JOB DESCRIPTION
Job title: Quantity Surveyor
Scale: Grade 7/8
Reporting to:
The post-holder shall report to the Commercial Manager within the Design, Delivery & Commercial
Team.
Main contacts (Internal/External):
Apart from team members, the main contacts are: Northwards Housing staff, client
representatives, members of the public, City Council officers, external agencies, contractors,
consultants and building users.
Main purpose of the job:
To work within a decentralised multi-disciplined group, providing a full range of professional
construction related services.
To contribute to the development and implementation of a range of contractual relationships which
are designed to meet the Government’s challenges on partnering, and rethinking procurement
strategies and relationships within the construction industry.
Actively promote Northwards Housing’s vision, values, policies, aims and objectives through
personal example and positive direction to ensure that they translate into practical and effective
action.
Key Areas of Responsibility
To provide a full range of professional quantity surveying and procurement services relating to the
improvement, maintenance and repair of a varied traditional and non-traditional property or
housing stock.
To provide an effective and efficient pre and post contract quantity surveying services to support
the delivery of construction projects ensuring completion of all contract documentation.
To provide a comprehensive and professional estimating and procurement service on a diverse
range of commissions for all property stock on new build, remodelling and refurbishment contracts
fully utilising in house IT support systems.
To deploy and develop technical services provided by the organisation and look for areas of
continuous improvement taking into account innovation and developments within the construction
industry
To be part of an effective operational team focused on achievement of service plans and
organisational priorities including day to day support of other team members on specific
projects.
Contribute to the development of a culture of collaborative working throughout the Design,
Delivery & Commercial team to ensure optimum service delivery to its customers.
Achieve targeted project performance objectives and provide information to client
representatives on progress, financial commitments and the identification of potential
movement in final account sums.
To implement with commitment the role of Project Quantity Surveyor on projects assigned to
the post holder, liaising with all disciplines included in the design and administration of projects.
Provide full financial control of projects from inception through to financial closure by
contributing to budget setting, reporting and financial management, ensuring they are delivered
on time and within agreed financial limits.
To have a full understanding of building contracts and their conditions and provisions used to
procure works within the organisation and ensure that Northwards Housing is protected at all
times.
Provide support and contribute to a wide range of services undertaken by the Design, Delivery
& Commercial team and provide assistance on any areas of specialisation relating to the
individual’s professional discipline or qualifications held.
To work with a variety of professional contacts and officers throughout the organisation, the
City Council and its appointed contractors and suppliers, having direct involvement in the
regeneration of the economy through contributing and assisting in the identification of
investment needs, potential for developing training options and bringing employment
opportunities to local communities.

PERSON SPECIFICATION
Skills and Ability
Technical knowledge in a relevant area of service.
Knowledge of all aspects of the building construction and maintenance industries
including contractual matters and legislation together with a basic appreciation of modern
dispute avoidance strategies and procurement practices.
The ability to plan, prioritise and organise work in order to meet service delivery targets
The ability to carry out detailed and accurate financial monitoring of building works in
order to control budgets.
The ability to work independently and with a minimum of supervision within a team
environment and respond positively and flexibly to a changing environment.
Fully developed financial management skills and an understanding of how these attributes
can be maximised in a multi-disciplinary working environment.
Evidence of continued professional, technical and personal development.
A good understanding of the value and use of new technologies in improving services and
modernising work practices (with practical evidence in support of stated skills/attributes).
A proven ability to provide sound financial management of construction related projects
including resource management and successful resolution of conflicting priorities.
A positive contributor to organisational and cultural change whilst seeking to create
equality in service delivery.
Ability to communicate clearly both orally and in writing to all contacts; who can develop
relationships and provide reassurance to all persons affected by or involved in projects
through face-to-face contact and project and public meetings.
Understanding and respect of the needs of the end user in respect of building
improvement and maintenance works and demonstrating an understanding of customer
care and the importance of providing a high quality service
The ability to utilise computers and information systems.
Holds a current driving licence and a willingness to work within any office in the
Northwards Housing area.
An individual willing to attend meetings and open days as required, some of which will be
outside normal working hours.
Willingness to undertake further training as and when required which may, on occasions,
be of a residential nature and/or out of normal working hours.
A flexible approach to cover when staff are absent by acting up or down as necessary and
at any area office within the organisation.

Qualification
To be pursuing corporate membership of a recognised quantity surveying body (such as
the RICS, CIOB or equivalent) or working towards a recognised quantity surveying
qualification and with at least 5 years directly related experience.
