoing!!
stop building apartments & duplexes. thank you
The city needs to address the impact of airport expansion, merger of US Air and impact to the
quality of Lake life affected by airplane noise as commented on in the Lake Wylie Paper by
residents.
We live here so we are out of the hectic Charlotte and Rock Hill areas; please do not make this
area like those areas. Let's remain small, uncrowded, and slightly rural.
Progress = More Crime
Relocated my family to the area because of all the area had to offer. Lake Wylie has a small
town feel which we loved, but we also saw a lot of potential to really enhance the area as well.
Areas like Fort Mill have received a lot of recognition and I think Lake Wylie has the potential
to be even better!
Local Taxi service for Lake Wylie Community area, reliable and response within 10-15

it would be nice to have a small downtown area with restaurants, retail, commercial surrounded
by nice homes that allow walking to and a gathering place for locals. Baxter Village is a good
example of a nice down town - small and quaint.
I have lived here for over 26 years, and in that span I have seen a lot of changes, some good
some not so good, but at a pinch LAKE WYLIE comes together.
I'm retired but schools should receive the very top priority in planning. Lots of apartments put
too large a burden on our schools. This is the one area where SC schools are better than NC
schools and it makes the area attractive.
Area C is a perfect area to consider as a City extending to along 557 to Oakridge school.
Please educate yourselves about animals, feral colonies and what really works. The reputation
and continued mean-spirited and generally heartless treatment of animals and caretakers by
omission or commission is embarrassing. Please keep nature and quit swapping trees, grass and
water for cement, trash and automobile oriented businesses. There are no employment
opportunities in Lake Wylie unless you're a realtor, mechanic, restaurant or gas station or
grocery store. And for God's Sakes outlaw fireworks within residential areas. It's like living in
a war zone 8 weeks in June and July. The right to set TNT off ends with my right to be able to
sleep and not end up at the vet with stressed dogs, cats and other wildlife. The action of a few
inconsiderate people every year ruin the summer months for the rest of us.

intentions of so-called planning. This smells a whole lot like favoritism, nepotism and tax
increases to support the whims of the few.
I hope to preserve nature and relaxation.
I am very concerned with the development of the waterfront area around TBones/Buster Boyd
Bridge. This is our most vital lake front property and should have been a priority to develop
with nice restaurants, shops, etc. to draw money into our community. Gas stations (plural), old
buildings and YMCA's should have been placed near the 49/274/557 intersection close to
communities. I am also concerned with the Waffle House being placed close to 49 blocking the
nicer looking shops behind it. It should have been place back from the road. I also think we
should be a forward thinking community in our development thinking of our impact on the
environment and where development needs to be heading in the future, understanding the crisis
our children will be facing with the demands on energy sources.
We would really like to see the minimization of chain-type stores and restaurants (i.e. Waffle
House, Auto Stores, Gas Stations, etc), and anything else that detracts from the beauty of our
little town, since we don't have a downtown area or specific street for shops, restaurants and
boutique-type stores. We want visitors to see a pretty area as they enter LKW, not some
anything-goes type of environment, which it has become. We are afraid that in addition to the
existing deserted, run-down buildings that are visible from Hwy. 49, that LKW will start to look
even trashier.
Waffle House- who voted for it??? Not appropriate to Lake Wylie area. I'm very displeased with
that.
We needed a hotel at the entrance of Lake Wylie on NC49, not a massive gas station and strip
mall.
I feel that if residential developers want to develop the Lake Wylie area, they must consider all
options laid out by the Study Plan. Every development must include walking paths and safe
play areas (green areas) or the request would be denied.
keep it rural, don't want congestion or dense housing
I hope Lake Wylie does not incorporate into a city.
I moved to the area due to it not being over development like charlotte has. I would like the area
to develop but not be over developed. Sidewalks along pole branch would be very nice and
useful to all for safety. If you want families you need more parks and family areas please. Also
more lake development like food on the lake for boaters.
Thanks for your research. I love living here. Great people.
Go for the Hometown - building close in, instead of out on the edge in suburb-style
developments. We have the chance to make a unique community that feels like a place you can
live for generations, walking between home & the store, meeting at the park on holidays, seeing
the same people on a daily basis as you go through your day. Spreading the town out with new
homes out on the edges costs everyone more in stretching new infrastructure and services out to
meet them. Keeping the town more compact keeps the center of town more vibrant instead of
hollowing it out. This is especially important in small towns with fewer resources to go around,
people can have a lifestyle that doesn't require a vehicle every time they need to do something.
No more strip malls and endless development along the highways.
we need to give lake wylie its identity.

This study is crucial to charting the quality of the future we might enjoy in this area -- thank you
for managing the process.
I am very opposed to any development in the area which diminishes the quality of life any
further. How can we support high density housing???
the concern is that the present form of development that benefits non residents or "dormitory"
residents will continue and the current mistakes/eyesores not corrected. Ex: road tax usage to
date, poor re-development currently going on at Buster Boyd Bridge area. New building when
empty usable sites are in place along 49 corridor.
We need to define ourselves now or lose the chance to make our own identity
What the charlotte airport has not done to thoroughly ruin the quality of life at my home...I'm
certain that planners and developers dedicated to the same end will find a way to do. You can
begin by paving Bethel School Road 12 lanes wide, add 14 million folks and you'll be well on
your way. Oh and don't forget an ambulance in every other driveway, equipped with a lawyer so
we'll know who to sue...we'll gather information on the way to the hospital..it's more efficient
that way. Don't forget lots of strip malls too. You all won't be happy until the place is
destroyed..unrecognizable.
Just don't grow too quickly. Most people here are trying to get away from growth and like the
small town atmosphere. I grew up in Charlotte and it always wanted to be like Atlanta. Now it is
and it's a mess - as Atlanta is a mess. (I lived there for 20 years.)Growth is not always a good
thing. Parks are nice. This is a rural, lake community not interested in being an overgrown city.
Don't reinvent the wheel. Look at other communities similar to Lake Wylie and review what
they did that worked and what did not work. Middletown Delaware is a good example
I was in favor of incorporating L.W. 12 to 15 years ago when the idea was brought up. I believe
this is the only way the residents and interests of this area will be properly represented. I would
expect the incorporated area would be slightly larger than the study area. I just hope it is not too
late.
Lake Wylie needs something similar to anne springs with bike trails, walking trails, greenways
and rec. sporting fields
Why, oh why had multi-family residences been allowed and why are these lots so small. (Yes, I
know b/c of the Almighty Dollar.)
I feel that the area needs to have an architectural standard for businesses and residential to
follow so that it doesnt look like a hodge podge of ugly buildings and load colors. Too many
eyesores inLake Wylie.
Attract quality establishments and commercial services to attract quality residents to the area.
As mentioned before, we do not need any more fast-food/greasy spoon establishments in Lake
Wylie. The Waffle House just lowered our home values because of the typical types who
frequent there; should let them travel to Belmont for it!
Park areas WITH A FENCED IN DOG PARK AREA would be a WONDERFUL addition to
our beautiful city.
We are afraid businesses like the Waffle House will bring unwanted activity during the night
hours. We are also concerned with other buildings going in, pawn shops, etc that do not belong
in beautiful Lake Wylie.

