next Sustainability Matters event,
featuring the award-winning
environmentalist Tanya Ha.
Gather your friends and family

This free, colourful festival is a
wonderful celebration of the
cultural diversity and creativity
of Darebin and is an annual
highlight on the Darebin
community calendar. Another
fun multicultural event is the
Melbourne Tomato Festival,
which Council is supporting
this year at All Nations Park on
19 March. See inside this edition

won praise for her ability to

as an ABC television presenter

One of the most important
responsibilities in my role on
Council is to work with my fellow
councillors to make budget
decisions. We’ve received lots of
great ideas from the community
about new initiatives and
priorities for their neighbourhood,
but I know there are many more
perspectives to be heard.

two cents at a meeting, online or
through a letter or informal chat,
we’d love to hear from you.

Council is asking the community
for feedback to help develop its
Health and Wellbeing Plan. Many
people may be aware of some of
the key health services delivered
by Council such as the maternal
and child health nurses and the
immunisation service, but there
are many other programs and
services available to keep the
community well, healthy and
connected such as playgroup
sessions, seniors’ activities and
so much more. This consultation
is a chance to tell us what makes
a difference to your health and
wellbeing. See the story in this
edition for details.

so take along your furry friends

MAYOR’S MESSAGE
This year got off to a busy start
and it’s been really wonderful
to get along to a wide range of
events over the last couple of
months. I’ve especially enjoyed
meeting many members of the
community.
The Darebin Australia Day
Awards ceremony held at
Preston Town Hall on
Wednesday 25 January was
a particularly heart-felt event.
Hundreds of people gathered
for the ceremony to support
friends and colleagues who
were nominated for an award
for their contribution to our
community.
Congratulations to the winners

BUDGET CONSULTATION – HAVE YOUR SAY
What would you do if you were in charge of the Council budget?
Which services would you increase investment in, and where would
you look to spend less?
These are the questions Council asked during February and March
to help formulate the 2017/2018 Council Budget.
Because we deliver more than 100 services, along with a range of
initiatives and major projects, it’s crucial that we understand what
services and initiatives residents and businesses would like to see
more or less investment in.
Your participation helps to create a budget each year that meets
community expectations. It is one of the most important and
challenging things we do as a council.
It’s not too late to have your say!
If you did not have your say during the budget consultation, don’t
worry, you can still make a submission.
Council is currently reviewing feedback to develop a draft budget.
The draft budget will be released at the start of April and you are
encouraged to make a formal submission between 4 April and
3 May 2017.

SPOTLIGHT ON OUR HEALTH
PROTECTION OFFICERS
One of the most important roles Council plays
in protecting the health of our community is to
ensure local food businesses comply with
Victoria’s food safety laws.
Each year across Australia there are more than
five million cases of food-borne illness – and it’s
estimated that in Darebin there are tens of
thousands of cases annually.
Food poisoning can last anywhere between
three days and three weeks, and causes
symptoms such as nausea, stomach cramps,
diarrhoea, fever and headaches. In extreme
cases it can even result in death.
That’s why Darebin has a dedicated team of
Health Protection Officers who routinely visit
food premises such as hotels, restaurants, takeaway shops and temporary stalls to ensure that
they meet food safety standards.
Across Darebin there are over 1400 businesses
involved in the sale and manufacturing of food
and beverages.
By law every business must be assessed by
Council at least once a year to ensure their food
is prepared hygienically, free of contamination
and safe for consumption.
One of the challenges the team faces is the rapid
increase in food premises in Darebin, particularly
with the growing trend towards food trucks and
temporary stalls. In the past year alone over 180
new food businesses have opened.
Other challenges include language barriers in
our increasingly multicultural municipality, an
increasing number of people with food allergen
intolerances and changing trends in the food
industry (with procedures like fermentation
and dehydration growing in popularity).
The team also carries out tobacco education and
enforcement, emergency management, infectious
disease investigation and free food handler
information sessions.
What’s more, they work to ensure local businesses
such as hairdressers, beauty salons, tattoo parlours
and grooming houses adhere to best health
practices.
The total cost for these services each year is
around $1 million – with ratepayers covering
$450,000 and the balance funded by business
registration fees.
Given the many challenges the Health Protection
team face, the vital importance of their work, and
the fact the team consists of just six officers, we
think they do a pretty amazing job!
FIGHT THE FLU THIS WINTER
With flu season almost here, now is the time to
reduce your chances of becoming ill by having
a flu vaccine.
The flu vaccine is available from mid-March
onwards at any of Council’s weekly immunisation
sessions and is most effective when administered
before the onset of the flu season.
The cost of the vaccine is $20 when you attend
a Council immunisation session.

