Dear Unit Leader:
Have you ever wondered what the result of combining medieval times and modern science would be? Imagine Knights
calculating the force of their lance against their opponent during a joust. Princesses in lab coats. Jesters juggling
protractors, beakers, and petri dishes. Robots serving the King and Queen. Swords made by 3D printers! Sounds pretty
amazing, right? Well, wonder no more! This summer, the Hawk Mountain Council invites you to take part in our
modern renaissance; summer camp programs themed “Knights of the Periodic Table.”
Here is your copy of the 2017 Camp DuPortail (Cub Scout Program) Leader Guide. It is full of very helpful
information designed to help you prepare for the upcoming camping season. Please review the enclosed information
carefully. Print and copy the appropriate pages and distribute them to any adults who will be attending summer camp.
Our goal is to provide your Scouts with the greatest summer camp experience possible. The Reservation continues to
add facilities and programs to ensure its guests enjoy their stay. This year, we introduce Twilight Camp; a program
created for packs to travel as a pack, rather than den (Day Camp is a travel by den camp) and for parents who want to
attend a camping program with their Scouts after work. This evening program is a unique opportunity to spend your
evenings with friends, family, and nature. We are also developing a STEM program area for our Cub Scouts attending
any of our camps! Siblings are also invited to register as campers to participate fully in our age-appropriate programs.
The Hawk Mountain Council supports the idea that no Scout should be deprived of a summer camp experience due
to financial circumstances. Partial camperships are available to Scouts who attend camp at Hawk Mountain Scout
Reservation. Please go online to http://www.hmc-bsa.org/camping/duportail, download a campership application, and
follow the instructions on the form.
It is essential that your leaders participating in our summer camp program(s) attend the Leader meeting(s) at Hawk
Mountain Scout Reservation on April 30, 2017 for the camping program(s) your Scouts will be attending. Our Cub
Camping Leadership Team has an exciting new program to share with you!

Directions to Hawk Mountain Scout Reservation
Location: The Hawk Mountain Scout Reservation is located in Schuylkill County, Pennsylvania,
just off Route 183. From the South, take Interstate 78 to Route 183 North and cross over Blue
Mountain. At the base of the mountain, turn left just past the Blue Ridge Hotel onto Blue Mountain
Road, follow the signs into camp. From the North, take Route 183 South and make a right turn just
before the Blue Ridge Hotel onto Blue Mountain Road and follow the signs into camp.

General Information
Camperships
Each pack is encouraged to establish its own Campership Fund. The Hawk Mountain Council
solicits Campership Funds and disburses them upon written request. Camperships are based
on family, scout unit and council cooperation. Applications may be procured at the Council
Service Center or online at http://www.hmc-bsa.org/camping/duportail. All applications
must be received by May 1, 2017. All information is strictly confidential.
Insurance
Your camp fee includes accident and sickness insurance coverage on every registered scout
and adult leader. Insurance does not cover additional unregistered adults and unregistered
Siblings who may attend. This is why every cub must be on your charter and fully registered.
Camp Refund Policy
When preparing for camp, the Hawk Mountain Council purchases food, program supplies and
other supplies based on the number of reservations made and the number of expected attendees.
When cancellations occur, in most cases, the Council has already made these purchases and
therefore is responsible for all of the costs. When refunds are given, additional resources are lost
in time and money.
In order to become more fiscally responsible, the following refund policy attempts to balance the
legitimate needs of both the Council and campers.
Initial Per-Camper Deposit
This initial per-camper deposit is not refundable under any circumstances; however, this fee may
be transferred to another camper within your unit.
As a per-camper fee, some deposit money may be lost. For example, a unit that places a deposit
for 10 scouts but only arrives with 8 scouts, will forfeit the deposits for two no-show scouts. The
final cost total will be based on 8 scouts.
Refund Policy
There are situations in which a camper’s or leader’s fee may be refunded, either in whole or in
part, to the unit. (Please note that checks will not be written to individual families, but to the
unit.)
Full Refund (except initial Camper Deposit)
The complete balance of a camper’s fee (excluding the non-refundable initial camper
deposit) or leader’s fee may be refunded at any time prior to your arrival at camp for the
following reasons when accompanied by appropriate documentation:
 Medical issue regarding the scout or leader (Physician note required),
 Summer school (School district note verifying required attendance), or
 Extreme family emergencies (Letter from family indicating nature of
emergency)