Who sold land to build a Waffle House in this area? We need more upscales restaurants - so
that we don't need to cross the lake to spend our dollars in Charlotte, NC.
The next high school should be located within this area and not further south.
all side roads off 49 with commercial activites should be required to screen and landscape no
dumpster or loading docks viewed from road frontage curb appeal for entire neighborhoods
First thing that needs to be addressed is that there are no good, quality fields for LWAA. I have
gone to other areas in order for my children to compete and play in better facilities. If there is
going to be an LWAA, there needs to be a well-dedicated area to it for our children to compete.
There needs to be some more big box retailers along 49. Also, there is a lack of ma and pop
restuarants to choose from. I understand the economy is playing a big role in this, but some
other options would be good. Q2U and Lake Wylie Pizza are very good, but everything else is
chain. And although a chain store like JCP, Target or Kohl's would be good, some other stores
with it would be nice. Also, making sure to leave room for a new high school without
commercial sites right around it is imperative because if LW continues to grow, the new high
school will need to be built, in a nice area.
We try to use our local businesses, shops, and restaurants as possible. The options are minimal
at best so many times we have to travel to spend our money. It would be wonderful to invest
back into our own community more. With that said there is a fine line between growth and
uncontrolled spread. Thank you.
More parks and fields for kids including baseball, softball and soccer. More bike lanes on
major roads (Pole Branch Road) and secondary roads. More sidewalks on main and secondary
roads. People moving here have families. Families like to play where they live. Make this
place friendly for the city folk to visit and come and spend their money. Bring a major hotel
chain to Lake Wylie! Not all relatives can stay in your home. The horse farms and open space
make this place feel like the country and not the urban sprawl of a city. Please keep it that way.
Beautiful drive on west side of lake North to South from Belmont.
I am vehemently opposed to expanding Pole Branch Road into a 5 way highway.
An unified arcetexeral plan
I would love to be apart of the growth of lake wylie, there can be a real water centric culture that
we can bring to the area
Isn't there anything that can be done with the land that the county owns near Crowders creek
fire recreation now. A bush hogged trail would be better than nothing.
public awareness and control over sprawl and ugly franchises= waffle house, we could do better
than this.
Having a picnic area/beach/swimming/walking trails near the lake would be a wonderful
addition to the area.
I think the study area is not wide enough. It should extend more to the west and further south
down 274.

I do not believe that we need massive industrial / commercial development. I dont think we
need additional transportation systems. We do need recreationsl parks and bike trails and I
would be willing to serve on committees to make this happen. I did this in Cabarrus county
when I worked there for the school system.
We need parks, recreational facilities for all ages, zoning that allows for architectural review of
buildings and appropriate business throughout the Lake Wylie area. I also believe that the study
area should include the Allison Creek area. Possibly use the Clover school district boundaries
on the 274 area.
I like Lake Wylie because it's small yet full of life. The more commercial growth, the more
traffic, the more the city will begin to turn negative (just as everyday society). The more laidback, the more positive people become. Being positive is a way life. Keep growth to a minimum
while preserving the natural beauty of the area... and get rid of the rusty, broken down buildings
(like the barn thing next to Checkers on Hwy 49). AND, I appreciate all you are trying to do for
our city.
WHY CANT A PLANNING COMMISSION BE DEVELOPED THAT WILL PROTECT
OUR COMMUNITY FROM A TERRIBLE LOOKING HWY 49. YOU CROSS THAT
BRIDGE AND IT IS BEAUTIFUL AND THEN ITS GAS STATIONS STORAGE
FACILTIES APARTMENT HOUSES TO BRING IN MORE CRIME TO OUR GREAT
NEIGHBORHOODS, ON AND ON, AND ON. HORRIBLE
Add area resource contacts, such as the DOT number and contact person, to the e mails or web
site. Consider available water resources when planning area density patterns. Look to Atlanta,
Ga. water wars with Tenn. and Ala.. Water restrictions were very strict several years ago there
when Lake Lanier got so low. Help guide residents how to organize to lobby the DOT to avoid
traffic gridlock as the area grows. Do NOT allow the new type of billboards that look like
picture screens and change out the ads every few minutes. They are VERY tacky and
distracting to drivers. Billboards are tacky period. Clarify just what sorts of limits/rules on
building can actually be put in place by this process since the area is not incorporated.
I would like to see a large public park built somewhere along the lake, perhaps with a
beach/swimming area.
I was on the council that put zoning in the county originally. I'm really disappointed in how this
area has been allowed to develop with no thought to community cohesiveness. Thanks for the
public forum tonight.
We need to distinguish the zip code between Lake Wylie and Clover. We need more retail
options. Incorporate.
none
We are just getting ready to have another gas station/convenience store open by Buster Boyd
bridge. Monetarily that might have been a good thing for York county - as far as Lake Wylie
Culture we need to have some fine dining, we need to have a park for families and for
individuals to be able to walk safely. We need to have more higher paying manufacturing jobs
available in the outskirts of our study area that will bring better stores, dining and selections to
the area.
Control or mitigate storm water runoff, farm animal waste and chemicals, into lake watershed.
The previous planning and development does not leave many options to see this community

We moved here 8 years ago, loved the location, gave us the type of environment we wanted to
live in, now we feel too much growth, not enough planning, traffic congestion and not the small
town atmosphere anymore
I am a brand new resident of the area. Surprised that Lake Wylie community does not advertise
the advantages of this high growth area in terms of the educated workforce that would be
available to potential businesses. Also, the flight path over the area will have long term
negative impact on residential growth.
We need to keep our community focused on beautification and preservation. I am solidly
against any more retail development here in Lake Wylie. I am also very much against any
multi-family home developments.
Incorporation of the Lake Wylie area is not needed or wanted
Where was the planning comm when they put the GIANT gas station in to greet people coming
in from NC? It could have been beautiful and what a waste to have with our York statue???
I WOULD LOVE TO GET CHEAPER WATER SERVICE.,WE NEED MORE PARKS,
RECREATION, TRAILS, GREEN WAYS, BIKE LANES, AND SPRED OUT THE
POPULATION
do not incorporate
There needs to be much better planning for the area and grandfathering is not appropriate.
Please address WHY no restaurants will come to this area. We have been lied to, it is NOT
because they don't sell alcohol on Sundays anymore. It is NOT because the water costs too
much for them, WHY doesn't anyone want to come to an area where supposedly the homes are
higher value? And instead we get a bowling alley and more gas stations and ABC stores?!
C'mon, what is the real problem here?
I am very concerned with the lack of design control, public safety and traffic control along Hwy
49. Allowing construction of another gas station at Buster Boyd bridge was a poor choice from
a visual perspective and also reflects poor traffic planning. What is the plan to control traffic
that will turn left across multiple lanes of traffic, with little control of speed across the bridge?
There is no consistency of design along the Hwy 49 corridor.
We are concerned that Hwy 49 willl become another "Cherry Rd." in Rock Hill. We need to
have the Lake Wylie Incorporated-form a city or township-and be more intense about
regulations, have building codes and take control of the development of Lake Wulie area
Why do we need a waffle house? No matter how well built, it will just look like more trash
along 49...
I really do not feel we need more gas stations or car washes in the area. There are now 5 within
a half mile driving distance. 3 with in less then a quarter mile.
1) minimizing destruction of natural areas when building 2) require new construction to
provide buffers (trees, fencing, etc.) when abutting existing structures
We are greatly and I believe justifiably concerned about the speed of growth not only in the area
where we live but also along the corridor of 49 that feeds into our area. With 49 so heavily used
by commuters outside of the immediate area for access to Meck Cty, any addition commercial

development or (especially) multi-unit housing furthers our conjestion and increased potential
danger to pedestrians. We are also concerned with the sharp rise in criminal activity in our
neighborhoods (The Landing, Autumn Cove and Bethelfields) the past 3 years.
It was very refreshing to receive the notice of a planning meeting in the mail however, the
following day I learned that a Waffle House is being added to Highway 49. I was very
disappointed to learn that of all restaurant chains, this one is going to be on the main road
through our small town. Of all places, Waffle House is not one that makes me think 'familyfriendly'. Very disappointed.
Way overdue, especially for broader input from citizens/taxpayers. We welcome the
opportunity to participate.
Autumn Cove has been negatively impacted by the improper way the 300+apartments (that
were to be 15 $500,000 homes in the zoning) were allowed to hook into our water system. This
should have never happened! Our proactive board has forced a "fix" but our system it is still
not properly handling the large amount of water flowing through the system. The apartments
need their own system.
My largest concerns are the air quality and water quality. I have asked around and studied the
local animals and it seems that most of our dogs develop tumors here, scary for our kids. The
trash constantly being burned, not a breathable area, not ever being able to take the kids out and
enjoy a single day without someone burning trash. Just implementing laws to make people
respectful of their neighbors, i.e. fireworks not at midnight, trash daily. The more developments
the more the developers contribute to the sewage and waste building up without adequate
expansions, they fill in the lakes and no one enforces them to fix their messes. Developers have
practically filled in the entire cove behind our house full of run off, constant noise. I firmly
believe there is enough multifamily and too much of that will take away the Lake Wylie feel. It
is starting to look like South Boulevard with the development on 49. There needs to be a theme
and not what ever goes. We do not need 8 nail salons and 20 gas stations. We need quaint
shops and restaurants and a lake community feel. That’s what drew us all here to get away from
the Charlotte madness.
I would recommend researching the impact of the retailers (big box and others) along with large
businesses and their effects on traffic congestion given the current infrastructure.
Not at this time
The cost of water in this area is ridiculous.
I have lived in the center of your study area for the past
40 years and appreciate the need for good planning.
No
Please quit trying to take every idea that comes from living in a big or bigger city and imposing
it on Lake Wylie. There is a reason Lake Wylie was better in the 80's, as a youth growing up...
This reeks of a slow and stealthy implementation of the UN Agenda for the 21st Century, a one
world government initiative.
lack of zoning is a major issue. Unplanned development will impact schools to the detriment of
their current rating eventually downgrading the attraction to the area..

Lake Wylie is a beautiful setting and needs to be carefully managed. The placement of the
Quick Trip mega gas station at the gateway to our community is an eyesore and it is the first
thing anyone will see when entering our community. I'm hoping in that development planning
is better managed in the future to prevent this type of abomination.
Please do not allow any business that use tractor trailer (big rigs) for majority of transportation
or storage of goods to build on a two lane road or highway. Please keep in mind as growth
happens the (so called) major arteries to Charlotte will have more and more volume which
already at times seem to be at or over capacity. Just sayin . . . We moved here because it was
quiet, not populated, and just out of reach of a major metropolitan area. Watching it grow has its
benefits, but its not what it used to be.
My #1 concern will always be to protect the lake. I live on the Mill Creek leg of Lake Wylie,
and all the development across the bridge has dumped sediment into our cove. Whatever you
do, please protect the lake. It's why we're here.
I am concerned that this will lead to the area becoming incorporated, which is something that I
do not want to see happen.
There is a MAJOR need to clean up the current "look" of LW. The mess of plants on the BB
Bridge coming into LW & the TBones garbage boxes need to be addressed. Then have these
commerical places get rid of those stick in the ground signs. We now have beautiful trees &
sidewalks, we just need the land cleaned up around them & please, no more commerical
development. We want clothing stores, a coffee shop, a decent grocery store & a good
restaurant(like Trio's in Pineville or Olive Garden or Just Fresh). The main problem with the
current fast food restaurants etc is that the employees have very, very poor attitudes. Compare
the McD's in RiverGate vs. the one in LW. Same owners, different employees. We will go to
RiverGate before being treated rudely here in LW. I thank you for allowing me to give input.
Thank you so much!
see above
Rural areas should be grandfathered in to any plans
nc traffic thru lake wylie has become unreal. i call it the gastonia, belmont, lowell, ranlo by-pass
to south charlotte and rock hill. the extra traffic would be ok, if the drivers would obey the
traffic laws.
Stop the sale of so called "Town House" structures and homes under $200K
I hope to see the park with camping and hiking trails @ nanny mt. I heard this was going to be
built and I cant wait. ( the roads need to be cleaned better, there is always debris on the road )
Thanks
Need cafes, restaurants, coffee shops; expansion of Walmart/Lowe's shopping area to include
more store options.
I hope this is not another veiled attempt to push the idea of incorporation!
The infrastructure must support any growth. Currently, Pole Branch Road is narrow, windy, and
hilly with a 45mph limit that is much too fast, since most motorists exceed the limit and try to
avoid pot holes that routinely creep up (with no shoulders) . A 35mph limit is necessary until
the road is widened.
We need to make Lake Wylie a destination for people who want to enjoy the lake, sports

