INVITATION TO BID
Notice is hereby given that sealed bids will be received at the City Clerk's Office, City Hall, 435
Ryman Street, Missoula, MT 59802-4297 until 2:00 p.m., Monday, October 31st, 2016 and will be
opened and publicly read in the Mayor's Conference Room, City Hall at that time. As soon thereafter
as is possible, a contract will be made for the following:
Purchase of one (1) One Ton Pickup Truck (Cab and Chassis only, Gasoline, 4WD, Regular
Cab, Dual Rear Wheels).
Bidders shall bid by City bid proposal forms, addressed to the City Clerk's Office, City of Missoula,
enclosed in separate, sealed envelopes marked plainly on the outside, “Bid for one (1) One Ton
Pickup Truck, Closing 2:00 p.m., Monday, October 31st, 2016.”
Pursuant to Section 18-1-102 Montana Code Annotated, the City is required to provide purchasing
preferences to resident Montana vendors and/or for products made in Montana equal to the
preference provided in the state of the competitor.
Each and every bid must be accompanied by cash, a certified check, bid bond, cashier’s check, bank
money order or bank draft payable to the City Treasurer, Missoula, Montana, and drawn and issued
by a national banking association located in the State of Montana or by any banking corporation
incorporated under the laws of the State of Montana for an amount which shall not be less than ten
percent (10%) of the bid, as a good faith deposit. The bid security shall identify the same firm as is
noted on the bid proposal forms.
No bid will be considered which includes Federal excise tax, since the City is exempt there from and
will furnish to the successful bidder certificates of exemption.
The City reserves the right to determine the significance of all exceptions to bid specifications.
Products or services that do not meet bid specifications must be clearly marked as an exception to the
specifications. Vendors requesting inclusion or pre-approved alternatives to any of these bid
specifications must receive written authorization from the Vehicle Maintenance Superintendent a
minimum of five (5) working days prior to the bid closing.
The City reserves the right to reject any and all bids and if all bids are rejected, to re-advertise under
the same or new specifications, or to make such an award as in the judgment of its officials best
meets the City's requirements. The City reserves the right to waive any technicality in the bidding
which is not of substantial nature.
Any objections to published specifications must be filed in written form with the City Clerk prior to bid
opening at 2:00 p.m., Monday, October 31st, 2016; Bidders may obtain further information and

GENERAL EQUIPMENT DESCRIPTION:
The following specifications are for the purchase of one (1)
one ton, regular cab, 4-wheel drive, gasoline, dual rear
wheel, cab and chassis only pickup truck.
Similar units are: Dodge 3500 standard cab, Ford F350
standard cab, and Chevrolet 3500 standard cab.
VENDOR’S SERVICE LEVEL:
This vehicle should be considered one complete "Cab and Chassis" unit
ready for immediate use upon delivery. All items that Vendor has
selected “Meets Specs” shall be provided prior to processing
documentation for payment.
MANDATORY FUNCTIONS:
This unit must meet or exceed all of the expectations of a 1 ton
4-wheel drive transport pickup.
This unit must safely transport City staff, materials, and trailers
to and from job sites as expected.
This unit must be capable of operation on steep winding Missoula
streets in a variety of weather and ambient temperatures. Operations
will be performed in hot weather above 90 degrees and extremely
cold below zero temperatures. This equipment will have to function in
steep and rolling terrain effectively without presenting safety concerns.
DATE OF MANUFACTURE:
This unit must be new or current manufacturer’s year.
Upon delivery, this unit will have basic setup and delivery mileage
only.

Repair oriented parts shall have a 24 hour shipping availability.
All required lubricants shall be available from Montana lubrication
suppliers other than OEM dealers.

All hazardous areas or operations should be clearly labeled in such
a fashion to make the operators aware of potential danger.
This vehicle must meet or exceed all applicable motor vehicle
codes and regulations: federal, state and local.
Unit must include front passenger and driver’s side air bags.
Backup cameras must be included.
TRAINING:
At no additional cost, Vendor shall agree to provide a qualified factory authorized service
representative(s) for the following training.
Basic operator orientation and operational training.
Service, Parts, and Operator’s Manuals will be supplied.

