Manpower Employment Outlook Survey Reveals
Uncertainty Still Weighs on Employer Hiring Confidence in
Czech Republic
Prague, 12th March – Global economic challenges and uncertainty will likely continue
to contribute to subdued hiring during the second quarter of 2012, according to the
latest Manpower Employment Outlook Survey released today by ManpowerGroup.
Czech employers report cautious hiring plans for 2Q 2013. While 5% of employers expect to
increase staffing levels, 5% forecast a decrease and 90% anticipate no change. Once the
data is seasonally adjusted, the Net Employment Outlook in the Czech Republic stands at a 1%, the second consecutive quarter in which Czech employers have reported subdued hiring
plans, although the Outlook is 3 percentage points stronger both quarter-over-quarter and
year-over-year.
“The number of unemployed people in January 2013 reached it´s maximum in the modern
history of the Czech Republic and unfortunately confirmed the negative predictions of
previous issue of Manpower Employment Outlook Survey for the first quarter of 2013. The
rise in unemployment over the same period of previous 3 years is not due to mass layoffs in
some sectors, but the long-term effort of employers to increase the efficiency. In a time of
increasing competition and reduced margins, companies are forced to produce more with
fewer human resources. The results of our survey for the 2nd quarter of 2013 indicates
continuing caution on the part of employers despite the expected start of more aggressive
hiring in agriculture, construction and tourism,” said Jaroslava Rezlerová, Managing Director
of ManpowerGroup Czech Republic.
Industry sector comparisons
Compared with 2Q 2012, hiring plans strengthen in seven of 10 industry sectors and two of
three regions. Quarter-over-quarter, the Outlook improves in six industry sectors and two
regions. Employers in the Electricity, Gas & Water Supply sector report the strongest hiring
intentions for the country this quarter (+10%) - also the strongest in the sector since the
survey began in 2Q 2008. The Outlook improves by 9 and 8 percentage points from 1Q 2013
and 2Q 2012, respectively. The weakest labor market is expected in the Transport, Storage
& Communication sector (-12%), which is also the weakest since the survey started. The
Outlook declines by 4 percentage points quarter-over-quarter and by 8 percentage points
year-over-year.
Regional comparisons
Prague (+4%) employers report the most optimistic regional hiring intentions for the 11th
consecutive quarter. Hiring plans weaken by 3 percentage points quarter-over-quarter but
are 2 percentage points stronger year-over-year. Employers in Moravia (-9%) report the
weakest regional hiring intentions. The Outlook remains relatively stable quarter-over-quarter
and decreases by 5 percentage points from 2Q 2012. Bohemia employers expect a flat labor
market, reporting an Outlook of 0%.
Global overview
The latest research reveals uncertainty still weighs on employer confidence across the globe.
Net Employment Outlooks are mixed and it appears many hiring managers continue to wait
for clearer resolution to Europe’s sovereign debt crisis as well as signs that the global
economy is returning to firmer footing before labor markets are likely to achieve sustainable
traction. Employers in more than three-quarters of the labor markets surveyed report positive
second-quarter hiring plans. Hiring plans strengthen quarter-over-quarter in 21 countries and
territories, but decline by varying degrees in 15. Additionally, employers in 25 countries and
territories report weaker forecasts compared to this time last year. Worldwide, hiring
expectations are strongest in Brazil, Taiwan, Turkey and India, and weakest in Italy, Spain,
Greece and the Netherlands with Outlooks from Italy and Spain matching the weakest
employer forecasts ever reported there.

conducted by interviewing a representative sample of 750 employers in the Czech
Republic and asking the same question: “How do you anticipate total employment at
your location to change in the three months to the end of June 2013 as compared to
the current quarter?”
