Market insights
 Russia remains one of the wealthiest countries in the Central and Eastern Europe region. GDP (PPP)
remains one of the highest in Europe, estimated to reach US$24,285 by Q4, 2017 (Trading Economics,
April, 2017)
 The Russian economy is projected to expand by 1.5 per cent in 2017 (World Bank) with the Russian
rouble gaining 2.5 per cent against the US dollar in April 2017, on the back of higher oil prices.
 The Russian Presidential scholarship “Global Education” program has been extended to 2025 and
remains a priority for the Government with Australia ranked second by total number of applications,
behind only the UK.
 The “5-100” program, focused on bringing at least five Russian universities in the TOP-100 of three world
rankings (THE, QS and ARWU) by 2020, received the Government support with the total budget of 10.3
billion roubles (about $243 million Australian dollars) allocated against 21 universities in 2017. Extended
until 2020, the program is pursuing a strategy of diversifying cooperation with Western and Eastern
academic communities with participants investing more in developing relations with the Asia Pacific
education institutions.
 Tomsk, the Russia’s student capital with a “well-diversified service-oriented economy influenced by
academic and research educational institutions” (Fitch Ratings), is a home to eight universities, 20 higher
research institutes, the Technical Innovation Special Economic Zone, Scientific Center of Siberian branch
of Russian Academy of Sciences and many specialist colleges and schools. With over 85 thousand
students, every fourth resident is a student, a researcher, a university teacher or an employee of the
Russian Academy of Sciences.
 The Tomsk Region is rich in natural resources driven by the industrial sector, as well as by rapidly
developing nanotechnology, biotechnology, information technology. Due to expected further economic
growth, the Tomsk region will need more qualified graduates with English-language, hospitality, business,
agriculture, mining and oil and gas skills. Among some highly demanded academic programs remain
management and commerce, engineering, creative arts, medicine and science.
 Tomsk Polytechnic and Tomsk State universities are considered academic and research leaders due to
attractive, dynamic and innovative education programs attracting local and international students,
especially in such areas as natural resources, power engineering, cybernetics, physics, technology, and
non-destructive testing.
 Novosibirsk is one of Siberia’s largest industrial, transport, scientific and cultural centres and home to
National Research Novosibirsk State University (NSU) and Novosibirsk Technical Universities. These
research and innovation centres with close ties to the Russian Academy of Sciences are working closely
with business on increasing the region’s potential across a range of industries and ensuring quality
human capital.

MOSCOW, ST PETERSBURG, NOVOSIBIRSK AND TOMSK - RUSSIA
 Russian agents demonstrate an increased interest in Australia as a study destination with programs to be
highly competitive compared to the UK and the US. This reflects on a steadily growing demand in
diversified academic programs, including in the VET sector, for both private businesses and state-owned
companies find the lack of skills to be one of the barriers on their growth despite the high level of formal
education of workers.
