Skills for
Girls
When girls participate in the largest girl-led business
in the world, they “earn and learn” - they earn funds
for their Girl Scout activities while learning 5 skills
that will help them in business and life.
Goal Setting: Girls set cookie sale goals and, with their troop, create a plan to reach them. This
matters because girls need to know how to set and reach goals to succeed in school, on
the job and in life.
2 Decision Making: Girls decide where and when to sell cookies, how to market their sale, and what
to do with their earnings. This matters because girls must make many decisions,
big and small, in their lives. Learning this skill helps them to make good ones.
3 Money Management: Girls develop a budget, take cookie orders, and handle customers’ money.
This matters because girls need to know how to handle money—from their
lunch money to their allowance and their future paycheck.
4 People Skills: Girls learn how to talk (and listen!) to their customers, as well as learning how to work
as a team with other girls. This matters because it helps them do better with group
projects, sports teams, on the playground and later at work.
5 Business Ethics: Girls act honestly and responsibly during every step of the cookie program. This
matters because employers want to hire ethical employees—and the world needs
ethical leaders.

locations, no limit on retail chains.

Monday, February 2—Troops can begin soliciting their own non-council sponsored booth sales.
Thursday, February 5—Last day for girls to send email through Cookie Club and collect Cookie Promises.
Friday, February 6—The troops’ initial cookie and reward order are due in eBudde by 11:59 p.m. After midnight,
troop cookie managers will not be able to edit their orders. Do not wait until the last minute. Distribute Goal Getter
order cards to the girls when you collect their initial order card.

Set personal learning goals. What do you want to learn this year? What do you want to do better? Share this with at least

Develop a basic business plan for your cookie sale.
Work as a team with other Girl Scouts to decide when and where you’ll sell cookies and what you’ll do with the money
you earn.
3. Money Management
Develop a budget for accomplishing at least one of the goals you set in the Goal Setting step. Use this budget to help
determine your sales goals.
Be able to explain how the money earned in the Girl Scout Cookie Program helps you, your group, and your council.
4. People Skills
Practice your “elevator speech” for customers about what you are selling, why you are selling it, and why they should
purchase it.
Make a list of customers you will approach. Don’t forget people you sold to last year!
5. Business Ethics
Discuss how living the Girl Scout Promise and Law applies to what you do in the Girl Scout Cookie Program as a
business woman.

Who’s responsible and for what?
The troop cookie manager is responsible for:

Making sure any time cookies or money exchanges hands that a receipt is written, dated and signed.
2. Cookies ordered through eBudde and picked up at delivery, cookies exchanged or swapped with another troop, or cookies
picked up at a cookie cupboard. Be sure to always count and verify your cookies and complete a receipt.
3. All girl payments received from parents or at booth sales. Always complete a receipt. Follow the financial procedures on
page 28-30 for detailed steps to money management success.

Sale Basics
What’s the return policy on cookies?
There is a NO return policy on all cookies. Troops and parents who sign for cookies cannot return them to the troop or to the
cupboards/council. If a package is damaged it can be replaced at any cookie cupboard that handles mixed cases for the same
cookie variety. This policy is consistent with councils nationwide.
How much will my troop earn?
Troop proceeds are based on the per girl average (PGA) of your troop. Take the total number of packages sold by your troop,
divided by the number of girls selling and plug that into the chart below to figure how much your troop will earn per package sold.
*Troops that early bird registered with five girls and two approved leaders and participated in the Fall Product Sale Program will
earn the bonus rate.

Service units can earn a bonus for a percentage
increase in sales, and can use the bonus toward
service unit activities such as a cookie rally.

Troops that end the program with a 175+ PGA will earn
a Samoas Spirit hat for every girl selling and one for the

Troop Mystery Concert Bonus (225 PGA)
Troops that end the program with a 225+ PGA will earn
tickets to a Live Nation mystery concert this summer!
Every girl selling will earn a ticket along with tickets for
volunteers according to GSUSA guidelines for girl/adult
ratios. Concert details and the artist will be announced in
February. Stay tuned to emails from eBudde for details.
Troops taking the C/S/A option can still earn this reward.

