At a regular meeting of the Stafford County Board of Supervisors (the Board) held in
the Board Chambers, George L. Gordon, Jr., Government Center, Stafford, Virginia, on

A RESOLUTION TO RENAME THE JEFF ROUSE SWIM AND
SPORT CENTER, THE ROUSE-LENZI SWIM AND SPORT CENTER
WHEREAS, Mr. Jeffrey N. Rouse was born in Fredericksburg, Virginia, on
December 6, 1970, and graduated from Stafford Senior High School in 1988; and
WHEREAS, Mr. Rouse is a four-time Olympic champion, and former world
record-holder in three swimming events, having represented the United States in the
1992 Olympics in Barcelona, Spain, and at the 1996 Olympics in Atlanta, Georgia; and
WHEREAS, in 1992, Mr. Rouse won a gold medal in swimming for the U.S.
team in the men’s 4x100 meter medley relay, and individually, he won a silver medal in
the men’s 100-meter backstroke; and
WHEREAS, in 1996, Mr. Rouse won a gold medal as a member of the United
States team in the men’s 4x100 meter medley relay, and individually, he won a gold
medal in the men’s 100-meter backstroke; and
WHEREAS, Mr. Rouse is a member of the Virginia Sports Hall of Fame and the
International Swimming Hall of Fame; and
WHEREAS, Mr. Mark E. Lenzi was born in Huntsville, Alabama, on July 4,
1968, and was raised in Fredericksburg, Virginia, graduating from Stafford Senior High
School in 1986; and

WHEREAS, Mr. Lenzi won an Olympic gold medal in the 1992 Olympics in
Barcelona, Spain, and a bronze medal in the 1996 Olympics in Atlanta, Georgia, in
men’s 3-meter springboard diving; and
WHEREAS, Mr. Lenzi was the first American diver to perform a forward 4.5
somersault tuck in competition, and the first diver to score over 100 points on a single
dive in competition; and
WHEREAS, in total, Mr. Lenzi won 18 international competitions at the 1-meter
and 3-meter springboard level, and was inducted into the Indiana University Athletics
Hall of Fame in honor of his athletic accomplishments as an NCAA and Olympic diver;
and
WHEREAS, Mr. Lenzi passed away on April 9, 2012, leaving behind his family
and a legacy of fans and fellow athletes; and
WHEREAS, the Stafford County Board of Supervisors adopted Resolution R14290 on November 13, 2014, naming the Indoor Recreation Center at Embrey Mill, the
Jeff Rouse Swim and Sport Center;
NOW, THEREFORE, BE IT RESOLVED by the Stafford County Board of
Supervisors on this the 5th day of May, 2015, that the Board be and it hereby does
rescind Resolution R14-290; and
BE IT FURTHER RESOLVED that the Board, notwithstanding the Board’s
policy on naming buildings in Resolution R07-147, hereby does name the Indoor
Recreation Center at Embrey Mill, the Rouse-Lenzi Swim and Sport Center.
