Official Rules 2016 of the Euro Scooter Challenge IG member of DMV e.V Issue: 03.03.2016 European Scooter Challenge 2016 These rules are valid for all races held as part of the European Scooter Challenge 2016. As such it shall therefore be a fundamental part of any individual rules of the corresponding races within the ESC 2016. I. General Terms 1. Entrants Any person from the age of 18 may participate, provided the the entrants riding skills have been scrutinised and a starting permit has been granted by the event manager. . 2. Vehicles The vehicles shall comply with the rules commencing section II of these rules. 3. Entry and Entry Fee Number assignment, registration of vehicles and rider, as well as pre-entry are to be carried out online via: http://www.eurochallenge.de . Vehicle acceptance, the binding entry and payment of the entry fee are carried out onsite. The amount of the entry fee will be defined by the organiser and announced under : http://www.eurochallenge.de in a timely manner. Late entries can be arranged with the organiser on an individual basis and at an increased rate on-site. 4. Execution Each official ESC race weekend will be carried out under following basic parameters: • A minimum of 2 x 15 minutes practice. The best lap (?) time of these two practice sessions will determine the start grid position in the first race heat. • Two race heats are held in a 10 minutes + 2 laps mode. • The grid position in the 2nd heat equates to the placing in the first heat. 5. Scoring System a) Points System • Each ESC race day consists of 2 heats • The first 15 riders of each class are awarded points in every heat. • The winner is awarded an additional point, i.e. 1st place = 16 points, 2nd place = 14 points, 15th place = 1 point • In case of points tie in the day scoring the 2nd heat of the day counts more. • For a championship title to be awarded in a certain class at least 3 races each with a minimum of 3 riders within a season shall have been ranked. Riders are considered ranked if they have been ranked in at least one heat of a race weekend in this class. b) Drop Results • 8 races per season count towards the ESC Championship. • The drop results are adjusted according to the actual amount of races per season. • Hence there is an absolute minimum amount of 4 race weekends without drop results per season to establish a valid championship. • If there are more than two drop results due to the amount of race weekends, two drop results need to be on a single race day. The remaining drop results can be chosen freely. c) Points Entitlement • A rider is awarded points in an ESC heat provided he/she is less than 3 laps behind the winner of this particular heat, he crosses the finish line and if the race management has not disqualified the rider for technical reasons or because of unfair riding. 5. Assignment of Numbers Numbers are assigned based upon the class the rider is starting in, hence the numbers are generally 3-digit. Example: In future an entrant in class 1 gets a number starting with 1xx, an entrant in class 4 gets a number starting with 4xx. This system will technically implemented into the Eurochallenge website until the start of the new season. The assignment of numbers will after activation be carried out solely via http://www.eurochallenge.de The respective race organiser can assign numbers on-site at an increased rate in justifiable, exceptional cases 6. Race Accident Insurance • Each ESC-entrant is obliged to have a race accident insurance. • At the entry procedure each race entrant shall provide evidence of either a DMVmembership or proof of a personal race accident insurance • Alternatively a day insurance can be taken out on-site via the DMV 7. Scrutineering – Parc fermé After each ESC-heat the respective ESC organiser and/or the technical scrutineers can send up to 5 vehicles per class to Parc fermé for scrutiny. If a breach of rules is detected during the scrutiny, the respective rider will be disqualified from the classification for the particular race day and no championship points of the race day will awarded. The ESC IG reserves the right to impose sanctions beyond the aforementioned. Furthermore applicable in general: Each entrant of the ESC-races shall at any time prove by themselves the compliance with the rules of the scooter to the technical commission, if asked to do so. 8. Protest A protest regarding the non-compliance of rules shall be submitted to the technical commission in writing on the race day. A deposit of 50EUR shall be paid. The protester will be refunded the 50EUR if the suspicion is confirmed, otherwise the money goes towards the ESC IG. 9. General code of conduct / handling of infringements - Grid line-up at re-start after race stoppage: After completion of the the second lap the position in this lap equals the grid position. If the race is stopped before completion of the second lap the start shall be carried out according to the qualifying position. - Handling of false starts: At the re-start the causer of a false start shall start the race from the last grid position. Whoever causes multiple false starts during a race day shall be disqualified for the the whole race day. If