Original: Article VIII: Precinct Caucus Election, Section 8.02 Voting Member. “Voting Member shall have been:
A. A resident of the precinct for twenty-five (25) days, and
B. Registered as a Republican for at least two (2) months, as shown by the registration books of the El Paso County Clerk and
Recorder. However, any registered Republican who has attained the age of eighteen (18) years, or who has become a
naturalized citizen within two (2) months immediately preceding the caucus may vote [Source CRS 1-3-101 and CRC Bylaws
XII (2)].”
Proposed Change: Replace with this sentence. “Voting members and precinct leaders shall meet the requirements set forth
by state statute. [CRS 1-3-101 and CRS 1-3-102]”
Rationale: The provision is inconsistent with the statute because the statute has changed. It is likely to change again.
Original: Article VIII: Precinct Caucus Election, Section 8.03 Procedures F. (This is an addition to this section.)
Proposed Change: “It is expected that the results of the precinct caucus are to be returned to County Headquarters or to the
County Chairman by 6:00 p.m. on the day after the caucus. The County Chairman may authorize that precinct results may be
returned electronically.”
Rationale: The first sentence sets expectations for precinct chairmen about when to return their results. The second enables
a more convenient way to do so.
Original: Article IX: Assemblies and Conventions, Section 9.04 Delegate Contests. “Any challenge to a delegate or
delegates shall be submitted to the Chairman of the Credentials Committee which committee shall be appointed by the
County Chairman and identified in the call for the assembly/convention, mot less than seventy-two (72) hours prior to the
time set for convening the assembly and/or convention. The Credentials Committee shall meet at least 24 hours but not
more than 72 hours before the assembly/convention to hear and determine any and all contests of persons claiming slots in
said assembly/convention and to consider any other challenges. Final determination of all such contests shall be made by
the assembly/convention. [Source: CRC Bylaws XV (2) (f)].”
Proposed Change: “Any challenge to a delegate or alternate shall be submitted in writing to the County Chairman within
seventy-two (72) hours after the caucus. The Credentials Committee may, in its discretion, consider challenges submitted
later for good cause. [Source: CRC Bylaws XV (2) (f)].”
Rationale:The restrictions on when the Credentials Committee may meet to hear challenges are unnecessarily restrictive.
The Credentials Committee must meet immediately to process the reports from the caucuses and continue until they are
satisfied. The final sentence about the “Final determination” is unnecessary because the assembly must approve the
credentials report before it is adopted anyway.
Original: Article IX, Section 9.02 All Other Assemblies A. “Apportionment of delegates in senatorial and representative
districts lying wholly within El Paso County, the delegates elected at the precinct caucuses as delegates to the County
Assembly shall serve also as delegates to their respective senatorial and representative district assemblies.”
Proposed Change: “The delegates elected at the precinct caucuses as delegates to the County Assembly shall serve also as
delegates to their respective commission, senatorial, and representative assemblies.”
Rationale: Absence of “commission” in this bylaw was an oversight and is being corrected. The first phrase
“Apportionment…” is superfluous and should be deleted.
