1KIDS SAFE / RISK MANAGEMENT PROGRAM
The Kids Safe / Risk Management Program was developed to protect and provide a
safe and healthful environment for children participating in Ohio South sanctioned
soccer clubs, associations, leagues, program and tournaments.
In order to implement this program, every coach, assistant coach and team
administrator is to complete (and sign) the Ohio South Employment / Volunteer
Disclosure Statement or completed it on line at WWW.OSYSA.COM.
PURPOSE
The purpose of the Southeast Cincinnati Soccer Association, Inc. and Girls Southeast
Cincinnati Soccer Association, Inc. is to: (1) instruct and train players to develop and
improve their capabilities; (2) develop the principles of fair play; (3) build good
character; (4) allow all players as equal an opportunity as possible to participate; (5)
promote the growth of soccer; (6) encourage the development and practice of good
sportsmanship; (7) improve physical fitness; (8) help keep our youth involved and busy
in supervised activities; and, (9) have fun.
The Associations are nonprofit and educational organizations.
This combined Manual is prepared by Southeast Cincinnati Soccer Association, Inc.
(SCSA) and Girls Southeast Cincinnati Soccer Association, Inc. (Girls Southeast), two
separate non-profit corporations. The Manual represents a commitment from both
Associations to cooperate to provide the best possible program for the boys and girls of
our Southeast Cincinnati Community.
The following Code of Ethics and Conduct forms the basis of the Laws, Bylaws,
Policies, and Procedures for SCSA and Girls Southeast. All coaches, parents, and
supporters are to conduct themselves within both the rule and spirit of the Code of
Ethics and Conduct.
CODE OF ETHICS AND CONDUCT
SOCCER BELONGS TO THE PLAYERS. Coaches must understand this and put the
welfare of the players and the game ahead of their personal desires.
Coaches, players, and team supporters must never place the value of winning above
the safety and welfare of the players. Winning should be the result of thorough
preparation and team discipline.
The laws of soccer are written to insure a continuous flow of action, while protecting the
safety of the players. Coaches must be familiar with them and the rules of play.
Coaches shall insure that players also understand them and adhere to both their letter

and spirit.
Advantage shall never be sought by deliberately violating the laws of soccer nor by
engaging in unsportsmanlike behavior. Coaches shall not tolerate unsportsmanlike
behavior by parents or members of their team toward opponents, officials or spectators
- regardless of the situation. Coaches and parents have an obligation to teach good
sportsmanship by both word and example.
Players should treat the players on other teams in a friendly and courteous manner and
in the same way that they would like opposing players to treat them. Coaches are
responsible for the behavior of their team and supporters at the field.
Coaches should be as inconspicuous as possible during the game. Corrective
instructions should be given during practice. During a game, instructions should be
limited to players on the side line
Game decisions by officials may not be questioned. Public or private criticism of
officials by coaches, players or spectators is not permitted. Coaches shall maintain a
controlled, undemonstrative attitude toward officials. VERBAL AND/OR PHYSICAL
ABUSE OF REFEREES SHALL NOT BE TOLERATED.

LAWS OF SOCCER
The Laws of Soccer outline the rules of soccer for all teams in Southeast Cincinnati
Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc.
Coaches are to read and understand the requirements of the game.
Southeast Cincinnati Soccer Association and Girls Southeast Cincinnati Soccer
Association have established small sided games and full sided games for boys and girls
as shown below.

The Laws of Soccer as outlined below apply to all age groups. However, for 4vs4,
6vs6, and 8vs8, there are supplemental Laws of Soccer that modify some of the
following Laws to take into consideration the age of the player and their small sided
game.
All Coaches are to read and study the Laws of the game as outlined in this section. In
addition to this section coaches of Small Sided teams should also review the
modifications to the Laws of Soccer that are outlined in their own section. For Small
Sided Purpose see specific section. For modifications on 4v4 see specific section, for
6v6 see page see section for 8v8 see specific section.
LAW 1 - THE FIELD OF PLAY
DIMENSIONS. The field of play shall be rectangular, its length being not more than 130
yards nor less than 100 yards and its breadth not more than 100 yards nor less than 50
yards. Younger age groups will be played on smaller fields.
MARKING. The field of play shall be marked with distinctive lines, not more than 5
inches in width, in accordance with the plan, the longer boundary lines being called the
touch-lines and the shorter the goal lines. A flag on a post not less than 5 feet high and
having a non-pointed top, may be placed at each corner; a similar flag-post may be
placed opposite the half-way line on each side of the field of play, not less than one yard
outside the touchline. A half-way line shall be marked out across the field of play. The
center of the field of play shall be indicated by a suitable mark and a circle with a 10
yard radius shall be marked around it.
GOAL AREA. At each end of the field of play two lines shall be drawn at right-angles to
the goal-line, 6 yards from each goal-post. These shall extend into the field of play for a
distance of 6 yards and shall be joined by a line drawn parallel with the goal-line. Each
of the spaces enclosed by these lines and the goal-line shall be called a goal area.
PENALTY AREA. At each end of the field of play two lines shall be drawn at rightangles to the goal-line, 18 yards from each goal-post. These shall extend into the field
of play for a distance of 18 yards and shall be joined by a line drawn parallel
with the goal-line. Each of the spaces enclosed by these lines and the goal-line shall be
called a penalty area. A suitable mark shall be made within each penalty area, 12 yards
from the mid-point of the goal-line, measured along an undrawn line at right angles

thereto. These shall be the penalty-kick marks. From each penalty-kick mark an arc of
a circle, having a radius of 10 yards, shall be drawn outside the penalty area.
THE CORNER AREA. From each corner a quarter circle, having a radius of one (1)
yard, shall be drawn inside the field of play.
GOALS. The goals shall be placed on the center of each goal-line and shall consist of 2
upright posts, equidistant from the corner-flags and 8 yards apart (inside measurement),
joined by a horizontal cross-bar the lower edge of which shall be eight feet from the
ground. The width and depth of the goal-posts and the width and depth of the cross
bars shall not exceed 5 inches. Nets should be attached to the posts, cross-bars and
ground behind the goals. They should be appropriately supported and be so placed as
to allow the goalkeeper ample room.
LAW 2 - THE BALL
The ball shall be spherical; the outer casing shall be of leather or other approved
materials. No material shall be used in its construction which might prove dangerous to
the players.
The ball shall be approved by the Referee.

LAW 3 - NUMBER OF PLAYERS
A match shall be played by two teams, each consisting of not more than eleven players,
one of whom shall be the goalkeeper.
The game shall be started at the appointed time even with fewer than eleven players,
but not less than seven. The game will be forfeited by any team unable to have seven
players or more on the field within ten (10) minutes of the appointed time.
Substitutes may be used in any match played under the rules of an official competition
subject to the following conditions:
a. All players on Dribblers, Trappers, Shooters, Passers, Flyers, Wings and Strikers
teams must participate in each game a minimum of 50% of the total playing time.
Players on Kickers and Minors teams must participate in 25% of each game.
b. In the event a player arrives at a game when less than 25% of the game remains to
be played, the player must be substituted at the first opportunity play (as defined
under substitutions for Kicker and Minors) and play the reminder of the game.
c. Substitutions may be made, with consent of the referee, at the following time:

Shooters, Passers, Flyers Wings, and Strikers (Dribblers/Trappers see

1. Clear the bench at the midpoint of each half at which time all players not currently
in the game will be played for the time remaining in the half. CLEAR THE
BENCH - Play shall be stopped at a normal stoppage of play such as a goal
kick, throw-in, or when play is not to the advantage of either team.
2. After an injury when referee stops play*. Substitution is only for the injured player
unless it is the midpoint of the half.
3. At half time
4. After a player is cautioned (yellow card) at the coaches’ discretion. No
substitution is allowed for an ejected player. This rule is intended to allow
removal of players who in the opinion of the coach needs time to cool off. It is not
intended to be used to circumvent (a.) above.
*If the injured player recovers during the playing period in which he/she was
injured, the injured player may be substituted back into the game for the player
that replaced him/her at a stoppage of play (with referees permission).
Kicker and Minors (Free Substitution entire game)
1. Prior to the throw-in in your favor or if other team substitutes both teams may
substitute.
2. Prior to a goal kick, by either team
3. After a goal, by either team
4. After an injury, by either team, when referee stops play
5. At half time
6. After a player is cautioned (yellow card opposing team may substitute a like
number of players). No substitution is allowed for an ejected player.
d. Any player may change places with the goalkeeper during a normal stoppage of
play provided the referee is informed before the change is made
e. When a goalkeeper or any other player is to be replaced by a substitute, the
following conditions shall be observed:
1. The Referee shall be informed prior to the substitution.
2. The substitute shall enter the field during a stoppage in the game.
3. A substitute shall be subject to the authority and jurisdiction of the Referee
whether called upon to play or not.
f. Players remaining in the game must stay on the field. Only players for whom a
substitute has been entered may leave the field.
g. Coaches are not permitted to enter the field of play during the clear the bench
substitution break.
h. Players are not to be called to a common point for a discuss/instructions/talk with
coaches during the clear the bench substitution break.
Punishment:
a. Play shall not be stopped for an infringement of paragraph (d.) above. The players
concerned shall be cautioned (yellow carded) immediately when noticed by the

Referee and the ball is out of play. If the goalkeeper is replaced by a substitute and
if the Referee stopped play exclusively to administer this caution, then an indirect
free kick is awarded where the ball was when the play was stopped.
b. If any substitute enters the field of play without the authority of the Referee, play
shall be stopped. The substitute shall be cautioned and removed from the field or
sent off according to the circumstances. The game shall be restarted by the
Referee dropping the ball at the place where it was when the play was stopped,
unless it was within the goal area at the time in which case it shall be dropped on
the part of the goal area line which runs parallel to the goal line, at the point nearest
to where the ball was when the play was stopped.
c. For any other infringement of this law, the player or players concerned shall be
cautioned (yellow card), and if the game is stopped by the referee to administer the
caution, it shall be restarted by an indirect free kick, to be taken by a player of the
opposing team from the place where the ball was when play was stopped.
If the free kick is awarded to a team within its own goal area, it may be taken from
any point within that half of the goal area in which the ball was when play was
stopped.
LAW 4, PLAYER'S EQUIPMENT
Equipment Specifications
a. Players shall not wear anything which is dangerous to another player or him/herself.
b. The usual equipment is shirts, shorts, shin guards, stockings, and footwear.
1. Shirts or jerseys of teammates must be of identical colors. Goalkeepers' shirts
must be of colors which distinguish them from teammates, opponents and
referees.
2. Shirts of opposing teams must be of contrasting colors. The home team shall be
responsible to change if two teams show up with similar colored uniforms.
3. Players must wear approved shin guards which must be entirely covered by
stockings.
4. Players shall wear gym, tennis, or molded soccer shoes which conform to the
following standards: Cleats shall be rubber, nylon, plastic or similar material, and
shall not be less than 3/8 inch in diameter at the tip, or project more than 3/4 inch
from sole or heel of the shoe. Detachable cleats are acceptable if they are made
of the same material listed and are more than 1/2 inch from the sole or heel of the
shoe. The screw plate and the screw portion of the cleat must be such that no
exposed metal is present, the football toe cleat and the screw portion as part of
the shoe is NOT allowed.
5. Goalkeepers may wear an APPROVED helmet subject to the approval of the
referee.
Illegal Equipment
a. Illegal equipment shall not be worn by any player. This includes any equipment,
which in the opinion of the referee is dangerous.
b. Types of equipment which are always dangerous include:
1. Projecting metal or other hard plates, or projections on clothing or person.