families to use recreational facilities and to keep up the house values making 49 when you come
over the Buster Boyd Bridge scenic. Right now it looks awful when you see the "welcome to
Lake Wylie" sign and I have a hard time when I bring clients through that way until they finally
see the nice neighborhoods that are available to them and the great school system. It really
looks like an old, run down town until you are off the highway some. If we had nice
shopping/housing areas in all brick or something beautiful it would help the values
tremendously.
Retain the number of seniors living here when they are ready to downsize, like small Sun City's
.
Airplane noise has become an issue in the last year or so.
The QT gas station right over the bridge looks cheap and embarrassing as the first sight crossing
into SC. A lovely little park, Starbucks and maybe bakery or ice cream shop would have been
so much better!
The new gas station off of Buster Boyd Bridge and 49 is a monstrosity. It is the first thing
people see when crossing into SC and lowers the land value around it. I'm convinced someone
was asleep at the wheel or bribed to have such a horrific planning decision made. That is land
that should have been bought and developed into a park to beautify the area. Instead it will
increase traffic along the bridge for NC's entering to fill up and gas and further the stereotype
that Lake Wylie is a bunch of hillbilly's who can't create a planned community if it hits them on
the broadside of the head.
Please, please, please work on bringing well-known chains such as Starbucks and Chick-fil-A to
LKW!!! Also we need an ice cream shop on 49 near River Hills.
I think the new Gas station being built right over the bridge is a mistake in planning. First - we
don;t need another gas station and second - the shopping center that was redesigned would have
been beautiful and a great addition to the community - welcoming people to Lake WYlie but
can't be seen because of a 22 pump gas station. After which you drive down the road and see the
lack of any buuiling planning - no standard style building or plan. I believe Lake Wylie has the
potential to become a very nice "shore" town which could become a destination to vistors - not
just a throughfare to get gas from.
Construction of the Garden Parkway proposed for Gaston County will cause more silt to flow
into Crowders Creek and further filling of Lake Wylie in the Crowders area. This needs to be
controlled.
We should be active in pursuing options that will bring our community together but be cautious
about implementing changes that limit or change business owners' or property owners' use of
their land/buildings.
A comprehensive land use plan should be drafted using experts who have successfully
integrated suburban gateways to major cities; tie ins to light rail, planning for 50 years from
now should be on the table with all expenses paid for by the County
Not until I learn more about the plan.Thank you.
I would like to see Lake Wylie stay non-congested and a peaceful place to live. We don't need
to provide a lot of jobs in this area, we need to be a community for those who work in the
surrounding areas.

Most important thing is not to load up Lake Wylie with any more apartments and overpopulate
like the 49 corridor through Steele Creek.
So many wells being drilled (along Lake Wylie Road) !!! I constantly get grit sucked up through
my well pump and into the water lines.
Widen the major routes first before thinking of 273 (Pole Branch)
A Chik-fil-a would be nice for the kids/families in the LW Community...
I moved to this area because of the out of town/city feel of the area. I hate to see this diminish.
I know that growth comes with time but in the same vein less is more.
I think the area could benefit from a large recreational/athletic complex.
This survey is a good start and hope it does not get 'bogged down' or 'taken over' by individuals.
May the answers be true for the families who live in Lake Wylie or who are considering moving
to this area.
It would be nice to see the community move away from trailer parks and towards more
substantial housing, particularly in the northern sections.
Also, bike lanes and sidewalks are a must!
We love living in this area as it's central to both our jobs, but we look forward to some growth
so we don't have to drive 30 minutes for everything.
not at this time
The area is growing very fast but it seems the growth is without planning or thought of
environmental impact. The beauty is disappearing and the congestion is growing
Are there any timeline constraints on this plan and how does it fit into the Master York County
Plan?
New High School!!
Please keep the Lake Wylie area a quiet rural residential area. We moved out here for that
reason. It is not that close to Charlotte so we have a far commute and lately it is not worth it
with the low flying loud planes and more and more huge trucks driving by our neighborhood
pulling the brake for no reason at 3AM.
Those that live "in Lake Wylie" (i.e. River Hills) need to be open to the concept of a greater
Lake Wylie area that includes areas of Clover & York. There seems to be a divide that exists
between the two factions. The "in Lake Wylie" area is too small of a geographical footprint with
not nearly enough resources (even if you do develop a taxable township) to provide the
amenities that the overall community needs and is looking for. Attempting to go down that path
will lead to either over-taxed property owners or a "Pineville-like" retail atmosphere (that is not
Lake Wylie). The only way to achieve these things is to adopt a branding initiative that
encompasses "Clover/Lake Wylie." Clover offers a distinct small-town charm & Lake Wylie
boasts other opportunities.
Great job! Thanks.
Yes, as i am considered Lake Wyle, its great, however, i am onthe fringe end, which is YORK,
has it been addressed to annex this property? I am Bethelfields
I believe more people would open businesses and build in Lake Wylie if York County worked
with people instead of treating them as bad as they do. Specifically an orange haired man
named Jeff at York County. That sort of behavior should not be allowed in our community.

We need more of a support system when we are trying to grow.
I would like to see development begin on a multi-purpose athletic area for all sports in Lake
Wylie. Specifically: Soccer, Football & Baseball.
The bridge area had great potential to be built up much like a relaxed version of hilton
head/ayrsley comercial area with 2-3 story shops/ condos/ a variety of resaurants and places for
the summer boat/lake visitors to enjoy. But now we have a mega gas station. Brilliant. Missed
opportunity. Need Greenways (like 4 mile) to get good 6-12+mile run and bikes in with kids
connecting bethelfields and autum cove with Rivergate and Mcdowell, Bike paths so I can bike
to s. charlotte without getting run over.... please! We could be such a rival to Tega Cay.. but
we're not.
Serious consideration needs to be given to incorporation in order to effectively plan future
growth and business locations and types of business.
This area has become too conjested. Take what is here an improve it with class. Only allow
high end retail. Target would have been a huge improvement over Walmart!
I would like LW to look like a great Southern Town and not like Dollywood as you come across
into LW. It is a little too late with this mega-gas station but something needs to be done to stop
growth like the Wafflehouse which builds in front of thought-out, nice-looking buildings. LW
look and feel is going down the tubes fast.
Some new zoning laws need to be introduced. You should not be able to have commercial
development, trailer parks, boat storage, alternative lifestyle bars, etc. right next to residential
developments with young kids.
Why did we change the name from Bethel to Lake Wylie? It has always been Bethel.
I am concerned about growth that would impact our water supply in a negative way.
Why can't some of the Land that is TAX FREE that belongs to Cresent Resources be opened to
the public for hiking/biking/nature trails?
There needs to be no more multifamily/apartments and only upscale residential and commercial
offerings. We don't need to increase populations... just make it better so we don't have to go to
NC for everything. Growth has been a detriment to the schools (Clover) causing large class
sizes. The new development with the YMCA development is an improvement but it greatly
lacks asthetics which would have helped to increase appeal to the area and property values in
Lake Wylie. Where are the GREEN/Plantings? in that recent developmen! I do not plan to
retire here as the area is not very "polished." or cohesive compared to other municipalities such
as Greenville,SC.or Hilton Head or Charleston. There is no attractive, upscale shopping (even
Gastonia has it!) Lk. Wylie seems randomly developed with no overall plan. Glad to see
something being done, however "NO" to Agenda 21!
We are opposed to the expansion of Pole Branch Road to 5 lanes.
Less government is better. Please keep out of our business. If neighbors don't like what is done
with property, they'll either buy it or move.
Thank you for keeping residents informed and letting us participate in this process. I have lived
on the river since the early 70's and witnessed the environmental impact our growth has had on

became over developed with residential communities. Even with the increased revenues from
property, shool and sales taxes, the situation became intolerable. The county was unable to
maintain an adequate level of community services, IE, police, fire, school etc. There was and
still is a water supply crisis as well as an increasing burden on the middle class tax payer, There
has now been an exodus of the middleclass, including myself to southern communities such as
this, where common sense seems to prevail. My wife likes to use the phrase, "don't close the

irreversible negative situation that will impact the future.
Sidewalks in Lake Wylie are not used and are grown over with grass and weeks. We do not
need more!
Hope you are able to get a sense of community and uniformity of style in Lake Wylie
storm water drains in the subsection d needs to be maintained a little better they have not been

