Federal agency declares the property excess & reports it to General Services Administration (GSA) when there is no need for the property within their agency. 5 Federal Acquisition Service Computers for Learning (CFL) Program !! This program allows government agencies to transfer excess educationally useful computer equipment to schools & educational nonprofit organizations. !! The CFL website enables schools & educational nonprofit organizations to view computers & peripheral equipment reported by federal agencies. !! Final eligibility determinations of the potential recipient & allocation of the property are done by the federal agency that hold the excess equipment. 6 Federal Acquisition Service Excess Personal Property Phase Definition Any personal property under the control of any federal agency that is no longer required for that agency’s needs, as determined by the agency head or designee. 7 Federal Acquisition Service Acquiring Excess Property Must … Be a “Federally” Recognized Tribe or Tribal Organization And Have a 638 Contract with a Federal Agency Sponsor, such as – Bureau of Indian Affairs – Indian Health Services – U.S. Department of Agriculture Federal Agency Sponsor determines when/if “title” passes 8 Federal Acquisition Service Golden Rules of Acquiring Excess Property There must be an authorized need for the property. Property should not be stockpiled, but put into use within a reasonable period of time. No, except for the situations listed below, you do not pay for the property. Also Known As Federal Surplus Personal Property Donation Program 18 Federal Acquisition Service Acquiring Surplus Property Must be one of the following: State or Local Government – Tribe – Village Under the Alaska Native Claims Settlement Act (ANCSA) – Alaska Native Regional Corporation – Alaska Native Village Corporation 19 Federal Acquisition Service Process for Acquiring Surplus Property If seeking donations of surplus federal property you should contact a State Agency for Surplus Property (SASP) representative. Alaska SASP – Matthew Moore (907) 754-3406 [email protected] These state-run organizations coordinate with the federal program for the donation of federal surplus property. 20 Federal Acquisition Service Process for Acquiring Surplus Property SASPs evaluate all organizations and determine eligibility based on proof of eligibility through proper documentation. SASP representatives will guide you through the rest of the process. Note: Most SASPs operate on a self-sustaining basis and may require recipients to pay a service charge to cover handling, transportation, and administrative expenses. These charges are partly based on percentages of the value of the property. 21 Federal Acquisition Service Highest Volume (Tribes & Tribal Organizations) 22 Federal Acquisition Service Sales Phase If no state or local government agency (or other qualified recipient) expresses interest in the personal property, the property becomes available to the public for sale.