Sale Basics
What is a cookie rally?
A Cookie Rally is an event held at the service unit or circle level that teaches the girls how to grow their cookie business by
building the 5 skills. Every service unit is encouraged to hold a cookie rally. Check with your service unit cookie coordinator for
the date and details of your event.
Girls who attend a program focused rally and set goals are more likely to meet or exceed their
goals. Girls who attend a cookie rally, on average, sell 18 packages more that those who do not.
What is Cookie Club and how do my girls use it?
Cookie Club is an online club for cookie goal-getters! Through Cookie Club girls can practice goal
setting skills, learn tips for reaching individual goals, and collect cookie “promises.” Girls will send
emails to friends and family asking for their support by making a promise to purchase the cookies.
Registering your troop is as easy at 1-2-3!
1.
Go to https://cookieclub.littlebrownie.com, sign into Cookie Club with your eBudde login and password.
2. Complete the requested information.
3. Set up your girls, and give the username and password to the girls and families.
The parents have instructions inside the 2015 Family Guide.
Customers cannot pay online. The cookie orders will have to be added to the girl’s traditional order
card, which are then ordered with the initial order, with delivery and payment collected by the seller.
What if a customer wants to buy cookies and donate them?
Absolutely! Operation Cookie is a council wide community service project during the Cookie Sale Program. For
various reasons, customers may not want to purchase cookies for themselves, but with Operation Cookie they
can purchase packages, give back and support the Girl Scouts and their goals.
What is Operation Cookie?
Customers can choose to purchase cookies and have them donated. There are two ways for your troop to participate:
OpCk—council sponsored Operation Cookie. Cookies are donated to Heroes in Action and organizations that send
cookies to the men and woman serving in the military.
These packages are virtual cookies. You will order them and allocate them to the girls but you will never physically have these
cookies. Council will donate cookies from the bakery to Heroes in Action for you. This option allows the troop to collect
donations for Operation Cookie without having to manage extra cookie inventory. No pick up of additional cookies or
physical packages to track throughout the sale.
TOpCk—Troop Operation Cookie. The girls decide where they would like to donate their cookies. This can be a local food
bank, fire station, or USO for example. You can use your troop extras to donate, visit a cupboard to pick up additional
packages or transfer them from another troop at the end of the sale to fulfil your troops’ Operation Cookie order. With this
option your troop is responsible for the physical inventory and donation of the packages to the chosen organization.
Troops that participate in Operation
Cookie have higher sales than troops who
do not. If your troop has a goal to reach

Phase 1: Initial Order
How do I get started with my troop? Follow these easy steps!
Have a parent meeting prior to January 9, 2015
Set up a meeting with your parents and girls to explain the Cookie Program, get their permission slip signed and recruit help
for various Cookie Program tasks. Don’t forget to:
Complete the girl order cards with important dates.
Use the 2015 Family Guide to explain the Cookie Program
to the parents.
Work with the girls and parents to set a troop goal. Think
about what the girls would like to do with their proceeds.
Work backwards starting with the cost of the activity to
calculate how many packages you will need to sell as a
troop to reach your goal.
Explain sale deadlines and what will be expected of them.
Have each parent complete a parent permission and
responsibility form before you hand them an order card.
Encourage the girls to set their own goals based on this
troop goal and the reward level they would like to earn.
Collect these slips and keep them in a safe place. Do not
lose them.
Encourage girls and parents to use Cookie Club—it’s the
fastest and easiest way for girls to reach their goals!
Remember, when adults understand the importance of the Cookie Program, they will give their full support and help their girls
do everything it takes to be successful. Let the girls inspire their families and show them what girls can do when they lead.

Order taking begins
Girls are on their honor not to sell until January 9, 2015. Provide parents with clear instructions about the start and end
dates of the sale.
Girls can go door to door, hit the streets, pick up the telephone and log into Cookie Club to start taking orders. Remind them
a week ahead of time when you need their order card. Give yourself at least one day of time to enter their orders in eBudde.
Parents will need to write down their cookie club orders on a line on their
order card. The girls will have until February 5, 2015, to collect orders
through Cookie Club.
Log into eBudde after your parent meeting to become familiar with the
website and ordering system. Make sure your registered girls are listed.
You can begin entering girls orders at any time in eBudde and click “Save”
to save your progress without submitting your order. See the following
pages for step by step eBudde instructions.

Phase 1: Initial Order
{ December 5, 2014–February 6, 2015 }
eBudde is the online cookie ordering system from Little Brownie Bakers
You will use eBudde to place your initial order, track girls totals, order initial and final rewards and additional cookies after your
initial order. The initial order is due in eBudde Friday, February 6, 2015, by 11:59 p.m. Girls take initial orders with their order card
and through Cookie Club. When you collect the girls order cards provide them with a Goal Getter order card so they can
continue to take orders.
Initial Log In
Setting up your troop in eBudde:
Go to http://ebudde.littlebrownie.com
Click the “Settings” tab and “Edit Settings” button.
Enter your email address and temporary password:

Click “Log In.” A new window will appear asking you to
update your information and answer security questions.
Enter your troop’s goal in packages.
Your age level will be picked for you based on our upload.
After February 7, 2015, check “No Rewards/additional
proceeds” if your troop is a Cadette, Senior or
Ambassador troop opting to forgo rewards and earn
an extra $.05 per package sold.
Scroll to the bottom of the screen and click “Update.”
Write your new password on the front of this book.
Note: The number of girls selling and registered is automated.
Your Troop Dashboard:
Your troop dashboard is the screen you will see every time
you log into eBudde. Any important updates from council or
your service unit will be listed here.
Registered Girls:
On the “Girls” tab, which is locked, you can view all the
girls registered with your troop.
Updating your information:
Click the “Contacts” tab.

