Section 15301 - Existing Facilities
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or
private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use
beyond that existing at the time of the lead agency’s determination.
The Project consists of upgrades to an existing athletic field located on an existing Campus. Specifically, the Project will
include removing synthetic turf and replacing it with new synthetic turf on the athletic field. The Project will entail a like-forlike replacement and the athletic field and will not require the addition or construction of new or expanded facilities. The
Project will not present a new or expanded use of the athletic field or Campus. Therefore, the Project fulfills the
requirements of CEQA Guidelines Section 15301.
Section 15302 - Replacement or Reconstruction
Class 2 consists of replacing or reconstructing existing structures and facilities where the new structure will be located on
the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
As previously noted, the Project will entail replacing existing synthetic turf on the athletic field with new synthetic turf in
the same location. Following the Project, the athletic field will have the same purpose, function, capacity, and use as the
current athletic field. The Project is not designed to and will not result in an increase or alteration of the current use,
function, or capacity of the existing athletic field or Campus. Therefore, the Project fulfills the requirements of CEQA
Guidelines Section 15302.

Section 15304 – Minor Alterations to Land
Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not
involve the removal of healthy, mature, scenic trees except for forestry and agricultural purposes.
The removal and replacement of synthetic turf on the athletic field will require short-term construction (roughly 60 days).
The Project may require limited grading and ground disturbance once the existing synthetic turf is removed; however, the
grading activities will be limited in scope, duration, and location. The athletic field is comprised of synthetic turf and does
not contain any healthy, mature, or scenic trees or vegetation. As such, the removal of trees will not be required as a part
of the Project and the Project satisfies the requirements of CEQA Guidelines Section 15304.
Section 15300.2 - Exceptions
Section 15300.2 of the CEQA Guidelines, Exceptions, provides conditions under which categorical exemptions are
inapplicable. Review of the Project indicates that it will not violate any of the exceptions described below.
1.
The project would occur in certain specified sensitive environments or locations;
The Project will be located on a fully developed Campus that is situated within a highly urbanized community.
The Campus has not been designated as a sensitive or biologically relevant site and no sensitive or biological
resources have been identified on the Campus that will be impacted by the Project.4 The Project will entail
installing synthetic turf on an athletic field that currently contains synthetic turf. These improvements will not
require alterations, removal, destruction or any other form of impact to any sensitive or biological resources.
Therefore, the Project will not have the potential to adversely impact sensitive or biological resources.
2.
Cumulative impacts would be considerable because successive projects of the same type would occur at the same
place over time;
Currently, there are no other successive projects of the same type planned at the Campus during the same
construction period.5 The Project will not have the potential to result in significant impacts that would be
considered cumulatively considerable. Therefore, no cumulative impacts will be expected to result from the
modifications, upgrades, and improvements associated with the Project.
3.
There is a reasonable possibility that the activity would have a significant effect on the environment due to unusual
circumstance;
There are no known unusual circumstances associated with the Project. There is nothing unusual about the Project,
the Campus, or the surrounding area that would preclude the use of this exemption. There may be minor grading and
ground-disturbing activities associated with the Project. Therefore, consideration must be given to the management
of excavated soil associated with earthwork activities. If construction or earthmoving activities require import or
export of soils and materials, LAUSD’s Office of Environmental Health & Safety (OEHS) will provide oversight to
ensure that these activities are conducted in compliance with the requirements of District Specification 01 4524 and
applicable environmental agency rules and requirements. Although the ground disturbance will be minimal and is not
