ALLEN COUNTY POLICE CADETS
Introduction:
Thank you for your interest! The Allen County Police Cadet program is one of a kind; there are no other local
law enforcement programs such as this. Our program works with our local community with the specific goal to
connect to youth and the field of law enforcement.
Program Description:
This program will cover the major aspects and job roles of an Allen County Police Officer. The Allen County
Police Cadet Program is a voluntary, non-enforcement organization affiliated with the Allen County Sheriff’s
Department which provides young people with exposure to the field of law enforcement and therefore is
beneficial to those interested in this particular career. Cadets / Probationary Cadets will receive continuous law
enforcement training, develop individual knowledge and skills. The program will allow them to meet others
their age with similar interests. The Cadet Program is designed to benefit responsible, honest and hard-working
youths.

How to Apply:
Applications are considered for acceptance during open enrollment. All applications received during open
enrollment will be considered only after a thorough character and criminal background investigation have been
completed. Should the application be approved through the above mentioned process the applicant will receive
an interview with Cadet Instructors. All potential applicants will enter the program under a probationary status.
Applications are ENTIRELY online. Paper copies of the application must be printed and turned in to the
Security Desk on the 1st floor at the Ed Rousseau Building located at 1 E. Main Street; Monday through Friday
0800 -1600 hours.

ALLEN COUNTY POLICE CADETS
Requirements:





Must be 16-20 years old
Must have a minimum of a 2.5 GPA and / or graduated high school
Must successfully complete a written exam
Must successfully pass a character interview
Must successfully pass a criminal background check
Attendance Requirements:
Monthly meetings will be held the THIRD Sunday of every month. ALWAYS check
www.allencountysheriff.org prior to arriving at meetings for updated locations and times. Monthly meetings
will begin at 6:00 PM and generally complete at 9:00 PM; occasionally earlier or later. The location will be 2304
Carroll Road FW, IN 46818 (white colored building directly southeast of old brick Kidder Building). If the
Cadet / Probationary Cadet is unable to make a monthly meeting she or he will need to notify an instructor prior
to the meeting being missed. Attendance will be taken at every meeting, better attendance equates to better
training and evaluations.
Instructor Biography:
My name is Ben Fries, I am 25 years old and have been employed with the Allen County Sheriff’s Department
since July of 2011. Currently I am assigned as a Detective among the Criminal Investigations Division (CID) with
the rank of Corporal. My career got a jumpstart in the summer of 2007 as a Cadet. I progressed through the
ranks of Cadets and earned the rank of Lieutenant.
On my 21st birthday I progressed out of the Cadet program and put in an application shortly after for full time
police officer. I graduated from Ball State University with a Bachelor of Science in Psychology with a minor in
Criminal Justice and am currently enrolled at IPFW for a Master of Science in Education in Counseling
Psychology. Since my department starting date, I have worked in various divisions of our department including
but not limited to: Transportation, Civil, Warrants and now CID.
The Cadet Program hands down helped me get to where I am today as a police officer. I have made friends
for life through this program and encourage ANYONE interested in law enforcement to try this program.

Instructor Biography:
My name is Anis Softic. I am 28 years old and have been with the Allen County Sheriff’s Department since
November 1st, 2010. I am currently assigned to the Civil Division. I assist Cpl. Fries with the Allen County Honor
Guard and I am also a member of the Indiana State Honor Guard.
Since the start of my career I have worked at our Jail in the Transport Division but the majority of my time has
been with the Civil Division. I was born in Bosnia in 1986 and fled the country due to war in 1993 to Germany
where I spent six years before moving to the United States. I graduated from North Side High School in 2005 and
attended IVY Tech for Criminal Justice. I have always aspired to be a police officer and am very grateful to
provide my experiences to those interested in doing the same.
I look forward to working with Cpl. Fries. My goal is to make this program educational and insightful to those
interested in the law enforcement field.
Training:
Applicants will continuously receive training in various aspects of law enforcement. Once the applicant has
attained the sufficient number of training-hours during monthly attendance meetings combined with specific
classroom and hands-on lessons the applicant will earn the title of Allen County Police Cadet. To maintain the
Cadet Standing with the Allen County Police Department the Cadet must continue to demonstrate aptitude in
everything she or he does with the department. The Cadet must remain in good standing with her or his
employers.