Access to all manufacturer factory training and programs online.
At no extra charge to the City of Missoula, Vehicle Maintenance
employees will be allowed to sit in on manufacturer training
available at the local dealer’s location.
Manufacturer’s diagnostic software, materials and program, including
renewal fees, will be included for a 3 year period of time.
One additional Operator’s Manual will be contained within
truck.
A Preventative Maintenance schedule of maintenance required at
specific time intervals will be supplied.

Manufacturer's Statement of Origin, application for title and all
documentation needed to register and license this unit in the state of
Montana and Missoula county must be prepared and available
at delivery.
Unit will be complete and no assembly will be required at time of
delivery.

Unit shall be painted a single solid one color white.

DIMENSIONS:
Wheel base shall be no less than 133 inches.
Overall height shall be no less than 75 inches.
Overall width shall be no less than 73 inches.
GVWR shall be no less than 13,000 lbs with dual rear wheels.
ENGINE:
Unit shall minimally have a 6.0L gasoline engine.
Engine shall produce 360 hp minimally.
Engine shall minimally produce 380 ft lbs of torque.
Unit must meet or exceed all federal, state and local emissions codes.
FUEL SYSTEM:
Fuel tank must have a minimum capacity of 25 gallons of gasoline.
COOLING SYSTEM:
Engine cooling system must be provided that enables the unit to operate
efficiently under extremely hot and extremely cold ambient temperature
conditions of Western Montana.
Permanent type coolant/anti-freeze with a 50/50 mix to a minimum of -30
degrees below zero and the proper PH to minimize electrolysis.
ELECTRICAL AND LIGHTING:
Unit shall be equipped with 160 amp high output alternator.
All lights and lighting must meet or exceed all applicable state, federal and
local motor vehicle regulations and requirements.
An am/fm radio must be included.
Unit must include factory defrosters, heater(s) and air conditioning.

battery and engine block heaters systems.
Unit must be wired so an up fitter can wire lights to the factory wiring
harness.
All up fitter harnesses and connectors will be included with vehicle.
Unit must be wired with a tow package with a 7-way round female flat pin
plug in for trailer wires.
Trailer brake controller shall be provided as part of the tow package.
Unit must have a minimum of two batteries with a CCA rating of at least
1.5 times the cubic inch displacement of the engine.
INTERIOR:
Seat type must be power, six-way adjustable, heavy duty cloth front
bucket seats.
Air bags shall be provided for the driver’s and passenger’s position.
Steering column must include both tilt and height adjustment.
Retractable shoulder belts must be provided for both driver and
passenger sides.
Unit shall have internally controlled right and left side trailer towing
side mounted rear-view mirrors.
Glass shall be tinted safety glass.
4 sets of ignition and/or door keys must be provided and include 4 key fobs.
Truck flooring shall be rubber or vinyl with heavy duty floor mats for the driver
and passenger sides. Mats shall be fastened to prevent interference with
braking and acceleration controls.
WHEELS AND TIRES:
Factory steel rims are preferred.
Tires shall be a minimum of 265/70/R17 rated radial all-season tires with
the appropriate load range rating for the GVWR.

4-wheel drive must be shift on the fly.
Unit must be 4-wheel drive with 4 high, 2 high, and low range minimally.
Transmission must be set up with tow package.
WARRANTY:
All warranty must be Original Equipment Manufacturer’s with a minimum
coverage period of five years and 60,000 miles.
Warranty documentation shall be included in the bid package.
REQUIRED OPTIONS:
Power windows and power door locks shall be included on unit.
Unit must be equipped with Bluetooth.
If there is optional equipment and/or upgrades for a heavy duty front end
or snow plow package, that equipment or upgrade will be included.