Partial Refunds (except initial Camper deposit)
Partial refunds may be refunded to the unit, up until two weeks prior to the start of your week
at camp. As indicated above, Hawk Mountain Council cannot provide full refunds after
this time frame as certain expenditures have been made (e.g. food and program-related
items) based upon the unit’s projected attendance.
Requests for partial refunds must be made in writing no later than two weeks prior to the
start of your week at camp in order to be considered. Please submit requests to Hawk
Mountain Scout Reservation, Attn: Adrienne Wrona, 402 Blue Mountain Road, Schuylkill
Haven, PA 17972. This letter must be approved and endorsed by the Unit Leader.
No-Show Forfeiture
Any scouts or leaders who are no-shows will have their entire fee forfeited. This is unfortunate,
but by this time, the camp has already purchased all food and materials based on the expectation
of your attendance.
Medical Forms
A BSA Annual Health and Medical Record (Parts A and B) form is required for each Cub
Scout, Adult and Sibling coming to Hawk Mountain Scout Reservation. All medical forms
must be completed prior to your arrival at camp. The medical forms will be collected
during Monday morning check-in and returned at the end of the camping week. Part A
must be signed by the parent/guardian of anyone under the age of 18. These forms are
available at the Beaver Family Council Service Center and online at
http://www.scouting.org/filestore/HealthSafety/pdf/680-001_ABC.pdf .
The camp maintains a Health Suite which is staffed by a Health Officer at all times. There
are local physicians and hospitals on call for emergencies. All accidents must be reported
to the Health Officer for documentation purposes, regardless of severity. Please
remember our Health Officer provides first aid, not medical treatment.
Swim Testing
Swim testing may be done off site (away from camp) by a certified instructor. (See form for
qualifications).
Early bird swim testing will be offered at camp on Sunday, June 18, 2017 from 1:00 to 4:00
PM. You must call 570.754.7552 one week before to make an appointment. Completed
Medicals are necessary for participation in the swim testing. Swim testing for Day Camp at
HMSR will be available during your week of camp Monday only, after closing ceremony.
Swim testing will be available during check-in for Cub Resident Camp and WEBELOS
Resident Camp. It is encouraged that all scouts take a swim test at camp or prior to arrival at
camp. This allows for scouts to utilize and swim in other sections of the pool than the Learner’s
(shallowest) section.
*Swim Testing will not be offered or available during our Twilight Camping Program. All
scouts attending this camping program should seek to attend the early bird swim testing offered
by the camp or have swim testing done off site by a certified instructor. Scouts without a swim
test will be allowed to swim in the Learner’s (shallowest) section of the pool.
DISCLAIMER- If you are the Unit Leader who signs the Swim Classification Record, you are ultimately responsible to
see that each person is classified properly. Please do not sign a boy off as a swimmer if he is not. Be precise on
classifications. If something should happen to someone who is classified incorrectly, you may be held responsible

