ACCEPTED COMPRESSED VIDEO SPECIFICATIONS:
PACTV will accept the following compressed video files:
Resolution: 720 x 480, 640 x 480, 480 x 360
Framerate: 29.97, 25
Standard: NTSC, PAL
Audio: 48 KHz 16 bits, Mono or Stereo
Video Compression: MP2, MP4(.avi), H.264, WINDOWS MEDIA, DV25, AVI, QT
Audio Compression: MP3 at 80, 96 kbits (Mono), 128, 160, 192 kbits (Stereo)
Suggested format for STRINGER NEWS:
Resolution: 720 x 480
Framerate: 29.97
Compression: Video: MP4 @ 4 Mbits (.mp4), Audio: MP3 @ 128 kbits (48KHz)
Or alternate Video: MPG2 @ 5 Mbits (.mpg), Audio: MPG Audio @ 128 kbits (48 KHz)

DIGITAL DELIVERY PROCEDURE:
Producing in the field:
After material has been recorded in the field it needs to be captured to a portable PC or MAC. We recommend
to capture video as DV25. Edit your material to only include what you want to send to the PACTV POOL.
Compress the video:
Your editing or capture software will have an option for Saving Video or Exporting Video as a compressed
file format. The best format for news would be either H.264 or MP4(avi) at around 4 mbits. Alternate would
be MPG2 at 5 Mbits
Save the video so its easy to identify:
Your company – Date – Slug. Like this: PACTV 060909 CAR ACCIDENT FW605
Slate Information
Use your editing software to create a 5 second slate to place in front of your video.
Connect to PACTV FTP SERVERS. Upload the video:
After you have compressed and saved your video you will need to send the file via FTP.
You can not send a file using a web browser! Most people use CuteFTP or Filezilla FTP
Clients because it’s free software.
Login to the following FTP Server: (this info will be given to you on request)
PRIMARY FTP SVR:
FTP SERVER #1 - 4.59.53.35
Port: 21999 or 21
Username: Call PACTV MCR if you don’t know your username
Password: Call PACTV MCR if you don’t know your password
EMERGENCY FTP SVR:
In case FTP Servers #1 or #2 are not accessible please use the following backup FTP Server:
Backup FTP Server: 4.59.53.10
Port: 21999
Username: ***
Password: ***
Directory: /array1/BACKUPFTPSVR
Please drop your files in the BACKUPFTPSVR Folder.
The file upload can take a while if you are using a 3G wireless internet connection. You can upload via ATT at a
maximum speed of 800 kbits (as of present – this keeps getting better as wireless networks grow). It can take 5
to 6 minutes to upload 1 minute of video. Some 3G networks will only allow 216 to 400 kbits upload speed. You
should run a speedtest (www.speedtest.net) to confirm your upload speed or check with your network provider
for maximum upload speeds.
Note: It is possible to install a 3G router in your car with a window mount antenna (www.cellularoutlet.com).
This is a good idea because you will get a more stable connection to the wireless network and thus giving you
a better chance to maintain good upload speeds.
When done Uploading Video: Call PACTV MCR to verify that we have received your file and if you have
any special airtime instructions.

INSTALLING FILEZILLA FTP CLIENT:
Downloading Filezilla:
Go to http://www.filezilla-project.org
Click Download FileZilla Client. Install the software when done downloading.
Setup Site info in Filezilla:
Click on the Site Manager button in the top left, then click on the New Site Button. Fill in Host,
Port, Logontype, User and Password. Hit Connect.

UPLOAD FILES IN FILEZILLA:
In this example we are logged into the backup FTP Server. Your local files will be on the left and
the remote FTP server will be on the right. Navigate to your local folder containing your video
files. Drag and drop the files you would like to transfer from the left side to the right side.