2. Knee, head, arm, thigh, or hip pads containing sole leather, fiber, metal or any
unyielding materials, even if they are covered with soft padding.
3. Casts of any material
4. Shin guards that have exposed sharp edges.
5. Face or spectacle guards.
6. Kneebraces, must be wrapped and approved by the referees.
7. Jewelry of any type (metal, plastic, or other material) including rings, earrings,
pierced earrings, bracelets, necklaces, hair clips, or barrettes.
c. Exceptions to paragraph 2 may only be with the written approval of the Director of
Referees.
d. Play shall not be stopped for repair or replacement of uniform parts. If a player is
sent off the field for a violation of Law 4. He/she must re-enter during normal
substitution.
LAW 5 - REFEREES
A Referee shall be appointed to officiate in each game. The referee's authority and the
exercise of the powers granted by the Laws of the Game commence as soon as he/she
enters the field of play. Normally a single referee is assigned for most small sided play
or two referees are assigned for full sided play. His/her power of penalizing shall extend
to offenses committed when play has been temporarily suspended, or when the ball is
out of play. His/her decision on points of fact connected with the play shall be final, so
far as the result of the game is concerned. He/she shall:
a. Enforce the Laws.
b. Refrain from penalizing in cases where he/she is satisfied that, by doing so, he/she
would be giving an advantage to the offending team.
c. Keep a record of the game; act as timekeeper and allow the full or agreed time,
adding thereto all time lost through accident or other cause.
d. Have discretionary power to stop the game for any infringement of the Laws and to
suspend or terminate the game whenever, by reason of the elements, interference
by spectators, or other cause, he/she deems such stoppage necessary. In such a
case he/she shall submit a detailed report to the Director of Referees, within the
stipulated time, and in accordance with the provisions set up by the local
association under whose jurisdiction the match was played. Reports will be
deemed to be made when received in the ordinary course of mail.
e. From the time he/she enters the field of play, caution any player guilty of
misconduct or unsportsmanlike behavior and, if the players persists, suspend
him/her from further participation in the game. In such cases the Referee shall send
the name of the offender to the Director of Referees, within the stipulated time, and
in accordance with the provisions set up by the local association under whose
jurisdiction the match was played. Reports will be deemed to be made when
received in the ordinary course of mail.
f. Allow no person other than the players and linesmen to enter the field of play
without his/her permission.
g. Referees will stop play for an injured, hurt, or sick player as soon as it is not to the

disadvantage of the attacking team. (Advantage means attacking team has
opportunity to score. If no opportunity to score exists, play should be stopped
promptly.) If, in the referee's opinion, the player is seriously injured, hurt or sick, or
if the player is in danger of receiving additional injury if play continues, (i.e. player in
extremely close proximity to the ball and play), play should be stopped at once even
if it is to the disadvantage of the attacking team. Play will be restarted by drop ball
or normal method that stopped play i.e. throw in, goal kick, free kick, etc.
Send off the field of play any player who, in his/her opinion, is guilty of violent
conduct, serious foul play, or the use of foul or abusive language.
Signal for re-commencement of the game after all stoppages.
Decide that the ball provided for a match meets with the requirement of Law 2.
Two referees with the same jurisdiction and equal authority shall administer all
games played unless the 3 person system is in use.
In an emergency situation, a single referee may administer the game and ask each
team to provide one person to do the lines.
LAW 6 - LINESMEN
The two person referee system (or single referee used for small sided formats) is used
in most games for Girls Southeast Cincinnati Soccer Association, Inc. and Southeast
Cincinnati Soccer Association, Inc. However, in any or all of the age groups, the
Director of Referees may elect to have two Linesmen assigned to referee in the three
person referee system. If the three person referee system in used, it is the duty (subject
to decision of the Referee) of the linesman to indicate:
a. when the ball is out of play.
b. which side is entitled to a corner-kick, goal-kick or throw-in.
c. when a substitution is desired.
They shall also assist the Referee to control the game in accordance with the Laws.
In the event of undue interference or improper conduct by a Linesman, the Referee
shall dispense with his services and arrange for a substitute to be appointed. (The
matter shall be reported by the Referee to the competent authority.) The linesmen
should be equipped with flags by the Referee.
LAW 7 - DURATION OF THE GAME
The duration of the game shall be two equal periods as scheduled below, unless
otherwise mutually agreed upon, subject to the following: (a) Allowance shall be made
in either period for all time lost through accident or other cause, the amount of which
shall be a matter for the discretion of the Referee; (b) Time shall be extended to permit
a penalty-kick being taken at or after the expiration of the normal period in either half.
At half time the interval shall not exceed five minutes except by consent of the Referee.

LAW 8 - THE START OF PLAY
At the beginning of the game, the visiting team will call the coin toss. The team winning
the toss decides which goal it will attach in the first half of the match. The other team
takes the kick off to start the match. The Referee having given a signal, the game shall
be started by a player taking a place-kick (i.e., a kick at the ball while it is stationary on
the ground in the center of the field of play) into his opponents' half of the field of play).
Every player shall be in his own half of the field and every player of the team opposing
that of the kicker shall remain not less than 10 yards from the ball until it is kicked off; it
shall not be deemed in play until it has been kicked and moves forward. The kicker
shall not play the ball a second time until it has been touched or played by another
player.
After a goal has scored, the game shall be restarted in like manner by a player of the
team losing the goal.
After half-time, when restarting, ends shall be changed and the kick-off shall be taken
by a player of the opposite team to that of the player who started the game.
Punishment: For any infringement of this Law, the kick-off shall be retaken, except in
the case of the kicker playing the ball again before it has been touched or played by
another player; for this offense, an indirect free-kick shall be taken by a player of the
opposing team from the place where the infringement occurred, unless the offense is
committed by a player in his opponents' goal area, in which case, the free kick shall be
taken from a point anywhere within that half of the goal area in which the offense
occurred. A goal may be scored directly from the kick-off.
After any other temporary suspension; when restarting the game after a temporary
suspension of play from any cause not mentioned elsewhere in these Laws, provided
that immediately prior to the suspension the ball has not passed over the touch or goallines, the Referee shall drop the ball at the place where it was when play was
suspended, unless it was within the goal area at that time, in which case it shall be
dropped on that part of the goal area line which runs parallel to the goal-line, at the point
nearest to where the ball was when play was stopped. It shall be deemed in play when
it has touched the ground; if, however, it goes over the touch or goal-lines after it has
been dropped by the Referee, but before it is touched by a player, the Referee shall
again drop it. A player shall not play the ball until it has touched the ground. If this
section of the Law is not complied with, the Referee shall again drop the ball.

LAW 9 - BALL IN AND OUT OF PLAY
The ball is out of play:
a. When it has wholly crossed the goal-line or touch-line, whether on the ground or in
the air.
b. When the game has been stopped by the Referee.
The ball is in play at all other times from the start of the match to the finish including:
a. If it rebounds from a goal-post, cross-bar, or corner-flag post into the field of play.
b. If it rebounds off either the Referee or Linesmen when they are in the field of play.
c. In the event of a supposed infringement of the Laws, until a decision is given.
LAW 10 - METHOD OF SCORING
Except as otherwise provided by these Laws, a goal is scored when the whole of the
ball has passed over the goal-line, between the goal-posts and under the cross-bar,
provided it has not been thrown, carried or intentionally propelled by hand or arm, by a
player of the attacking side, except in the case of a goalkeeper, who is within his own
penalty area.
The team scoring the greater number of goals during a game shall be the winner; if no
goals, or an equal number of goals are scored, the game shall be termed "a draw".
A goal cannot in any case be allowed if the ball has been prevented by some outside
agent from passing over the goal-line. If this happens in the normal course of play,
other than at the taking of a penalty-kick: the game must be stopped and restarted
by the Referee dropping the ball at the place where the ball came into contact with the
interference, unless it was within the goal area at that time, in which case, it should be
dropped on that part of the goal line at the point nearest to where the ball was when the
play was stopped.
If, when the ball is going into goal, a spectator enters the field before it passes wholly
over the goal-line, and tries to prevent a score, a goal shall be allowed if the ball goes
into goal unless the spectator has made contact with the ball or has interfered with play,
in which case the Referee shall stop the game and restart it by dropping the ball at the
place where the contact or interference occurred, unless it was within the goal area at
that time, in which case, it should be dropped on that part of the goal line at the point
nearest to where the ball was when the play was stopped.
LAW 11 - OFF-SIDE
A player is in an off-side position if he/she is nearer to his opponents' goal-line than
the ball, unless:
a. he/she is in his own half of the field of play, or
b. he/she is not nearer to his opponent's goal-line then at least two of his/her
opponents (including the goalkeeper). A player who is level (even) with the second

to last opponent is NOT in an offside position.
A player shall only be declared off-side and penalized for being in an off-side position, if,
at the moment the ball touches, or is played by, one of his team, he/she is, in the
opinion of the Referee.
a. interfering with play or with an opponent, or
b. seeking to gain an advantage by being in that position
A player shall not be declared off-side by the Referee
a. merely because of his being in an off-side position, or
b. if he/she receives the ball, direct, from a goal-kick, a corner-kick, a throw-in, or
when it has been dropped by the Referee.
If a player is declared off-side, the Referee shall award an indirect free- kick, which shall
be taken by a player of the opposing team from the place where the infringement
occurred, unless the offense is committed by a player in his opponent's goal area, in
which case, the free-kick shall be taken from a point anywhere within that half of the
goal area in which the offense occurred.
Off-side shall not be judged at the moment the player in question receives the ball, but
at the moment when the ball is passed to him/her by one of his own side. A player who
is not in an off-side position when one of his colleagues passes the ball to him/her or
takes a free kick does not therefore become off-side if he/she goes forward during the
flight of the ball.
LAW 12 - FOULS AND MISCONDUCT
DIRECT FREE KICK
A player who intentionally commits any of the following ten offenses:
a. kicking or attempting to kick an opponent;
b. tripping an opponent, i.e. throwing or attempting to throw him/her by the use of the
legs or by stooping in front of or behind him/her;
c. jumping at an opponent;
d. charging an opponent in a violent or dangerous manner;
e. charging an opponent from behind unless the latter is obstructing;
f. striking or attempting to strike an opponent or spitting at him/her;
g. holding an opponent;
h. pushing an opponent;
i. handling the ball, i.e. carries, strikes, or propels the ball with the hand or arm.
NOTE: This does not apply to the goalkeeper within his own penalty area or a
player who is part of a wall on a direct or indirect kick; i.e. she protects her upper
chest and he/she protects groin;
j. slide tackling from the rear, i.e., tackling the player from behind (outside the
peripheral vision); shall be penalized by the award of a direct free-kick to be taken
by the opposing team from the place where the offense occurred, unless the foul is
committed by a offensive player in his opponents' goal area, in which case, the

Free-kick shall be taken from a point anywhere within that half of the goal area in
which the offense occurred.
Should a player of the defending team intentionally commit one of the above ten
offenses within the penalty area, he/she shall be penalized by a penalty kick. A penalty
kick can be awarded irrespective of the position of the ball, if in play, at the time an
offense is committed within the penalty-area.
If in the opinion of the referee, a player who is attacking towards the opponents goal
with an obvious opportunity to score (no defensive player between him/her and the goal
except the goalkeeper) is intentionally fouled by an opponent, through unlawful means
(anyone of the direct penalty fouls listed in paragraph 1 above) thus denying the
attacking players team the opportunity to score a goal, the offending player is to be sent
off the field of play for serious foul play in accordance with Law 12.
INDIRECT FREE-KICKS
A player committing any of the eight following offenses:
a. Play in a manner considered by the Referee to be dangerous, i.e., attempting to
kick the ball while in possession of the goalkeeper.
b. Charge fairly, i.e., with the shoulder, when the ball is not within playing distance of
the players concerned and they are definitely not trying to play it.
c. When not playing the ball, intentionally obstructing an opponent, i.e., running
between the opponent and the ball, or interposing the body so to form an obstacle
to an opponent;
d. Charge the goalkeeper except when he/she;
1. Is obstructing an opponent;
2. Has passed outside his or her own penalty area.
e. Intentionally obstructing the goalkeeper, i.e. standing in front of the keeper so that
he/she cannot easily put the ball back into play.
f. When playing as a goalkeeper and within his own penalty-area
1. From the moment he/she takes possession* of the ball with his/her hands, the
keeper must clear (release it back into play) within six seconds. If after the six (6)
seconds, the keeper touches it again with his hands before it has been touched
or played by another player of the same team outside of the penalty area, or by a
player of the opposing team either inside or outside of the penalty-area.
2. Indulges in tactics which, in the opinion of the Referee, are designed to merely
hold up the game and thus waste time and so give unfair advantage to their own
team. Shall be penalized by the award of an indirect free-kick to be taken by the
opposing team from the place where the infringement occurred, unless the
offense is committed by a player in their opponents' goal area, in which case, the
free-kick shall be taken from a point anywhere within that half of the goal area in
which the offense occurred.
g. On any occasion when a player deliberately kicks the ball to his own goalkeeper,
the goalkeeper is not permitted to touch (pick up) the ball with his/her hands. If this
goalkeeper does touch the ball with his/her hands, he/she shall be penalized by the
ward of an indirect kick to be taken by the opposing team from the place where the

infringement occurred (but outside of the goalie box)
h. A goalkeeper handles the ball after receiving it from a throw in from his/her own
team.
*SPECIAL NOTE: The goalkeeper will be considered to be in possession of the ball by
touching it with any part of his/her hands or arms. Possession of the ball would include
the goalkeeper intentionally parrying the ball when he/she could have caught it. If the
goalkeeper after parrying ball picks it up again, an indirect Free Kick should be awarded
to the opposing team at that spot. However, if in the opinion of the referee, if the ball
rebounds accidentally (or if the goalkeeper in making the stop could not catch it or
control it) in making the save, the goalkeeper may pick up the ball and control it for the
first time as long as the ball is still in the penalty area.
CAUTIONS
A player shall be cautioned if:
a. He/she charges, runs into, or hits the goalkeeper while the keeper has possession
of the ball*.
*SPECIAL NOTE: If in the opinion of the Referee the attacking players' action against
the goalkeeper who is in possession of the ball is deliberate the attacking player must
be cautioned or ejected depending on the severity of the action. The attacking player
must make an attempt to avoid contact with the goalkeeper.
b. He/she enters or re-enters the field of play to join or re-join his team after the game
has commenced, or leaves the field of play during the progress of the game (except
through accident) without, in either case, first having received a signal from the
Referee showing him/her that he/she may do so. If the Referee stops the game to
administer the caution the game shall be restarted by an indirect free-kick taken by
a player of the opposing team from the place where the ball was when the Referee
stopped the game. If the free-kick is awarded to a team within its own goal area it
may be taken from any point within the half of the goal area in which the ball was
when play was stopped. If, however, the offending player has committed a more
serious offense he/she shall be penalized according to that section of the law
he/she infringed.
c. He/she persistently infringes on the laws of the game.
d. He/she shows by word or action, dissent from any decision given by the Referee.
e. He/she is guilty of unsportsmanlike conduct.
f. He/she fails to respect the required distance when play is restarted and delaying the
restart of play.
For any of these last six offenses, in addition to the caution, an indirect free-kick shall be
awarded to the opposing team from the place where the offense occurred unless a
more serious infringement of the Laws of the Game was committed. If the offense is
committed by a player in his opponent's goal area, a freekick shall be taken from a point
anywhere within that half of the goal area in which the offense occurred.
A player shall be sent off the field of play if, in the opinion of the Referee, he/she
a. is guilty of violent conduct or serious foul play