DuPortail Trading Post
A store is operated in camp for the sale of camping supplies, camp souvenirs, and a supply of various food
items. Please caution scouts and siblings about bringing excessive amounts of money to camp.
Advancement
The major intent of the Cub Camping Program is fun! While Cubs will get a chance to work on various
advancement requirements while at camp, Cub Scout summer camp programs are about much more. Our
Cub Camping Program allows scouts to participate as an individual and as part of a group in various age
appropriate activities where they get to try new things, have fun and grow. The camp staff does not
keep track of advancement at camp. Your leadership is required to keep track of any advancement
items completed at camp. Your Pack has the option of accepting these recommended achievements.
Questions/Concerns
If questions or concerns arise during your stay at camp, please direct these to the Camp Director or
Program Director.
Camp Security
During your stay at camp, you may find that an emergency arises. Emergency plans will be discussed
with unit leaders prior to and upon arrival. Emergency phone numbers for the Health Officer and Ranger
are posted at the Cub Administration Building and in all Program Areas. Also, residence locations of
key staff persons will be shared at the Camp Leaders' Meeting when you arrive. We can request
verification of any individual visiting camp. If a Scout needs to be picked up by someone other than
parent/legal guardian, we reserve the right to see identification and to check approval from the
parent/legal guardian.
Staffing
Additional staffing during your stay may be provided by volunteer Scouters from Hawk Mountain
Council. If you have additional adult leaders attending camp with your pack, please inquire if any adults
would like to offer their help with various staff positions. Any interested adult may contact the Council
Service Center.
Special Needs
Please inform the Reservation Leadership Team in advance of any youth or adults who may need
accommodations throughout their time at Hawk Mountain Scout Reservation. The Leadership team, as
well as, the camp staff will work to assist you and your needs.
Dietary Needs
Hawk Mountain Scout Reservation does its best to accommodate anyone with special dietary
needs/allergies. Individuals who require a special diet while at camp should contact the Camping
Director at least two weeks prior to your attendance at camp.

National and Local Policies


Packs are required to have 1 adult per den per day in attendance at camp as long as the den has less than ten Scouts. Your
den will be joined with another den in order to meet the two-deep leadership requirements of the Boy Scouts of America.
Lion Cubs and Tigers, with their adult partner, may participate in boy-parent excursions, day camps, pack
overnighters, council-organized family camping, or resident camping.

All vehicles will be kept in the assigned parking area.

Hawk Mountain Scout Reservation is a smoke-free facility.








In compliance with Pennsylvania State Health and Safety Codes, no dogs or other pets are permitted in camp during the
camping season.
Any Scout who is absent or a no-show must be verified by a pack Leader at the discretion of the Camp Director.
Any Scout or adult leader leaving camp at any time other than the day’s end needs to check out at the Day Camp Office
prior to departure. Boys will only be released to their parent or guardian with written permission and proper
identification.
The use of portable electric generators at Hawk Mountain Scout Reservation is prohibited. No portable electric
generators are allowed for personal use in any Troop site, Patrol site, or Campsite area.
Service Dogs are permitted at the Hawk Mountain Scout Reservation. All service dogs brought to HMSR must be
identified as such with either a service dog vest or tag. Service animals are expected to be controlled and properly
behaved. If you are bringing a service dog to camp, please be sure to alert the staff at time of check-in.
o Additionally, the State of Pennsylvania requires that all dogs over three months of age must be vaccinated
against Rabies, proof of such must be provided to the camp medical staff.
Per National Standards – For males, brief tank suits, such as Speedos are inappropriate. If preferred, males may wear
brief tank suits but they must be worn underneath boxer or gym style swim trunks. For females, bikini suits are not
suitable.
Per National policy – No one 18 and over is allowed in the youth changing area or shower house.
Per the National Council Policy on Transportation of Scouts, these are the necessary guidelines:
1. All drivers must possess a valid license.
2. All drivers must be 21 years old or older.
3. The vehicle must have a valid inspection sticker.
4. A relief driver is a good precaution.
5. Minimum Liability Insurance of $50,000-$100,000.
6. Truck beds may not carry passengers.
7. PA law requires seat belts to be worn. One boy per seat belt is required.
8. Traffic regulations must be adhered to.
9. If bus transportation is utilized, proper licensed and certified drivers and insurance verification must be given
to the pack leadership.

