Migration Management
2
Background- Barriers to change the
current situation
 Predominance of National Reality over International
Standards; Different data needs at national and
international levels
 Incomparability of national definitions and data
collection practices
 Perceived sensitivity of migration data, power of
information and necessity for ensuring data protection
3
Background - Specific challenges
in the CIS Region
 Different levels of development in states’ institutions and
infrastructures
 Different practices of data collection in different sets of
data collected
 Building further trust among governments in the region
 Need for enhanced coordination at the national level
 Broad variation in national capacities (both financial and
expertise)
4
Background: The Role of the OSCE
 Ministerial Council Decision 5/09 on Migration
Management - The OSCE Ministerial Council encourages the OSCE
pS to continue to work on migration management by “improving the
collection of comparable data on migration, in order to facilitate
dialogue and exchange of best practices at the OSCE Level”.
 OSCE: political organization
well placed to:
 provide a regional platform for discussion, dialogue, and
exchange of best practices
 encourage migration data sharing
 secure political will amongst pS, ministries, agencies
governments and other institutions involved in data collection
5
The Role of the OSCE:
