The Wind Blew My Ball into The Hole After I Marked It On the Putting

The Wind Blew My Ball into The Hole After I Marked It On the Putting Green
How Do I Proceed?
If your ball is moved by the wind after you mark it, you are to play the ball wherever the ball comes to
rest without penalty. If the ball is blown into the hole, you are considered to have holed out with the last
stroke, i.e. your 3rd shot hits the green and comes to rest, when you mark and replace the ball on the
green and the wind blows it into the hole, your score is 3
(Rule 18-1/12). AS USUAL THERE IS AN EXCEPTION TO THIS RULE
If any part of the ball is overhanging the lip of the hole; you have 10 seconds after arriving at the ball for
it to drop into the hole to be considered holed out. If the ball falls into the hole after 10 seconds you
must add one stroke; again your 3rd shot comes to a rest overhanging the lip of the hole, you proceed
to your ball at a normal pace and wait for 10 seconds and the ball does not fall into the hole until 11
seconds have passed, your score is 4, 3 strokes taken and 1 penalty stroke for a ball overhanging the
hole (Rule 16-2).
