WADE-DAVIS VS. 10 PERCENT PLAN
¡  Lincoln’s Plan – States will be readmitted when 10% of 1860
voters swear allegiance to US, and the state agrees to end
slavery. Amnesty for all except high-ranking Confederate
officers.
¡  Wade Davis Bill – States readmitted when at least 50% take
oath of loyalty to the union.
RECONSTRUCTION AMENDMENTS
¡  13 t h (1865) – Abolishes Slavery
¡  14 t h (1868) – Equal Citizenship Rights Regardless of Race
¡  15 t h (1870) – Prohibits Discrimination in Voting Rights Based
on Race

Created in 1865, it helped freed slaves with
housing, employment, education, and fair trials.

COMPROMISE OF 1877

my earnest desire to regard and promote their truest interest
— the interests of the white and of the colored people both
and equally — and to put forth my best efforts in behalf of a
civil policy which will forever wipe out in our political affairs
the color line and the distinction between North and South, to
the end that we may have not merely a united North or a
united South, but a united country.