Click “Edit” next to your contact information to update
your personal information as needed.
Click “Submit” to update your information.
This will continue to be updated throughout the sale.
Only girls with cookies to their name in eBudde will count
as selling and used to calculate your per girl average.
Note: If there are girls missing or girls that are no longer
active in your troop email

Placing your troop’s initial order into eBudde
Don’t forget to collect your girls order cards a day or two before your deadline to allow time to enter them into eBudde. Be sure
if the girls participated in Cookie Club that the parents add those totals to her order card under a line labeled “Cookie Club.”
Initial Order Tab
Click on each girl’s name.
Choosing your Delivery Site (if applicable)
Delivery processes vary by region.
On the “Delivery” tab, click who is picking up the order.
Click if you will be picking up for more than one troop.
Choose your delivery station.
Choose a pick up time and lane; if applicable.
Click “Submit My Information” button at the top of the page.
At the bottom of the screen you will enter her orders, tab
through the columns and enter her totals by variety.
OpCk—These cookies will not be delivered to the troop.
Council will donate these cookies to Heroes in Action.
TOpCk—Packages in this column will come from the troop’s
“Other+Extras-Charity” line. Because your order is in full
cases, there will be a small numbers of packages in the line
that reads “Other+Extras-Charity.” This is the number of
packages your troop will receive as extras at delivery. Notice
that the TOpCk packages are subtracted from this amount.
Make sure you use these extras for your donations. If the
total (bottom right hand corner) is a negative number you
will need to get more cookies from a cookie cupboard to
fulfill the Troop Operation Cookie orders.
Click the “OK” button on the far right hand of the screen
when you are done entering her order.
The system will confirm your submission. You can click “View
Confirmation” and print this page to bring with you to delivery.
Initial Order Rewards
If your girls sold 150+ packages you will need to submit your
troop’s initial order rewards. Initial order rewards will either
be shipped to your service unit cookie coordinator or you will
receive them at delivery.
On the “Rewards” tab, click “Fill Out” next to Initial
Reward Order.
Review total initial rewards earned.
Click “Submit” to submit the troop’s initial order rewards.
Click “OK” in the pop up box to confirm your submission.
Once the girl rewards are submitted NO changes can be
made.
Repeat for each girl.
TOpck
If your troop would like to order your booth cookies to
receive them with your initial cookie order, click the “Booth”
line. You can order cookie booth cookies by package. If you
want a case of thin mints, enter 12 in that column.
If your troop has more than one cookie booth scheduled for the
first two weeks of booth sales, you will want to consider ordering
your booth cookies on your initial order. This eliminates the need
for you to visit the cookie cupboard right after delivery.
Remember cookies cannot be returned, so order conservatively.
Contact your service unit cookie coordinator if:
When you are finished, click “Save” at the top. Your troop’s
order is saved.
You hit the “Submit” button instead of “Save” and
need to make changes to your orders.
When you are positive you are finished with your order, click
“Submit Order.” You cannot make changes after this.
You need assistance on how many packages to
order for your cookie booths.

Phase 2: Goal Getter
{ February 7, 2015— March 5, 2015}
What is the Goal Getter Phase?
This is the second part of the annual Girl Scout Cookie Sale Program, the time between when the girls turn in their initial orders
and when they receive their cookies. But don’t worry it’s not over yet! There are lots of things you and your troop can do during
this time to keep the momentum going and ensure cookie success.
When your girls turn in their initial order cards, hand them the Goal Getter order card and explain how to keep the
momentum going! You can collect the Goal Getter order cards and pick up additional cookies at cookie cupboards starting
Friday, March 6, 2015.
See the following ideas on how to make the most out of this time!
Be sure to stay tuned to emails

Use the Goal Getter order card and continue to take additional orders. Girls can
contact customers that they missed in January and new customers any time.

National Girl Scout Cookie Weekend occurs after initial orders have been placed. Below are some ideas
on how you can use the Goal Getter order card during this exciting time to support the US Military or a
community charity and help the girls work towards their personal goals!
Hit the streets with your Goal Getter Order Card to celebrate this event, knowing you will be joined by sister Girl Scouts

across the country.
Set a goal with your troop or for yourself. How many packages of cookies would you like to donate to Operation Cookie
this year? Create a thermometer and keep it with your Goal Getter order card. Fill it in as customers purchase donation
packages.
Use this weekend to promote Operation Cookie and earn the patch and bar for selling 24+ packages.
Visit area businesses and ask them to purchase cases of cookies to donate to Operation Cookie.
Create Operation Cookie sandwich boards from two pieces of poster board for going door to door taking orders!
Visit local military support organizations and ask them to support Operation Cookie.
Use this opportunity to contact the customers you may have missed during initial order taking.
Brainstorm with your troop to find new customers.
Celebrate your success in hitting your initial order goal.

How do I set up a No Cookie, Cookie Booth?
Upload it to the GSUSA Facebook page. Write your
troop number, name of your local council, and cookie
goal on the online entry form.

Phase 3: Delivery Basics
{ March 6, 2015–April 6, 2015 }
What should I expect at cookie delivery?
Each delivery site is a bit different but here are the basics:
Arrive at your assigned or chosen time.
Be sure to use a vehicle large enough to hold all of your cookies at once. See the chart below for general guidelines on how
many cases will fit in your car. Please note that this guide is accurate if your car is free of car seats, strollers and the like. If
you need multiple vehicles to pick up your order, be sure you arrive and get in line together.
You are required to get out of your car and count the cookies as they are loaded. Your troop is responsible for the cookies
that you sign for.
If there is an error, notify a delivery worker immediately. If you get home and find an error, contact your service unit cookie
coordinator immediately.
If due to an emergency your troop misses your cookie pick up, contact your regional Girl Scout Center right away.

