1. Pursued goals
1.1.
Prohibition or restriction of use of ingredients in animal feed
The prohibition or restriction regarding the use of certain ingredients in animal feed is covered by
several legal texts. These include e.g., Annex III of Regulation (EC) No 767/2009 or annex IV of
Regulation (EC) No 999/2001.
The sector has experienced the need to complement these lists in order to increase the level of
security as regards animal feed by limiting or excluding the use of certain products.
1.2. Prohibition on use of specific fuels during the production of animal
feed
The feed safety may also be affected by specific processes used in the production of animal feed. For
example, upon artificial drying, it is important to understand the process and to limit any risks
associated with the use of fuels. Therefore a list of fuels has been included in this document which
must not be used in case of direct drying.
2. Application scope
This document is intended for all Companies certified for Feed Chain Alliance producing animal feed
and/or ‘by-products for reprocessing’.
Companies may not use products, specifically mentioned in this document, for the manufacturing of
animal feed.

3.3.
Fats and oils
The following list includes products from the fat & oil industry, prohibited for use by companies
participating in the Feed Chain Alliance Standard.
Note: This list has been prepared in close cooperation with GMP+
International, and is also part of the GMP+ FSA scheme.

Description & explanation
Fatty by-products from the oleo chemical industry, produced from or with
products mentioned in this negative list
Deodistillates originating from chemical refining, are by-products of the
deodorization of crude oils, having undergone a chemical refining. The
production process of this product is described in the document “The safe
feed application of deodistillates” (cf. www.fediol.eu)
Deodistillates from chemical refining, are prohibited for use in feed,
unless, one can demonstrate that contaminant levels are conform the
maximum content in place, and particularly:
- Those for dioxin and pesticide residues included in Directive
2002/32 «Undesirable Substances», and its amendments,
- and polycyclic aromatic hydrocarbons (PAHs) as specified in the
FCA Standard (cf. BT-01) and GMP+ FSA.
These deodistillates originating from chemical refining, and treated, can
only be placed on the market, provided a positive release (cf. FCA
BT-15 point 4).
Note: Treatment of these deodistillates must be included under a scope
‘Production of animal feed’.
Drainage fats
Drainage fats, once extracted from a closed system.
A potential contamination with waste water, or technical agents cannot be
excluded.

obtained during the production of biodiesel, from or containing
from the biodiesel

The following list includes fuels whose use is strictly prohibited for the direct drying of feed.

Description and explanation

Mixed urban waste, mixed industrial waste and dried sewage sludge are
waste products. These waste products may contain unintentionally high
levels of contaminants.
Wood whose service life is extended by adding biocides or which is
treated with paint, stain, creosote or Wolman salts or other similar
products.
Pet coke is a distillation residue from petroleum refining.
All forms such as PVC / plastic, PET bottles etc.
All recycled oils, without distinction in terms of composition or origin.
These include for example preserved wood and demolition wood. Also
plant materials processed with preservatives, insecticides or which have
been contaminated with oil or chemicals (e.g. sawdust).
Lubricating oil, engine oil and hydraulic oil are not intended to be used
as fuel. Not as such and not as ‘waste oil’
