Call to Order 5:32 p.m.
II. Minutes Approval: The April, 2016 Minutes were approved as submitted.
III. Financial Report: The NENC account balance at the end of April was $16,681.25. $556.22 was
spent at the Food Bank.
IV. President’s Comments: Bill Stenz informed us that the proposal to create a landlord registry in
South Bend was about to be addressed by City Council. He expressed his concern about the
expense of creating and maintaining this registry as well as possible direct solicitation of landlords.
V. Special Reports.
a. Police Report. Officer Travis Teague reported an increase in thefts and that 50% of
them were avoidable. Most involved unlocked cars. Officer Teague suggested parking
near street lights for security. The police are monitoring issues on Bissell Street where
people are gathering. There is suspected drug traffic on the 1300 block of Sorin and
Officer Teague will take a look. He told the board about the Drug Intervention Unit (DIU),
a metro unit composed of police from the county and surrounding communities. He will
supply a contact number at our next meeting.
b. Notre Dame Report. Greg Hakanen spoke about recent demolitions just north of the
Firehouse on Notre Dame Ave. He said there are no immediate plans; that the action will
reduce problems and ready the properties for future projects. He said that the home at
813 St. Peter will soon be demolished but that the home at 803 St. Peter will remain.
Several board members expressed confusion and concern about the sudden demolition
of Windmoor House. Greg said he just learned of this as well. He did not know if a
building permit exists but the information should be available through the building
department. John Butkovich pointed out that, because the structure is totally
demolished, any new construction should be subject to zoning rules. Greg also spoke
about Eddy Street Phase II which is at the conceptual stage. He shared some possible
scenarios with the board and specifics will be presented to the community when Kite is
ready to release information. Construction of the Embassy Suites Hotel remains an
active plan but the labor pool is currently absorbed by other local projects.
c. Food Pantry. Tom Bull reported that April was a normal month with 67 households
representing 252 total people served. He mentioned that the Pantry benefits from
second collections at Sacred Heart Parish. Ann Puzzello reported that 6 people

volunteered to help with the Postal Carrier Food Drive. Each volunteer hour represents
25 lbs of food made available to our pantry.
d. NNRO. Marguerite reported that information on the Neighborworks Training Institute
(Detroit, August 8 – 12), should arrive shortly. The fee is $2100 per participant and all
expenses will be covered by a grant to the NENC.
e. Kelly Park. LuElla and Beth met with Aaron Perry. A site plan will be developed for the
next phase of development. The bidding process for the pavilion will soon begin. Bricks
and pavers are still for sale. Bricks are $150 and can be inscribed with 45 characters.
Pavers are $300 and can be inscribed with 100 characters.
VI. New Business.
a. Edison School Trip To Washington DC. Patrick Kurowski, faculty member who has
accompanied students to Washington DC for ten years, attended to thank us on our
sponsored student’s behalf. The student will send us a written report.
b. NENC Annual Meeting to be held at the Robinson Center at 5:45 pm on Monday, June
13th. Nominations for board members or officers should be submitted to Marguerite in
advance.