units. Attend your monthly service unit meetings to receive
details or contact your service unit cookie coordinator.
These two regions have trailer drops/mega drops where
several delivery lanes take place at one time for troops to
drive through. You will pick these times and locations in
eBudde. Full listings of delivery sites and times are available
at http://vipetraining.littlebrownie.com/.
Few things to remember:
A volunteer will greet you at delivery and provide you
with deposit tickets, a colored dot sheet (delivery ticket)
and initial order rewards (if earned).
Be on time.
Have a back up person in place in case you can’t get to
delivery.
In case of inclement weather, check eBudde’s home
page and your email inbox for details.
Delivery Basics
Delivery to your Girl Scouts and families
Follow these easy steps to ensure a successful delivery to your parents and girls!
Notify parents of the date, time and location that they
can pick up their order. Give yourself enough time to
get home, unload the cookies and prepare the orders.
Remember, parents are responsible for all cookies that
they sign for. You must write a receipt each and every
time cookies or money exchanges hands. Keep your
receipts in a safe place with the parent permission
slips.
Sort all cookies and orders before you let any parents
pick up cookies. This will help you identify a problem
with your order before anyone picks up.
If you have a girl with separated parents, be sure that the
parents pick up their separate orders.
Prepare cookie receipts for each girl. When parents
pick up, have them count and verify their order.
Complete a receipt for every cookie transaction.
Provide each girl with a money envelope with their
balance and the date it’s due.
You should collect money from the girls for their initial
order within two weeks.
At this time, you can collect the girls’ goal getter cards so
you can pick up their orders at the cookie cupboard.
Cupboards open Friday, March 6, 2015.
Providing a receipt each time cookies exchange hands keeps a record of who is financially responsible
for those cookies. Protect yourself, protect your troop and protect your Girl Scouts—always give a
receipt.
Always date the receipt, include the troop
number and girl’s name.
You and the parent should sign the receipt. Keep
one copy and give the other to the parent.
Delivery to customers
As the girls pick up their cookies to deliver to customers please remember to cover the following:
It’s important to deliver the cookies to the customers as soon as possible. Booth sales begin March 6, 2015,
and if customers see that other people have their cookies before they do they will be upset.
As the girls deliver cookies they should collect
payment at that time and put inside their money
envelope.
All cookies are $4 per package and they should not
be sold at any other price.
Checks should be made out to Girl Scouts of
Western Ohio or GSWO, not the troop or parent.
Girls should turn in money to you often and shouldn’t
hold a check for over a week. Make frequent deposits.

and other marketing materials for the girls can be found

When girls deliver their cookies they should ask
the customers if they would like to order
additional packages as the ones they ordered are
likely to be gone within a short time.

Phase 3: Booth Sales
{ March 6, 2015–April 6, 2015 }
What is a Cookie Booth?
Cookie booths allow girls an opportunity to reach their goals and make a difference in their community! Troops use their extra
cookies or pick up additional from the cookie cupboard and take to the customers at booth locations set up in front of high
traffic locations in the community. The Girl Scout Cookie Booth is not just a “booth,” it’s the girl’s store front for their business.
There are two types of booth sales:
Council Sponsored Booth Sales
Non-Council Sponsored Booth Sales
These booth sales are set up by your product sales
manager at council are located at high-traffic locations
such as Kroger and Walmart. These locations are on the
council sponsored booth sale locator in eBudde for your
troop to sign up. You are not permitted to contact
these locations to set up additional booth sales.
Your troop can set up their own booth sale as long as it’s
a location that is not listed on the council sponsored
booth scheduler. Examples of some locations are a
local place of worship, sporting events and smaller
grocery stores.
Is there a certain time that I need to sign up for Council Sponsored Booth Sales?
The Booth Sale Scheduler is located in eBudde and is a real time booth sign up. There are four phases for sign ups:
January 21, 2015, at 6 p.m.—Phase 1: Troops can sign up for three booths timeslots. Limit one per retail chain.
January 27, 2015, at 6 p.m.—Phase 2: Troops can sign up for three additional booth timeslots. Limit two per retail chain
total. Meaning you can pick another timeslot at the same chain you did during Phase 1.
January 29, 2015, at 6 p.m.—Phase 3: Troops can sign up for four more booth timeslots, no limit on retail chains.
January 31, 2015, at 8 a.m.—Phase 4: Council sponsored booth sales are open, no limit on timeslots or retail chains.
How do I sign up for Council Sponsored Booth Sales?
eBudde Booth Sale Scheduler
Finding the booth sale you want:
Click the “Booth Sales” tab.
Click “Free Slots” button.
Fill in your specific search criteria.
Click “Get Report.”
A list of available booth sales will
be provided.
If you do not get the confirmation