Dear Applicant:
Thank you for your interest in the Allen County Police Cadets. This program is designed to reach out to young
people, inspiring good citizenship through criminal justice education. This program demands the very best from
its participants thus students must meet the following qualifications:
1. Be 16 to 20 years old.
2. Be a resident of Allen County, Indiana.
3. Have graduated high school or have a minimum of 2.5 GPA, if currently enrolled in school.
4. Successfully complete a written exam, character interview and background check.
5. If currently enrolled in school, no more than two unexcused absences per semester.
6. Submit an essay explaining why the applicant should be considered for this program, letter must be
signed by a least two high school / college faculty members; if not enrolled in school have a parent /
guardian signature.
7. Allen County Police Cadet applicants must not have been arrested or referred to juvenile probation for
any felony crime, or have any arrest for crimes of moral turpitude such as theft, alcohol use, controlled
substances etc.
8. Complete release of liability form, signed by applicant and parent. Return to Cadet Advisor with
application and essay.
9. A complete background check will be conducted on each applicant. Selection will be determined upon
content of essay, outcome of background, and school records.
If you are up to the standards set by the program, I encourage you to fill out the attached application / liability
release form in full. If you are selected you will receive complete information regarding the program, including a
list of items you will need to bring. You will also receive a code of conduct for the program as well.

The cost of this program is funded by the Sheriff’s Department and civic organizations. If any cost to the cadet
is expected I will notify you in advance. Transportation to the meetings and events is the sole responsibility of
the Cadet / Probationary Cadet. No transportation will be provided to and from meetings. If you or your parent

Code of Conduct
1. There will be no use of any tobacco products.
2. Breaks will be limited to 15 minutes or less and Cadets / Probationary Cadets are required to be in designated
places at the time the next lesson begins.
3. Cadets / Probationary Cadets are required to follow the instructions given by the classroom instructor.
4. Cadets / Probationary Cadets are required to participate in all classroom / lab assignments and will not be excused
from any activity without permission.
5. Cadets / Probationary Cadets are reminded of the Law Enforcement Code of Ethics and are expected to keep
specifics of the program / law enforcement procedures and or activities to themselves.
6. Cadets / Probationary Cadets are required to obey all signs and orders of the program and entrance into restricted
areas without consent of the instructor is forbidden.
7. Should a Cadet / Probationary Cadet become injured during the program he / she must report the incident to the
instructor or Cadet Advisor immediately.
8. Cadets / Probationary Cadets are not peace officers and should not attempt to present themselves as peace
officers; nor should the Cadet / Probationary Cadet attempt to enforce any law violations or legal situations.
9. Absolutely no alcohol or other illegal drugs are allowed to be consumed by the Cadet / Probationary Cadet.
10. Cadets / Probationary Cadets must avoid obscene, vulgar or profane language at all times.
11. Cadets / Probationary Cadets must conduct themselves in a professional manner at all times.
Dress Code
The Allen County Police Cadet Program has been developed to give each student the best possible learning
experience. Therefore, it is necessary that dress and personal hygiene be established and followed by each
Cadet / Probationary Cadet. Cadets / Probationary Cadets must present themselves in a neat and well groomed
manner. Cadets / Probationary Cadets should not use excessive cologne or perfume; likewise are expected to
shower / bathe regularly and use an effective deodorant. The use of make-up is not prohibited; however, all
make-up must be kept to a minimum. Cadets / Probationary Cadets must not wear jewelry, large belt buckles,
vulgar language on clothing, or earrings while in the program.

Student Behavioral Contract
The purpose of this contract is to inform the Cadet / Probationary Cadet that she / he must comply with all
provisions of the Allen County Police Cadet Program and to the specific terms set forth in this contract. The
Cadet / Probationary Cadet understands that due to the nature of this program there will be zero tolerance rule
in effect. Undesirable conduct such as horseplay or any violations of the Cadet Code of Conduct will result in the
immediate removal of the Cadet / Probationary Cadet from the program. This contract is in effect for the safety
of all Cadets / Probationary Cadets, instructors and to the public. This contract represents an agreement by the
Cadet / Probationary Cadet that she / he received a copy of the Cadet Code of Conduct and that she / he agrees
to adhere to this Code of Conduct at all times while enrolled with the Allen County Police Cadets.
