The measure objectives are:

to improve the information and communication with the citizens and all mobility
stakeholders related to all important mobility planning activities in Genoa;

to involve the public in the decision-making process of mobility policy strategies in an early
stage;

to seek partnerships with different stakeholders in the transport system, like shopkeepers,
residential and commercial land developers, etc.;
•
to exchange positions and mobility related information in a very efficient way.
Description
The Mobility Forum in Genoa is a permanent institution hosted by a prestigious ancient palace, called
Villa Piaggio, with a charming view on the historical centre and the harbour of Genoa and surrounded
by a large public garden.

Villa Piaggio is the IIC Headquarter and has hosted the Caravel Summer University in June 2008.
The Forum is the main place where information on the Project and on the Measures is available and it
also provides all the necessary actions to start a bi-directional (citizens-politicians and vice versa)
innovative approach in order to face urban mobility and public transport issues.
An e-consultation tool (an interactive section of CiViTAS CARAVEL Genova local web site) has
been developed since April 2006 in order to reach a larger audience and to collect a feed back from the
users.

CiViTAS CARAVEL Genoa local web site, Forum Session
Being the permanent site of debate about mobility issues, conferences, seminars and workshops on
different items are being organized.
IIC also organizes awareness raising and promotion events in Genoa open to citizenship on mobility
topics.
Since the beginning of the project, the Municipality idea was to create a Mobility Info Point located in
the city centre in order to reach a large number of users (citizens, tourists and business men). The
impossibility to find, in the city centre, an adequate place led the IIC to organize a quite interesting
alternative: an hybrid bus was refitted as an itinerant Mobility Info Point called CiViTAS CARAVEL
INFOMOBILITY BUS.

The original project of the Municipality has been eventually realized in June 2008 with the creation of
MOBI’ located in Piazza Matteotti, one of the main square in the city centre of Genoa.

Innovative Aspects:
• New conceptual approach, nationally: Up to now, Genoa Municipality has not faced
urban mobility and public transport issues in a bi-directional way (citizens-politicians and
vice versa) yet. The Mobility Forum provides all the necessary actions to start this
innovative approach. The concept of the “Itinerant info mobility office” through the
INFOMOBILITY BUS constitutes a very innovative, concrete and operative approach.
The combination with a Mobility Centre (called Mobì, since June 2008) represents an
important point of reference in order to open a bi-direction communication between the
Institutions and the Citizens.
• Use of new technology/ITS, nationally: implementation of the e-consultation tool trough
the online mobility forum. The Forum is a very special tool in a phase of continuous
evolution. The Forum, after a certain time of test, will become un interesting channel of
communication.
• Targeting specific user groups, nationally: organization of workshops targeting
different stakeholders such as employees, visitors, tourists, citizens, etc.
• New policy instrument, nationally: raising of awareness about many themes difficult to
be perceived in their complexity by the citizens, allowing the citizens’ opinions exchange
and their active participation, following the innovative example of Public Debate in
France, with a participative democracy approach.
• New organisational arrangements or relationships: organization of meetings,
awareness raising and promotional events.
• Other: Participative democracy, Social equity: consensus creation on strategic
transportation choices.

Situation before CIVITAS
Before CiViTAS CARAVEL, people did not participate actively in the urban mobility planning and
there was a latent need of more information on different opportunities and services related to urban
mobility alternatives and pollution emissions impact.
New technologies applications in urban transport sector were unknown to the majority of the
residences.

Actual implementation of the measure
The measure was implemented in the following stages:
Stage 1: e-consultation tool (since April 2006) - An e-consultation tool (interactive section of
CiViTAS Caravel Genova local web site) has been developed since April 2006, in order to
reach a larger audience and to collect a feed back from users.

Stage 2: setting up of the INFOMOBILITY BUS (since May to November 2006) - With the
collaboration of AMT, who made available an IVECO 12 meters hybrid bus for CARAVEL
project free use, with the collaboration of AMI technicians and drivers, who took care of all
the electronic, audio, external and internal setting up of the bus, IIC fully projected and put
into practice an itinerant office able to give information on CARAVEL Project, on the various
different measures, thanks to the printed measure fact sheets, leaflets, brochures, external and
internal panels describing the measures and promoting sustainable mobility in the city,
among citizens and transport users. With this realization, an operative, concrete and
immediate output of CARAVEL project used and understood by citizens.