b. uses foul or abusive language
c. persists in misconduct after having received a caution
d. A player (other than the goalkeeper) deliberately and intentionally uses his/her hand
to prevent a goal from scoring.
If play is stopped by reason of a player being ordered from the field for an offense
without a separate breach of the law having been committed, the game shall be
resumed by an indirect free-kick awarded to the opposing team from the place where
the infringement occurred, unless the offense is committed by a player in his opponents
goal area, in which case, the free-kick shall be taken from a point anywhere within that
half of the goal area in which the offense occurred.
SPECIAL NOTE: The conduct of coaches and assistant coaches are covered by Law
12 and they can receive Red or Yellow cards for conduct as outlined in Law 12. The
Bylaw section contains additional information as it relates to coaches and assistant
coaches.
LAW 13 - FREE-KICK
Free-kicks shall be classified under two headings: "Direct" (from which a goal can be
scored direct against the offending side), and "Indirect" (from which a goal cannot be
scored unless the ball has been played or touched by a player other than the kicker
before passing through the goal).
When a player is taking a direct or an indirect free-kick inside his own penalty-area, all
of the opposing players shall be at least ten yards from the ball and shall remain
outside the penalty area until the ball has been kicked out of the area. The ball shall be
in play immediately after it has been kicked and moves and is beyond the penalty area.
The goalkeeper shall not receive the ball into his hands, in order that he/she may
thereafter kick it into play.
If the ball is not kicked direct into play, beyond the penalty area, the kick shall be
retaken.
When a player is taking a direct or an indirect free-kick outside his own penalty area, all
of the opposing players shall be at least ten yards from the ball, until it is in play, unless
they are standing on their own goal line, between the goal-posts. The ball shall be in
play when it has traveled moved.
If a player of the opposing side encroaches into the penalty-area, or within ten yards of
the ball, as the case may be, before a free-kick is taken, the Referee shall delay the
taking of the kick, until the Law is complied with.
The ball must be stationary when a free-kick is taken, and the kicker shall not play the
ball a second time, until it has been touched or played by another player.

Notwithstanding any other reference in these Laws to the point from which a free-kick is
to be taken:
a. Any free-kick awarded to the defending team, within its own goal area, may be
taken from any point within the goal area in which the free-kick has been awarded.
b. Any indirect free-kick awarded to the attacking team within its opponent's goal
area shall be taken from the part of the goal area line which runs parallel to the
goal-line, at the point nearest to where the offense was committed.
Punishment: If the kicker, after taking the free-kick, plays the ball a second time before
it has been touched or played by another player, an indirect free-kick shall be taken by a
player of the opposing team from the spot where the infringement occurred, unless the
offense is committed by a player in his opponent's goal area, in which case, the freekick shall be taken from a point anywhere within that half of the goal area in which the
offense occurred.
LAW 14 - PENALTY KICK
A penalty-kick shall be taken from the penalty-mark and, when it is being taken, all
players with the exception of the player taking the kick, and the opposing goal-keeper,
shall be within the field of play but outside the penalty-area, and at least 10 yards from
the penalty-mark. The opposing goalkeeper remains on his/her own goal-line, between
the goal posts, until the ball is kicked (the goalkeeper is permitted to move sideways
while remaining on goal line, but he/she is not permitted to come off the line by moving
forward until after the ball is in play). The player taking the kick must kick the ball
forward; he/she shall not play the ball a second time until it has been touched or played
by another player. The ball shall be deemed in play directly after it is kicked and moves
and a goal may be scored direct from such a penalty-kick. If the ball touches the
goalkeeper before passing between the posts, when a penalty-kick is being taken at or
after the expiration of half time or full time, it does not nullify a goal. If necessary, time
of play shall be extended at half-time or full-time to allow a penalty-kick to be taken.
Punishment: For any infringement of this Law:
a. by the defending team, the kick shall be retaken if a goal has not resulted.
b. by the attacking team other than by the player taking the kick, if a goal is scored it
shall be disallowed and the kick retaken.
c. by the player taking the penalty-kick, committed after the ball is in play, a player of
the opposing team shall take an indirect free-kick from the spot where the
infringement occurred.
If, in the case of paragraph (c), the offense is committed by the player in his/her
opponent's goal area, the free-kick shall be taken from a point anywhere within that half
of the goal area in which the offense occurred.
LAW 15 - THROW IN
When the whole of the ball passes over a touch-line, either on the ground or in the air, it
shall be thrown in from the point where it crossed the line, in any direction, by a player

of the team opposite to that of the player who last touched it. The thrower at the
moment of delivering the ball must face the field of play and part of each foot shall be
either on the touch-line or on the ground outside the touch-line. The thrower shall use
both hands and shall deliver the ball from behind and over his head. The ball shall be in
play immediately when it enters the field of play, but the thrower shall not again play the
ball until it has been touched or played by another player. A goal shall not be scored
direct from a throw-in.
Punishment:
a. If the ball is improperly thrown in, the throw-in shall be taken by a player of the
opposing team.
b. If the thrower plays the ball a second time before it has been touched or played by
another player, an indirect free-kick shall be taken by a player of the opposing team
from the place where the infringement occurred, unless the offense is committed by
a player in his opponent's goal area, in which case, the free-kick shall be taken from
a point anywhere within that half of the goal area in which the offense occurred.
c. If a player throws the ball into play from a spot more that one yard further up the
field that the spot that the ball went out of bounds, the throw in shall be awarded to
a player of the opposing team. The referee shall indicate the position that the throw
in is to be taken.
LAW 16 - GOAL-KICK*
When the whole of the ball passes over the goal-line excluding that portion between the
goal-posts, either in the air or on the ground, having last been played by one of the
attacking team, it shall be kicked direct into play beyond the penalty-area from any
where in the goal area, by a player of the defending team. A goalkeeper shall not
receive the ball into his hands from a goal-kick in order that he/she may thereafter kick it
into play. If the ball is not kicked beyond the penalty-area, i.e., direct into play, the kick
shall be retaken. The kicker shall not play the ball a second time until it has touched or been played by - another player. A goal shall not be scored direct from such a kick.
Players of the team opposing that of the player taking the goal-kick shall remain outside
the penalty-area until the ball has been kicked out of the penalty-area.
Punishment: If a player taking a goal-kick plays the ball second time after it has passed
beyond the penalty-area, but before it has touched or been played by another player, an
indirect free-kick shall be awarded to the opposing team, to be taken from the place
where the infringement occurred, unless the offense is committed by a player in his
opponent's goal area, in which case, the free-kick shall be taken from a point anywhere
within that half of the goal area in which the offense occurred.
*For younger age groups at the referee's discretion, move the ball between the goal box
and penalty line to enable the ball to cross the penalty line.
LAW 17 - CORNER-KICK

When the whole of the ball passes over the goal-line, excluding that portion between the
goal-posts, either in the air or on the ground, having last been played by one of the
defending team, a member of the attacking team shall take a corner-kick, i.e., the whole
of the ball shall be placed within the quarter circle at the nearest corner-flag, which must
not be moved, and it shall be kicked from that position. A goal may be scored direct
from such a kick. Players of the team opposing that of the player taking the corner-kick
shall not approach within 10 yards of the ball until it kicked and moves, nor shall the
kicker play the ball a second time until it has been touched or played by another player.
Punishment:
a. If the player who takes the kick plays the ball a second time before it has been
touched or played by another player, the Referee shall award an indirect free kick to
the opposing team, to be taken from the place where the infringement occurred,
unless the offense is committed by a player in his opponents' goal area, in which
case, the free-kick shall be taken from a point anywhere within that half of the goal
area in which the offense occurred.
b. For any other infringement the kick shall be retaken.
Purpose for 4 vs 4, 6 vs 6, and 8 vs 8
The purpose of Southeast Cincinnati Soccer Association, Inc. and Girls Southeast
Cincinnati Soccer Association, Inc. is to: (1) instruct and train players to develop and
improve their capabilities; (2) develop the principles of fair play; (3) build good
character; (4) allow all players as equal an opportunity as possible to participate; (5)
promote the growth of soccer; (6) encourage the development and practice of good
sportsmanship; (7) provide an opportunity for the players to have fun playing the game.
Remember we should always:
1. Keep soccer FUN for both the fans and the participants.
2. Always shake hands with both opponents and referees.
3. Respect the integrity and judgment of game officials. The officials are doing their
best and at this level may be kids learning how to referee. Treat them with respect,
even if you disagree with their judgment.
4. Remember every referee is someone’s son or daughter and some day may be your
son or daughter. Parents and Coaches should treat them like you would like others
to treat your son and/or daughter.
5. Teach good sportsmanship skills and reward your players for demonstrating these
skills.
6. Be gracious in victory and defeat.
7, Keep coaches off the field while the game is in progress.

The small sided programs are for the younger player’s development. Its purpose is to
permit development education of young players as they are physically more efficient in
smaller spaces. In this way, they can relate to the play and rules of the game and be
more involved in play. In this manner, they will have the opportunity to develop because
they will play with ball more during the game. It also allows for the boys and girls to be
actively involved for longer periods of time. Small sided is a natural progression to
prepare the boys and girls to play in 11v11 age groups.

This is a supplemental section for coaches and referees working with the Small Sided
games. The official rules of soccer (FIFA) always apply in deciding disputes or protests.
Regulations of Southeast Cincinnati Soccer Association, Inc. and Girls Southeast
Cincinnati Soccer Association, Inc. apply in the specific situations outlined. Rules
outlined in this rules guide for all small sided games may modify the official rules of
soccer for these programs.
Remember in small sided soccer, this game is for the children. Let them learn and play,
but most important
LET THEM HAVE FUN!
4 vs 4 Small Sided (Dribblers / Trappers)
Each team will play TWO simultaneous games on game day. The head coach should
select four players to play on each field. All remaining players should remain in the six
yard substitution/coaching lane between both fields. Each game should be supervised
by an assistant coach/parent from each team. Players can be moved between the
fields during the game.
If one or both teams do not have enough players to play two 4 v 4 games both coaches
should consider playing one or both games in a 3 v 3 format. A referee will be assigned
for both sides of the field. Teams are to use both fields and both referees if at all
possible.

LAW 1, Field of Play
The field of play must be rectangular. The length of the field must exceed the width of
the field in all cases.. The length is a minimum of 25 yards and a maximum of 35 yards.
The width is a minimum of 20 yards and a maximum 30 yards. Field markings are
distinctive lines not more than (5) inches wide. The field of play is divided into two
halves by a halfway line. The center mark is indicated at the midpoint of the halfway
line. A circle with a radius of four (4) yards is marked around it. There is no Penalty
Area. However, there is a 5 yard arc around each goal. No defender can be stationed
in the arc area, but all players may enter the arc as play moves into the arc. There is a
6 yard coaches and player area located between the two playing areas and this area is
only for coaches and players.
LAW 2, The Ball
The Ball: Size three (3).
LAW 3, The Number of Players
A match is played by two teams, each consisting of four players. There are NO
goalkeepers. Substitutions are at any stoppage of play and are unlimited. Each player
SHALL play a minimum of 50% of the total playing time in the game. Coaches are not
allowed on the field during play of the game.
LAW 4, The Players Equipment

Players on the same team must wear the same color of shirt. All Players are Required
to wear Shin guards with socks pulled up to cover the shin guards. All players must
wear shoes. Players cannot wear earrings or studs.
LAW 5, The Referee
One referee shall each administer one of the two simultaneous soccer games. The
referee’s jurisdiction begins he/she enters the field and ends when he/she leaves the
game site. All infringements shall be briefly explained to the offending player.
The referee is not to allow anyone on the field during the play of the game except the
players and the referee. Unauthorized entry onto the field is a red card penalty.
LAW 6, The Linesmen
There are no linemen in 4 vs 4 games
LAW 7, Duration of the Game
The match shall be divided into two 20 minute. There shall be a half-time interval of five
(5) minutes.
LAW 8, The Start of Play
The ball will be placed in the center circle. Opponents must be at least four (4) yards
from the ball at kick off. The opponents must stay at least four (4) yards away from ball
until it has traveled into the opponents half of the field. The Kicker cannot touch the ball
a second time until it has been played by another player. At kickoff players of both
teams are to be on their own half of the field.
LAW 9, Ball In and Out of Play
No Change - see the Laws of Soccer for information.
LAW 10, Method of Scoring
A goal may be scored by kicking the ball in the net while it is in play. No scores are kept
or reported in 4 vs 4 soccer.
LAW 11, Offsides
There is no offsides in the 4 vs 4 small sided program.
LAW 12, Fouls and Misconducts
All intentional fouls (See the Laws of Soccer) will result in a DIRECT FREE Kick.

