Apr. 1 Family Support Group Facilitator Training Apr. 12-13 May NAMI Spring Gala May 3 Mental Health Parity Regulations in Force Final regulations to implement the Paul Wellstone/Pete Domenici Mental Health Parity and Addiction Equity Act were released Nov. 8. The rules will help ensure that health insurance benefits for mental health/substance abuse disorder care are treated equally to benefits for other medical conditions and not subject to additional restrictions. Interim rules were issued in 2010 but advocates have long awaited the final regulations to this important and historic act. The final Mental Health Parity and Addiction Equity Act rule was developed based on a review of more than 5,400 public comments on the interim final rules issued in 2010 and reflect many of the suggestions submitted by NAMI. The new rules include a number of additional consumer protections. The major differences from the 2010 interim rules include: • Requiring transparency for medical necessity: People will have access to the information for both mental health and substance use disorders and medical/surgical so that people can actually compare the two to determine if there is parity. They will have access to these tools – they are no longer proprietary – so peoSee “Parity Regulations” p.2 Legislative Goals Set for 2014 The 2014 legislative session will be shorter than usual. The legislature isn’t scheduled to begin until Feb. 25 and many are saying that it will end before May. This leaves little time to address major issues that are facing NAMI members and the mental health community. The NAMI Minnesota board did adopt legislative goals but it should be remembered that the goals are broad to allow for flexibility and quick response during the session. That being said there are some bills from last session that NAMI will work on and some new ones that we hope to introduce this session. - Funding for first episode programs to ensure that young people receive intensive treatment and supports such as therapy, illness education and management, peer support, cognition training and supported education or employment. - Increasing the effectiveness of crisis teams by allowing for education for families on mental illnesses, use of peer specialists, promoting psychiatric directives, and pointing out the difference between a 1-888-NAMI-HELPS crisis and an emergency. - Funding an online training program on the commitment act to promote a more uniform interpretation across counties and across mental health professionals, attorneys, judges and county staff. - Increasing the county share of the restoration unit at the MN Security Hospital to create incentives to move people out when they are ready and streamline the process for people in jail who are determined incompetent to stand trial. - Restoring the cuts to the Adult Mental Health Initiatives in order to fund increases in ARMHS services. - Eliminating the requirement that new service development requires county approval. - Clarifying the corporate foster care mental health certification requirements. In addition, NAMI will join with others to support $100 million in the See “Legislative Goals,” p.3 www.namihelps.org 11 Through education, support, and advocacy, we strive Advocates Meet with Legislators at House Parties Dozens of NAMI members met with their legislators this fall and winter at NAMI house parties to help their elected officials gain a better understanding of mental health issues. These events were hosted at the homes of NAMI members and in collaboration with community support programs at Guild Incorporated and Vail Place. Several more house parties will be held before the 2014 legislative session begins on Feb. 25. Legislators heard from people living with mental illnesses, family members, parents of children living with mental illnesses, and providers about the services and supports that have made all the difference as well as where gaps in the mental health system persist. All of the Advocates make stronger connections with legislators at a house party in Sartell this fall. legislators who attended remarked on how powerful and eye opening it was for them to hear people’s stories and how thankful they were for the opportunity to learn more about the mental health system. We hope they will share what they learned with their colleagues when they are back at the Capitol this spring. Thanks to everyone who hosted or attended as well as to the legislators! Parity Regulations...continued from p.1 ple can appeal decisions that deny care. • Addressing network adequacy: Standards for admission to the provider network, including payment rates, can be examined to make sure that networks for mental health providers are not limited and that these issues be applied comparably and no more stringently. They can look at other factors restricting access such as in and out of network geographic limitations, limitations on inpatient services where the participant is a threat to self or others, exclusions for court-ordered and involuntary holds, experimental treatment limitations, service coding, exclusions for care provided by clinical social workers, etc. All must be applied in a matter that reflects parity. • Scope of services: The rule recognizes that treatment goes beyond medication. If a plan covers rehabilitation for example, people who have had a stroke, it must cover rehabilitation for example, for someone with schizophrenia. This would also include residential treatment, intensive outpatient, etc. • Additionally, the Affordable Care Act 2 will require coverage of mental health and substance use disorder services as one of ten essential health benefits categories under the exchange and individual and small group health plans will also now be required to comply with these parity regulations. NAMI Minnesota immediately sent out a press release in favor of the regulations stating in part: “Justice and equity are two words to describe the feelings within NAMI today,” said NAMI Minnesota’s executive director Sue Abderholden. “For too long people with mental illnesses and their families have faced discrimination under their health plans rendering it difficult to obtain coverage for needed treatment and pushing many families into debt. With the final regulations issued today we can move forward on implementing parity, including enforcement. Today is not the final day, but the beginning, as we learn more each day about how to ensure parity between mental illnesses and other medical illnesses. NAMI Minnesota believes that we are finally leveling the playing field.” 1-888-NAMI-HELPS Olmstead Plan Still Needs Lots of Work Minnesota has created an Olmstead Plan that is intended to be a framework for how to ensure that people with disabilities in Minnesota (including people living with mental illnesses) have the supports and services they need to live their lives in the most integrated settings possible. Unfortunately, people with mental illnesses and the community mental health system receive very little attention in Minnesota’s Olmstead Plan. Many of the proposals in the plan seek a one-sizefits-all approach for people, regardless of their disability. Children and adults living with mental illnesses face a unique set of challenges, which require a distinct approach that embraces the concepts of resiliency and recovery. Throughout the planning process, NAMI Minnesota repeatedly urged the Olmstead Subcabinet to create a separate section dedicated to people with mental illnesses that is based on input from and collaboration with the mental health community. The plan outlines the steps the state must take to accomplish its goals and the next step is to put the plan into action. NAMI Minnesota’s executive director, Sue Abderholden, has been selected to co-chair the search committee for the person who will implement Minnesota’s Olmstead plan. NAMI is hopeful that the mental health community will be able to play a more active role going forward. NAMI Helps NIMH Outreach NAMI Minnesota is an Outreach Partner of the National Institute of Mental Health. This allows NAMI to increase its educational activities on current research on the treatment of mental illnesses and promote more involvement in NIMH and National Institute of Health (NIH) research. Mental Health Rally and Day at the Capitol Set for March 6 Advocates and friends from throughout Minnesota will gather for a mental health rally in the State Capitol Rotunda on March 6, at 1:30 p.m. Speakers will address important legislative issues, including funding and policy concerns that will affect the mental health community. Buses will be available to the Capitol from multiple locations in Greater Minnesota. Please watch the NAMI Minnesota website and e-newsletters for more details. The Mental Health Rally is set for 1:30 p.m. in the State Capitol Rotunda. A legislative briefing session will be held prior to the rally, from 10:00 to 11:30 a.m., at Christ Lutheran Church, 105 University Ave. W. (across the street to the north of the Capitol). These include issues related to non-emergency medical transportation, especially the creation of a new category called protected transportation which would be an alternative to someone on a hold or committed being transported by police or an ambulance; indeterminate commitments of people committed as mentally ill and dangerous; high special education caseloads; juvenile justice; group residential housing and case management. bonding bill for increased funding for affordable housing. Since the Governor delayed for a year implementing the new nursing facility level of care changes, NAMI will be working hard to eliminate the word “constant” from the eligibility criteria so that people with mental illnesses can qualify for community supports. There is also a move to eliminate the cap on the number of people on a waiver who can live in one building and NAMI is worried that there will not be enough protections for people with mental illnesses to ensure that they are living in safe housing that meets minimum standards. NAMI members are encouraged to signup for legislative updates in order to stay informed about what is happening at the legislature and when your calls and letters are needed. Various task forces that met in the interim will also be making recommendations that NAMI will follow Thanks Give to the Maxers and the DanOFund NAMI Minnesota thanks its friends and supporters for their generosity on Give to the Max Day, Nov. 14. A nearly sixhour crash in the website for the 24hour giving blitz to non-profit organizations made for a very exciting day. NAMI Minnesota put a link for donations up on its own website and was able to reach its goal, raising over $17,000. The DanOFund doubled most of the Give to the Max Day donations to NAMI Minnesota. They presented NAMI’s executive director Sue Abderholden with a check for $16,000. Almost all of the donations were doubled by a gift from the DanOFund, bringdollars will be used for NAMI’s suicide ing the total for the day to more than education and prevention efforts. $33,500! The DanOFund’s matching 1-888-NAMI-HELPS their legislators, between 11:30 and 1:30. Make appointments in advance and plan to go with a friend or a group. The Mental Health Rally and Day at the Capitol is sponsored by the Mental Health Legislative Network, an organization composed of more than 20 statewide organizations working together to improve the quality and availability of mental health services in Minnesota. Nursing Facility Level of Care Changes Delayed Gov. Dayton announced on Dec. 31 that implementation of the Nursing Facility Level of Care (NFLOC) criteria and the Community Supports Program would be delayed for one year. NAMI and other groups applauded this move. The criteria are used to determine if someone is eligible for a waiver, such as a CADI waiver. NAMI is concerned that proposed changes eliminate the need for cueing to carry out activities of daily living and that the words “safety” which in the past had referenced suicidal ideation and selfharm were eliminated. The criteria for the Personal Care Assistance program, now known as Community First Services and Supports, also would change to require