Union of European Federalists The Union of European Federalists (UEF) is a nongovernmental and supranational organisation dedicated to the promotion of a democratic and federal Europe. It consists of 20 constituent organisations and it has been active at the European, national and local levels for more than 50 years. It was founded shortly after World War II with the belief that only a European Federation, based on the idea of unity in diversity, could overcome the division of the European continent that had caused the suffering and destruction of the two World Wars. Federalists believed that only a common effort of European citizens working towards this goal could create a peaceful and democratic Europe guaranteeing freedom and the protection of human rights. The aim of the Union of European Federalists is therefore to bring together citizens who desire to work for the federal unity of Europe, to act as a catalyst of democratic forces in Europe and to stimulate public debate on the political content of the 'European project'. Members of our organisation come from all over Europe and are of all age groups and backgrounds. They all share a common concern about the future of Europe and of the European Union. Not being affiliated to any political party, UEF is an autonomous political movement. It cooperates with and seeks to influence European, national and local institutions, parties and associations. Its supporters are decision makers from a wide political spectrum, which allows the UEF to influence daily politics of the European Union more effectively. UEF cooperates with the Young European Federalists (JEF), the European Movement, the World Federalist Movement and other pro-European organisations, which share similar concern about the future of Europe. Political lobbying at all levels and grass-root activities aiming to raise public awareness are thus the cornerstones of our work for a more democratic Europe. Union of European Federalists in Serbia Section of the UEF in Serbia was established in May 2009, following the Founding Assembly where gathered founders elected temporary institutions to run the organization until the First Congress of the UEF in Serbia, scheduled for October 2009. UEF in Serbia gathers citizens who wish to contribute to the promotion of European and democratic values in Serbia, European integration with the goal of obtaining a full-time membership of Serbia in the European Union, as well as encouraging public debate on the political content of the European Union and the creation of the European Federation. Basic documents The most important governing document of the UEF in Serbia is its Statute, which regulates the role, scope, goals, objectives and functioning of the organization and its bodies. Additionally, the Charter, binding to all the members of the UEF in Serbia, outlines the core values organization stands for. Union of European Federalists Stanislava Sremcevica 8/17, Belgrade, Serbia +381 60 30 42 231 [email protected] www.uef.rs 1 Institutional structure of the UEF in Serbia The main bodies of the UEF in Serbia are: the Congress, the Executive Bureau, the President, the Secretary General and the Supervisory Board. The Congress is the highest body of the UEF in Serbia, composed of all members of the organization. It is convened regularly once in two years. This body has the most important powers in the organization, such as to elect other organization’s bodies, and the power to change the Statute. The Executive Bureau, together with the President, is the main executive branch of the organization. It ensures the fulfilment of the goals of the UEF. The Executive Bureau is composed of five members, elected by the Congress. The President, the Deputy President and the Secretary General are members of the Executive Bureau at whose meetings they participate in this capacity. The President represents the organization in all legal matters, provides guidance and coordination of its work. President of the UEF in Serbia presides the sessions of the Executive Bureau and coordinates the work of the body. The Secretary General of the UEF in Serbia coordinates the work of the secretariat, prepares the meetings of other bodies of the organization, and is responsible for all internal and external communication. The Supervisory Board supervises the financial matters of the organization, and if needed, reports the Executive Bureau on noted irregularities. It is consisted of three members, who have a duty of submitting a report to each session of the Congress. These organizational units help the Executive Bureau to effectively implement the goals of the organization. European Policy Centre Advocacy Centre Executive Bureau Publishing Centre Information & Communication Unit The European Policy Centre (CEP) in an independent think-tank seeking to develop practical, effective and evidence based European policy solutions to the problems facing Serbia, the region and Europe. The Advocacy Centre promotes the need and the benefits of the unification of Europe on the federalist principles, as well as the association of Serbia to the European Union, by organizing public events – meetings, conferences, seminars, lectures, round tables, panels. The Publishing Centre publishes books and other publications on the Serbian European integration process, as well as the federal future of Europe. The Information and Communication Unit takes care of all internal and external communication of the UEF in Serbia.