Opponents must be at least four (4) yards away from the ball when it is kicked. If the
ball is within four (4) yards of the goal line, the defensive team players may stand on the
goal line even if it is within 4 yards. No slide tackles are allowed in 4 vs 4 small sided
soccer. The referee is to explain ALL infringements to the offending players. No Cards
are shown for misconduct.
The following are types of fouls - Kicking, tripping, jumping at, charging, striking,
holding, pushing any opponent, handling, carrying, striking or propelling the ball with
hand or arm. Obstructing or playing in a manner considered by the referee to be
dangerous.
LAW 13, Free Kicks
All kicks are direct and all opponents are at least four (4) yards from the ball until it is in
play.
LAW 14, Penalty Kicks
NO PENALTY KICKS will be awarded or taken during the game.
LAW 15, Throw In
When ball goes out of bounds, the game is restarted with a kick-in or dribble-in. There
are no throw ins in 4 vs 4 small sided games.
LAW 16, Goal Kick
The Referee should place the ball five yards (at the top of the arc) from the end line for
a goal kick. Opponents must remain at least four (4) yards away from the ball on goal
kicks until the ball is in play.
LAW 17, Corner Kick
The Referee should place the ball in the appropriate corner and spot for corner kicks
LAW 18, Common Sense
All players and coaches are to shake hands with opponents after each game. Parents
and coaches are to encourage players to play the game to the best of their ability and
not to be critical of their play. Coaches and parents are to be supportive of the referees
and are not to be critical of their calls. Remember every Referee is someone’s son or
daughter.
6 vs 6 Small Sided (Shooters / Passers)

Each team will play one game on game day. The head coach should select six players
(one of whom is the goalie) to play on the field. All remaining players should remain in
the players box (both teams on the same side of the field). The game is be supervised
by the coaches and assistant coaches from each team.
LAW 1, FIELD OF PLAY
The field of play shall be rectangular, its length being 40 yards and its breadth being 30
yards. The length in all cases must exceed the breadth.
The goalie box of 6 yards by 20 yards will be marked on the field. The half way line and
a center circle with a 4 yard radius will be marked on the field.
LAW 2, THE BALL
Size number 3 ball will be used by 6 vs 6 small sided soccer teams.
LAW 3, NUMBER OF PLAYERS
The maximum number of players on the field at any one time is five (5) plus one player
who will be the goalkeeper. The goalkeeper must wear a uniform of a different color
from both teams.

SUBSTITUTION RULES In each half of play the referee will stop the game after
approximately 12 ½ minutes of play for substitution. Play will not be stopped if it is to
the advantage of either team. After stoppage of play, all players in attendance at the
game will be substituted into the game. All players are required to play at least 50% of
every game. Coaches are not allowed on the field during play of the game.
PLAYER SUBSTITUTION: Substitution can be made at half time and at the 12 ½
minute clear the bench substitution break in both the first half and the second half of the
game.
GOALIE SUBSTITUTION: Except for injury, substitutions for goalies will be made at
the 12 ½ minute clear the bench substitution breaks of the first and second halves and
at half time of the game. The goalie must be substituted for at the 12 ½ minute break
in each half. No player is permitted to play more than 25% (one period) of the game as
a goalie. Every player that plays goalie must play at least 25% of the game (one period)
as a field player.
PLAYER PARTICIPATION: Every player must sit out at least one substitution period
unless the number of players at the game is equal to or less than the number that must
be on the field to bring the team up to the required number of players, i.e. 6 players on
the field.
If a team has less than five players (one of whom must play as a goalie), the game will
be forfeited.
Unless injured, all players are required to play 50% of the games. In event of injury, any
player on the sideline may replace the injured player. If the injured player recovers
during the playing period in which he/she was injured, the injured player may be
substituted back into the game for the player that replaced him/her at a stoppage of play
(with the referees permission).
LAW 4, PLAYER'S EQUIPMENT
Players on the same team must wear the same color of shirt except the goalie who
must wear a different color shirt from his/her teammates and the other team. All Players
are required to wear shin guards with socks pulled up to cover the shin guards. All
players must wear shoes. Players cannot wear earrings or studs. See the Laws of
Soccer for additional information.
LAW 5, REFEREES
One referee shall administer the soccer game. For evaluation and training purposes,
the Director of Referees, may use additional referees for the match. The referee is not
to allow anyone on the field during the play of the game except the players and the
referee.

The length of playing time shall be two 25 minute halves. Play will be stopped at the
approximate mid-point of the half (12 ½ minutes) for substitution. Half time shall be at
least five (5) minutes long.
LAW 8, START OF PLAY
The ball will be placed in the center circle. Opponents must be at least six (6) yards
from the ball at kick off. The opponents must stay at least six (6) yards away from ball
until it has traveled into the opponents half of the field. Kickers cannot touch ball until it
has been played by another player. At kickoff players of both teams are to be on their
own half of the field.
Teams must have at least 5 players present to start the game one of whom must be a
goalie. See Laws of Soccer for additional information.
A goal can be scored on a kick off if it is played or touched or played by another player
before the ball enters the goal. If the ball is not touched and it enters the goal, a goal
kick will be awarded.
LAW 9, BALL IN AND OUT OF PLAY

LAW 10, METHOD OF SCORING
Goal may be scored: - Directly from a corner kick, directly from a dropped ball or directly
from a goalkeepers throw or punt, or from any DIRECT FREE kick or by any player by
kicking the ball from inside of the field over the goal line and into the net.
A goal cannot be scored from - directly from a throw in. See the Laws of Soccer for

LAW 11, OFFSIDE
Offside will not be called in 6v6 small sided soccer. However, if a player stays in front of
the opponent’s goal when his/her team is attacking, that player can be called for
Offsides for seeking to gain an advantage by being in that position.
LAW 12, FOULS AND MISCONDUCTS
All intentional fouls will result in a DIRECT FREE KICK. Opponents must be at least six
(6) yards away from the ball when it is kicked. If the ball is within six (6) yards of
t the goal line, defensive team players may stand on the goal line even if it is within six
yards of ball. No slide tackles are allowed in 6vs6 small sided soccer. The referee will
attempt to explain all rule infractions to offending player(s).
Types of fouls are: Kicking, tripping, jumping at, charging, striking, holding or pushing
an opponent. Handling, carrying, striking or propelling the ball with hand or arm.
Obstructing or playing in a manner considered by the referee to be dangerous. See
Laws of Soccer for Additional Information.
LAW 13, FREE KICK
For small sided 6 vs 6 soccer, all Free Kicks will be classified under one heading –
The length of playing time shall be two 25 minute halves. Play will be stopped at the
DIRECT FREE KICK. A goal may be scored on a DIRECT FREE kick. Players must
stay at least six (6) yards away from all free kicks or if the ball is closer that six yards to
the goal line, the players may stand on the goal line.
LAW 14, PENALTY KICK
NO PENALTY KICKS will be awarded or taken during the game. All direct kick fouls
that occur within the goalie box during the game will be taken as DIRECT FREE kicks
from outside of the goalie box at the position closest to the point of the foul.
LAW 15, THROW IN

LAW 16, GOAL KICK

Goal kicks are to be taken on the outside edge of the goalie box on the side of the field
that the ball went out of bounds. As in any free kick, all defensive players must be six
(6) yards away from the ball when it is kicked. For the ball to be in play on a goal kick, it
must travel at least five yards before it is played by any player. If the ball does not
travel five yards, a re-kick is to be taken. See the Laws of Soccer for Additional
Information.

changes apply to 8 vs 8 small sided as part of the move from 6 vs 6. INDIRECT FREE
kicks and DIRECT FREE kicks, Penalty kicks and offsides when the player is in a
substantial offside position will be called.

A penalty box of 14 yards by 32 yards will be marked on the field. The half way line and
a center circle with a 6 yard radius will be marked on the field.
LAW 2, THE BALL
A number 4 ball will be used by 8 v 8 small sided soccer teams.
LAW 3, NUMBER OF PLAYERS
The maximum number of players on the field at any one time is seven (7) plus one
player who will be the goalkeeper. The goalkeeper must wear a uniform of a different
color from both teams.
SUBSTITUTION RULES In each half of play, the referee will stop the game after
approximately 15 minutes of play for substitution. Play will not be stopped if it is to the
advantage of either team. After stoppage of play, all players in attendance at the game
will be substituted into the game. All players are required to play at least 50% of every
game.
PLAYER SUBSTITUTION: Substitution can be made at half time and at the 15 minute
clear the bench substitution break in both the first half and the second half of the game.
Coaches are not allowed on the field during the play of the game.

GOALIE SUBSTITUTION: Except for injury, substitutions for goalies will be made at
the 15 minute clear the bench substitution breaks of the first and second halves and at
half time of the game. The goalie must be substituted for at the 15 minute break in
each half. Each player that plays as goalie must be played as a field player (i.e., time
on the field as a player, not a goalie). No player is permitted to play more than 50% of
the game as a goalie. If a player plays 50% of the game as a goalie, he/she must play
on the field for at least one 15 minute period.
PLAYER PARTICIPATION: Every player must sit out at least one substitution period
unless the number of players at the game is equal to or less than the number that must
be on the field to bring the team up to the required number of players, i.e. 8 players on
the field.
If a team has less than seven players (one of whom must play as a goalie), the game
will be forfeited.
Unless injured, all players are required to play 50% of the games. In event of injury, any
player on the sideline may replace the injured player. If the injured player recovers
during the playing period in which he/she was injured, the injured player may be
substituted back into the game for the player that replaced him/her at a stoppage of play
(with the referees permission).
LAW 4, PLAYER'S EQUIPMENT
Players on the same team must wear the same color of shirt except the goalie who
must wear a different color shirt from his/her teammates and the other team. All Players
are Required to wear shin guards with socks pulled up to cover the shin guards. All
players must wear shoes. Players cannot wear earrings or studs. See the Laws of
Soccer for additional information.
LAW 5, Referees
One referee is used in GSE Flyers and two referees are used in SCSA Flyers and 2
referees for Wings. For evaluation and training purposes, the Director of Referees, may
use additional referees for the match. The referee is not to allow anyone on the field
during the play of the game except the players and the referee(s). Unauthorized entry
onto the field is a red card penalty.
The referees jurisdiction begins when they enter the field and ends when they leave the
game site. See Laws of Soccer for additional information
LAW 6, LINESMAN
Linesmen are not used in 8 vs 8 small sided games. See Laws of Soccer for additional

LAW 7, DURATION OF GAME

The length of playing time shall be two 30 minute halves. Play will be stopped at the
approximate mid-point of the half (15 minutes) for substitution. Half time shall be at
least five (5) minutes long.
LAW 8, START OF PLAY
The ball will be placed in the center circle. Opponents must be at least six (6) yards
from the ball at kick off. The opponents must stay at least six (6) yards away from ball
until it has traveled into the opponents half of the field. Kickers cannot touch ball until it
has been played by another player. At kickoff players of both teams are to be on their
own half of the field.
Teams must have at least 7 players present to start the game one of whom must be a
goalie. See the Laws of Soccer for additional information.
A goal cannot be scored directly on a kick off. A goal can be scored on a kick off if it is
played or touched or played by another player before the ball enters the goal. If the ball
is not touched and it enters the goal, a goal kick will be awarded.
LAW 9, BALL IN AND OUT OF PLAY

LAW 10, METHOD OF SCORING
A goal may be scored - Directly from a corner kick, or directly from a drop ball, or
directly from a goalkeepers throw or punt, or from a direct free kick or directly from a
penalty kick.
A goal cannot be scored from: from an indirect free kick, or directly from a goal kick or
directly from a throw-in. See the Laws of Soccer for additional information
LAW 11, OFFSIDE
Players will be called Offsides when they are in a substantial off side position or seeking
to gain advantage from their off side position. For example, players that are 2 or 3
steps ahead of the last defender are not in a substantial Offsides position. A player that
remains in his/her opponents half of the field while his/her opponent is attacking is in an
Offsides position when the ball is passed too or towards him/her. The intent of the
substantial Offside rule is to prevent "Cherry Picking".
LAW 12, FOULS AND MISCONDUCTS
All intentional fouls will result in DIRECT OR INDIRECT FREE KICK. Opponents must
be at least six (6) yards away from the ball when it is kicked. If the ball is within six
(6) yards of the goal line, defensive team players may stand on the goal line even if it is

LAW 13, FREE KICK
For 8vs8 small sided soccer, all Free Kicks will be classified as either DIRECT or
INDIRECT. A goal may not be scored on a indirect free kick until it has been played or
touched by another player from either team. Players must stay at least six (6) yards
away from all free kicks or if the ball is closer that six yards to the goal line, the players
may stand on the goal line.
LAW 14, PENALTY KICK
PENALTY KICKS may be awarded and taken during the game. All direct kick fouls that
occur within the goalie box during the game will be taken as penalty kicks. All penalty
kicks will be taken 9 yards from the goal.
LAW 15, THROW IN