Registration
You need to have the following items prepared and ready to turn in with final payment:

Final Transmittal Form
Registration material must be turned in at the Council Service Center by May 31 with final payment.
Turning these registration forms in early allows the camp management to plan more effectively.
Leadership
Your pack will be divided into three advancement levels (Lion/Tiger, Wolf, and Bear), each Pack
must provide 1 adult leader per level per day or 2 adult leaders if you have more than 10 boys for the
Wolf Den and Bear Den. Each Lion Cub and Tiger must have an adult partner. For example, if you
have 3 Tigers, 6 Wolves, and 11 Bears, your pack will need 3 adult leaders for the Tigers, 1 adult leader for
the Wolves, and 2 adult leaders for the Bears. Day Camp schedules are made for dens to travel together, not
packs. This allows each Scout to participate in age appropriate activities and earn advancement for his rank.
Please make every attempt to secure a Den Chief for your pack. This will help in many areas in camp,
especially at the shower house. There is not a WEBELOS Trail for Day Camp. WEBELOS have the
opportunity to experience the outdoors at WEBELOS Resident Camp.
Schedule
The Day Camp Program day begins promptly at 8:50 AM and ends at 3:50 PM Monday through Friday.
Check-in for units begins at 8:15 AM. This is critical to the success of the entire camp, as the start of
programs for all Cub Scouts may be delayed. Your daily schedule will be shared with your leaders upon
arrival. A leader will check the Pack in and complete the daily roster each morning.
In the event that you cannot make it to camp by 8:30 AM on Monday morning, please notify the Camp
Director ASAP by calling 570.754.7552.
All vehicles will be kept in the assigned parking areas. One adult per pack is asked to report to the Marlin
Miller Conference Center to take attendance and receive group assignments and program books.

Lunches
Camp will provide a hot lunch for each Cub Scout participant every day. The cost is included in the
camp fee. Siblings and adults may purchase lunch each day for $6.00 or buy a meal ticket for all five
days for $25.00.
All will have time to visit the DuPortail Outfitters following their lunch.
Dietary Needs - Individuals who require a special diet while at camp should contact the Cub Camping
Director at least two weeks prior to your attendance at camp.
Clothing
The Scouts/Siblings should wear comfortable clothing suited to the weather conditions. Pack tee shirts are
a special way to have your Scouts recognized. Please be sure to mark all clothing articles with name and
Pack number.
Camp activities include a lot of walking to the various activity areas. Comfortable shoes are highly
recommended. Shoes must be closed toe and closed heel. Sandals, flip-flops and crocs are not permitted
unless specified otherwise (example: Ecology may recommend sandals for a session spent at the stream.).
What to Bring
To help you prepare for your stay at camp, here is a list of camping equipment that is recommended
throughout your camping experience at Hawk Mountain Scout Reservation. It is recommended that
Scouts label their belongings with their name and Pack number.
Personal Gear List
 Small backpack for carrying items throughout the day
 Every day each Scout/Sibling MUST bring a swimsuit, towel, and rain gear.
 A baseball cap is recommended.
 Each Scout/Sibling should bring a water bottle.
Reminder: Day Camp is conducted rain or shine! Please plan accordingly.
Descriptions of 2017 Camp DuPortail Programs
Sir Lancelot’s Lagoon* - Scouts, parents and siblings can relax or play games in our variable depth swimming
pool. Lifeguard always on duty!
Running the Gauntlet* - Featuring a zip line trolley, balance beams, and other confidence building elements,
this is sure to please the adventurous Cub Scout!
The Armory* - Learn the basics of BB air gun usage and safety at our outdoor range. Certified staff
members run the range.
King Arthur’s Artillator* - Learn the basics of bow and arrow usage and safety as you practice at our outdoor
archery range.

