The primary role of this Secretary General is to focus on serving young people through the global network of National Scout Organizations, creating a culture of innovation and implanting a sense of accountability for delivering lasting results. THE SCOUT MOVEMENT The Scout Movement is one of the most prominent and time-honoured youth, education and volunteer organizations in the world. The Movement is a voluntary, non-partisan educational movement for young people. Scouting is open to all, regardless of race or creed, in accordance with the purpose, principles and method conceived by its founder Robert Baden-Powell in 1907. The purpose of the Scout Movement is to contribute to the development of young people in achieving their full physical, intellectual, emotional, social and spiritual potential as individuals, as responsible citizens and as members of their local, national and global communities. Scouting operates through a network of local groups supported by National Scout Organizations (NSOs) in 161 countries. There are currently more than 30 million Scouts, boys and girls, men and women across the world. More than 300 million people worldwide have been Scouts, including prominent people in every field. The Movement has a strong presence in all Continents and is growing rapidly in the developing world in particular. The Scout Movement has adopted a common strategy to guide its future direction and respond to the needs of Scouting. The following strategic priorities have been established: • Youth involvement: Assisting NSOs in revitalising this fundamental element of the Movement, which is crucial to its attractiveness and its ability to achieve its mission. • Adolescents: Supporting NSOs in responding effectively to the needs and expectations of adolescents. This will result in an increase in membership in this age-range and enhance Scouting’s reputation as an organization which helps young people in their transition to adulthood. • Girls and boys, women and men: Identifying the support and tools required to help NSOs offer equality of opportunity to girls and boys, women and men at all levels in Scouting. This should offer new opportunities for everyone and, through an increase in youth membership and adult leadership, result in a more even balance in the male:female ratio in NSOs. • Reaching out: Supporting NSOs in identifying and responding to the needs of young people, adults and society where Scouting is not currently having an impact. Its purpose is to promote unity and the understanding of Scouting’s purpose and principles; while facilitating its expansion and development. • The World Scout Conference is the governing body, the “general assembly” of Scouting, and is composed of all the members of the organization: the NSOs. Its function is to consider the policy and standards of the Scout Movement throughout the world, formulate the general policy of the World Organization, and take the action required to further the purpose of the Movement. Delegates at a World Scout Conference elect the voting members of the World Scout Committee. • The World Scout Committee (WSC) is the executive body of the WOSM, and gives direction to the World Scout Bureau through the Secretary General. It is composed of twelve voting members elected for a three year term (renewable once) and of nine ex-officio non-voting members including the Secretary General. It is responsible for the implementation of the resolutions of the World Scout Conference and for acting on its behalf between its meetings. The Chairman of the World Scout Committee is Mr. Simon Rhee of Korea. • The World Scout Bureau (WSB) is the Secretariat of the WOSM. The Bureau is directed by the Secretary General of the WOSM, who is appointed by the World Scout Committee and is also the Chief Executive Officer of the WOSM. The Bureau’s key tasks are to: o Support the volunteer members of the World Movement’s governance bodies to lead and inspire the global Scout membership of 30 million young people; o Support the capacity building of the NSOs so that they provide effective Scouting in their countries; and o Promote the development of Scouting in countries where it does not exist. The Bureau also supports the promotion of Scouting at all levels, assists the organization of global and regional Scout events such as world and regional jamborees; and maintains relations with international organizations whose activities are concerned with youth matters. The National Scout Organizations (NSOs) are responsible for the delivery of Scouting to each country and territory’s membership. These NSOs are also organised into 6 regions where they are represented by Regional Committees. Each Regional Director is supported by programme, finance and administration, communications and public affairs, human resources, and project management support staff. In Geneva, there is a senior team of general management staff overseeing these same functions on a global and consolidated level. In 2011-12, the World Scout Bureau’s approved annual operating budget is CHF 9.5 million. The World Bureau’s operations are financed partly from the annual registration fees paid by NSOs, based on their individual membership. Other support comes from foundations, corporations, development agencies, and individuals. Support also comes from the World Scout Foundation, which is building a capital (endowment) fund. Contributions to the Foundation are invested permanently to produce a regular income for the benefit of the WOSM. THE POSITION The World Scout Committee has initiated a transparent search and appointment process for the next Secretary General, to succeed Luc Panissod who will be stepping down at the end of 2012. The Secretary General, who carries out his/her functions under the authority of the Committee (of which he/she is an ex-officio member) and its Chairman, is the Chief Executive Officer of the WOSM, responsible for promoting and safeguarding the interests of World Scouting and directing its Secretariat. The Secretary General will lead the Secretariat/World Scout Bureau (with full responsibility for its budget), its Chief Operating Officer (COO) and its team of highly committed staff (120 employees across 7 locations), building relationships