LAW 16, GOAL KICK
Goal kicks are to be taken on the outside edge of the goalie box on the side of the field
that the ball went out of bounds. As in any free kick, all defensive players must be six
(6) yards away from the ball when it is kicked. For the ball to be in play on a goal kick, it
must travel out of the penalty box before it is played by any player. If the ball does not
travel out of the penalty box, a re-kick is to be taken. See the Laws of Soccer for
additional information.
LAW 17, CORNER KICK

LAW 18, Common Sense
All players and coaches are to shake hands with opponents after each game. Parents
and coaches are to encourage players to play the game to the best of their ability and
not to be critical of their play. Coaches and parents are to be supportive of the referees
and are not to be critical of their calls. Remember every Referee is someone’s son or

daughter.
SMALL SIDED RULES AND REGULATIONS
1.
No coaches, players, parents or spectators are allowed behind the goal posts or
goal lines. However., in Dribblers and Trappers (4 v 4) and only for these two age
group are parents and spectators allowed behind the goals can use all four sides
around the f4v4 fields See point 11 below for the restriction for the Coaches and
Players space between the two playing fields.
2.
Once the goalie touches the ball and continues to touch the ball, he/she cannot be
interfered with by any other player and the offensive players cannot kick the ball
she is touching. Any part of the hand (one finger) on the ball constitutes
possession of the ball (only age groups that use a goalie).
3. Each Team is limited to three active coaches on the field during the game. An
active coach is one that provides coaches direction during the game from the side
line. Other coaches on the team cannot coach during play nor be in the coaches’
box. Active Coaches must remain in the coaches’ box during the game. See Field
Diagram (or between playing areas for Dribblers and Trappers (4 v 4).
4.
A player cannot touch the ball a second time on corner kicks, goal kicks, kick offs,
and all other free kicks until the ball has been played by another player. Penalty is
an indirect free kick.
5.
During tournament (CUPS), for Shooter, Passers, Flyers and Wings, if the game is
tied at the end of the game, the rules outlined in the Rules Guide apply to
determine a winner of the game.
6.
Coaches and parents are to pick up all trash from the field after their game.
7.
Slide Tackling is prohibited.
8.
No player can play three periods unless every other player has played
two periods.
9.
No player is permitted to play four periods until all players at the game
have played three periods.
10. Dribblers and Trappers (4 v 4) are to play at least 50% of each game.

BYLAWS
All teams under the jurisdiction of Southeast Cincinnati Soccer Association, Inc. (SCSA)
and Girls Southeast Cincinnati Soccer Association, Inc. (Girls Southeast) shall play
under the rules of the game as approved by FIFA/USSF/USYSA and/or as modified by
SCSA/Girls Southeast. This Rules Guide published by the Southeast Cincinnati Soccer
Council, Inc. is the basis of the playing rules and regulations used by our organizations.
1. Players in Girls Southeast Cincinnati Soccer Association, Inc. and Southeast
Cincinnati Soccer Association, Inc. must be 19 and under on or before December 31
of the year that the season is played].
2. Proof of age shall consist of: birth certificate, baptismal papers, passport or alien
registration card. Girls Southeast/SCSA may waive the formal requirement of proof
of age for league play and accept parent or guardian certification of age. Such
certification is subject to verification by the Girls Southeast/SCSA.
3. Coaches are responsible to verify ages of all players assigned to their teams.
Games in which any over-age player competes will be forfeited.
4. No player shall be permitted to play with any team unless that player is registered
with and assigned by SCSA or Girls Southeast. All assigned players must be issued
a Player Pass. All games in which an unregistered (not holding a valid current
Player Pass) and/or unassigned player competes will be forfeited. Proof of
participation of such an unregistered player may be submitted up to and including
the last game of the season. All games in which a unregistered and/or unassigned
player competes will be forfeited. In addition, the circumstances of the violation will
be considered by the Conduct Committee to determine if additional sanctions need
to be implemented.
5. No player shall be registered and playing with two different soccer associations,
leagues, or teams at the same time. Players must choose between SCSA/Girls
Southeast and all other organizations. All games will be forfeited in which players
playing for other organizations compete during our league period. This rule does not
prohibit a player from participating in school intramural play. (This includes teams
programs of US Youth Soccer / Ohio South , SAY, US Club Soccer and other
independent programs.
6. Any player signing a player registration form is bound to that team for the entire
"Fall" season unless there is a case of extreme hardship. Extreme hardship can be
defined as instances such as moving to another location subject to approval of the
Director of Player Placement. The purpose of this rule is to prevent the formation of
select teams.
7. Players who have completed their High School Varsity, Reserve or Freshman
teams during the high school season cannot play with or be assigned or join a
neighborhood team during that same fall season. Games will be forfeited in which
any High School Varsity or Reserve player participates. Proof of participation of
such an unregistered player may be submitted up to and including the last game of
the season. The coach of the team who utilized a high school player will be

suspended for the balance of the season. In addition, the circumstances of the
violation will be considered by the Conduct Committee to determine if additional
sanctions need to be implemented against the team and/or coach.
8. All players and Coaches must be registered with the SCSA/Girls Southeast and
must be issued Player's / Coaches Passes (held by coach during season); and be
listed on the team roster, which includes players' ages. Any player violating this rule
will be ineligible.
9. Player Passes must contain only the name of the authorized players. Cards that
have had the name of one player entered and then crossed out cannot be used for a
second player.
10. The Player / Coaches Passes are to be presented to the referee before the start of
the game by the coach. If the cards are not available at game time, the game is to
start and the coach is responsible to have the cards are available at half-time (team
representative is to return home to get them). In the event that the cards are not
available at half time, each girl on the team is to sign a roster sheet and enter his/her
birth date. The signature will be compared to the league copy of the player pass. If
the signatures do not match, the game will be forfeited.
11. Coaches and Assistant Coaches passes are to be given to the referees with the
player passes. All passes will be returned at the end of the game (unless coach or
player is ejected from game).
12. The number of coaches actively coaching during a game is limited. In addition to
one head coach, teams are limited to two (2) rostered assistant coaches. Each
coach and rostered assistant coaches are to carry to each game their Coaches
Pass. These passes are to be presented to the referees prior to the start of the
game along with their player passes. Only carded coach's may actively coach from
the sidelines during the game. In the event that a carded coach cannot be at the
match, a substitute coach can use the carded coaches card. However, the carded
coach is responsible for the action of the substitute coach. Teams may have as
many non-rostered assistant coaches as desired.
13. Two separate five yard long coaches boxes are established on one side of the field.
The coaches box starts five yards on each half of the field from the center line. The
space between the two coaches boxes are for the substitutions to be made. The
coaching box on one half of the field are for one team and the other half is for the
other team. Coaches may be restricted to these boxes by the referee if in the
referee's judgment they are interfering with play and/or the referee. If the coach
leaves the coaches box after being restricted during the game (except as invited on
to the field by the referee for injury), the referee may order the coach to leave the
field. If the coach fails to leave the field when requested by the referee, the game is
to be suspended and the circumstances reported to the Director of Referees. In the
Dribbler, Trappers, Shooters and Passers Divisions the coaches are permitted to
coach and move along the touch line. (see field diagram page 26)
14. Coaches or spectators may be asked to leave the field by the use of a red card
ejection if they continually and vocally interfere with the referees on the field. If the
coach or spectator refuses to leave the field, the referee is to suspend the game and
report the circumstances to the Director of Referees. After the investigation the
Board of Directors will determine the status and/or outcome of the game.

15. If the field permits, both teams are to be on the same side of the field. The members
of the team not playing in the game are to be in the general area of the coach
(coaches box).
16. When the colors of two competing teams are similar, the home team (team listed
first on the schedule) is responsible for the color change. Both coaches should do
everything possible to get a different uniform color. In the event it is impossible to
change, an effort should be made to get the game played.
17. Coaches are responsible to have their team at the field in time for play. All games
are to be played according to your schedule. The only way the game will be
rescheduled is due to inclement weather and the fields are closed during the game
or if the Director of Scheduling makes changes. Coaches that have a game rescheduled by phone are responsible for confirming all oral schedule changes with
the coach of the other team. All games will be forfeited if the team does not show up
for a scheduled game.
18. The coach is responsible for the actions of players and spectators and is required to
take all precautions to prevent spectators from threatening, assaulting or hassling
the officials and players before, during or at the conclusion of the game. If the coach
cannot control the action of the spectators, the official may suspend the game and
report the circumstances to the Director of Referees.
19. If field conditions permit, coaches and players are to be on the opposite of the
field from the spectator. Coaches are responsible for helping the referee keep
spectators six feet back from the playing field.
20. Coaches are not permitted on the field during substitution breaks. Coaches are not
to call their players off the field and over to the side line for a team meeting during
the substitution break. Players are to remain on the field and substitutes are to enter
the field and replace the players being removed.
21. Players electing to play on a college level "club" team cannot play in the SCSA or
Girls Southeast programs during the same fall season that they play "club" level
soccer at college.
22. All fields used by this Association have regulations and/or state laws that prohibit
alcoholic beverages. Games will be suspended if any team has any alcoholic
beverages on the field.
23. No one is permitted to stand behind the goal lines during the game (except for 4 v 4
age groups)
24. Noise makers, air horns, whistles are not permitted to be used on any field. If
noisemakers are used, the referee is to stop all games and have the noise maker
removed.
25. In the event of inclement weather where a game must be suspended, if the first half
has been completed, the game will be considered completed at it's point of
suspension. If the first half has not been completed the game will be replayed
entirely.
26. Any player or coach ejected from any game will automatically receive an one-game
suspension.
The Director of Referees may, at his/her evaluation of the
circumstances, lift the automatic one-game suspension. If the circumstances are of
an unusual nature, or if the coach or player has been suspended more than once.
The Director of Referees is to report the circumstances to the Conduct Committee.

The Committee may hear the circumstances of the suspension in a Committee
meeting or conducted via mail. The Committee may elect to increase the length of
the suspension, or take no action. Any coach or player that receives any additional
suspension from the Conduct Committee (above the one game suspension or two
games if second red card of season), may appeal this additional suspension (not the
one or two game original suspension) to the Board of Directors. The Board of
Directors may elect to hear the appeal at a full Board of Directors Meeting or via a
Committee that will represent the Board of Directors. The serving of the additional
suspension will be suspended until the appeal is ruled upon by the Board of
Directors. If the Conduct Committee's results are upheld, any coach or player, may
appeal this ruling to the Ohio South Youth Soccer Association, Inc. following their
rules and regulations. The serving of the additional suspension will be postponed
when the appeal is filed with OSYSA.
27 Suspensions will be served at the next consecutive game(s). The first game
suspension must be served at the next game. Additional suspensions must be
served in consecutive games unless the appeals process if followed. If appeal is not
up held, the suspensions will be served at the team's next game(s).
28. Any suspended player or coach may not appear at the field during the suspension,
even as a spectator.
29. Referees may report to the Director of Referees circumstances were the referee
should have awarded red cards after the game, but didn't based on game
circumstances. If the Director of Referees investigation determines that a red card
should have been awarded, the Director of Referees can assess the suspension to
player(s) or coach(es) as outlined above or in the general bylaws.
30. Any coach or parent may file a signed written report with the Conduct Committee
concerning the on field behavior of any parent or coach before, during or after any
game. If two or more written reports are received, the Conduct Committee may
elect to investigate the circumstances. If the Circumstances are deemed to be
serious, the Conduct Committee can hold a hearing into the reports and award
sanctions in line with the nature of the behavior. Any penalties awarded by the
Conduct Committee can be appealed to the Board of Directors and then to OSYSA
as outlined in the Bylaws.
32. The Conduct Committee is to review all issues outlined in the Rules Guide and any
other specific issues established by the Board of Directors.
33. SCSA and Girls Southeast are members of the Ohio South Youth Soccer
Association, Inc. Based on this membership coaches, players and parents are
covered under the Rules and Regulations of Ohio South. These rules and
regulations may be viewed at www.osysa.com
134. Every year, all adults (coaches, assistant coaches, trainers and administrators)
who are in regular contact with youth soccer players are to complete the Ohio South
Volunteer Disclosure form using the Ohio South website. All Volunteer Disclosure
forms will be checked against computerized databases which check for criminal
convictions for crimes of violence and crimes against persons. In addition,
individuals will be checked against county Sexual Predator Registry. Background
checks are valid for two years.