SHAPING THE FUTURE OF FAIRFIELD VILLAGE
Last October Council asked local residents and businesses for
feedback about how we can revitalise Fairfield Village while
retaining the unique character of the neighbourhood.
The consultation was part
of the Our Fairfield Village
project, which coincides with
the redevelopment of the
former Amcor Paper Mill site
in Alphington that’s expected
to have impacts on Fairfield
Village.
We covered topics including
what people love about the
area, how public spaces and
infrastructure should be
enhanced, what can be done
to improve local transport and
how we can ensure that future
development in the area is
appropriate and sustainable.
A number of successful
consultation activities were held,
including drop-in information
stalls, community workshops,
an online survey and mapping
tool, and an ideas and colouring
competition for local children.
IMPROVING EDWARDES LAKE PARK
In November last year we asked for your suggestions on how
we might be able to improve Edwardes Lake Park in Reservoir.
We received great ideas from
local residents and park users
that will shape the Edwardes
Lake Park Masterplan and guide
improvements to the park’s
landscape, environment and
facilities at the park.
Your feedback included adding
new play spaces, more BBQ
and picnic areas, reactivating
the boathouse, creating an
off-lead dog park, improving
accessibility and planting more
trees.
Since then we’ve been working
on some ideas for ways to
incorporate these changes to
the park and we’ll be asking for
your feedback in late March.
Your feedback is now helping
shape two important documents
– the Fairfield Village Streetscape
Masterplan and the Fairfield
Village Design Guidelines.
We’re now working with a
community reference group
to develop these documents
before making them available
for community feedback later
in the year.

SUSTAINABILITY MATTERS
Enjoy an evening of enlightening discussions at
this free event with award-winning Australian
environmentalist, Tanya Ha.
One of Australia’s leading advocates for sustainable
living, Tanya has conducted important research
on environmental communication at University of
Melbourne. She’s also worked as a presenter for
ABC TV’s Catalyst science show, written for a
range of prominent magazines and authored
several books – including the best-selling
eco-guidebook, Greeniology.
Tanya’s important work around sustainability and
unique approach to environmental reporting has
also gained her recognition by the United Nations.
Her focus on the evening will be sustainable living
and behaviour change – you’ll leave with plenty of
practical tips to make your own home or business
more sustainable.
The night will also be a chance to hear from three
inspiring local business people who are leading
the way in Darebin with sustainability. There’ll also
be demonstrations from other local businesses
doing great work around sustainability.

WHAT’S THE DEAL WITH PLANTING
ON NATURE STRIPS?
Most residents in Darebin have a nature strip
outside their home – it’s the patch of land
between the footpath and road, usually
covered in grass.
Although the land is owned by Council, residents
are expected to look after their patch of nature
strip by mowing the lawn regularly and watering
newly planted trees.
Council is generally happy for residents to beautify
their nature strip by adding new plants – and in
some cases we can even help you out. But before
you start planting, there are some important
things to consider.
In some situations you’ll need a permit to alter
your nature strip. For example you will need a
permit if you’re adding any plants over 50
centimetres in height or if your property is
within 50 metres of a major intersection or within
100 metres of a creek. So before getting started,
contact us to find out if you’ll need a permit.
Nature strips also often contain underground
cables and pipes for services like gas, water and
power. So before considering any changes
involving digging, make sure you check what’s
under your strip by calling the free service ‘Dial
before you Dig’ on 1100.
Finally, your nature strip is a communal space, so
it’s always best to let your neighbours know about
any changes you’re planning!

