The purpose of this Mandamus, in this court of record, is to remind our servants that We
the People vested them with certain powers; and, when servants abuse that power by
creating unconstitutional agencies to spy on the People and imprison them for being a
threat to unrestrained illegal activities of seditious servants, those seditious servants and
those who aid and abet them are guilty of conspiracy to subvert the Constitution; and,

Homeland Security’s training for local law enforcement offers the following
characteristics as a few of the hundreds of identifiers of a person who is a potential
domestic terrorist:

The FBI, federal intelligence agencies, military, state and local police, private
companies, firemen and emergency medical technicians are gathering incredible
amounts of personal information about ordinary Americans with no oversight;
accumulating massive files that can be widely shared through new unconstitutional

institutions like Joint Terrorism Task Forces, fusion centers4, and public-private
partnerships.
Five Departments of the unconstitutional Department of Home Land Security (DHS)
components have intelligence missions, including the U.S. Citizenship and Immigration
Services, U.S. Coast Guard, U.S. Customs and Border Protection (CBP), U.S.
Immigration and Customs Enforcement (ICE) and the Transportation Security
Administration (TSA).
The DHS Office of Intelligence and Analysis (OIA) manages the intelligence activities
of these components, provides analysis, and represents DHS as a member of the federal
Intelligence Community. At least one other DHS component, the Federal Protective
Service, has spied on peaceful protesters and produced and disseminated intelligence
reports despite the fact it has no authorized intelligence mission.
National Security Agency (NSA) has built the country’s biggest spy center located at
Utah National Guard Camp Williams in Bluffdale, Utah housing a 1.5 billion-dollar one
million square-foot massive twenty65

intrusive intelligence agency ever,
examining and processing all forms of
communications, including the complete

calls, tweets, and internet searches, as well as all types of personal data trails - parking

William Edward Binney, a former highly placed intelligence official with NSA, after
more than 30 years with the agency, turned whistleblower, resigning on October 31,
2001, shortly after the agency launched its warrantless wiretapping program stating:
“They violated the Constitution setting it up; but, they didn’t care. They were going to
do it anyway; and, they were going to crucify anyone who stood in the way. When they
started violating the Constitution, I couldn’t stay… the warrantless surveillance
program, codename Stellar Wind, was far larger than has been publicly disclosed; and,
included not just eavesdropping on domestic phone calls; but, the inspection of domestic

We have received thousands of reports from across the Nation of abuse perpetrated by
judges ignoring the facts and the law; and, incarcerating People without due process;
and, by federal agents trumping up charges, usually by labeling People as “sovereign
citizens”. In contemporary vernacular, the term sovereign citizen has its roots in a shootout, following a routine traffic stop in Arkansas, which turned into a violent
confrontation between police and a father-son pair of so-called “sovereign citizens”.
According to the corporate-controlled media, this event, which occurred on July 1,
2010, “brought attention to a so-called ‘secretive and dangerous subculture’ who
believes American laws don’t apply to them.” In short, if you do not like some aspect of
government, you are now one of the new domestic terrorists; and, should be subject to
governmental control outside the bounds of Constitutional protections.
The strategy is simple: if one criticizes the government in any form, they can be labeled
a sovereign citizen. If the government can label one a sovereign citizen, then that citizen
has no rights; and, ostensibly, the government can do what they will with that citizen.
This is a very slippery slope; and, the government and its police agencies are fully

On January 14, 2016, New Jersey Office of Homeland Security (NJOHSP) sent an
unclassified “Intelligence Note” concerning the seized Malheur National Wildlife
Refuge (see Exhibit “A” attached) making the following fraudulent allegations:

Had the “unnamed” OHSP analysts visited the link, they would also have found a
message to Law Enforcement Agents5 explaining who NLA is and its goals. And, had
they read the front page, they would have found that NLA upholds the principles of our
founding fathers. The “unnamed” OHSP analysts, without rhyme or reason, maliciously
named NLA alongside “white supremacists” causing the reader to conclude that NLA is
a hateful and radical group, when in fact, they uphold, encourage and teach the law of
the land.