In the past 29 years that I have live in Lake Wylie, it has grown immensely. I feel this area
needs to take a deep breath and determine the correct path (zoning, development , etc) and not
continue to permit development that is not consistent with the demographics.
I like the way Lake Wylie is growing and I appreciate the extra expense developers and
businesses have incurred to create attractive sites. I do not want to see regulations that restrict
opportunities to only a few. In other words, let's not replicate California's errors.
Please help us do something about the road near BBB. It is causing home sales to decline

There should be more mass communication about what the planning committee is doing. The
work and consulting should be done locally--not from out-of-state consultants who have no clue
about our community. As evidenced by this survey, York County should not be subjected to
idealism that is a 'sounds good on paper', progressive agenda document like Agenda 21 that
would be cost prohibitive and take away our constitutional liberties for the sake of a UN
document.
Need a concentrated effort to bring in new restaurants and other local businesses

We need access to the lake for people to swim or just enjoy being at the water's edge without it

I think we need another bridge connecting us to the Tega Cay/Fort Mill area
I am interested in more commercial opportunity, but not LOW CLASS commercial
opportunity...i.e. the "Waffle House" going up on 49 near 274. Class it up people! Lake Wylie
is better than Biker Bars and greasy spoon diners.
I think single-family homes on private property are very important to our society and should be
well provided for in our Lake Wylie area.
Too many gas stations in this sub section, not enough commercial/chain restaurants, not enough
parks and bicycle and walking paths.
I have lived in Lake Wylie for 10 years. I know other folks who have lived here longer. We
would really like to keep our community from growing. The traffic has already become an
issue, and we need stop lights in front of our schools. Heck, sometimes the lake is packed with
boats as well. Finish up the commercial development that is already started and maybe a few
vacant residential properties that never came to fruition BUT please do not build anything else
here except parks, playgrounds, bike paths etc. We live close enough to Charlotte, Gastonia and
Rock Hill for jobs & shopping. The "Big Box" companies will put our small business out of
business. Fight the folks who want to be progressive and please preserve this beautiful and safe
area we live in. I'm pretty sure people moved to Lake Wylie to get away from the city and raise
their families in a safe community with good schools. DO NOT LET MONEY MISGUIDE
YOU INTO CONVERTING LAKE WYLIE TO AN URBAN AREA.
I hope a mix of opinions will be returned to you from not only the vocal residents new to York
County but also from the families who have lived in the area for generations who have seen how
the area has changed over the past 15 years. This comprehensive view is necessary to create a
sense of community and an identity for the area.
We ought to have our own zip code.
Preserve the rural beauty of the Lake Wylie community study area.
Great recreational community and school system for raising a family.
There are several seniors who will need one level housing (townhomes or condos with
elevators) in the future.
Commercial diversity and appealing aesthetics along our corridors are of utmost importance, as
is Zoning's willingness to work with potential business owners, to entice new commerce to Lake
Wylie.
How do we get rid of carolina water?

Our firm operates and monitors the success of the Energy Management and Sustainability
programs for the City of Charlotte and the City of Winston-Salem right out of Lake Wylie. If
there is anything we can do to help or facilitate a sustainability program - just let us know - we
live and work here and want York County to be a success and a model.

regardless of the impact on the community. When the new QT turns on it's lights, no one in
River Hills will ever see a star again due to light pollution. Who thought this was a good
idea?????
I would like to see T-Bones renovated and improved, a better singular style landscaping and
natural look maintained, better parks and bike trails, and a conscience understanding to limit
environmental impacts on the lake (pollution, construction runoff). Also one of the great things
about LKW is our birds, other animals and nature itself. Let's maintain that and think about our
environment for the future. Don’t over develop or negatively impact our wildlife.
Must have structure , guidelines, proper zoning going forward . There is no direction in the
current commerical and retail growth - The other local communities will pass us by w/out
controlled development ( ex: RockHill , Davidson , ect ... look at the way they have become

Thank you for reaching out to the community for our opinions
Lake of public water & sewer on north side of Lake Wylie Rd.
The area needs an indentity so proper planning can be done. bike trails etc are a frill until we
know where & how we are going to grow
This is a beautiful community and I would ask that growth and development planning strive to
keep it beautiful.
We need to tighten up the zoning requirements to have all development look good for this type
of community and just not allow metal buildings. Also the county needs to take over Carolina
Water Service because the tap fees are hindering business development. We need parks with
athletic field for the children.
CLT airport Runway 18 RNAV departures are directly over my house. They are sometimes
every 4 minutes. This will get worse with NextGen navigation and when two major airlines
merge (MD80's are louder than Airbuses) . A solution could be to alternate departure headings
and also change the thrust reduction/acceleration altitudes from 1000'/1000' above ground level
to 1500'/3000' AGL. They use this noise abatement procedure out of every major airport in
Europe. These procedures would reduce the noise above us and make the Lake Wylie

Additional concerns:
Increased air traffic noise
larger concentrated communities with established intercommunications and /or organizations
that may not have complete or updated information about areas outside thier community and

Thanks for doing this
why is the Oakridge school not part of this area? We desperately need a Recreation facility for
baseball, softball, soccer, La Crosse, etc....
I am very concerned about Pole Branch Road turning into an ugly high speed thoroughfare
similar to Hwy 49, and all traffic to Clover, York and South/West Lake Wylie having to
squeeze through a single congested intersection at Hwy 49/274. Planning should begin for an
alternate from Hwy 274 west toward Clover. Thanks for the opportunity to comment!
I am concerned about the noise from the Airport that has significantly been increased over the
the last couple of years.
274 from 557 to the NC stateline is dangerous. The potholes that need to be dodged plus 55 mph
in residential turn off needs to be addressed. Wal Mart traffic at the light - accidents waiting to
happen.