Stage 2: inauguration of the INFOMOBILITY BUS (November 20, 2006) – The bus has
been inaugurated in November20th 2006, with an official ceremony and the ribbon cutting by
the Mobility and Transports Councillor of the Municipality of Genoa, Arcangelo Merella, the
President of AMT, Bruno Sessarego and the Managing Director of AMI, Marco Vezzani.
People could get on the bus and directly ask for information to IIC staff and to the
Municipality officers. A book was available on the bus, in order to collect all the suggestions,
needs and comments on public transport and mobility made by citizens. In the afternoon of
the same day the Italian Minister of Transports, Alessandro Bianchi, visited the CiViTAS
CARAVEL INFOMOBILITY BUS and was informed on CARAVEL project by the Project
Coordinator, Vito Contursi. The Minister also signed the visitors’ diary and placed himself
into the driver’s place.
Stage 3: promotional event at San Martino Hospital (May 17 and 18, 2007) - The
CiViTAS CARAVEL INFOMOBILITY BUS, the informative travelling point on mobility and
transport in Genoa has been placed at San Martino hospital’s main entrance. The CiViTAS
CARAVEL Genoa’s staff (thanks to AMI, AMT, Municipality of Genoa and IIC’s partners)
has distributed information on the new initiatives of sustainable transport to the hospital’s
visitors and medical staff, emphasizing the car pooling service that will be activated within
the hospital area of San Martino.

Stage 4: promotional event within the European Mobility Week (September 19-21,
2007) - Within the "European Mobility Week", IIC collaborated with the Mobility Council of
the Municipality of Genoa, Babboleo News radio and Green Mobility, in order to organize
the event entitled "Free wheels in Genoa” (“Genova a ruota libera”), aiming at showing how
it is possible for the citizens to use the bicycle as a daily mean of transport, especially as an
alternative to the car and the motorbike.
On September 21, electric and intermodal transport means have been shown and tested in the
area of the Ancient Port, presenting the sustainable mobility projects approved by European
Union, as CiViTAS CARAVEL, through the CiViTAS CARAVEL INFOMOBILITY BUS.
The CiViTAS CARAVEL INFOMOBILITY BUS at the area of the Ancient Port
Stage 5: promotional event within the 47° and 48° International Boat Show of Genoa
(October 6-14, 2007 and October 4 - 12, 2008) - Within the International Boat Show of
Genoa - the most important Fair Event yearly held in Genoa -the CiViTAS CARAVEL
INFOMOBILITY BUS has been placed in front of the reception of the Fair, in order to
distribute information to visitors about the CiViTAS CARAVEL project and the innovative
sustainable transport initiative developed in the city, especially dedicated to reach the fair.
Together with the CiViTAS CARAVEL INFOMOBILITY BUS, a guide has been developed and
distributed to all the Ligurian motorways' service stations and pay toll stations, providing
information about the easiest and most sustainable way to reach the fair.

Deviations from the original plan
The deviations from the original plan comprised:
•
Deviation 1 - Mobility Forum operative office location – In order to solve the fact
that a fixed headquarter for the Mobility Forum – Info Mobility Point in the city
centre wasn’t feasible to find, IIC projected the use of an itinerant Mobility Point
(hybrid bus), which has been a great success and a very operative and concrete
initiative of the Project, within Mobility Forum Measures.

The measure is related to other measures as follows:

The dissemination activity of the project has been quite intensive and continuous along the
CARAVEL activities. The INFOMOBILITY BUS (the mobile mobility forum) had a very
interesting success, among the citizens, the project stakeholders and also some tourists. The
project web site combined with the other dissemination activities (conferences, specific
events, participation in support to city events) had a quite important role in the growing
awareness of the project objectives. The visits reached in October 2008 were 54.300 for the
local Civitas Caravel web site in Italian. Unfortunately it is impossible to know the detailed
number of visits for each Measure. Concerning the info mobility bus we calculated more than
2.500 visits.
The first (June 2005) awareness campaign (with 30, 6x3 meters, panels all around the city
combined with thousands of Civitas Caravel logos on the busses) was very appreciated and
helped to spread all over the city the Civitas logo.

The second campaign (June 2006) had a quite big success (a direct telephone line was
promoted on the 6x3 meters panels and IIC received about 1.350 calls afterwards asking for
more information on the project, in particular concerning transport services dedicated to
handicaps).

The allocation of the INFOMOBILITY BUS at important fair events (such as the International
Boat Show) has been very productive to inform people about different transport services
alternatives.
A last big campaign is starting in order to promote the infomobility platform
(www.mobilitypoint.it).
Unfortunately the on line questionnaire had not the expected results. Only a few people (less
than 70) decided to answer to the questions on the on line Civitas Caravel Mobility Forum.

Summary of evaluation results
The key results are as follows:
•
Key result 1 – The evaluation process allows to understand the degree of awareness of
the project idea and goals. The combination of a very up-to-date local web site with a very
complete project web site was a quite important achievement. In terms of management the
decision to have a principal Local Dissemination Manager and a Vice Local Dissemination
Manger helps to assure a better project implementation.
•
Key result 2 - The idea to create a mobile mobility forum helps to disseminate the
project measures and results waiting for the Municipality decision to create a fixed Mobility
point in the city centre (that was inaugurated in June 2008).