Knight’s Code - Cub Scouts will work on rank specific achievements while learning skills to make them
modern day Knights!
Merlin’s Magic - Practice your spell-binding wizardry skills as you experiment with various medieval
potions and measurements.
The Royal Encryption - Scouts will work to provide their dens with light and encrypt the code through
circuitry and computer coding.
Jousting Match - Practice achieving precision and accuracy while jousting to become a royal knight!
Sir. Agravaine’s Alchemy - Put the power of the sword in your hand as you transform an idea into a 3dimensional figure.
Castle and Siege Warfare - Work together to construct levers, pulleys and other machines to protect the
castle with your fellow knights!
Quest for the Holy Grail - Cub Scouts will master their compass and orienteering skills on the search for the
Holy Grail!
Medieval Woodsman - Scouts will have the opportunity to explore and study the nature in the environment
around them.
Coronet Crafts - Come and become a master artisan in various forms of medieval arts and crafts!
*These activities are subject to change. All planned activities will continue rain or shine. In the case of
severe weather, alternate activities will be offered!

Pack the opportunity to experience this fun and exciting new camp together! Each Lion Cub and

2 adult leaders if you have more than 10 boys for the Wolf Den and Bear Den. For example, if you
have 1 Lion, 3 Tigers, 6 Wolves, and 11 Bears, your pack will need 1 adult leader for the Lion, 3 adult
leaders for the Tigers, 1 adult leader for the Wolves, and 2 adult leaders for the Bears. Because schedules
are created for the Scouts to travel together as a pack, advancement opportunities per rank are not offered.
Please make every attempt to secure a Den Chief for your pack. This will help in many areas in camp,
especially at the shower house. There is not a WEBELOS Trail for Twilight Camp. WEBELOS have
the opportunity to experience the outdoors at WEBELOS Resident Camp.

It is extremely important when signing up for camp that exact numbers are reserved. Camping spaces
are limited.

Leadership
For Cub Resident Camp your Pack will travel together as a Pack, regardless of rank. This will give
your Pack the opportunity to experience the outdoors and this fun experience together! Each Lion
Cub and Tiger must have an adult partner. Each Pack must also provide 1 adult leader per rank (per
day) or 2 adult leaders if you have more than 10 boys for the Wolf Den and Bear Den. For example, if
you have 1 Lion, 3 Tigers, 6 Wolves, and 11 Bears, your pack will need 1 adult leader for the Lion, 3 adult
leaders for the Tigers, 1 adult leader for the Wolves, and 2 adult leaders for the Bears. Because schedules
are created for the Scouts to travel together as a pack, advancement opportunities per rank are not offered.
Please make every attempt to secure a Den Chief for your pack. This will help in many areas in camp,
especially at the shower house. There is not a WEBELOS Trail for Cub Resident Camp. WEBELOS
have the opportunity to experience the outdoors at WEBELOS Resident Camp.
Arrival
Time of Arrival: On your first day you should plan to arrive between 3:30 PM and 5:00 PM.

Parking & Unloading: All vehicles must be parked in the parking lot. One vehicle may enter with
gear, but must return to the parking lot. No vehicle will be allowed to go to their campsite until a
vehicle pass is issued. This pass may be obtained upon check-in. NO ONE IS ALLOWED TO RIDE
IN THE BACK OF AN OPEN VEHICLE.
Check-In: One leader must go to the Reservation Operation Center in the main lower parking lot to
register. Please bring the Pack Roster Forms at that time. You will then be directed as to where you should
proceed to next.
The following completed items should be turned in during Check-in:

 Adult/Sibling Roster
 Health Forms (Parts A & B) for all in attendance that week
Leader Meeting: A leader meeting will be held. The location and time will be announced at check-in.
Important information about your stay will be addressed at this meeting. Make sure one leader is in
attendance. This is mandatory and necessary to your camping experience. Please be prompt!
Cracker Barrel: On the evening of your arrival, there will an opportunity to meet the staff and enjoy a snack
together. You are invited to bring board games or table games to play at this time.
First Meal: The first meal at camp will be dinner.
Clothing
The Scouts/Siblings should wear comfortable clothing suited to the weather conditions. Pack tee shirts are a special
way to have your Scouts recognized. Please be sure to mark all clothing articles with name and Pack number.
Camp activities include a lot of walking to the various activity areas. Comfortable shoes are highly
recommended. Shoes must be closed toe and closed heel. Sandals, flip-flops and crocs are not permitted
unless specified otherwise (example: Ecology may recommend sandals for a session spent at the stream.).
Uniforming
Field Uniforms (Class A) are required for dinner and evening flag ceremonies.
Activities at Camp
The morning program will consist of assigned activities on a rotating schedule. You will receive this schedule at
camp. The afternoon and evening program will give you an opportunity to choose from several activities so that
you may create a unique program that meets your Pack’s needs.

Sir Lancelot’s Lagoon* - Scouts, parents and siblings can relax or play games in our variable depth swimming
pool. Lifeguard always on duty!

Running the Gauntlet* - Featuring a zip line trolley, balance beams, and other confidence building elements,
this is sure to please the adventurous Cub Scout!
The Armory* - Learn the basics of BB air gun usage and safety at our outdoor range. Certified staff
members run the range.
King Arthur’s Artillator* - Learn the basics of bow and arrow usage and safety as you practice at our outdoor
archery range.
Merlin’s Magic - Practice your spell-binding wizardry skills as you experiment with various medieval
potions and measurements.
Jousting Match - Practice achieving precision and accuracy while jousting to become a royal knight!
Sir. Agravaine’s Alchemy – Put the power of the sword in your hand as you transform an idea into a 3dimensional figure.
Castle and Siege Warfare - Work together to construct levers, pulleys and other machines to protect the
castle with your fellow knights!
Quest for the Holy Grail – Cub Scouts will master their compass and orienteering skills on the search for the
Hold Grail!
Medieval Woodsman – Scouts will have the opportunity to explore and study the nature in the environment
around them.
Coronet Crafts – Come and become a master artisan in various forms of medieval arts and crafts!

Advancement Programs
It is important to note that only the WEBELOS Den Leader may approve WEBELOS advancements.
Camp Staff will instruct related skills but your leaders must record any advancement. HMSR will
offer Adventures for the WEBELOS.
There will be an opportunity to register for Adventures online at www.hmc-bsa.org prior to your
session. Dates for registration will be announced at the Leader Meeting. Fishing, hiking, or
conservation projects could also be done during these periods in addition to some quality den time. Signups for Adventures will be easier if you decide which you will be taking advantage of before logging on to
register your WEBELOS. A list of Adventures being offered will be posted to the Camp DuPortail page
prior to registrations opening.
Descriptions of 2017 Webelos Resident Camp Programs (Subject to change)
Dens will be assigned to six adventure periods and will attend on a rotating schedule. You will
receive this schedule at camp. The most important aspect of your stay in Camp with your
WEBELOS is the time you take together to have fun as a Den. When planning your day, include the
fun things that Scouts enjoy. Here are some possibilities.
Swimming - An evening open program activity

Boating - This prescheduled activity begins with safety instructions. Boys and adults will be paired
according to their swimming ability.
Shooting Sports - No stay in camp would be complete without a visit to the BB and Archery ranges. These
prescheduled activities begin with safety instructions and handling procedures.
Outdoor Cooking - During your stay in camp, one meal will be prepared in the campsite. The Commissary
Staff will deliver the food to your campsite.
Campfire - Weather permitting, your first night at camp will offer this long-standing tradition. Supervised
campsite campfires are also permitted.
Closing Campfire - Last evening of Session - Parents and Friends are welcome to attend the campfire
program.
Fishing - Boys with adult supervision can spend some relaxing time fishing from the shore of the lake. This
can be elected instead of an advancement program.
Orienteering - Scouts will have an opportunity to learn how to use a compass.
Games - These events will be a challenge to all, involving physical fitness, imagination and good oldfashioned fun.