several riders cause a false start the above rules apply to each individual. - Conduct during the warm-up lap: During the warm-up lap no overtaking is allowed and the track may not be left. Technical issues shall be reported to the race manager by means of a distinct hand sign. - Penalty for excessive relentlessness: The ESC organisers shall have the right to impose time penalties or re-ordering in the grid position to their sole discretion in case of excessive relentlessness or unfair behaviour on the race track. This rule applies from the first free practice until the last race of a race weekend. II. Technical Rules Track specific noise emission regulations shall be generally complied with. 1. Classes In all capacity based classes the decimal places shall be rounded down (Example: 125.9 = 125). (SF – “GP Limited" or "GPL") 1.1. Class I. • • • Vespa Small-Frame Maximum Stroke: 51mm, free choice of con rod Maximum piston diameter: 58mm, as well as OEM oversize dimensions (e.g. Malossi 136 with 58.3mm). The exhaust port needs to be one-piece, split or “toothed” exhaust ports are not approved. Cylinder inlet ports are generally not approved, except Malossi 136 direct intake (also MKII commencing 2014), Polini twin intake and Pinasco twin/direct intake. The inner diameter in the slide area of the carburettor shall not exceed 30.3mm. The spare casing from SIP is allowed. Alternatively a “K1-Package” may be used in K1 in 2015 - 2016: The package consists of a complete Polini Evo direct intake cylinder kit, a modified cylinder head, special spacer gaskets and an ESC K1 exhaust by Ludwig & Scherer. The intake manifold, delivered with the package, may be replaced or modified. Squish clearance: 1.0-1.2mm. A 0.5mm head gasket shall be used. The individual parts of the package shall not be amended. The remaining limitations of K1 apply accordingly. The price for the package currently amounts to 625EUR. This price is only valid for riders who will verifiably participate in at least 3 ESC-races. For this the prospect shall seek approval via email from the ESC in advance. Following the acceptance the package can be purchased as a lot at various dealers named outside of these rules. The package may not be individually put together or mixed with other parts. • • • • • 1.2. Class II. (SF – "GP Open" or "GPO", < = 153 cm3) • • Vespa Smallframe All Smallframe cylinders are approved, which comply with the further regulations of these rules (even those named in K1, also with additional exhaust ports). The transmission shall have a maximum of 4 gears. The cylinder studs need to be continuous and as per original hole pattern. All replacement engine casings (Quattrini, GP One, Falc, BSG, etc.) are approved under following provisions: • • • - The axle distances of crank shaft, lay shaft and drive shaft shall equate the ones of the OEM engine casing. The wheel base shall not be changed by the engine casing. 1.3. Class III. (LF – Grand Tourismo ) • The precise definition of the Grand Tourismo class IIIa is attached in Annex 1 of these rules. 1.4. Class IV. (LF – Open Large Frame, < 300 cm3) • • • • Vespa Largeframe + Lambretta (e.g. also PX80 with an 139ccm Malossi) No Smallframes are allowed A conversion to 12” tyres front and rear is approved (last year!) In 2016 class IV will not be held, the drivers with Scooters that apply to this class can choose between class II and class IV at the first race they get ranked 1.5. Class V. (SF – Standardised-SF, Einheitsklasse) • The precise definition of the Standardised Smallframe class is attached in Annex 3 of these rules. 1.6. Class VI. (Street Racer-class, 50 – 311 cm3) • In this class a geared scooter with a shift gearbox scooter engine is a requirement, and besides scooters of this class shall comply with the the rest of the regulations starting at 2. This class is fully ranked in each race and in the championship like all other ESC-classes. Riders who managed to achieve a podium place in the ESC-Championship in one of the current classes in the past 5 years may not enter this class. Exception: Former Class IV riders are allowed to enter this class, if they were not ESC-Champion in the last season Riders who manage to achieve the Championship in this class may not enter this class for the coming 2 years with the same flavour of Scooter (Lamy, Small Frame, Large Frame). • • • 1.7. Class VII. (Ladies Class, 50 – 299 cm3) • • This class is solely reserved for female riders The scooter shall comply with the regulations of one of the aforementioned classes I. - V. 2. The Scooter Each of the following regulations is set with a remark, to show which classes it is valid for. 2.1. Fuel/Tank • • • Only regular pump fuel (i.e. as it can be sourced at any petrol station) is accepted The use of Nitrous-Oxide (N2O) may not be used The fuel tank needs to be equipped with a reachable fuel tap with the “closed” position clearly marked “zu” or “off” 2.2. Wheels • • • All tyres which are officially on the market and have a list price (incl. tax) of less than 100 EUR The use of tyre warmers is not accepted The rim diameter shall not exceed 10” [inch] (exception: Class IV.) 2.3. Brakes and Dampers • The scooter shall have two efficient brakes, working independently of each other, and two intact shock absorbers. 