Selecting your booth sites:
Click the plus sign next to the city in which you
want to choose your timeslots.
Choose the retail chain and location by clicking the
plus sign next to it.
Choose the date and time range you prefer. This
will bring up a new screen with all available times.
Click on your preferred time slot and click
“Submit.”
You will receive a message that your time is
reserved.
Booth Sale Basics
How do I set up our own non-council sponsored booths?
Follow these easy steps to set up your own non-council sponsored booth:
Confirm set up and date with your business. You must
request permission for this booth sale at least 48
hours in advance in eBudde.
Enter your information and click “Add.” The system will
display a confirmation window.
Your booth sale is pending until reviewed and
approved, or denied, by the product sales manager.
Once the location is listed in green it has been
approved. Orange means it has been denied.
Log into eBudde, click the “Booths” tab. From the pull
down menu, select “My Sales.” Click the “Add a
Location” button.
Booth Sale Rules:
A minimum of two adults and two girls—no more than four girls at a booth sale at one time.
Girls need to be present at every booth sale.
All adults at a booth sale should be registered and approved members, since they are handling money.
Be on time for your booth sale. Do not arrive early and expect to set up while the other troop is conducting their booth sale.
Wear uniforms, Girl Scout t-shirts or Girl Scout pins—let everyone know who you are.
Count cookies and money before and after each booth sale. Be sure money balances and write a receipt. Keep track of
who was at each booth sale.
If two adults switch in the middle of the booth sale, you should count and verify the cookies and money balance.
Carry a cash box with around $30–$60 in change. Do not go into the store to ask for change, come prepared.
Do not stand in front of doorways or run to customers. Let them come to you and the girls. Instruct the girls on how to ask
and what to say when the customer doesn’t wish to buy any from them. Suggest Operation Cookie for the customer. Use
your Operation Cookie box wrap!
Do not eat, drink, smoke or chew gum at a booth sale. You and your troop are representing Girl Scouts to your community.
Do not leave empty packages, cases or trash at your booth sale. The entire council may be asked to cancel all booth sales
at that store or chain if there are issues! Do not ruin it for other troops.
If we receive a customer or store complaint about your troop during a booth sale your troop may be removed from the
remainder of your council sponsored booth sales.
Any cookie booths listed in eBudde are linked to the
Booth Sale Locator. Customers can see when and
where booth sales will be. Do not be a “no show.” If you
cannot attend a booth, release it in eBudde or contact
your service unit cookie coordinator to find a troop.
Who can pick up cookies from a cupboard?
Only authorized volunteers can pick up cookies from a
cupboard.
The cupboard authorization card is on page19. No card, no
cookies. Do not give these to parents. Troop managers and
anyone you designate to help should be the only ones with
access to this card.
Any cookies that are picked up for the troop at cupboards
are the responsibility of the troop until they are given to a girl
and a receipt is signed.
You may be required to show a valid drivers license when
picking up, so come prepared.
How do I get cookies for booths?
Cookie cupboards are locations during the Booth Sale
Phase that troops can pick up additional cookies for booths
or to fill additional girl orders. These are volunteer-run
cupboards, cupboards at our warehouses, as well as mobile
cupboards—you can go to any cupboard location in Girl
Scouts of Western Ohio. Listings in the following pages.

Cookie Cupboard Basics
Be sure to read instructions for each regional cupboard.
You can go to any cupboard in western Ohio to pick up
cookies.
There are no returns on any cookies.
Cookies must always be taken in increments of 12. Some
cupboards can do mixed case of cookies, such as six
thin mints and six samoas. Warehouse and mobile
cupboards only give out cookies by the full case.
Keep your cupboard receipts and verify that they were
entered into eBudde correctly. If there is an error,
contact your regional Girl Scout Center.
How do I place an order?
It’s easy! Use the pending order function in eBudde. To ensure that we have accurate stock in each cupboard, all troops are
required to place a pending order before they can pick up cookies. See the regional cupboard pages for details on the
regional pending order schedule.
Transaction Tab—Place your pending order at least 48 hours ahead of time or sooner based on your regional
cupboard schedule.
Click the “Add a Transaction” button.
Choose a pick up date and time. Do not choose a date or time that isn’t listed for that cupboard schedule.
The “Type” field should say “Normal” and the “2nd Party” field should say “Cupboard.”
From the drop down box, select the cupboard you will be visiting.
On the right, under “Product Movement” the drop down box should say “Add Product”—you are requesting to “Add
Cookies to Your Troop.”
Enter your case quantity. All cupboard orders must be in increments of 12 (full case count). Some cupboard locations allow mixed cases, but these must all still add up to be divisible by 12.
Add the contact info of the person who will be picking up the order in case there is an error.
Once your order is complete, click “OK.” This will place your order at the cupboard and you will now see your order
highlighted in green on your transaction tab.
Click the “Save” button at the top of your screen to complete the transaction. A pop up box will appear confirming your
changes to the transaction tab.
Can I edit my pending order if I need to?

If you are picking up from a mobile cupboard, you will be able to edit your order until two days prior to your scheduled
cookie pick up at the mobile location.
If you are picking up from any other cupboard, you will be able to edit your order until the time you pick it up.
If an order is not picked up after seven days, it will be deleted from eBudde for you. If you need to cancel your order you
can delete the pending order.
To edit the order, click on the pending status “Yes” and make your changes and click “Save.”

order will be guaranteed cookies. If you don’t submit a pending order, there is a chance the cupboard will not
be able to fill your order. This applies to ALL cupboards. After submitting your pending order, you can pick
up your cookies during the hours listed or call for an appointment as directed above.
For the Allen County Cupboard, troops can begin picking up cookies at 9 a.m. on Thursdays. (See hours of availability above). If you have an urgent need, please contact Amy Orwick at the contact information listed above to

The cupboards listed above are the ones located in the Lima region. However, you can pick up cookies from any

Booth Sales
What is 5 for Five and how does it work?
5 for Five is a contest for customers and a sales strategy for your girls. Each time a customer
purchases five packages of cookies the girls can give them a coupon for an entry into a
drawing to win five cases of cookies.
The average customer purchase is three packages. The girls can use this to upsell their
orders.
Partner the 5 for Five with the ask for support to Operation Cookie and the girls are sure
to have successful booth sales.
Coupons can be picked up at delivery stations, cookie cupboards and regional offices.
All the details of the contest and how it works for the customer are on the coupon.
Do not copy these as each coupon has a special code on them.
Cookie Tech: Can my troop accept credit cards at booth sales?
Yes, your troop can opt to accept credit cards at your booth sales! For some troops this is a
great way to reach higher sales, provide great customer service and reach more customers.
Please keep in mind that using any credit card processor involves fees and troops should
evaluate those fees prior to making a decision regarding credit/debit card sales. Troops will be
responsible for the setup, tracking and fees related to their merchant account.