I can't stress enough that we need an Architectural Plan for the area. Also, a high end
shopping/townhouse development area along the lake.
We could use parks and walking trails. Less congested traffic, bike lanes to keep drivers and
bikers safe. No big development. No big box stores, no more housing developments. We could
use restaurants centrally located where you could walk around similar to Rivergate.
The only additional comment I have is that Lk Wylie needs its own zip code. The one currently
being used is for clover and when you do a map search from where I live it comes up as 15
miles west.
let's reduce the water and sewer costs
And we've got terrific schools, let's do what we can to protect them.
Please do not widen pole branch road to five lanes.Three (two lanes for traffic, turning lane, and
room for bicycles) would be totally awesome and much appreciated. And we desperately need
bike trails throughout Lake Wylie, similar to the ones in Sea Pines Plantation on Hilton Head
Island. River Hills neighborhood was designed by the same developer - why can't this extend
throughout the Lake Wylie area? Imagine bike trails everywhere so people can ride for
enjoyment and exercise, ride to the store, ride along small sections of the lake, ride to shopping
centers, ride to get ice cream or coffee...

would be great considering we have guests that come to River Hills Country Club for weddings,

As you can tell from my answers there is NO hotel accomodation in the Lake Wylie area and
very few good quality eating establishments, meaning visitors have to go to Charlotte, Rock Hill

Let's make Lake Wylie and active community for everyone

LKW is currently a likeable hodgepodge of buildings, businesses and neighborhood which I
believe ia at a turning point..if commercial and residential (read: apartment complexes) building
continues as it is now, with little planning and coordination, it will become a very unlikeable
hodgepodge. Take that Disney World-of-a-gas station at the bridge, for example. Who allowed
that?! That does not contribute to our small-town lifestyle we so cherish here in LKW. We
definitely need a plan, otherwise we are at the mercyy of the developers (and we know they
have no mercy....)
Thank you for implementing this study and initiative, it is needed.
This is a great area with A LOT of potential. I am not a developer but I know if you build things
that look nice the people and money will come. I felt a presence of Hilton Head when we
moved here. We need to take on some of the zoning practices that will reinforce the potential of
this area. For example, if we do not develop right we are leading ourselves down the same path.
We could have done so much better with the development when you first come over the bridge
into Lake Wylie. Instead we have allowed another multi-colored building with no charm to
make the statement of the area when you first come into it. I would rather have the vacant run
down building with the hopes of it someday developing into something with some class and
charm.
Take into consideration our senior citizens who have lived in "Bethel Community" all their lives
and how this study will have an impact on them.
49 entrance needs identity; suggest eating; small shops; antiques; walking village/park; integrate
with library and park; targeting recreational lake activities. Current plan that allows mega pump
gas stations will create long term negative to best asset,
None at this time
We need more restaurants.
the last question is confusing
For what reason would anyone want to change this natural beautiful area to make more growth
and over crowding in area
Great area - lets promote!
No more apartments please!!!
Yes, I do not want to see a lot of apartments or bus service to Charlotte. People move away
from the city to get away from the crime. I do not want Lake Wylie to look like the Steel Creek
are in a few years. Crime in that area has increased due to apartment growth and bus service.
Crowders Creek land in Sec. D. Crescent Resources property plan?
It would be nice if there were more sit down upscale restaurants in the area. The Waffle House

is very tacky to be in its current location, it should have been more off of the road, since it has a
very BIG yellow sign.
No
More restaurants, roads repaired in a timely manner or widened.
Minimize the number of low-income/multi-family dwellings. We are losing the chance to
attract nicer stores/restaurants.
We do not need any more gas stations along 49 ==from the bridge to 274. Major attention
should be addressed to fill the vacant buildings along 49 (between bridge & 274 to0). Many
vacant BLDGs - while new one are being built but empty as well. Water-wood-asset something must be done to address the water charge in this area. For example: I paid $45 @
quarter for water on Long/SCANA. Yes a quarter - here over $100 a month - No Reason! Must
be addressed ______
Our community is very dismayed by the terribly unappealing new development as you cross the
Bridge - what kind of impact did the Chamber have if any or the Planning Commission? Can we
plant trees to hide the humungous gas station?
Let's make commercial development more attractive and charming -- no more Walmart style
architecture -- no more gas stations -- take a look at Tega Cay development -- much nicer.

Appendix 4: Community Input
Public Participation
Community input is integral to any planning effort as it primarily informs the land use
recommendations employed herein. For this project, the community has been heavily involved
since plan inception in the form of public workshops, a community survey, and an open line of
communication with the York County Planning Department. While stakeholders within the Lake
Wylie Community Study Area were targeted for participation in this planning effort, anyone with
an interest in the future of this area was welcome to participate in the plan-making process.
Overarching themes that emerged from the Public Workshops and Survey are as follows:









Improve overall aesthetics and promote architectural consistency
Establish an identity through architectural cohesion, beautification efforts, and an
improved gateway at Highway 49/Buster Boyd Bridge
Preserve the existing small-town character and rural linkages
Increase and diversify recreational opportunities, in the form of parks, public
space, ball fields, athletic centers, trails, greenways, lake access points, beach
access/swim areas, sidewalks, and bikeways, that appeal to and are accessible by
a variety of users
Incorporate traffic calming devices and other enhancements to address vehicular,
pedestrian, and bicycle circulation
Promote quality small-scale commercial development
Address policy deficiencies and high intensity and high density uses allowed by
right in underlying zoning designations
Protect private investments
Preserve ecological integrity and health of the Lake
Public Workshops
Public workshops were held during each benchmark in the plan-making process in order to
obtain community input and establish an iterative plan-making framework. Public workshops
were held after normal business hours in easily accessible locations in order to maximize
participation. Meeting notifications, in the form of brochures and postcards, were mailed to all
affected stakeholders, including property and business owners, residents, civic and community
leaders, and religious congregations, in the Lake Wylie Community Study Area. Mailed
notifications were distributed 3-4 weeks prior to the scheduled public workshop. In addition,
regular email updates pertaining to plan progress and public meetings were also distributed to a
robust email Listserv of nearly 600 interested stakeholders who indicated an interest in receiving
email updates.

Community Survey
Overview
The survey was open for a period of nearly two and a half months, opening on Thursday, June 7
and closing on Friday, August 24. Following the expansion of the Study Area boundary in July,
staff expanded the closing date for the survey for a time period of nearly five weeks to allow
residents within the extended portions of the Study Area boundary an opportunity to participate.
Lake Wylie Community Study Area stakeholders, including residents/households, property and
business owners, and civic leaders, were targeted for participation in this survey. However,
anyone with an interest in the future of the Lake Wylie Community Study Area was encouraged
to participate. The survey was advertised in public meeting notifications that were distributed to
all affected property owners within the Study Area via US Postal Service and email, The Lake
Wylie Pilot, the York County Government website, and public workshops. To maximize
participation, the survey was available in electronic and hardcopy formats. Hardcopy surveys
were available upon request and available during public workshops. With 897 respondents (881
electronic survey respondents and 16 hardcopy survey respondents), the survey provided a
valuable tool to obtain community input. With nearly 5,700 notifications distributed to property

owners/households within the Study Area, the survey yielded a response rate of nearly 16%. Of
the 897 survey respondents, 87% completed the entire survey.
The survey consisted of fifteen (15) questions targeted toward ascertaining community trends,
preferences, and desired land uses and improvements. Sixty six percent (66%) of the survey
consisted of partially closed-ended questions in multiple choice and matrix formats. These
questions included several answer choices with an “other, please specify” option. Two (2)
questions were entirely closed-ended in multiple choice and rating scale formats. Three (3)
questions were open-ended, allowing participants to write/type their responses. The following
sections include, first, a summary of general overarching themes and, second, a detailed
assessment of survey responses that informed general themes.
The actual survey and all open-ended survey responses are included in Appendix 1 and Appendix
2, respectively. Please note, as the anonymity of respondents is guaranteed for the life of this
plan, responses that include private and/or personal information and/or other identifiers (e.g.
names, email/physical addresses, telephone numbers, etc.) are not included in this document.