2.4. Frame • • • The frame of the scooter shall not be twisted. The frame must not show any sharp edges or corners The wheel base of the scooter shall not be amended by modifying the chassis or the frame 2.5. Engine • The engine and the cylinder shall be intended for use in the appropriate scooter type, i.e. Smallframe engine / cylinder in a Smallframe and Largeframe engine/cylinder in a Largeframe. Conversion cylinders are not accepted. The cylinder shall be designed for the use in the particular engine type and commercially available in bigger quantity (at least 20 pieces). It is a requirement to make use of the original hole pattern of the engine casing to fasten the cylinder, hence adapter base plates are not accepted. Gaskets and spacers which do not offset the stud bolts may be used. The scooter must not leak any transmission oil or fuel. A change of the complete engine during a race day is accepted, provided it meets the requirements of the respective class. The engine swap needs to be approved by the race management. Modification and exchange of other engine components is permissible, • • • • • • • provided this does not conflict with any other applicable regulations. The original engine bracket may not be modified. Only original Piaggio LML and Bajaj engine casings are permissible (no custom casings!). Water-cooled engines are generally not accepted 2.6. Handlebar/Fork • Any Piaggio 10” mono-link fork is accepted for Vespas and for Lambrettas any Innocenti, SIL, Serveta 10” fork. The fork shall be equipped with a working steering stop. The free steering angle shall not be greater than an original steering stop would provide. • • • 2.7. Electrics • • All light lenses shall be removed or masked with sticky-tape. An engine cut-out switch is a requirement – the mounting position can be chosen freely. The switch-ribbon shall be attached to the rider. 2.8. Spare Scooter • It is not allowed to use a spare scooter (T-scooter?) during a race race event. The scooter that was initially entered in the race event, shall be used in all races of the event. For each rider and class only one scooter is accepted. During the race season the scooter may be changed between different race events. • 3. Protective Clothing The rider shall have a minimum of appropriate protective clothing, which is specified as follows: • one-piece or two-piece leathers with protectors. • Textile combi suit with sufficient protectors or a motocross protector shirt. • Full face helmet (Open face helmets without chin-protection are not accepted) • Boots • Gloves • sparking metal knee sliders may not be used. Annex 1 - ESC Rules 2016 Technical guideline KIII. – (LF - Grand Tourismo) I. Basically all components genuinely fitted by Piaggio or LML to the particular model are accepted. II. The following components are additionally accepted, but may not be modified: • Cylinder: Malossi 166, Polini 177, DR 177 Pinasco 177, Malossi T5 172, Polini T5 152, Parmakit TSV09 177 (not Evo) The barrel needs to have only one exhaust port • Exhaust: Simonini, Polini, Malossi, Pinasco, LeoVinci, Proma, Gianelli, Eurocilindro • Inlet Manifold: 28-30mm Polini rotary valve, 28-30mm Malossi rotary valve, 30mm Malossi reed valve • Crank Shafts: Race crank shaft 57mm (T5: 52mm), Standard 57mm (T5: 52mm), Race crank shaft T5 rotary valve basis Serie Pro - W5 – non-modified, PX race crank shaft rotary valve basis, Pinasco non-modified. It is not allowed to alter the crank and it has to be useable for rotory intake. • Carburettor: Dell’orto PHB28, Dell’orto PHB30 • Ignition and Flywheel: Piaggio Largeframe original, Piaggio Smallframe original, PK/Elestart flywheels without the metal starter gear ring. • Clutch: • Gears: • Gear ratio: • Air-filter: free choice All genuine Piaggio free choice free choice • Shock absorber: SIP - Performance, Bitubo, YSS, Sebac, BGM standard, BGM Pro front, Malossi RS24 (front only), BGM PRO SC/ R12, 330mm rear • Chassis and Handlebar: free choice, as long as a Vespa Largeframe chassis is used. The wheel base and the engine bracket shall conform with the original factory layout. • Engine: Any original Piaggio & LML largeframe (80-150cc) casings and Pinasco rotary intake casings are allowed. The transfer ports in the engine casing may be modified. The inlet on the engine casing may be modified. The inlet shall only be placed on one casing half – an inlet over both casing halves is not accepted. The genuine LML-2-stroke engine casing may be use, provided the original reed inlet stays unmodified and is used along with the original reed valve. The original reed petals may be swapped for GRP- or CFK-petals. When using a Malossi reed valve intake manifold the LML reed plates can be dismounted and the base plate be used beneath the Malossi manifold. The base plate may be altered to suit the Malossi manifold. The crank shaft area may be machined Welding on the engine casings or application of epoxy-putty on the cylinder base shall only be carried out for repair purposes III. Following components are not accepted: HP4 flywheel flow-optimised crank shaft Annex 2 - ESC Rules 2016 Technical guideline K5. – Standardised-SF (Einheitsklasse) Spirit and purpose of this class is to keep geared scooter racing technically simple and financially affordable. The use of standardised material shall provide for a level playing field, and hence emphasise the riders' skills. 