PURPOSE OF DIVISION:
Through capacity building and through technical and programme support, the International
Programme Division keeps the organisation focused on the socio-economic and humanitarian
needs of vulnerable people.
The division reinforces IR’s implementing structure to enable these people and their
communities to develop themselves sustainably, and ensures that the organisation is prepared
to respond promptly and effectively to humanitarian crises.
The division increases the organisation’s ability to tackle poverty by developing and fostering
partnerships and institutional relationships effectively and proactively, and by ensuring
transparent and timely reporting to the organisation’s donors.
JOB PURPOSE:
The Project Manager will be responsible for the overall implementation of the DfID UK Aid
Match funded project in Sudan.

KEY WORKING RELATIONSHIPS
Will be working closely with staff in-country (Programmes, Finance, Admin, HR, M&E and
Country Director) and Regional Desk Coordinator at IRW.
SCOPE AND AUTHORITY
Scope of the Role:
Reporting to the Head of Programmes and managing a team of about 19 staff, the Project
Manager-DfID UK Aid Match will work to ensure the effective and timely management of DfID
funded UK Aid Match project for Islamic Relief Worldwide in Sudan.
Responsibility for Resources:
Budget holder for the project with a value of £5.5m
KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic
values and principles of fairness, honest, respect and fair treatment of his / her colleagues and
staff.
KEY OBJECTIVES
The Project Manager–DfID UK Aid Match will strengthen the organisation’s position, performance and
reputation through:
1. Manage and lead the UK Aid Match project execution and ensure efficiency in the processes and
effectiveness in achieving the planned objective in a manner to reach the desired outcomes and
impact.

2. Lead and manage the project team, the project budget, the project risks, the project security
matters, and the affairs of the implementing partner (National NGO).
3. Ensure prompt and accurate reporting on the project to all concerned parties at the IRW Sudan
Country office , International Office, Donor and the Government of Sudan as deemed required by
each.
4. Responsible to ensure representation of the project in all related coordination structures at CO and
Sub-Office levels as well as to ensure effective liaison on behalf of the project at all levels and with
all to whom the project is of concern.
KEY ROLES/RESPONSIBILITIES
The Project Manager –DfID UK Aid Match is accountable to fulfil his/ her roles and
responsibilities in line with IR’s code of conduct, values and principles, and to report to the linemanager regularly on the basis of annually defined key performance indicators (KPIs).
1. PROJECT IMPLEMENTATION & MANAGEMENT






Manage and lead the project team, develop their knowledge and skills of appropriate
nature to the project; guide and motivate them towards excellence performance all
through the project period and ensure continuous appraisal of the performance of each
Develop detailed annual work plans for the project for the three targets areas, Blue
Nile,North and South Kordofan, and enforce adherence of all to the plan and subsequently
approved amendments
Manage the project budget, including project procurement management, and ensure
avoidance of over/under expenditure; ensure judicious expending of the project funds;
and demonstrate value for money in the outcomes and impact of the project
Manage project risks, funding, and ensure keeping all concerned are accurately and
promptly informed about the status of project risks at any point in time during the project
period.

Manage the partnership agreement(s) with the implementing partner ( National NGO)
2. MONITORING, EVALUATION AND REPORTING


Develop and maintain project reporting protocols, both narrative and financial, and ensure
accurate and prompt reporting to all concerned (IRW, donor, Government of Sudan, and
other project stakeholders)
Ensure that lessons learned are captured and properly documented and archived by
carrying out regular project/programme reviews.

3. CAPACITY BUILDING


To identify the needs and support development of staff and partners to increase their
competence project delivery
To participate in the recruitment, selection and induction of staff
4. REPRESENTATION


Management project representation matters and ensure attendance of all relevant
coordination forums and events at CO & Sub-Office levels
Develop and maintain processes to ensure exert of high value liaison effort with
Government Authorities, the donor, humanitarian community etc on matters related to the
project
5. TRAVEL

The Project Manager – DfID UK Aid Match is expected to spend a minimum of 50% of
his/her time in the project sites with the team in the field.
6. OTHERS

Any other functions and responsibilities of appropriate nature to UKAM project

PERSON SPECIFICATION
ESSENTIAL
Experience




At least 5 years of senior management experience in developing countries and/or
countries in transition/conflict
Experience in programme/project implementation management
Experience in managing programme/project funded by institutional donors (DFID, EU,
etc)
Work experience in culturally diverse contexts
Skills








Independence and self-initiative skills
Strong and well developed analytical skills coupled with experience of writing reports
that are usable by different stakeholders (in the English language).
Demonstrated reporting skills (In English language)
Good communication and negotiation skills
Good time management skills
Strategic planning and leadership orientation skills
Contemporary IT navigation and use skills
To work under pressure and prioritise effectively.
Qualifications

Post graduate degree in development, social science or any relevant field. Experience
can substitute for a formal qualification but not vice versa
Desirable



Academic qualification/ certification on project management profession is desirable
Experience of organisational development
Basic knowledge of Arabic
OTHER