35. Coaches Passes cannot be issued until the Volunteer Disclosure form is completed
and the back ground check is completed and affirmed. For this reason, all coaches
must complete (in the required year) the Volunteer Disclosure form at least one
month prior to the coaches meeting where the Coaches and Player Passes and
game scheduled are handed out.
36. Coaches who do not complete the Volunteer Disclosure form or are not affirmed by
the background check cannot coach or be associated with youth soccer players in
any capacity.
37 Given today’s circumstances, all coaches, assistant coaches, trainers,
administrators and parents must never be involved in a situation and involves
inappropriate behavior with boys and girls within our program (see Ohio South
KidSafe Risk Management program) nor should their ever be any inappropriate
touching or handling of players.
SPECIAL SCSA BYLAWS
All teams under the jurisdiction of Southeast Cincinnati Soccer Association, Inc. (SCSA)
are subject to the following regulations.
1. Any coach (no matter which age division) and/or players in the Kickers or Minors
age groups ejected from any game will automatically receive a three game
suspension for the following circumstances:
a.
Violent conduct or serious foul play
b.
Uses foul or abusive language
2. All other types of violations which the coach or player receives a red card, will result
in an automatic one game suspension. The Director of Referees may, at his/her
evaluation of the circumstances, amend the automatic one or three game
suspension. If the circumstances are of an unusual nature, or if the coach or player
has been suspended more than once, the Director of Referees is to report the
circumstances to the Board of Directors. The Board may hear the circumstances of
the suspension in a Board Meeting or via mail. The Board of Directors may elect to
increase the length of the suspension, or take no action. Any coach or player that
receives any additional suspension from the Board of Directors (above the one or
three game suspension) may appeal this additional suspension (not the one or three
game original suspension) to the Ohio South Youth Soccer Association, Inc.
following their Rules and Regulations. The serving of the additional suspension will
be postponed when the appeal if filed with OSYSA.
SPORTSMANSHIP PROGRAM
Girls Southeast Cincinnati Soccer Association, Inc.
The Girls Southeast Cincinnati Soccer Association, Inc. shall award individual
sportsmanship trophies to the team and coaches in each age group that most clearly
demonstrate the principle of good play and sportsmanship during the season
.
Referees shall award up to 10 points per game per team based on the conduct of the
coaches, players and parents. If the behavior of the team is acceptable, the team will

be awarded 5 points. Points can be added or subtracted from the five based on the
behavior of the players, coaches and parents. The winner shall be the team that has
the highest average number of sportsmanship points per game. If a red and/or yellow
card are given, sportsmanship points will be deducted.
In the event that a game is not played, no sportsmanship points will be awarded to
either team. If a game is forfeited, the forfeiting team will receive no points and the
team receiving the forfeit will receive 5 points. In the event of a tie, the teams with the
highest number of 10 point games will receive the trophies. If two or more teams have
the same number of 10 point games, the team with the highest number of 9 point
games will be declared the winner. The same principle will be applied until the tie is
broken.
In the event that two teams tie for Sportsmanship and one of the tied teams is going to
receive a league or Cup trophy, the trophies will be awarded to the team not receiving
another trophy.
The coaches of all teams are to set the following sportsmanship standards.
1.
Exhibit exemplary conduct at both practice and games;
2.
Stress playing over winning itself;
3.
Work on team morale;
4.
Maximize praise and minimize criticisms;
5.
Coach skillful and sportsmanship like soccer;
6.
Encourage parents to follow these same standards;
Parents are to let the Coach provide the strategy, player control, and playing
instructions during the game.
BOYS PLAYER PLACEMENT
Southeast Cincinnati Soccer Association, Inc.
General Prohibitions
There will be no select, all star or high school teams in our regular Fall program. No
more than three players from any USYSA Spring competitive teams will be assigned to
any Fall team playing the Southeast Cincinnati Soccer Association, Inc.
Boys may not play on any other soccer teams, competitive or neighborhood, of any
other soccer organization and at the same time be assigned and play on the Fall
Southeast Cincinnati Soccer Association neighborhood teams.
Original Assignment of Players
Players are to be assigned to teams on a neighborhood basis. Every effort consistent
with the age of the players will be made to assign all the players from each
neighborhood to the same team. Neighborhoods will be defined by public elementary
school attendance area or adjacent public elementary school attendance area.

1. Brothers of the proper age will be assigned to the same team.
2. Players are assigned to teams by calendar year ages.
3. Every effort will be made for the Spring Dribblers teams to be retained for the Fall
season. Dribbler/Trapper players who choose to play Fall Only will be placed in the
player pool for placement on a fall team.
4. Players will not be permitted to play up in older age groups except the head coach's
second son.
Team Size
Dribblers and Trappers may be assigned up to 12 players. Shooter and Passers may
be assigned up to 14 players. Wings may be assigned up to 16 players. Strikers and
Kickers may be assigned up to 18 players. Minors will be assigned up to 20 players.
The Board of Directors of Southeast Cincinnati Soccer Association, Inc. may approve
higher limits in any age group. Player placement will attempt to place all registered
players on teams, which may require coaches to take the full number of players
permitted under this rule. Therefore, coaches should purchase enough uniforms at the
beginning of the season to accommodate the maximum number of players allowed in
his/her divisions.
Player Placement may combine teams prior to the fall season if there are not enough
players available to fill team rosters. The coach of the combined teams who has
continuously coached in SCSA the longest will be the head coach, and the coach of the
other combined team will be the first assistant rostered coach. Every effort will be made
in the following season to give the first assistant rostered coach a team for which he/she
will be the head coach.
Reassignment of Players to Achieve Age Balance
Players will remain on the team to which they were assigned the previous season
except players which in the fall have been assigned to teams making that team in
excess of the specific age group balance and players assigned to team after the roster
has been handed out for the fall season will be removed from the team the following
year and placed in the reassignment pool if the team to which they were assigned is not
balanced by age.
It will be the policy of the Association to balance the teams by age (Wings, Strikers,
Kickers and Minors). However, players will be assigned to teams and possibly affect
this balance if the players(s) would otherwise have to be assigned to teams located
substantially out of their neighborhood. No more than 9 players of the older age group
will be placed on each team. In order to achieve proper balance of age, out of
neighborhood players will be moved first unless that player is one of a team's core
players. A core player is a player that has played on a team the prior seasons and has
one of the nine lowest computer numbers in an age group.
In the event that the teams exceeds the age balance and in order to achieve proper age
balance, the players(s) that will be removed from the team to achieve age balance will
be determined as follows and in the following order:
By player, in that age group, who is substantially out of neighborhood, unless that

player is a core player.
By player, in that age group, who has the highest computer identification number.
Assignment of Players After Original Placement
Each coach should contact all players assigned to his/her team within thirty (30) days
after the original rosters are distributed at the June coaches' meeting. Coaches should
call all players on the original roster before requesting additional players. After
contacting all players on the original roster and within thirty (30) days after the June
Coaches' meeting, each coach must advise the Player Placement Coordinator for
his/her team's division of the number of additional players needed.
All players must be registered with player placement and placed in the player pool
before that player may be placed on any team.
Only Player Placement may assign a player to a team. A coach may not assign a
player to his/her team.
After the original placements are made, player placement assignors may only place
players on teams from the player's pool. Players will be assigned to teams from the
pool upon request of coaches on a first call basis.
The order of placement from the pool will be as follows and in the following order:
a.
By age
b.
By neighborhood
c.
By computer identification number
No registration of new players shall be permitted for the fall season for all divisions,
except Minors and Dribblers, after the schedules are received in August. No
registration for new players for the Dribblers (for fall season) and Minors shall be
permitted after September 15.
Requests for Reassignment to a Different Team
Players may request to be moved to other teams for two reasons;
a.
The player is assigned to a substantially out of neighborhood team, or
b.
Coach/parent/player conflict.
Written requests signed by the coach, parents, and/or player(s) must be sent to the
Player Placement Coordinator. If approved, player(s) will be transferred to the player
pool for future placement in accordance with these rules. The player(s) and/or parent(s)
cannot request to be moved to a specific team. Transfer request should be made no
later than one week before the first scheduled game. Once all teams are established
for the year, the transfer request may be refused by the Player Placement Coordinator if
such movement could affect the players current team's roster number.
Coaches and Assistant Coaches
The head coach of a team must be at least 21 years of age.

Coaches are not permitted to recruit players for their team, and are not to recruit
assistant coaches for the purpose of having the assistant's son(s) assigned to their
team.
PLAYER PLACEMENT
Girls Southeast Cincinnati Soccer Association, Inc.
GENERAL PROHIBITIONS
There will be no select, all star or high school teams in our regular fall / spring program.
No more than three players from any USYSA Spring competitive teams will be assigned
to any fall / spring team playing in Girls Southeast Cincinnati Soccer Association, Inc.
(see below)
Girls may not play on any other soccer teams, competitive or neighborhood, of any
other soccer organization and at the same time be assigned and play on the Girls
Southeast Cincinnati Soccer Association, Inc. fall / spring teams.
Parents cannot request to be placed on specific teams. Coaches are not permitted to
recruit players for their team and they are not permitted to recruit assistant coaches for
the purpose of having the assistant coaches' daughter(s) assigned to their teams.
Assistant coaches are found from parents whose daughters are assigned to the team.
The Comment field in the on line registration system is a request which will be
considered in line with the Polices, Rules and Procedures of the Association. Requests
in the comment field are not automatically granted just based on the request.
Girls are not allowed to play up or play down from their age group (see below for
coaches’ second daughter(s) who may play up one year.
Any player who has been assigned to a team and then practice with another team
cannot be assigned to the team with whom they had been practicing even if a request
for transfer has been submitted (see below).
Parents are not to telephone Player Placement Directors. Players are assigned to
teams based calendar year of birth. All players are assigned to teams by the
Association.
ORIGINAL ASSIGNEMENT OF PLAYERS
Players who did not play in the previous fall season (and others see below) will be
placed the Player Assignment Pool. These players are to be assigned to teams on a
geographical (neighborhood) basis. Every effort consistent with the age of the players
will be made to assign all the players from each neighborhood to the same team subject
to the number of opening on these teams. Neighborhoods will be defined by public
elementary school attendance area and adjacent public elementary school attendance
area. The location of the neighborhood may be based on the coach's neighborhood

and/or the players' neighborhood depending on the location of the team. However the
following principles apply to assignment:
1. Sisters of the proper age will be assigned to the same team.
2. Players are assigned to teams by calendar year ages.
3. Player’s assignment to spring team does not have any application to assignment to
the following fall’s Roster. However, for new teams formed for spring in the
Dribblers, Trappers and Shooters Age Groups the best effort will be made consist
with the geographical principles to keep the players on same team.
4. Players that did not play in the following pervious fall and sign up to play in the
spring and/or the fall season will be placed in the player pool for placement on a fall
team (see below).
5. Players will not be permitted to play up in older age groups except the coach's
second daughter (see below).
6. Player(s) and/or parent(s) and/or Coaches cannot request to be assigned/moved a
specific team.
7. Coaches are not permitted to recruit players for their team, and are not to recruit
assistant coaches for the purpose of having the assistant's daughter(s) assigned to
their team.
In the event that there are not enough players to form a complete neighborhood team or
there are more players available than can be placed on one team, these players will be
assigned to the next closest neighborhood team or players from a nearby neighborhood
will be assigned to the first neighborhood to complete the team.
All players must be registered with player placement and placed in the player pool
before that player may be placed on any team. Only Player Placement may assign a
player to a team. A coach may not select, pick or assign a player to his/her team.
In the event that two or more coaches live in the same neighborhood new players will
be assigned to the teams based on location within the neighborhood (to the best of our
ability subject to openings on the teams and players location within the neighborhood).
Player placement for our Spring Fun League programs will be separate from our player
placement for our fall program. The fact that a player is or is not on a spring team will
not be a factor in determining placement of that player for the following fall season.
Players who were not registered (but played on spring teams) will not be assigned to
teams until they are registered and not necessarily to the same team that they were on
in the spring. (New spring Dribblers, Trappers and Shooters teams see above).
Players will not be permitted to play up in older age groups except the head coach's
second daughter(s) (and the assistant coach if he/she was the assistant coach in the
previous fall season). These players may play up one year if that will include them in the
next highest age group.
ASSIGNMENT OF PLAYERS AFTER ORGINAL PLACEMENT
Players will remain on the team to which they were assigned the previous fall season
except players who:

1 have requested to be assigned to a new team,
2 are not in the same age group in which the team will play in the next fall (Strikers,
Kickers, Minors),
3 do not have Coach, or assistant Coach or a Volunteer willing to coach the team for
the next fall,
4 did not play in the previous fall season,
5. do not get registered by the Preliminary Registration date of May 31.
In each of these cases (as outlined above), the player will be placed in the Player Pool
for assignment based on the Original Assignment Rules of the Association.
Also, Players in the previous fall season who were assigned to teams making that team
in excess of the age group balance and players assigned to team after the roster has
been handed out for the fall season can be removed from the team in the following fall
season and returned to the Player Pool if the team to which they were assigned is not
balanced by age. As outlined above it is the policy of the Association to balance the
teams by age (Strikers, Kickers and Minors). However, players will be assigned to
teams and possibly affect this balance if the players(s) would otherwise have to be
assigned to teams located substantially out of their neighborhood so that the team can
participate.
TEAM SIZE
Dribblers, Trappers, Shooters and Passers may be assigned up to 12 players. Wings
may be assigned up to 16 players. Strikers may be assigned up to 18 players. Kickers
may be assigned up to 20 players. Minors may be assigned up to 22 players. The
Board of Directors of Girls Southeast Cincinnati Soccer Association, Inc. may approve
higher limits in any age group. Player placement will attempt to place all registered
players on teams, which may require coaches to take the full number of players
permitted under this rule. Therefore, coaches should purchase enough uniforms at the
beginning of the season to accommodate the maximum number of players allowed in
his/her divisions.
GENERAL PRINCIPLES
Each coach should contact all players assigned to his/her team within thirty (30) days
after the original rosters are distributed (approximately end of June / early July coaches'
meeting). After contacting all players on the original roster and within thirty (30) days
after the meeting, each coach must advise the Player Placement Coordinator of the
results of his/her contact and the names of players who are not going to play in the fall
season.
Player Placement may combine teams prior to the fall season if there are not enough
players available to fill team rosters. The coach of the combined teams will be the Head
coach who has continuously coached in GSE. The coach of the other combined team
will be the first assistant rostered coach. Every effort will be made in the following
season to give the first assistant rostered coach a team for which he/she will be the
head coach.