I don't know how many people walked by our cookie booths and said, "Oh, I would if I had some cash." Well,
let me tell you how j f Þ it is to respond to that—we take credit/debit cards. Last year my Daisy troop started
taking cards at booths. It’s very easy to do, takes very little time and energy, and it just may give you a sale
you missed because of a lack of "cash."
I know some of you are asking what the catch is, and I'll tell you. There is a small fee every time you swipe or
manually enter information. Most of you are now asking yourselves, "Is it worth it?” Or, “What's the point if I'm
losing money?" There is a small fee associated with each swipe, however, if you would have been missing out
on these sales in the first place, the amount you get in proceeds after the fees is still worth it.
I urge everyone to consider this simple, easy way to make a little more money for your troop. It really is easy
and I know I had customers who really appreciated not missing out on cookie sales because they didn't have
cash on hand to use at a booth sale. You could even require a 5 package minimum for every credit card
swipe helping boost the amount of packages sold!

You are correct, girls will need to receive credit for any packages picked up after her initial order as well as those sold at
booth sales.

It’s easy you can allocate cookies to the girls in eBudde with a few simple clicks. Follow these easy instructions on how to
allocate cookies to the girls:
Allocating Cookies
Click the “Girl Orders” tab.

Click “add a transaction.”
Enter the details of the transaction “booth

Using the tab key, move across the rows and
allocate cookies under the appropriate

You can allocate cookies each time they are picked up, once a week or at the end of the sale, whatever works best for you.
Booth Column

Cookies sold at booth sales are already paid for by the
customer who purchased at the booth sale. To keep the
“balance due by girl” accurate, tab over to the “Paid”
column and enter the dollar amount.
Customers who purchase Operation Cookie cookies at
booth sales or with additional orders should be allocated
under these columns.
In order for a girl to receive a booth sale patch, cookies
must be allocated in the Booth sale column. Girls must
participate in at least two cookie booths to earn the
patch. This patch will be automatically ordered for them.

If these were purchased at a booth sale, tab over to the
“Paid” column and enter the dollar amount to keep her
balance correct in eBudde.
Girls will need to have cookies allocated in these columns
for the Operation Cookie patches to be ordered.
Final Rewards
Can I swap cookies or take cookies from another troop?
Absolutely! We suggest that you work with other troops in your area to help with inventory management. If a troop has
cookies that you need,you can swap or transfer them!
Cookie Swap:
You swap cookies for cookies with another troop.
You give six packages and take six packages—no
receipt is needed.
Cookie Transfer:
You need thin mints and another troop has a case that
they are willing to give you.
They are giving you the case of cookies and transferring
the financial responsibility to your troop.
Complete a receipt, both troops must sign.
The giving troop enters this transaction into eBudde.
How to Enter a Cookie Transfer:
Go to the transaction tab and click “Add a Transaction. “
Select the type as “normal” and enter under the Second Party “troop.” Enter the troop number of the receiving troop.
Under ‘Product Movement” select “remove product” because you are removing product from your inventory.
Click “OK” to save the transaction and then click “Save” to complete the transaction.
Both parties will now see the transaction in eBudde.
How do I enter my troops final reward order?
Before you can enter the girls’ final rewards you must finish allocating all the cookies. Do not complete
your final rewards selections until this is done.
Note: in the following directions we suggest using the “Edit All” feature where you can make the girls’ selections on the same
page. There is not a save feature so if you use this be prepared to complete all reward selections at once.
Go to the rewards tab.
Click “fill out” next to Final Rewards Order. All messages showing “Size/Catalog selection Needed” means you must
enter a choice for the girl at a certain level.
Click “Edit All.” And scroll down to each girls name and make her selections at the required levels.
Once this is complete select “Submit all reward orders.” The system will alert you if a choice has been missed.
Review your troop’s total order and scroll to the bottom to select “ Submit Reward Order.” After this point you cannot
make any edits. If you need to make changes contact your service unit cookie coordinator.
The Operation Cookie patches and booth sale patches will be ordered for you automatically based on how cookies were
allocated in eBudde. For details see page 26.