Detailed Survey Assessment
Survey Representation – Respondents’ Affiliation
The first section of the survey sought to establish the connection of respondents to the Study
Area in order to gauge representation as well as identify location-specific themes that emerged
through subsequent survey questions.
Question 1:
The first question, a partially-closed ended question, inquired of respondents’ geographic
affiliation within the Study Area according to seven (7) different locales or Subsections, labeled
A through G (See Map 9-1). Respondents that are not directly affiliated with the Study Area but
maintain an interest in its future had the option to select “other, please specify”. These
respondents cited affiliation with locales that are located just west and south of the Study Area
boundaries and unincorporated County locales.
The geographic distribution of respondents informs the extent to which the survey sample is
representative of the Lake Wylie Community population as well as locale-specific trends and
desired improvements. As evidenced by Table A4-6 and Map A4-1, the majority of respondents
are affiliated with Subsections C and E, which are the most heavily populated and developed
locales within the Study Area. Few respondents cited affiliation with Subsections F and G. As
York County Government 94
Lake Wylie Area Plan
these figures are a function of total survey respondents, they are compared to the number of
property owners/households who were targeted to participate in the survey within each
subsection to determine their representativeness of the entire population (see Table A4-6 below).
As evidenced by Table A4-6, representation was fairly constant across Subsections A and E,
with only minimal variation. Subsections B and D maintained the highest percentages of survey
representation. Subsections F and G were represented the least.

Question 2:
The second question asked how respondents are affiliated or have stake within the Lake Wylie
Community. Mutually-inclusive selection choices included: property/homeowner; renter; local
business owner; local business employee; healthcare; faith-based organization; nonprofit/government entity; and other with the option to specify. The purpose of this question is to
gauge the representation of respondents as well as determine the land uses and improvements
that are desired among varying stakeholders. Trends that emerged are as follows:

The vast majority (96%) of respondents are property/homeowners, indicating
significant interest in the future of Lake Wylie among those with long-term social,
emotional, and monetary vesting in real estate and the community.
Eight percent (8%) of respondents are local business owners; the majority (89%) of
which cited property/homeownership in the Lake Wylie Community Study Area as
well.
Only 2.5% of respondents are local business employees; however, the majority (71%)
of which are property/homeowners as well. This indicates that the majorities of
individuals that own businesses and/or work in the Lake Wylie Community Study
Area also live and/or own property in the Study Area.
Respondents that selected other cited affiliation to the Lake Wylie Community Study
Area in the form of community and/or athletic activities; real estate sales; property
management; and regular visitors/patrons.

Question 3:
The third question aimed to uncover residency characteristics among property/homeowners.
Mutually-exclusive selection choices included: full-time residency; part-time/seasonal residency;
and other with the option to specify. As the economic contributions and demand for
infrastructure and services differ between full-time and part-time/seasonal residents, their needs
and interests may differ slightly. The purpose of this question is to determine the distribution of
homeownership characteristics represented within the survey and identify trends among these
two classifications. Trends that emerged are as follows:



Nearly 94% of property/homeowners cited full-time residency. These residents are
rooted and emotionally and financially invested in this Community, providing further
evidence of a long-term vested interest in the Lake Wylie Community Study Area and
its future.
Only 3.3% cited part-time/seasonal residency.
Nearly 3% of respondents selected other and cited that they are in the process of
building a home or moving; own undeveloped land with the long-term intent to build;
own land but live elsewhere; live elsewhere temporarily; or are a full-time temporary
resident.

Respondents’ Commuting Trends
The second section of the survey was targeted to ascertain commuting trends to employers and
necessary goods and services. These trends suggest the travel demand of the existing roadway
network, accessibility to employment and activity centers, opportunities for/feasibility of
alternative transportation options, as well as local economic dynamics.
Question 4:
To identify employment commuting patterns respondents were asked to select their location of
employment from a list of mutually-inclusive options. Selection options were as follows:
retired; self-employed/home office; within Lake Wylie Community (other than selfemployed/home office); Rock Hill, SC; Fort Mill, SC; Clover, SC; Pineville, NC; Gaston County,
NC; Union County, NC; Charlotte/Mecklenburg (CharMeck), NC; Uptown Charlotte, NC;
Unemployed; and Other with the option to specify. Trends that emerged are as follows:




About 50% of respondents cited that they do not have a daily work commute and/or
are employed within the Lake Wylie Community Study Area, suggesting minimized
transportation costs and potentially more spending in the local economy through the
purchase of supportive goods and services when compared to commuters.
o Approximately 40% of these respondents implied that they do not have a daily
work commute; about 26% indicated that they are retired1, and 14% cited that
they are self-employed or work out of a home office. Roughly 9% of
respondents cited that they are employed within the Lake Wylie Community
Study Area [in a manner other than self-employed and/or home office
occupations].
Nearly 32% of respondents cited an employment commute to Charlotte, NC, and
another 7.7% cited an employment commute to Uptown Charlotte, NC. This
indicates significant peak-hour travel demand on Charlotte Highway and other
secondary roads to the Charlotte, NC Urbanized Area.
Only 1.3% of respondents indicated unemployment.
Ten percent (10%) of respondents selected other and cited unincorporated York
County; York, SC; various regional locales; neighboring SC Counties; various
Upstate SC locales; Charlotte-Douglas International Airport; out of state/various
national locales; and homemaking.
These statistics and other commuting trends are depicted in the following graph, Graph A4-3.

Question 5:
After uncovering employment commuting trends, the next question, inquired of commuting
patterns for necessary goods and services to uncover trends in transportation and consumer
preferences. Trends are as follows:



The vast majority of respondents (80%) cited that they purchase necessary goods and
services from within the Lake Wylie Community Study Area, indicating easy
accessibility to these facilities, minimized transportation costs, and substantial
investment in the local economy. Theoretically, each dollar spent locally is
circulated, multiplied, and re-invested in the local economy, contributing economic
stability and growth.
Nearly 46% of respondents cited that they purchase necessary goods and services
from Southwest Charlotte, NC.
Roughly 25% cited that they purchase necessary goods and services from Pineville,
NC.