As noted above, no more than three players from any US Youth Soccer Team(s) in
the immediate previous will be assigned to any one team. However, it is the
responsibility of the Coach of the team to ask all players on his/her team and determine
the number of competitive players assigned. If the coach determines that were more
than three this fact must be reported to the Player Placement Director. Sufficient
number of players will be re-assigned to bring the team to the three player level. Failure
to report these players will result in forfeiture of all games that more than three players
from the previous spring participated.
If coaches are contacted by parents who asked if they can play on their team, the coach
is to refer the parents to the Association (WWW.GSESOCCER.ORG) for registration of
their daughter and team placement. Coaches are not to tell parent(s) that is “OK with
them” if they are assigned to their team or tell the parents that have openings on their
rosters. Any player who has been assigned to a team and then practice with another
team cannot be assigned to the team with whom they had been practicing.
Coaches who have coached different teams in different and/or the same age group
cannot combine their teams. Coaches can elect to coach together and may choose one
of the two teams. The remaining players on the other team will be returned to the
Player Pool and reassigned to teams based on neighborhood (coaches' daughters will
be moved from one team to another).
No registration of new players shall be permitted after the end of August. The League
Commissioner may grant an exception to late registration if the team is substantially
below roster strength.
REQUESTS FOR REASSIGHMENT
Requests for movement by players already assigned to teams will be considered only
when the player has a conflict with the coach and/or other player(s) on the team. If
such a conflict exists the request for movement must be made in writing by the parents.
Verbal requests (telephone calls) cannot be considered. All written requests are to be
signed by parents and/or player and must be sent to the League Commissioner for
consideration by the Player Movement Committee. Any such request for Transfer
should be made no later than three weeks prior to the first game of the season. Even
though the request meets the requirements of Girls Southeast Cincinnati Soccer
Association, it may be refused by the Player Movement Committee if such movement
would affect the player’s current team's roster strength and the ability of the other
players on the team being able to participate or if the request was for a specific team.
If approved, players will be transferred to the team that is located within reasonable
distance of the player’s original team that has the most need (lowest number of players
on the roster). The player and/or parents CANNOT request to be moved to a specific
team. If approved the coach of the new team will contact the player. Players who have
requested a transfer cannot practice with any team expect the one to who they are
assigned.

1COMPETITIVE TEAM PROGRAMS
Both Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati
Soccer Association, Inc. offer a competitive soccer opportunity for boys and girls in their
programs with Cincinnati United Southeast Soccer Club. The purpose of the
competitive team program is to provide the opportunity for as many boys/girls as
possible to compete in a higher level of soccer so that they can enhance their soccer
ability.

In case an official referee fails to appear, a referee should be appointed by written
agreement of both teams. The substitute referee is entitled to the referee fee from
both teams.
Each coach will pay the referee/referees before the start of the game. Each team
pays half the fee.
If the game is suspended due to weather before the first half is completed, the
coaches will be reimbursed or the Association will pay the referee fee for the re-play
of the game. If coaches are to be reimbursed, he/she must submit to the
Association a written request that includes the details of the rain out - replay.
When teams do not show up for a game, referees will be paid by the Association
provided that the referees show up for the game and the game was not canceled on
the HOTLINE or by the referee assignor prior to game time.
Any case of misconduct on the field of play by players or coaches shall be
reported within 24 hours after the game by the referee to the Director of Referees,
stating all the particulars of the misconduct.
A player or coach assaulting any player, coach, or referee will be suspended for
the period of time determined by Girls South East Cincinnati Soccer Association,
Inc. or Southeast Cincinnati Soccer Association, Inc.
Any player being reported must be informed by the referee at the time of the
infraction.
The official referee shall be the sole judge on the field of play, and the referee's
decision shall be final. Any complaint about any referee shall be directed in writing
to the Director of Referees.
The referee can stop and suspend the game for infringement of the rules, for
example: severe weather, interference by spectators, players and/or coaches. Any
suspended games are to be reported to the Director of Referees. A referee cannot
forfeit a game, only suspend a game whenever the he/she deems such stoppage
necessary.
REFEREE RESPONSIBILITIES
Referees should be at the field at least 15 minutes before game time. During inclement
weather, the referees are responsible for checking the Field Status HOTLINE
immediately prior to leaving for the game field to determine if the game has been
canceled or moved. If the game is canceled on the HOTLINE, no referee payment will
be made. See the Field Status HOTLINE section of the Rules Guide for complete

Each referee should have the following equipment:
(1) Stop watch or wrist watch with second hand;
(2) Whistle (a backup whistle is recommended);
(3) Paper/pencil, Yellow warning - Red ejection cards;
(5) Coin for flips.
(6) Referee shirt with patch, black shorts, black socks.
Prior to the start of the game, the referees should check the equipment and the player's
passes, get the game ball and score slip from the home team, and conduct the coin flip
to choose the end of the field and kickoffs.
Both referees are to keep time; one referee is to be the official timekeeper and the
second referee maintains a backup clock. The referee keeping the backup time should
discuss with the other referee any differences that occur. It is extremely important that
accurate time be kept. Both referees should record in writing all goals and the time they
are scored.
Each referee is responsible for providing coverage for approximately 3/4 of the field.
Each referee is to cover from the end line on his/her right hand side (as he/she faces
the field) to the penalty area on his/her left hand side. When play is moving to the
referee's right (as he/she faces the field), that referee becomes the lead referee. The
lead referee always advances to the right and is to stay ahead of play and cover the
field up to and including the end line. The other referee (moving to his/her left) now
becomes the trail referee and is to cover the field up to and including the penalty box.
The trail referee follows the play of the team up the field. The position of lead or trail
referee switches based on the direction that the ball is moving (e.g. during play, kickoffs,
or free kicks).
The following are the correct positions that the lead/trail referee should occupy:
1.Lead referee always advances to the right and stays ahead of the play!
2.Trail referee follows the play, watching for all fouls. Either referee may call any foul
from any position on the field.
3.On kickoffs, lead referee stands on sideline at head of the circle and watches for
encroachment by defense. Trail referee stands on opposite sideline at the mid-line
and watches for encroachment by offense.
4.On corner kicks, trail referee advances to corner of penalty area, watches for
pushing, etc. Lead referee stands on end line on own side of field and watches play
of the ball and for offside. Trail referee is to be prepared for breakaway attack by
defending team--referee must stay ahead of the play!
5.On goal kicks, lead referee is near mid-line; trail referee is at corner of penalty area
to be sure ball clears the area before being kicked.
Yellow Card
When a yellow card is given (shown) to a player, coach, or spectator, it means the

individual has violated a rule of conduct, law of soccer or has distracted the referee from
calling the best game possible. A yellow card is a means of keeping control of the
game and notifies the offender that continuation of infraction or another infraction will
result in ejection from the game. In the case of a coach or spectator, ejection from the
field will result. This warning does not carry over beyond the end of the game in which it
is issued.
Red Card
A red card ejection can occur because of violent or abusive action or language or for
committing a second warning violation in the same game. An ejected player must leave
the game immediately, but may remain quietly on the sidelines. An ejected coach,
spectator, or unruly player must immediately leave the vicinity of the field. The game
will be suspended by the referee if this does not occur. An ejected player will be
automatically suspended for at least one additional game. An ejected coach will be
suspended automatically for one game and will be subject to a hearing by the conduct
committee.
GAME PROTESTS
Notification of any protest about a violation of the Laws of Soccer must be made on the
field in a courteous manner by the coach to the referee at the completion of the game.
A formal protest must then be made in writing within 24 hours of the game to the
Director of Referees. The formal protest must be accompanied by a fifty dollar ($50.00)
fee, refundable only if protest is honored. All protests must be based on misapplication
of a rule of soccer by the referee and not a referee's judgment. A formal protest cannot
be withdrawn. If the protest is upheld, the game will be ordered replayed only if the misapplication of the Laws of Soccer affected the outcome of the game.
Boys Post Season Tournament
Southeast Cincinnati Soccer Association, Inc.
The following will apply for determination of league winners and second place teams.
Each team will receive 3 points for a win, 1 point for a tie and 0 points for a loss.
If at the end of league play three or more teams are tied for first by points, then the first
tie breaker is the number of wins, second is head to head competition. If after applying
these criteria, a tie still exists, a play off game will be held. The Tournament Chairman
will hold drawings to determine the teams that receives the bye.
If at the end of league play two teams are tied for first by points, then the first tie breaker
is the number of wins, second is head to head competition, and third is head to head
competition with the team with the next best record. (Your results against this team the
first game that you played against them.) If teams are still tied after this criteria, then a
play off will be scheduled.
If at the end of league play two teams are tied for second play by points, then the first tie

breaker is the number of wins, second is head to head competition, and third is head to
head competition with the fist place team. (Your results against this team the first game
that you played against them.) If the teams are still tied after this criteria, a play off will
be scheduled.
If a play off or tournament game is tied at the end of regulation play, two overtime
periods are to be played as noted below. Each team will select the players to begin the
overtime play. A representative from each team will meet in the middle of the field with
the referees. They will have a coin toss to choose to kick off or defend a particular goal.
NOTE: All the laws of soccer will apply to the overtime periods including the use of the
goalkeeper.
Both overtime periods will be played to conclusion. The team that scores the most
goals during both overtime periods will win the game.
Overtime Periods for Tournament Play
Shooters, Passers
2, 5 minute halves
Flyers, Wings, Strikers, Kickers, Minors
2, 10 minute halves
For Tournament play and play off games a mandatory clear the bench substitution will
be required at the end of the first overtime period in Shooters through Strikers. Kicker
and Minors will have free substitution during the two overtime period; but players must
play 25% of the overtime periods.
If the game is still tied after the overtime periods the game will be determined by penalty
kicks.
1.The referee shall choose the goal at which all of the kicks will be taken. (For 6v6
penalty kicks will be taken from a eight yard spot)
2.The referee shall toss a coin, the team who wins the toss shall take the first kick.
3.Both teams shall take five (5) kicks.
4.The kicks will be taken alternately.
5.If, before both teams have taken five kicks, one has scored more goals than the
other team could, even if all were to complete its five (5) kicks, the taking of kicks
shall cease.
6.If, after both teams have taken five kicks, both have scored the same number of
goals or have not scored any goals, the taking of kicks shall continue, in the same
order, until such time as both have taken an equal number of kicks and one has
scored a goal more than the other.
7.Teams must use the players on the field at the end of the overtime period before
using any players from the sidelines. All players on a team are to have a turn at the
penalty kick before any player takes a second kick.
8.You may use any of the players as your goalkeeper.
For tournament play, all teams must show up at the game field unless they have notified
by the Tournament Director that the field(s) are closed or the games are canceled on
the HOTLINE. During tournament play, field(s) may be closed early and then opened

later during the day. Therefore, during tournament play, teams must show up at the
field even if the field has been closed earlier that day. All tournament games are called
off by the Tournament Director using direct contact or the HOTLINE.
Notification of any protest must be made on the field in a courteous manner by the
coach to the referee at the completion of the game. A formal protest must be made in
writing within 4 hours of the game to the Director of Referees and must be accompanied
by a fifty dollar ($50.00) fee, refundable only if protest is honored.
CUP Tournament Rules
Girls Southeast Cincinnati Soccer Association, Inc.
The following will apply for determination of league winners and second place teams
and all other positions. Each team will receive 3 points for a win, 1 point for a tie and 0
points for a loss. Dribblers and Trappers do not participate in CUP play.
If at the end of the season two or more teams are tied for the championship or entry into
the SEGO Cup by points, a single play-off game between tied teams may be held to
decide the champion. The Tournament Chairman will hold drawings to determine the
team that receives the bye if more than two teams are tied. Play-offs are not held for
any other cup.
Cup Tournament Scheduling: The scheduling of all games and selection of playing
fields will be handled by the Tournament Committee.
The following tournaments will be held: SEGO cup, Founders Cup, Presidents Cup,
Directors Cup, Coaches Cup, Sponsors Cup, Parents Cup and Volunteers Cup. The
SEGO (South East Girls Ohio) is named in honor of the current and past players in our
program. The Founders Cup is named in honor of the Founders of our organization.
The President, Directors, and Coaches Cup, Sponsors Cup, Parents and Volunteer Cup
is named in honor of the past and present Presidents, Directors, Coaches, Sponsors,
Parents and Volunteers in our organization.
The SEGO Cup is composed of the first and second place teams in each league, and is
to be held for each age group (except Dribblers and Trappers).
The Founders, President, Directors, Coaches, Sponsors, Parents or Volunteers Cups
will be held for each age group in these divisions depending upon the number of teams
in each Age Group. Teams will be assigned to each Cup division based on league
standing.
In the event that teams have equal league standing, the will be assigned to one of the
Cups based on the following:
(1) How teams did against each other (if they played each other);
(2) Number of wins