National Liberty Alliance does not support the takeover of the federal building by the
Bundys in Oregon. Where did the OHSP analysts get this information? Members of
NLA have text messages and recorded phone calls to Ammon and Ryan Bundy telling
them that they should not have taken the federal building; and, that they should leave;
NLA does support the Bundy’s position concerning the Hammonds.

CORRECTION: In 2001, the Hammonds did a routine-prescribed burn on their private
property to improve the productivity of the range for the following year, calling the
BLM Fire Dispatch for permission, which they received; the BLM was performing
prescribed burns a short distance away. The fire moved onto Hammond grazing land;
burned 127 acres of public land; which caused no concern since these burns benefit land
health and productivity; however, the BLM reprimanded the Hammonds for not getting
permission to burn on public land. The 2006 back fire was to extinguish a fire that
claimed thousands of acres, burned for days, was moving towards the Hammond ranch.
The fire break saved the land; unlike the federal agents who vindictively set fires to
ranchers’ land, cattle and at least one home, in an effort to intimidate them off the land.
FALSE ALLEGATION No. 3: “This week the sheriff of Harney County where the standoff is taking place - publicly stated that militia members
were parking outside law enforcement officers' homes and intimidating
their families.”
CORRECTION: Former Harney County Fire Marshal Chris Briels caught the FBI,
posing as militia, parked in front of homes of law enforcement officers.

FALSE ALLEGATION No. 4: “On January 5th, NLA on Facebook
requested its followers to call the US District Court of Oregon and file
fraudulent paperwork demanding the release of the two Oregon ranchers.”
CORRECTION: NLA did not request anyone to call the US District Court of Oregon;
or, to file any papers with the court. The Unified United States Common Law Grand
Jury, under its own authority, on December 31, 2015, filed a Writ of Habeas Corpus,
Order to Show Cause and Writ Certiorari on behalf of the Hammonds of which all
respondents defaulted; and, therefore, an Affidavit of Default was filed on January 8,
2016.
Considering all the resources put into gathering information, it is unconscionable that
the unconstitutional agency and its dozens of departments can get “everything” so
wrong. Considering the tsunami of information pouring into NSA, the Unified United
States Common Law Grand Jury can only conclude that they get it wrong on purpose to
chill the People suffering from their abuses that are fighting back; and, to chill those
who discover the subversion against the United States of America. It is also our
conclusion that since the CIA is not to operate on American soil, NSA was created to do
what the CIA could not; and, for all intents and purposes, NSA is an arm of the CIA,
controlled by foreign and domestic terrorists that have seized control of all three (3)
branches of our government.

Militia Standoff in Oregon
Militia members early this month illegally seized the Malheur National Wildlife Refuge—a
federal compound near Burns, Oregon, about 300 miles south of Portland—to protest the
federal government's ownership of the land. Local law enforcement has reported harassment
and damage to federal property, but the takeover so far has been largely peaceful. There are an
estimated 15-20 individuals occupying the building with an unknown number of militia members
outside providing support. A sovereign-citizen group, the National Liberty Alliance (NLA),
which has a presence in New Jersey, and some white supremacists have endorsed the takeover.

The leader of the takeover, Ammon
Bundy, claims his group—the Citizens
for Constitutional Freedom—occupied
the building to protest the recent
conviction of two Oregon ranchers
who set fire to federal land in 2001. In
2014, Bundy was involved in a similar
standoff in Nevada, largely over cattle
grazing rights.

This week, the sheriff of Harney
Ammon Bundy
County, where the standoff is taking place,
publicly stated that militia members were parking outside law enforcement officers'
homes and intimidating their families. In addition, on Monday, occupiers damaged
government property by removing a $100,000 fence to allow cattle to graze on federal
land.

On January 5, the NLA on Facebook requested from its followers to call the US District
Court of Oregon and file fraudulent paperwork demanding the release of the two Oregon
ranchers. According to Western media, while no official link exists between white
supremacists and anti-government extremists in Oregon, the leader of the Northwest
Front—a white separatist group—expressed his support for the standoff online on
January 2.