Phase 3: Booth Sales
{ March 6, 2015–April 6, 2015 }
Money Collection
All checks should be made out to Girl Scouts of Western Ohio. Deposit all checks into the council account.
No money should be collected for cookies until they are delivered.
Initial cookie orders should be delivered within two weeks and the payment collected. Collect money from girls often.
You are required to give a receipt each and every time cookies or money exchanges hands.
It’s important to get money from the girls and deposit money often. Do not hold onto cash or checks, deposit them
right away.
Be cautious, if parents have $500 worth of cookies out and they haven’t made a single payment request that they
bring the payment back before you give them additional cookies.
Set the final date for money collection a few days before April 6, 2015. With the holiday, some families may be out of
town and you want to have enough time to collect payments and make your deposits.
You are required to complete a troop collection assistance form for any parent with outstanding funds. For
instructions, see page 30.
Deposit Tickets
You will receive council deposit tickets at delivery or from your service unit cookie coordinator. These are coded specifically for your troop.
Do not use old deposit tickets, counter deposit tickets or ones from another troop.
If you need additional deposit tickets please contact your regional product sales manager at least four days before
the money is due.
Check Acceptance Policy
For your troop’s safety, all checks should be deposited into the Girl Scouts of Western Ohio bank account.
(Use cash to fulfill troop proceeds.)
In the event that a check deposited into the council account is returned unpaid for insufficient or uncollected funds:
Girl Scouts of Western Ohio may re-present the check electronically or by paper draft.
A servihe charge for the maximum amount allowed by state law ($30) will be assessed to the writer of the check, along
with any other allowable state fees.
The check will not be provided to you with your bank statement. However, a copy can be retrieved by contacting your
financial institution.
Signature on the check constitutes acceptance of these terms.
You may want to make this policy known to your parents and customers who wish to pay via personal check. (Make
a copy of this policy and post at your cookie booth.) This policy goes for troop checks as well as personal checks.

Money Management
How much money does our troop owe to council?
Before you complete any paperwork or make your final deposit into the council account—finish allocating all of your
cookies first. Your proceeds are based on the per girl average which can change once you allocate cookies.
To determine how much money your troop owes to council go to the “Sales Report” tab in eBudde. The bottom of the
report will tell you how much your troop has earned and what is owed to the council.
Making your deposits
Deposits into the council account:
Only deposit the amount your troop owes council into the council bank account. Refunds can take up to 10 weeks to
receive and require you to complete a direct deposit form.
Endorse all checks with “Girl Scouts of Western Ohio—For Deposit Only.”
For your troops safety you should deposit all checks received into the council bank account. This relieves the troop from
the risk of a bad check and fees. If you deposit checks into your troop account and it bounces we cannot help you.
Do not transfer funds from your troop bank account to the council account. There is no way for us to track this payment.
Fill out your council deposit ticket. Be sure to use the ones assigned to your troop for this cookie program season.
Double check your deposit ticket for accuracy. Some of the banks are not required to check the total on the checks.
When you make your deposit request two receipts from the teller. You will keep one for your troop records and you will
turn in the other with your final report envelope. Copies of the deposit ticket are not proof of deposit. Only your
deposit receipt is proof of deposit.

Deposits into your troop bank account:
We suggest that you deposit all the cash into your troop bank account and all of the checks into the council bank
account throughout the sale.
At the end of the sale, pay the balance owed to the council by writing a troop check and depositing it into the council
account.
Ask for two deposit receipts when you make your deposit. You will keep one for your troop records and turn in the other
with your final report envelope.
Tracking Council Bank Deposits with eBudde
Council bank deposits will be posted to eBudde every two weeks starting the second week of booth sales. You will not
see deposits post in eBudde immediately. We have to upload the deposit data into eBudde.
You can see all of your council deposits from the “Sales Report” tab in eBudde.
Deposits marked as Deposit Correction will be posted in eBudde as well. If there was an error in your deposit, it will show
here.
If within two weeks of making a deposit you don’t see it in eBudde contact your regional product sales manager.
This is a troop tool only, Girl Scouts of Western Ohio accounts receivable software will be our primary tracking system
and ultimate source (and authority) for balances and information.

Accepting Credit Cards?
If your troop accepted credit cards please note:
Your troop is still required to pay Girl Scouts of Western Ohio the full amount due for your troop no later than April 6, 2015.
We are not responsible for funds held with the credit card accepting company or your banking institution.
What do I do if a parent still has a balance?
As the troop manager you are required to complete a collection assistance form for any parents with outstanding
balance no matter the amount.
You must attach the signed parent permission slip to the completed form and be sure to include any signed receipts
showing proof of product pick up.
Put the completed form and parent permission slip in your troop’s final report envelope.
DO NOT pay the past due amount with troop proceeds. Pay your troop first.
Note: If Collection Assistance Form with permission slip is not turned in with final report envelope, the troop cookie
manager will be held accountable for the delinquent funds. Even if the delinquent parent promises you they will give you
the money the day after it is due, turn in a Request for Collection Assistance form. It’s better to be safe than sorry.
Example: Your troop owes the council $500 and your troop proceeds are $100. You have one girl that has an outstanding
balance of $50. Deposit the $100 troop proceeds into your troop account and pay the council $450 plus submit the Request
for Collection Assistance form (with signed permission slip) for the $50 that hasn’t been paid by the girl.
Troops/Parents that are delinquent in paying their cookie sale balance will be dealt with by Girl Scouts of Western Ohio’s
finance office. One collection letter will be sent to the delinquent troop cookie manager or parent before being turned
over to an outside collection agency. Anyone who remains delinquent will be unable to hold a troop or service unit
position for one year after the balance has been paid.
In order for Girl Scouts of Western Ohio to accept a collection assistance form, both the signed
parent permission slip and all signed receipts must be attached. If they are not included the debt
becomes the troop cookie managers responsibility.
What will happen to the girls if her parent still has a balance?
We never penalize the girl for a balance due by the parent.
The Girl Scout can still participate in troop activities and she can still receive her rewards.
If a balance is not paid by the parent before it goes to our collection agency or legal action is taken, the girl may have
product sales restrictions in the future.
Any girl with outstanding balances due to the council can only participate in booth sales and the parent with the debt
should not be attending or helping at a booth sale.