(3) Number of goals allowed
(4) How teams did against league winner;
(5) Number of goals scored;
(6) Coin flip.
Cup tournaments will be divided as many different levels as we have teams in each age
group. No cup tournament will operate with less than four teams unless approved by
the Board of Directors.
If a play off or tournament game is tied at the end of regulation play, two overtime
periods* are to be played as noted below.
During the overtime periods of the tied post season tournament games, each team may
play one player in the goalkeeper's position and that player may kick or block the ball,
but his/her hands cannot be used.
Both of the overtime periods will be played to conclusion no matter who scores first.
The team that scores the most goals during both overtime periods will win the game.
If a penalty kick is awarded, the defending team's goalkeeper may use hands against
the penalty kick and continue to use hands as a normal goalkeeper would until the ball
leaves the penalty area. After the ball leaves the penalty area, the player that was
assigned the goalkeeper's position can no longer use hands when the ball returns to the
penalty box.
Overtime Periods for Tournament Play*
Shooters, Passers
Flyers, Wings, Strikers, Kickers, Minors
2, 5 minute halves
2, 10 minute halves
If the game is still tied after the overtime periods, the following shoot out rule will apply
in order to determine winner.
Toss coin to determine which team shoots first in shootout.
Each team selects three (3) players per round as shooters. If multiple rounds are
needed, every rostered, eligible player must be a shooter before any player on that
team may take a second turn.
Shooters will alternate from each team. Shooter start at 22 yard line (top of penalty arc
four (4) yards beyond the penalty area) [6v6 and 8v8 will spot the ball 16 yards from the
goal]. Goalie starts anywhere in the goalie box and may move when the whistle blows.
Referee blows whistle to start and end play. Shooter has ten seconds to score, or
goalie controls the ball. If ball is controlled by goalie or goes out of bounds, the turn is
over. Rebounded ball off goalie or goalpost may be replayed within the time limit. A

shot underway when time expires may score, but may not be replayed by the shooter.
All other players from both teams shall wait at mid-field line. If the goalkeeper or
shooter fouls, the following applies:
a. If shooter fouls the goalie, no goal is scored that turn, and goalie's team gets one
extra turn in that round.
b. If the goalie fouls the shooter, shooter's team gets one extra turn in that round. If
fouled shooter does not score on the shot being taken during the foul, the shooters
turn will be retaken as well. Retaken shots will be taken by the same shooter.
Team scoring most goals in a round wins the game. If both teams score the same
number of goals, an additional round(s) is taken until a winner is determined.
For tournament play, all teams must show up at the game field unless they have notified
by the Tournament Director that the field(s) are closed or the games are canceled on
the HOTLINE. During tournament play, field(s) may be closed early and then opened
later during the day. Therefore, during tournament play, teams must show up at the
field even if the field has been closed earlier that day. All tournament games are called
off by the Tournament Director using direct contact or the HOTLINE.
Notification of any protest must be made on the field in a courteous manner by the
coach to the referee at the completion of the game.
A formal protest must be made in writing within 24 hours of the game to the Director of
Referees and must be accompanied by a fifty dollar ($50.00) fee, refundable only if
protest is honored.
SCHEDULING
The Inclement Weather section (next section below) should be reviewed in conjunction
with the Scheduling section. Especially the suspended games paragraph. Games can
only be scheduled or re-scheduled by the Director of Scheduling or the Board of
Directors.
All games shall start on time. If one or both teams fail to arrive on time the game will be
declared suspended after a 10 minute delay and the circumstances will be reported to
the Officials Committee.
Games that are suspended by the referee for cause (not weather related) are subject to
forfeit.
The Board of Directors of the SCSA/Girls Southeast can change scheduled game(s)
times and game fields if circumstances require.
If during a game inclement weather develops and a game must be suspended, if the
first half has been completed, the game will be considered completed at it's point of

suspension. If the first half has not been completed the game will be replayed entirely.
In the event of inclement weather, coaches/players must show up at the field for the
game as scheduled except when:
1. The Association has closed the field(s) via the HOTLINE;
2. For tournament play, all teams must show up at the field unless they have been
notified by the Tournament Director that their game has been canceled or a
cancellation has been put on the HOTLINE.
If the field is closed by the referees (or vote by coaches and referees), the coaches
cascade notification system is to be used to inform coaches of later games that the field
is closed and they do not have to show up.
Coaches may not cancel games in advance, even by mutual consent of both teams, for
inclement weather or for any other reason. Games canceled by mutual consent of
coaches are subject to double forfeit.
No game may be re-scheduled except with permission of the Scheduling Director or
Board of Directors. It is the policy of the Associations to provide as much lead time as
possible in scheduling make up games. However, if necessary, late in the season,
make-up games will be scheduled to complete the league schedule on time.
INCLEMENT WEATHER
The Scheduling section (above) should be reviewed in conjunction with the Inclement
Weather Section.
The Southeast Cincinnati Soccer Council, Inc. has the responsibility of closing field prior
to the start of play each game day or can elect to close field(s) after play has started. If
the fields are closed a notice will be put on the Field Status HOTLINE (see following
Hotline Section).
In the event of prolonged inclement weather for a substantial time prior to game day, the
Southeast Cincinnati Soccer Council may close all fields prior to game time if the
conditions and standards outlined under rain would obviously apply at game time. This
information will be put on the HOTLINE (see Field Status Hotline Section).
The Southeast Cincinnati Soccer Council, Inc. use the principles listed below under
"Rain" when determining to close the fields. If the field(s) are going to be closed, they
should be closed just before game time. The Anderson Park District using the same
principles will close the fields under their control. The Anderson Park District decision
will be communicated via the HOTLINE.
In the event that inclement weather conditions develop just before the start or during the
game, the referees are to suspend the game based on conditions and standards

covered under Rain and/or Lightning below.
Coaches are to apply the same standards and conditions before and during their
practice sessions. Practice sessions are to be suspended as outlined under Rain and
Lightning below. During times of bad weather, the Southeast Cincinnati Soccer Council
may, via the HOTLINE, close fields for practice use.
Rain
Games will not be started or, if in progress, they are to be suspended if any one of the
following conditions exists:
1. Heavy rainfall that affect visibility or play of the game by the players.
2. Wet fields (either during or after rainfall) which, if the game is started or continued,
would result in physical damage to the field. The type of field--all grass in good
condition, grass field with dirt ball diamonds in the field of play, or grass with bare
spots--should be taken into consideration in the closing of the field.
3. Playing upon the field could be dangerous to the players and possibly result in
injury.
4. Continuous rain during games played in cold weather which could be a health
hazard for the players.
Games could be started or continued in light rainfall during the warmer weather if the
field is safe for play and no damage will result to the field by playing the game.
Lightning and Thunder
1. Games are to be suspended immediately when lightning or thunder is sighted or
heard by the referee. Players and referees are to take cover in automobiles or next
to buildings (cover should never be taken under trees). Players and referees are to
remain at the field under cover to determine if lightning will cease. If it is an
electrical storm (lightning only) and the weather conditions outlined above under
rain do not apply, the game is to be restarted after the electrical storm leaves the
area.
2. Teams are not to re-take the field until no lightning or thunder has been observed
for 30 minutes.
3. If the delay is extremely long (e.g., the time for the next game arrives), depending
on the amount of time to be played, the game can be suspended and the next
game started after the lightning or thunder has cleared (30 minutes no lightning or
thunder) or the first game can be completed. In reaching these decisions, try to
keep the game within 45 minutes of the normal schedule.
4. The field should be closed and all games suspended for lightning or thunder for the
remainder of the day only if it appears that the lightning storm will continue for a
major portion of the day.
Suspended Games
In the event that inclement weather develops just before or during a game, the referees
and two head coaches can make the decision to suspend the game. In this situation,

any two of the combination of two coaches or both referees can suspend the game. In
reaching this decision, the policies covered in the Inclement Weather Section are to be
applied. In order to utilize this process, the players from both teams must be at the field
and available to play. Coaches should insure that all parents are aware of these
requirements.
Coaches may not cancel games in advance, even by mutual consent of both teams, for
inclement weather or for any other reason. Games canceled by mutual consent of
coaches are subject to double forfeit. Both coaches and all of their players must be at
the field in order to utilize this option.
In the event of inclement weather where a game must be suspended, if the first half has
been completed, the game will be considered completed at it's point of suspension. If
the first half has not been completed the game will be replayed entirely.
FIELD STATUS HOTLINE PROCEDURE
Both Anderson Park District and the Southeast Cincinnati Soccer Council, Inc. have
established telephone call in numbers (FIELD STATUS HOTLINES) to report on field
status. Each different HOTLINE provides different information.
The Anderson Park District HOTLINE reports the field status on the fields that they
control. These are the fields at Kellogg, Forest, Clearcreek, Riverside, and Juilfs Parks,
and the fields Beechacres. This HOTLINE will report if the fields are open or closed for
games, scrimmage, and practice use, or they may give a preliminary report on expected
field status.
The weekend report from the Anderson Park District HOTLINE is at 7:30 am with an
update on Saturday and Sunday at 11:00 am. The weekday report is at 11:00 am with
an update at 3:00 pm. Based on deteriorating weather conditions, updates may be put
on the HOTLINE later in the day if field conditions change. For example, if rain
develops, the HOTLINE may close the field at 2:45 pm. Therefore, during inclement
weather, you need to continue to monitor the HOTLINE before you leave for your game.
The Anderson Park District HOTLINE may close a field at the 7:30 am report and if the
weather and/or field conditions improve, they can open the field in their update report.
Once a field is closed in their last scheduled report, the field is closed for the remainder
of the day. However, as described above, an open field can be closed at any time.
Therefore, during inclement weather, if you have a game, scrimmage or practice
scheduled at an Anderson Park District field, before your game, you must use the
HOTLINE number to determine if the field is open or closed.
The Southeast Cincinnati Soccer Council HOTLINE can not only report on field status of
all fields (open or closed), but can cancel or move games scheduled on any field. The
Southeast Cincinnati Soccer Council HOTLINE takes priority over the Anderson Park
District HOTLINE for cancellation of games. For example, games can be canceled on

the Southeast Cincinnati Soccer Council HOTLINE and the Anderson Park District
HOTLINE may report the field as open. Also the Southeast Cincinnati Soccer Council
HOTLINE can also re-schedule and move games to other fields that may be playable.
The Southeast Cincinnati Soccer Council HOTLINE will never open a field that is
reported as closed on the Anderson Park District HOTLINE (but may transfer games as
described above).
When weather is inclement or appears to be inclement, you are to call and monitor both
HOTLINES on game and practice days prior to your scheduled times so that you can
receive this information.
Understand, that changes may be made on the Southeast Cincinnati Soccer Council
HOTLINE at any time during the day, so during inclement weather, you need to
continue to monitor the HOTLINE prior to your game.
IT IS YOUR RESPONSIBILITY TO CALL BOTH HOTLINE NUMBERS PRIOR TO
GAMES OR PRACTICES. NO ONE WILL CONTACT YOU - YOU MUST CONTACT
THE HOTLINE NUMBER FOR STATUS OF GAME OR PRACTICE FIELDS.
Once games are canceled, referees will receive the same information on the
HOTLINES and will know not to show up for the game. Therefore, if the game is
canceled or a field is closed on the HOTLINE, you are not responsible to notify the
referees or pay their fee. The HOTLINES are official notice based on the rules outlined
above. Remember, while the Anderson Park District HOTLINE officially closes fields,
games can be moved on the Southeast Cincinnati Soccer Council HOTLINE, so
remember to listen to both HOTLINES.

Remember, the information that you need is on both HOTLINE numbers, but it is your
responsibility to call both HOTLINES for the information and act upon it.
The HOTLINE numbers are for the use of Coaches, Assistant Coaches, Team
Managers, Referee Coordinators, Referee Assigners, Referees and Club Officials.
The HOTLINES do not replace the requirement that games should be stopped or
canceled if weather conditions or lightning develops during play of the game. When
continued play is dangerous to players or will damage the field, the games are to be

stopped.
If lightning develops, all games are to be immediately suspended and players, coaches
and fans should seek immediate shelter.
FIELD USE
We are guests on all soccer fields used by the member programs of the Southeast
Cincinnati Council, Inc. The owners of the field have requested that we follow
standards which they have established for our continued use of these fields. Therefore,
we request that all parents and coaches follow the rules established for field use. The
referees may and should suspend play of games to insure that these conditions are
met.
1.Do not drive and or park on the grass at any soccer field.
2.Do not block or illegally park on the sides of roads leading to any soccer field.
3.Noise makers (whistles, air horns, bells, etc) are not permitted on any soccer field
that we use. Referees are instructed to stop games if any such device is used and
insure that it is removed from the soccer field.
4.Alcoholic beverages are not permitted at any field.
5. Teams are to pick up and remove all trash and litter after their game. Please
comply with all request made by field owners or their representative.