1. Vehicles which seriously breach the spirit and purpose of the standardisation can be taken out of classification by the organiser, even if they comply with the wording of the regulation. 2. Only components explicitly named in the following section are accepted. Modifications on components may too only be carried out if they are explicitly mentioned hereafter. 3. Basically all genuine V50, PV and PK parts are accepted. This also applies to the shock absorbers. 4. Following component shall be fitted: • • • • • • 4-speed original transmission (with 58, 54, 50 and 46 teeth; 1st -4th gear) Ignition, original (points or electronic), i.e. no ignition with variable timing, no inner rotor ignitions, or similar. Squish clearance may not be less than 1.2mm. The fork shall be a Piaggio/LML mono-link fork or an equivalent clone. The handlebar shall be a Piaggio shift gear type handlebar or an equivalent clone. For safety reasons the handlebar shall have a fairing – there is no requirement for this to an original fairing. The scooter shall have a well fastened seat of free choice. 5. Following components may be fitted alternatively: • Polini 130ccm cylinder w/o direct intake, old version (not the 2011 versions, not the twin intake) • Polini 130ccm pistons and its oversized bore sizes, old versions (not the 2011 versions,) • Polini 130cc cylinder head, old version • New Polini cylinder head, non-modified (Polini item No. accord. to www.polini.it: 211.0319) • Polini 130cc cylinder (14000500) & Polini Racing cylinder 130cc (1400050R), (not the twin intake) • Exhaust: Polini left (not the Evolution model) for PV or PK125 • Polini 24mm inlet manifold w/ reed assy (the Polini reed assembly shall be kept standard ). • Polini 24mm inlet manifold (rotary valve) • Carburettor Dell’orto PHB 24mm • • • • • • • • • • • • PK/Elestart flywheels without the metal starter gear ring Lightened flywheels with a minimum weight of 1600gramms are accepted. The flywheel fan blades need to be kept in their original shape. Race- or original crank shaft w/ 51mm stroke, 97mm con rod (non-modified, i.e. the crankshaft's timing may not be altered. Flow-optimised crank shafts are not accepted. Grand Sport (GS) piston rings may be used. The primary gear can be chosen from the following ratios: 3,72; 3,62; 3,00; 2,86; 2,56, 2,54; 2,34 A primary cog with 25 teeth for the 72 teeth primary gear (e.g. DRT Z25 for 3.00 primary gear). 3- or 4-plate clutch (XL2-type accepted), free choice of clutch springs. Free choice of spark plug (heat rating) Front disc brake in full or partial hydraulic layout. Any Piaggio 10” rims (one- or two-piece) and their reproduction items, also in different materials. Following components can be chosen freely: • Brake hose, brake master cylinder, brake calliper, brake hub • Levers, handlebar grips, handlebar tubes for gear change and throttle, and instrumentation The following shock absorbers may be used: • Original Piaggio damper, also ZIP, Sfera, SKR • Bitubo PK, PV, V50 • RMS damper • CIF damper • ZIP SP Malossi RS24 damper (front only) • Fournales damper (front / rear) • YSS (front / rear) • SIP Performance • BGM Pro, front • BGM PRO SC/ R12, rear • BGM Pro SC F16, front 6. Following components are not accepted: • HP4 flywheel • steering damper 7. Following modifications on components may be carried out: • Cylinder: De-burring, chamfering and rounding of port edges • Engine casing: Matching the ports to the cylinder Matching the inlet port and the transition from the inlet manifold to the engine casing. Clarification: Welding or epoxy putty may only be used to repair any defects. In such a case the original shape may not be enlarged or changed. Any work shall be sufficiently documented and submitted to the ESC-commitee before the next entry to an ESC-race. • Intake manifold: The edge on the exit of the manifold may be removed. • Transmission: The primary drive may be reinforced (using a primary repair kit). • Chassis: - Struts for reinforcement of the chassis and to improve crash safety. - Approved components may be merged, e.g. a PK engine in a PV chassis… - Free choice of seat - Removal of head- and tail light - The vehicle height may be altered by means of lengthening or shortening of the dampers. - The legshield shall have a minimum width of 32cm, to measured 5cm below the top headset bearing, at height of the lower headset bearing and at the height of the rear brake pedal. There shall be a connection between the frames outer points. The side panels shall be in place and noticeable. The rear valance shall not be shortened by more than 10cm, compared to the original. The vehicle as a whole shall be identifiable as a scooter with a sheet metal monocoque body. Above rule clarification is suspended in 2013 for scooters, which have verifiably been used in ESC K5 races prior to this season. Thereafter this rule is applicable to its full extent.