of trust and collaboration to deliver high quality services to members. Sensitive to the diversity of the membership, he/she will foster a culture of innovation and accountability and drive for lasting results. The Secretary General’s key duties and responsibilities are to: 1. Provide inspirational leadership and support to the volunteer members of the Movement’s governance bodies; 2. Assure the effective sharing of knowledge within the global network of NSOs, ensuring that programmes of the Movement remain sensitive to the diversity of the membership 3. Lead and direct the activities of the Secretariat, supported by and with the close cooperation of the Chief Operating Officer (COO), to fulfill the constitutionally-defined functions of the World Scout Bureau: • • • • • • • • • • • Develop and implement the strategy of the Secretariat Oversee and provide guidance to the COO in his management of the day-to-day strategy implementation and operations of the Bureau Lead the Bureau’s staff team and support the COO in the management of the staff team Oversee finances and be accountable for long-term financial viability In close co-operation with the COO, promote an orientation towards sustainable results and accountability Prioritize and optimize resource deployment to support objectives Oversee and guide the COO in establishing clear internal roles, responsibilities and decision rights Facilitate and ensure cross-functional processes and collaboration Ensure effective internal and external communication Guide and proactively support the COO in managing human resources and ensure global talent development Encourage and contribute to fundraising initiatives. 5. Ensure good governance in all aspects of the Bureau’s work 6. Represent World Scouting within and outside the Movement, also by acting as inspirational “ambassador” and relationship builder with senior Government officials when visiting NSOs and local offices, thus increasing the impact of the movement on a local basis; 7. Promote and safeguard the interests of World Scouting As CEO and ultimate “ambassador” for the organization, the Secretary General’s focus will be on developing strategy and policy, advocating for and representing the organization, and managing Board, NSO and governance relationships whilst the COO will be responsible for operational management of the World Scout Bureau. The COO will report to the Secretary General and have 8 direct reports - the Executive Director for General Management and the Executive Director, for Strategy, Education, Research & Development and the 6 Regional Directors (for operational matters). The COO will be specifically responsible for enhancing the internal organizational processes, IT and infrastructure. The Secretary General will lead the organization towards being more global, responsive, aligned and customer-focused with the NSOs and its members. The Secretary General’s key priorities will be: • Develop, with the WSC, the longer-term vision and strategy for the organization. • Steer the continued global development of the organization, particularly in the fastgrowing regions of Asia-Pacific, Africa, Middle East, Latin America and Eurasia, with the need for strategic and inspiring leadership to ensure cohesiveness and unity in this process. THE CANDIDATE PROFILE This high profile position represents a unique opportunity for an inspiring and capable leader to drive change and invigorate the performance of a dynamic global movement rooted in the education of young people and creating a better world. This challenge requires an outstanding and inspiring leader, influencer and diplomat with the global perspective, cultural flexibility, political astuteness and team development skills to work effectively with a diverse range of stakeholders in an international, multicultural environment. The ideal candidate will bring to the role excellent strategic, operational, business development, financial management and team building skills gained through senior-level management experience in international and complex private, public and/or not-for-profit organizations, be it as a volunteer or paid professional. They will ideally have a combination of developed and developing region experience. He/she will have attained a university degree in public or business administration, economics, international affairs or a related field. This role requires strong personal commitment for a cause, someone who is sensitive to the challenge facing youth, and able to work with volunteers within a non-formal educational movement. It would be of great advantage – though not a pre-condition – for candidates to have developed their knowledge of Scouting (or similar organizations) and its organizational structure and policies through active personal participation. Experience working with young people at a national and international level would also be highly desirable. A strongly values-driven individual with moral integrity, the candidate will have thorough understanding of and commitment to the fundamental principles of the Scout Movement and its federative structure, predominantly focused on servicing and strengthening the capacity of its members. Equally, the candidate demonstrates deep-rooted understanding of the significance of diversity and gender equality, as learned and applied in a truly multicultural organization. Therefore, prior working experience (professional or voluntary) in an international not-forprofit, education, youth or humanitarian organization, would be a clear advantage. The ideal candidate will exert a mature, strong executive presence and self-confidence, based on solid academic education, substantial leadership experience and a track record of significant achievement. The desired individual is very articulate and skilled in the communication with his/her team, international stakeholders and business partners. He/she has a high level of selfmotivation, a winner mentality and a strong leadership personality, that can provide clear guidance and expedient decision-making even within complex governance structures. LOCATION The position will initially be based at the World Scouting Bureau’s present location in Geneva and will require very significant international travel.