JUGGLE FOOD, FUN AND CULTURE AT THE
DAREBIN COMMUNITY AND KITE FESTIVAL

Boats, using colourful vessels to
navigate Edwardes Lake.
With 30 years combined experience, Byron Hutton and Joe Fisher
are two of Australia’s most talented jugglers – and together
they’ve taken the skilful art to a whole new level.
Two stages will feature talented
young local musicians and DJs,
and a showcase of Indigenous
music co-presented by
Aboriginal Music Company,
Songlines.
Three years ago the pair
decided that in order to
maximise entertainment for
their audiences, they needed
to find a way to breathe new
life into juggling. And with this
in mind, the concept of Jugg
Life was born.
Blending dynamic live
percussion, relentless stage
energy and a breathtaking
ability to juggle all manner of
objects, the pair’s refreshing
take on juggling has garnered
critical acclaim and saw them
win the 2015 Gasworks Circus
Showdown.
Byron, who also helps local
young people from diverse
backgrounds learn about circus
arts with Preston’s Westside
Circus, says Jugg Life represents
everything they love about
juggling.
“Jugg Life incorporates all the
elements that we think make
juggling so much fun – skill,
competition, danger, music
and even Rubik’s Cubes! We like
to make our shows as colourful,
visual, and exciting as possible
for the entire family,” said Byron.

Darebin Community and Kite
Festival returns to Reservoir’s
picturesque Edwardes Lake Park.

attendees expected, it’s our
municipality’s largest annual
cultural event – and a great

CELEBRATING COMMUNITY HEROES IN DAREBIN
For 17 years now, Rossella D’Arienzo has volunteered every
weekday to make Reservoir’s St Gabriel’s Primary School a
warm and welcoming environment for new pupils.
Rossella began volunteering just
a couple of hours each day to
support reading and writing
programs. However she soon
was spending almost as much
time at the school as a full-time
employee and became an
invaluable asset for both
teachers and students.
Rossella says her passion for
volunteering probably stems
from her own experiences at
primary school as a new migrant.
“Having migrated to Australia as
a young girl, my experience at
school was often challenging.
It wasn’t always the most
welcoming environment,
especially for kids who weren’t
born in this country. So that’s
one of the reasons I like helping
children today – to make sure
they feel welcome,” said Rossella.
Rossella has touched the lives of
so many people at the school,
nurturing students with her
generosity, building trust with
families and helping young
children develop resilience.
For all these reasons, and on
the back of a vast number of
nominations from her local
community, Rossella was
chosen as the 2017 Darebin
Australia Day Awards Citizen of
the Year.
Darebin’s Australia Day Awards
recognise individuals and groups
that have made outstanding
contributions to our community.
The Community Group of the
Year Award went to Millbrooke
Calisthenics Club (originally
known as St Celia’s Calisthenics).
Since 1956 the club has helped
thousands of local children learn
calisthenics while enjoying the
benefits of fitness and teamwork.
Young Citizen of the Year was
awarded to Lucy Grage-Perry
for her amazing support for
girls in sport. At just 13, she
has already helped implement
and manage the successful
NetSetGo program for prep to
grade two children at Parkside
Netball Club. She also coaches a
junior netball team, umpires both
netball and Australian Rules
Football and is an accomplished
dancer.
The Mayor’s Certificate of
Appreciation went to Andrew
Mitilneos who, despite dealing
with his own health challenges,
has tirelessly supported and
cared for his daughter Cheryl
Balas for the past 13 years
following her diagnosis with
Motor Neurone Disease.
Special Commendations were
given to Judy McKay for her 60
years of service at Millbrooke
Calisthenics Club; Keith and
Marion Coffey for their
wonderful 47-year contribution
to the Keon Park Youth Club;
Ryley Clarke for his work to
support young people in music
at Decibels Records; and the
Australian Multicultural Theatre
Association for their work to
promote community harmony
through short films.