Final Report Envelope
How do I finish out the sale for my troop?
After you have finished your deposits and final reward selections your next step is to complete the final report
envelope.
The final report envelope is due to your service unit cookie coordinator no later than April 6, 2015.
Please note that this is after the holiday. Touch base with your service unit cookie coordinator if you will be out of
town and turning in your envelope early.
Remember the following:
Complete the envelope front and back.
Include any troop to troop cookie transfer receipts.
Include bank deposit receipts for both council
deposits and troop deposits. We must have these to
verify your deposits.
If you have a parent that has a balance, complete the
troop collection assistance form with signed
permission slip and signed receipts and include in
your envelope. If the form is not complete or missing
the signed permission slip or receipts the debt
becomes the responsibility of the troop manager.
You will receive an email from eBudde towards the end
of the sale with the link to the cookie program
evaluation. It is vital that you complete this.
Frequently Asked Questions
Q: I am trying to help my girls set goals. How many packages does the average girl sell? How many packages does
the average troop sell?
A: The troop should be setting goals based on what they want to do with their cookie proceeds and girls based on the
troop goal and what rewards they would like to earn. Last year the average girl sold 139 package and the average troop
sold 1298 packages. Troops that participated in booth sales sold more than those that did not.
Q: What if a new girl registers with our troop after the initial order is placed?
A: She will be uploaded into eBudde. Encourage her to take her own “initial” orders as well as participate in booth sales
with your troop. Be sure to allocate cookies to her as she wouldn’t have had an initial order.
Q: Will our troop get rewards and proceeds from cookies sold after the initial order?
A: Yes, all cookies sold throughout the program count toward girl rewards and troop proceeds. Just make sure you
keep track of additional packages sold and booth sale packages and allocate those cookies to the girls who sold them
so they can get credit.
Q: Will our sale proceeds change from the initial order?
A: Your proceeds are based on the per girl average. It is likely that after the initial order your per girl average will
change. Your per girl average is based on the number of girls selling and that have cookies to their name in eBudde. Do
not calculate your troop proceeds at the end of the sale until you have completed all of your cookie allocations. The
best way to manage your money during the sale is to deposit all cash into your troop account and all of the checks
into the council account. At the end of the sale when you pull your final report from eBudde you will more than likely
still owe a balance to the council. Write a check from your troop account to pay the remaining balance to council and
deposit it into the council account.

My troop is registered and I have two approved adults for troop leadership. All of my girls are registered.
I have signed the troop manager agreement form and have agreed to take responsibility of the annual
Girl Scout Cookie Program for my troop.
Complete online cookie training. If a new troop manager you must take in person training with your service unit cookie
coordinator.
Hold a parent meeting. Explain deadlines, expectations, and collect signed parent and permission responsibility
forms. (Last page of the 2015 Family Guide.) Distribute girl order cards.
Log into eBudde to update my contact information and become familiar with the online ordering system. Verify that
all of my registered girls are listed. If they are not contact customer service at 1-888-350-5090.
Sign up for our first round of booth sale selections starting January 21, 2015, at 6 p.m. See page 16 for complete dates
and times for additional booth sales sign up phases.
Sign up for and attend the virtual cookie café webinar on January 26, 2015, for updates on how to place my initial
order. See page 3 for other cookie café dates throughout the program.
Collect all girl order cards, including Cookie Club orders. Provide the girls with Goal Getter order cards and explain
what your troop will be doing during the goal getter phase and to stay tuned for special news coming February 7, 2015.
Enter the girls’ orders into eBudde. Select delivery site, if applicable. Enter the girls initial order rewards if they have
earned them. Be sure to finish by February 6, 2015, at 11:59 p.m. and click “Submit” for the previous tasks.
Participate in National Cookie Weekend, a No Cookie, Cookie Booth and get ready to Bling Your Booth. Collect the
girls’ Goal Getter order cards and submit your first pending order for the cookie cupboards. See pages 12–13.
Pick up your troop’s initial order at delivery. Be sure to get your council deposit tickets and put them in a safe place.
See pages 14–15.
Arrive home and sort all product and prepare receipts for each girl before any one picks up their cookies. This will help
you identify any issues. Be sure to complete a receipt for each cookie pick up, sign and date. Keep one copy.
Place any other pending orders needed in eBudde and pick them up at your local cookie cupboards starting Friday,
March 6, 2015. See page 17–18.
Prepare for your cookie booths. Get your bling together, and a schedule for parents and girls. Review booth sale rules
on page 17.
Attend your cookie booths (council sponsored and non-council sponsored) promoting Operation Cookie and 5 for
Five to maximize sales. Be sure to make deposits often!
Reconcile the sale with each girl, collecting all of the rest of her money due and gathering her final reward selections.
Complete the rest of your cookie allocations to the girls in eBudde and make her final reward selections.
Make your final council deposit and complete your final report envelope. Turn into your service unit cookie
coordinator no later than April 6, 2015. Stay tuned to emails from eBudde with the cookie program evaluation link. You
will be notified by your service unit cookie coordinator in mid May to pick up your troop’s final rewards.