cueing and constant supervision to complete an activity of daily living. The Disability Law Center has been leading the charge on this issue and NAMI agrees with their position. The changes would make it even harder for people with serious mental illnesses to receive in-home supports and would likely push many into higher cost congregate settings. NAMI and the Disability Law Center recently met with staff from the Governor’s office on this topic and will meet again in January with the Dept. of Human Services. Opening keynote speakers Cinda and Linea Johnson gave a stirring presentation on coping with bipolar disorder from a personal and family perspective and closing keynoter Dr. Kelvin Lim showed how research is advancing through brain imaging. Fifteen other workshops were also offered, covering a wide range of current mental health issues. Over 300 people attended the conference. Dozens of sponsors had information tables and NAMI brought all of the latest and best books on mental illnesses for people to peruse and purchase. The always popular NAMI Awards luncheon was inspirational, recognizing outstanding efforts throughout the year (see photos on this page). Following the conference, NAMI held its annual meeting and elected five new board members: Patricia Lund, Nancy Dillon, Tom Koch, Emily Ross, and Kevin Czura. The affiliate has been fortunate to have several family and consumer support groups in the county over the years, and is working hard to expand its impact in advocacy and education. Their board membership has expanded to include a great mix of people with mental illnesses, family members/allies, professionals, and mental health advocates. NAMI Hennepin hosted several educational sessions this past year, including sessions on “Returning to School with a Mental Illness” and “Mothers of Transition-Age Youth with Mental Illnesses.” Smoking Cessation Grant People living with mental illnesses have a lifespan that is 25 years less than the general population. A major contributor to this is the high rate of smoking among people with a mental illness. This population has historically been targeted by the tobacco industry, and there are also biological and psychosocial factors that make people living with mental illnesses more likely to use tobacco products. NAMI Minnesota is partnering with mental health centers to reduce these rates of nicotine addiction. Through a grant from the Medica Foundation, NAMI Minnesota is working with mental health centers to implement tobacco-free policies. Organizational commitment is an important step in addressing this issue. NAMI is also providing a free workshop that gives information on how to address smoking cessation with clients and staff. The workshop includes best-practice tobacco treatment methods, assessment tools and referral options. NAMI Minnesota is providing timelines, resources, and support as facilities become tobacco-free. By addressing the disproportionate rates of nicotine addiction, we can greatly improve the quality and length of life of people with mental illnesses. 6 Popular speakers Marya Hornbacher and Pete Feigal also presented educational sessions. NAMI Hennepin members are especially enthusiastic about the affiliate’s growth in advocacy activities. Several board members have been meeting regularly to strategize about ways to affect county-level policy and funding related to mental health. They are also in the process of developing position statements as well as an educational brochure on county-level advocacy. The group extends a welcome to all Hennepin county residents to join them in a support group, an advocacy group meeting, or an educational session. They held a holiday drive and collected items for gift bags for people at the Hibbing Hospital inpatient unit. The gift bags contained personalized letters of hope from the local clubhouse members at Kiesler House. They also recently hosted an older adults training presented by NAMI Minnesota staffer Kay King which was attended by over 35 people. As a follow up to their Community Conversation on Mental Health this fall they held a meeting to discuss some of the issues presented and divided into five subcommittees. They will continue to meet in January to take action and make progress on the issues and needs identified including: criminal justice, early intervention, education and working with primary care providers. Members of the affiliate will also be teaching a Family-to-Family class in January. Transitions Booklet Helps Parents Prepare Teens NAMI Minnesota’s newest publication, Transitions, will focus on helping parents to prepare teens and young adults for independence. Topics include transition in high school; rights of students with mental illnesses in college, technical and trade schools; employment rights, adult mental health services, guardianship and conservatorship, expunging juvenile and criminal records, medical privacy, teaching independent living skills, housing, and financial support. Packed with resources, this new booklet will help parents learn to support young adults while still allowing young people to learn through experience. Holiday Gift Drives NAMI Minnesota’s holiday gift drives for children hospitalized over Christmas in inpatient psychiatric wards (ages 6 to 18); for adults with mental illnesses hospitalized over the holidays in inpatient psychiatric wards; and for adults in residential facilities over the holidays were a great success! About 20 boxes of gifts, including lots of fun things donated by Target, were delivered on Saturday, Dec. 21. Mental Health Certfication Training Available Borderline Personality Course Offered NAMI Minnesota is now offering Mental Health Certification training for staff working in adult foster care facilities and to the public. While this class was designed for adult foster care staff, it is open to the public and is also recommended for parents of adult children who live with a mental illness, church befrienders or pastoral staff, the staff of long term care or assisted living facilities, emergency medical technicians, fire-fighters, personal