PUSHING PEDAL POWER AT DAREBIN SCHOOLS
The tinkling of new bike bells will be heard this year in Darebin with
Council announcing plans to give away a fleet of 15 shiny new
bicycles to one lucky local primary school.
The bikes will be awarded as part
of a competition that promotes
safer riding and encourages
young people to enjoy the
benefits of active travel to
and from schools.
The competition was run for
the first time last year – with
schools asked to let us know
how they were supporting
active travel through bike skills
education courses, such as the
Council supported Bike Ed
program.
The winner of the inaugural
competition was Bell Primary
School and their Principal,
Cresten Pearce, said they were
very excited to receive the new
bikes, helmets and road signs.
BRUSH UP ON YOUR
BIKE SKILLS
“We want our students to be
safe and confident while out on
the roads, as well as enjoy the
health and social benefits of
riding. Our new bike fleet is
helping to ensure we can
continue offering our bike
education program to children
for many years to come,” said
Ms Pearce.
The school was chosen as the
winner due to their great work
to promote safer bike riding,
which includes the Bike Ed
program as well as an annual
bike riding camp in regional
Victoria.
Bike Ed teaches students safer
riding skills and helps them gain
a better understanding of the
road environment. It’s designed
to be flexible so it can be tailored
to the different needs of schools.
The Council program provides
funding for schools to train two
teachers to be bike education
instructors – as well as funding
for casual relief teachers while
the teachers undertake training.

low cost workshops during
March and April.
We have bike courses for
novice to intermediate riders
to increase your knowledge in
basic bike maintenance, bike
control, and strategies to safely
commute on paths and streets.
These workshops are suitable

understanding of how to care
for their bike, cycling road rules
and safety, and to enjoy riding
more. If you are hoping to get
out on the bike more this year,

Not-for-profit community groups and organisations can now apply
for the 2017/2018 Darebin Community Support Program.
Funding and support is available in the following categories:
• Annual Cash Grants of up to $6,000
• Annual Facility Hire Subsidy Grants of up to $6,000 for nominated
Council venues, and
• Annual combined Cash Grants and Facility Hire Subsidy Grants of
up to $6,000.
The grants provided by Council are available to support projects
and activities across a wide range of areas including arts and
culture, sport and recreation, community wellbeing, equity
and inclusion, human rights, education, lifelong learning and
environmental sustainability.

course to help older residents continue to travel
safely and maintain independence.
The course will provide information on public

and motorised scooter information among other
useful tips to help older residents stay active and
connected to the community.
Light afternoon tea will be provided. To get
there by train, catch the Hurstbridge line train
to Alphington Station. Alphington Community
Centre is 100 metres from the train station.

FILL YOUR MORNING WITH MUSIC
Morning Music has returned to Darebin Arts and
Entertainment Centre with a standout program
in 2017.
This month, Pavarotti – King of the High C’s takes
to the stage, performed by David Rogers Smith
(Carmen, Madam Butterfly, Pagliacci and The
Phantom of the Opera) on Thursday 23 March.
The show is a thrilling musical biography of one
the finest classical artists of the 20th Century.
Devised and musically directed by Mark Jones.
Up next is Melbourne City Ballet’s Carmen on 20
April. Melbourne City Ballet’s Artistic Director,
Michael Pappalardo, reimagines Bizet’s Carmen
through a combination of neoclassical ballet and
opera that brings to life this evocative tragedy.
With sharp movements, dazzling costumes and
very distinctive vocals, this performance will take
audiences to the Spanish town of Seville to
experience the passion, betrayal and inevitable
loss that is Carmen. Arrive early to enjoy a
complimentary morning tea.
