But his reconstruction chief (Dr Philip Lapp) still described Campus as a “windswept wasteland” in 1986 1970s Wind Issues • Routine windiness of the downtown core a powerful argument for the creation shatter from heat stress – Fragile in windy weather • Wind is very much a contemporary urban problem