Respondents’ Sentiment and Values
The third section of the survey aimed to uncover respondents’ sentiment and values regarding the
community and recent trends in growth in the Study Area. While the entirety of the survey
informed future land use and policy recommendations employed herein, this section provided the
greatest insight into the community’s interests, perceptions, and concerns.
Question 6:
The first question in this section asked respondents to type or write the first word of phrase that
comes to mind when thinking of the Lake Wylie Community Study Area. This question indicates
how respondents associate or connect with the area. While answers vary, themes emerged that
pertain to the community and its landscape as well as recent trends in growth and development.
Many respondents cherish attributes of the Lake Wylie Community Study Area and/or its
landscape, citing Lake access, recreational opportunities, aesthetics, community charm, and the
feeling of small-town character, tranquility, and security. On the contrary, many respondents
recognize that the community is changing and growing, referring to it as a growing community.
Furthermore, several respondents commented on recent trends in growth by referring to the
community as unorganized, not well-planned, in need of more planning, lacking in identity, and
possessing potential for high quality/high-end development. A few respondents cited that the
community is just fine the way it is, and a few cited that it is underdeveloped. Common themes
that emerged are organized in Table A4-8.

Question 7:
The following question sought to discover the three leading concerns among respondents with
continued patterns of growth in the Lake Wylie Community Study Area. The purpose of this
question is to identify potential risks, deficiencies, and detriments associated with continuing the
current growth patterns. Selection choices included: Environmental impacts to the Lake;
Diminished Lake access; surplus single-family residential supply; excess multifamily residential
housing; sprawling or fragmented development trends; loss of open space/agricultural lands;
costs to provide public services and utilities to new development; traffic congestion; vacant
commercial structures; and other with the option to specify. Trends that emerged are as
follows:


The top three leading concerns among respondents include traffic congestion (57%);
sprawling or fragmented development trends (42%); and environmental impacts to
the Lake (42%).
Areas of moderate concern include: excess multifamily housing (37%); loss of open

Question 9:
After gleaning respondents’ perceived strengths of the Lake Wylie Community Study Area, the
next question aimed to uncover perceived weaknesses. The purpose of this question is to
identify deficiencies/areas of improvement in the existing policy framework as well as the
adequacy of public facilities, services, and infrastructure that may have emerged from recent
trends in development. Respondents were asked to select the top three leading weaknesses from
11 answer choices, which included: lack of interconnectivity among existing uses; predominance
of housing; lack of a diverse employment base (including a mix of industrial; office, and
commercial service and retail establishments); lack of a community/cultural identity; lack of
alternative transportation options (e.g. walking/biking trails; public transit; etc.); no common
architectural theme among buildings; vacant commercial structures; few lake access points; few
parks, recreational centers, trails, and public space; zoning that permits high density/intensity
development; other with the option to specify. Trends that emerged are as follows:


The majority of respondents (60%) cited few parks, recreational centers, trails, and
public space as the leading weakness in the Lake Wylie Community Study Area.
Zoning that permits high density/intensity development is the second-most frequentlyidentified weakness as indicated by 36% of respondents.
The lack of alternative transportation options (e.g. walking/biking trails; public
transit; etc.) is the third-most frequently identified weakness as indicated by 30% of
respondents.
Weaknesses identified with moderate frequency included: vacant commercial
structures (27%); lack of a community/cultural identity (26%); no common
architectural theme among buildings (25%); and lack of a diverse employment base
(23%).
Less-frequently identified weaknesses included: lack of interconnectivity among
existing uses (17%); few lake access points (15%); and predominance of housing
(7%).
Nearly 20% of respondents cited other and further specified: the existing appearance
of many buildings in the Study Area; absence of local attractions, retail, service
options (including medical facilities, restaurants, and entertainment uses); lack of a
centralized town or main square; travel demand on Highway 49; limited access points
into and out of the Study Area and to major arterials; too many curb cuts and traffic
congestion; limited beach access/swimming areas; decreasing open space; loss of the
historical identity (Bethel Community); no distinguishable gateway into the
community; the lack and costs of water and sewer services; and lack of appropriate
regulatory and long-range planning strategies to facilitate community interests.

Question 12:
While question 11 identified those respondents that are interested in more transportation options,
question 12 sought to identify their preferences for specific alternative modes of travel.
Respondents that indicated an interest in more transportation options in question 11 were then
asked to rank in order of preference from one to four (with one being the most-preferred and four
being the least-preferred) walking; biking; taking the bus; and taking a ferry or water taxi.





Nearly 46% of respondents ranked walking as their most-preferred alternative mode
of transportation.
Roughly 44% of respondents ranked biking as their second-most preferred alternative
mode of travel.
Approximately 39% of respondents ranked taking the bus as their third-most
preferred alternative mode of travel.
The majority of respondents (56%) cited taking a ferry or water taxi as their leastpreferred mode of travel.
When comparing these responses to employment commuting trends from question
four, the distribution is generally consistent.
o However, more retirees (43%) selected taking the bus as their most-preferred
mode of travel over any other mode; retires comprised the largest cohort to
select this preference category.

Desired Land Uses – Location Specifics
The fifth section of the survey consisted of only one question and aimed to uncover desired land
use specifics in order to inform future land use plan mapping and conceptualization.
Question 13:
The only question in this section, sought to identify the land uses that are desired respective to
seven location-specific categories pertaining to the Study Area, which informed the future land
use plan map. The horizontal axis included 14 categories, including 13 land use classifications
of varying intensities and densities and other with the option to specify. The vertical axis
included seven location-specific categories, including: not appropriate in the Lake Wylie
Community Study Area; within the vicinity of the Lake/eastern area of Lake Wylie Community
Study Area; near major intersection nodes; along highway corridors; along the fringes/western
area of the Lake Wylie Community Study Area; appropriately placed throughout the Lake Wylie
Community Study Area; centrally-located (within the vicinity of Highway 274/49 Intersection).
Respondents were asked to match the 14 land use categories with the seven location-specific
categories. Despite its complexity, 779 participants responded to this question. Many
respondents cited that several of the uses listed are desired in appropriately placed locations
throughout the study area. Appropriately-placed locations will need to be determined through
additional public workshops, participatory visioning exercises, and charrettes. Trends that

Additional Comments
The last section in the survey aimed to uncover respondents’ contact information and additional
feedback.
Question 14:
The first question in this section asked respondents to provide name, email, and/or telephone
contact information if they are interested in receiving regular updates on the Lake Wylie Area
planning process or participating in subsequent planning efforts related to the Study Area in the
form of public meetings and/or workshops, charrettes, visioning exercises,
beautification/redevelopment efforts, etc. Nearly 410 respondents provided their contact
information, contributing to a robust listserv of email recipients. This listserv provided an
effective tool to engage and inform citizens about the progress of the Area Plan and upcoming
meeting dates. Because the anonymity of survey participants is guaranteed for the life of
this plan, and responses to this question contain personal information and/or identifiers,
these responses are not included in the Appendix of this document.
Question 15:
The final question in the survey asked respondents if they wanted to address any additional
comments or concerns pertaining to the Study Area, the Area Plan, or the planning process. The
purpose of this question was to glean additional feedback that may not have been revealed
through the previous survey questions. Nearly 400 participants responded to this question.
While responses varied, general overarching themes that emerged are summarize below. These
responses are paraphrased; to review all the responses in their entirety, please see the Appendix.
