setting forth 2 points ;
1) Uruguay's Hostship of Meeting (we know that the mtg has been a major
undertaking for Uruguay and especially for Gestido who took office March 1, 1967.
Uruguay is to be congratulated.
2) Uruguay's Economic Situation
(we have been impressed w/the way Uruguay has tackled its severe economic
problems (overspending on welfare programs, high level of inflation, bad fiscal
_management, etc) We have been pleased to cooperate and stand ready to consider
sympathetically further assistance based on a soundly conceived Uruguayan program.
_Gestido's economic speech of Apr 4 was forthright in recognizing the problems and calling
_ for work and sacrifice to solve them. It has inspired confidence among Uruguay's friends
_ that a strong economic program will be carried out.

aboard AF #1 -- why we had so many people at Punta del Este and how many
planes had to be involved in evacuation; what a wonderful job Walt Rostow had

not only to prepare him for his private talks wit h the individua l Presidents

the President felt he had been "over-prepared" and could not speak highly
j enough
of Mr. Rostow. Geo. Christian added that that was certainly true that
as
a matter of fact, Mr. Rostow after spending full time with the President and
briefing him, would in addition brief the Press and successfully so.
The President said " well, HE sure did one hell of a job I'll tell you that, just
wonderful, wonderful. "
