In an Effort to Help Small Businesses,
SBA Encourages Lenders to Offer Loan
Deferment Relief
WASHINGTON – In response to the financial crisis, the U.S. Small Business Administration
today announced it is strongly encouraging its participating 7(a) lenders and Certified Development companies to work with business borrowers to provide them with the flexibility they need
to keep their businesses running during these difficult economic times.
As access to credit and capital has tightened, many businesses face increased challenges
in meeting their financial obligations. This is especially true of small businesses hit hard by the
recent economic slowdown that are now unable to make payroll, or purchase essential inventory.
SBA is reminding participating lenders they have the authority on a case-by-case basis to
extend temporary payment relief for qualifying borrowers with 7(a) and 504 loans who are struggling to make their payments.
“The SBA is here to help small businesses during these difficult economic times. We are
encouraging our lending partners to follow suit by extending three-month payment deferments
on their SBA guaranteed loans to qualified borrowers who need relief,” said SBA Acting Administrator Sandy K. Baruah. “We recognize that small business owners are faced with challenging
decisions right now. By providing three-month deferments to qualifying borrowers who are
struggling, our lending partners can help small business owners free up the capital they need to
maintain their businesses.”
If a deferment longer than three consecutive monthly payments is needed for a loan,
borrowers can work directly with their lenders, who in turn will work closely with the SBA to
identify the best solution.
At the same time, the SBA is asking its lenders not to broadly call borrower loans due to
changing financial variables, such as fluctuations in personal credit scores, declining collateral
values, and reduced home equity, which are currently affected by the disruption in the financial
markets. The SBA has issued a notice that will be distributed widely to its lenders and 120 field
offices encouraging them to look at these cases individually and to work with individual borrowers in order to facilitate the longer term success of these small businesses.
For more information about all of the SBA’s programs for small businesses, visit the SBA’s
Web site at www.sba.gov. 

A Note from the President…
or the second year in a row, Pickens County Chamber of Commerce has the opportunity to attend the Annual Georgia Association of Chamber of Commerce Executives (GACCE) Washington Fly-In held September 8-10, 2008. Along with myself
representing Pickens County were: Dr. Sanford Chandler, Appalachian Technical College;
Robert Jones, Pickens County Sole Commissioner; Gerry Nechvatal, Community Economic
Development Director; and Donna Torres, Regions Bank. Last year’s trip was good; but we
were “learning the ropes” since it was our first year. We went well prepared to “represent”
this year. During our three-day
trip: we participated in the Georgia
Chamber’s Congressional & Staff
Appreciation Reception; met with
Dr. Whit Ayres, President of Ayres,
McHenry & Associates and were
briefed on the current political
climate; met as a group with Rob
Engstrom, Vice President Political
Affairs and Federation Relations
with the U.S. Chamber of Commerce; and were briefed on the
Chamber’s current stance on business issues then with both Senator Saxby Chambliss and
Senator Johnny Isakson for a legislative update.
Thanks to the arrangements of Dr. Chandler, the Pickens County group was able to
meet separately with both Senator Isakson and Senator Chambliss to discuss the issues the
Chamber Membership identified in the survey completed prior to our trip to Washington,
which identified our economy as the number one issue surrounding the difficulties we face in
Pickens County. It affects our standard of living, erodes our tax base, debilitates our economic opportunities, and removes our ability to maintain stability in our community. This, in turn,
affects the issues of concern voiced by our Chamber Membership. (Full details of the results
are available upon request.)
Our group also went on a tour of the White House and the Capitol building. Although
the trip was jammed with business, we were able to have fun, and with Donna, there is never
a dull moment. The Pickens County group enjoyed great fun, food, company and gained
wonderful information while in DC. We hope to be able to attend the 2009 DC Fly-In and
again gather input from the membership that would like to be heard in Washington! 
F
Did you know…
You can become a Chamber Ambassador! The Ambassadors are the “Welcoming
Arms” of the Chamber and play a very important role to the Chamber. As an Ambassador,
you represent the Chamber Membership, your business and the community to the Pickens
County area. You are often the first community representative a new business owner meets to
welcome them to the community.
Since we value our Chamber Memberships, we strive to make them feel comfortable in
being involved at the Chamber. You were once a new member. You are very involved in decisions and ideas that are taken to the Board of Directors, as well as assisting Chamber staff
to evaluate programs and services being offered. While you are “welcoming” this member,
this also allows you the opportunity to present your business and how you might be able to
provide them assistance.
People do business with people they know and trust. What better way to get to know
someone than to provide them with useful ideas and tips about their membership that will
benefit their business? If you are interested in hearing more about the Ambassador program,
contact [email protected]. 

he Shop Pickens First program is a new initiative of the Entrepreneur Friendly Initiative launched in the County in March 2008. The Shop Pickens First
program has the full support of local governments and the Pickens County

Community
A New Take On Tourism
Tourism is an important component of a comprehensive economic development
strategy. Various committees and groups in Pickens County have done an excellent
job of cataloging attractions and events, as well as creating strategic plans. In today’s
economic environment it is very important to turn this work into increased tourism
dollars that will create more jobs in addition to more money for the community. To
support this goal, the Chamber of Commerce and Committee Chair Earl Whitely are
in the final stages of a plan to revitalize the Tourism Committee that will function under the direction of Community Economic Development Director, Gerry Nechvatal.
According to Mr. Nechvatal, “The objective is to create a lean, highly motivated
group with members that have the time and dedication to put great ideas into action.”
This reënergized Chamber Committee will begin meeting monthly at a regular date
and time to be announced. Much work will likely be required outside of these hours
and suggested members are currently under review. Mr. Nechvatal also states, “The
team we need will have diverse skill sets and varied backgrounds but all should have
a strong desire to work collaboratively for positive results that are in the best interest
of Pickens County.”
Executive President Denise Duncan is pleased that Chamber of Commerce has a
leading role in this initiative and has appointed Karla Howard to the committee. Per
Ms. Duncan, “With Karla’s ability and previous work on developing the Tourism section of the Chamber’s web site, she is well suited to make a significant impact to the
success of this effort.” 