care attendants, or anyone who is not a mental health professional who wants to learn more about mental illnesses and how to respond to a person who is experiencing a mental health crisis. • mental health crisis response and de-escalation techniques; • recovery from mental illness; • treatment options including evidence-based practices; • medications and their side effects; • co-occurring substance abuse and health conditions; and • community resources This mental health certification training meets the seven hours of annual training as required under the law and includes the following topics: • mental health diagnoses; Build It Together Initiative Begins Join us February 20, from 8:00 a.m. to 5:00 p.m. at the University of Minnesota Continuing Education and Conference Center. Registration and full attendance is required. The cost is $75 and includes snacks, lunch and materials. Build it Together, or BIT, is an initiative of the national NAMI that is a yearlong in-depth technical assistance and skill building initiative to help NAMI state organizations become more diverse and inclusive. NAMI Parent Connection NAMI Parent Connection peer-led support groups are for parents who live with a mental illness, and are raising a child with a mental illness. Starting Jan. 10, a support group will meet in Eagan on the 2nd and 4th Friday of each month, from 9:30-11:00 a.m., at the Park Nicollet, Eagan Clinic, 1885 Plaza Drive. New Staff Member Goals of the project are to help state organizations learn and build upon best practice models for successfully expanding their reach into new communities; gain practical knowledge and skills for applying and imbedding diversity throughout the organization and NAMI Affiliates; get tips for how to strategically leverage existing and new opportunities and minimize the roadblocks to becoming diverse and inclusive; and develop a customized, actionable diversity roadmap to implement over the course of a year. The goals that NAMI Minnesota developed are to examine the barriers to accessing the youth and young adult classes and support groups and develop specific marketing strategies to attract a diverse group of youth and young adults, and to recruit and train six diverse youth and young adult volunteers for NAMI Connection groups, Progression classes and In Our Own Voice. NAMI Support Group Facilitators Wanted Have you found support and resources by attending a NAMI family support group in the past? Elizabeth Muenchow is NAMI’s new project coordinator for a smoking cessation grant from Medica. She graduated from the U of W in Madison with a degree in Sociology and Global Health and was a research assistant on a study related to Borderline Personality Disorders. NAMI Minnesota will be offering a free Family Connections – Borderline Personality Course this winter in Minneapolis. The 12-week course is for family members who have a loved one with Borderline Personality Disorder provides the most current information on Borderline Personality Disorder, teaches coping skills based on Dialectical Behavior Therapy, and helps families develop a support network. This fall NAMI and MakeItOk participated in a live one-hour program on Twin Cities Public Television (TPT). They are also helping with a series of TPT programs featuring the stories of a variety of people living with a mental illness. The campaign encourages posters, literature and speakers on recovery in hospitals and mental health centers. It also plans to have a speaker’s bureau to keep the conversation on mental health going throughout the state. MNsure Partners with NAMI Minnesota GRANTS KEEP NAMI GROWING Starting January 1, 2014, all Americans must have health insurance, with very few limited exceptions. To help make insurance affordable, tax credits are available and in Minnesota Medical Assistance was expanded to include low-income adults. Many people with mental illnesses faced barriers to accessing insurance due to a pre-existing condition, no coverage for mental health treatment, high deductibles or not meeting disability criteria for Medical Assistance. Wexler Community Fund – General operating NAMI Minnesota recently received a grant to provide outreach and assistance to people with mental illnesses and their families to access insurance through Minnesota’s health care exchange MNsure. NAMI Minnesota is collaborating with mental health providers to ensure statewide outreach. MNsure offers multiple health plans from insurance companies all in one easy-to-shop location. People will be able to compare plans side-by-side to see how price coverage and features differ. MNsure is also the only place Minnesotans can go to obtain federal tax credits to help pay health insurance premiums. A single individual earning less than $45,000 a year or a family of four earning less than $94,000 a year, will likely qualify for a tax credit. Why is MNsure important to the mental health community? - All plans under MNsure must cover mental health and substance use disorder treatment, and must follow mental health parity laws. - There are no exclusions or waiting periods for individuals with pre-existing health conditions. - Medical Assistance has expanded. People can be eligible for Medical Assistance based on income, not just based on having a disability. - MinnesotaCare will no longer have waiting periods or a $10,000 cap on inpatient hospital services. The open enrollment period for private insurance for individuals and families is through March 31, 2014. However, individuals may apply and be eligible for Medical Assistance and MinnesotaCare at any time throughout the year. As a MNsure Official Partner, NAMI Minnesota is helping spread the word about MNsure, as well as assisting people to enroll. We have certified navigators on staff to help individuals living with mental illnesses and their families enroll in coverage through MNsure. Sit-ups for Mental Health James Clark rang up 2,344 sit ups in one hour to set a world record at an event titled “Sit Ups 2 Stand Up for Mental Health Awareness,” held Dec. 20 at The Pourhouse in Minneapolis.
