WHO IS IPS?
International Property Services (IPS) is a full service property investment and development company specifically
for offshore buyers wanting to enter into high return International Property Markets. Established for over 10 years,
IPS is a proven family run business with a global network of over 1000 investors and 70+ employees worldwide.
As IPS continues to strengthen its foothold in current property markets, with offices or representation in the USA,
Switzerland, France, Spain, Portugal, Tahiti, New Zealand, Australia and New Caledonia, it is also planning on
expanding into other markets and predicts continued steady growth into the future. Our focus for 2016/2017 is the
Middle Eastern investor market, in particular Qatar and Dubai for US property investment.
IPS recently acquired its New Caledonia real estate license, operating under the name of IMMO IPS and is opening
a second office in Noumea in response to the growing demand for its services, thanks to having built a solid
positive reputation over the past 4 years. Though IPS is predominantly focused on residential operations,
we also have a presence in commercial resale property in both the US and offshore, and will soon be expanding
into building/developments in Queenstown NZ, Tahiti and Portugal.
The IPS in-house property management team will continue to maintain vis¬ibility and control over their global
projects and operations. IPS has had a steady growth of approximately 30% in the last 12 months, managing a
global property portfolio $192 Million. This consistency is set to continue into 2017 and the IPS team are positive
as to the targeted sales projections and expected company growth to 90 employees by the end of 2017.

Elie Mougel
Founder and Director
Elie Mougel is the founder and Director of Mougel
Projects and creator of the global brand International
Property Services (IPS). Born in Strasbourg, France,
Elie has lived all over the world including the USA,
New Zealand, Australia and New Caledonia. After
graduating from Arizona State University in 2002 with a
Business Management degree, Elie started to build IPS,
using his 13 years of experience in finance and real estate
and unrivalled international property market knowledge
as the foundations.
Benjamin Armstrong
Director, Australia, New Zealand, GCC & UAE
Benjamin Armstrong has over 15 years of corporate sales
experience and vast knowledge of the property sector.
Born in NSW Australia, Benjamin developed a passion for
property at a young age. Having the opportunity to travel
extensively has not only seen Benjamin’s passion for
property grow, but has also seen it extend into offshore
investing. Benjamin has a wealth of knowledge when it
comes to investing offshore.
