Community Land Plan of Management
1.1 Purpose
Through this Plan of Management the categories for Community Lands in Area 3 are adopted and
the management objectives are established.
1.2 Description
This section provides an overview of the public land in Area 3, then describes the Community Land
in each town, and sets out the Local Government Act core management objectives for each reserve.
1.2.1 Area 3
Area 3 comprises the towns of Bullaburra, Lawson, Hazelbrook and Woodford and the village of
Linden. This area is commonly referred to as the “mid-mountains”: there is a significant climatic
difference from the upper plateau towns above Boddington Hill and from the towns east of Linden
generally referred to as the “lower mountains”. There are also differences in settlement pattern,
demography, community facilities, and in the amount and types of public land within the Area.

Area 3 is 3,978 hectares in area, or just under 40 square kilometres. It adjoins Area 2 to the west, and
Area 4 to the east. Blue Mountains National Park adjoins Area 3 to the north and south. There are
also a few isolated portions of Blue Mountains National Park in Woodford and Linden.
1.2.2 Public Land in Area 3
Area 3 contains some 1,050 hectares of public land, which is predominantly natural. Blue Mountains
City Council manages over 800 hectares of this land, including some 660 hectares of Crown Land.
Of the 1,050 hectares of public land in Area 3, 595 hectares are proposed for addition to Blue
Mountains National Park. Council manages about 200 hectares of Crown Land and owns about 200
hectares of land, including Community (151 ha) and Operational Land (47 ha). Council manages
about 15 hectares of State Government land, which is managed as Community Land.

1.2.3 Native Vegetation
In addition to the native vegetation conserved on the public land estate, Area 3 contains about 1,900
hectares of native vegetation on private land, 1,300 of which is protected in environmental protection
zones under Local Environmental Plan 1991 (LEP 1991), and another 189 hectares under Draft
Local Environmental Plan 2002 (DLEP 2002).
1.2.4 Area 3 Studies relevant to Public Land Management
A number of studies have been undertaken of community needs, recreational opportunities and
public open space in Area 3. The following studies provide background information about Area 3:

1.2.5 Council Lands
Under the Local Government Act, all land vested in Council, except a road or land to which the
Crown Lands Act 1989 applies, must be classified as either Community Land or Operational Land.
Community Land cannot be sold and must be management in accord with a Plan of Management.
Council also manages land zoned as Regional Open Space that has been acquired by the State
Government and gazetted as being under Council’s care, control and management, as Community
Land. Most of the Operational Land in Area 3 occurs in Lawson (84%) and Bullaburra (11%), and
is zoned for industrial, commercial or residential use.

Community Land comprises 68% of Council owned public land in Area 3. With the addition of State
Government owned Regional Open Space, Community Land comprises 75% of Council public land
in Area 3 managed under the Local Government Act.
State Government Regional Open Space managed as Community Land
There is one SREP Regional Open Space zone in Area 3 currently comprising about 36 hectares,
including 21 hectares of Crown Land and 15 hectares of State Government acquired land. The land
that has been acquired by the NSW Government is managed as Community Land in accordance the
Local Government Act.

Land to which this Plan of Management Applies
The Area 3 Community Land Plan of Management applies to all Community Land in Area 3 unless
Council has adopted a specific plan of management for a reserve, in which case the specific
provisions of that plan of management apply to the reserve.
The Area 3 Community Land Plan of Management provides the categorisation for Community Land
reserves in Area 3 and applies the Local Government Act management objectives to those categories
for each reserve.
Specific Plans of Management for Community Land reserves in Area 3 do not replace the generic
Area 3 Community Land Plan of Management but supplement it by providing more specific provisions
for reserves.
The following table lists those Community Land reserves in Area 3 for which specific Plans of
Management have already been prepared, or are in preparation.

Community Land Reserves in Area 3
There are currently 39 Community Land reserves in Area 3, comprising some 151 hectares. The
current Community Land estate in Area 3 is slightly larger because it includes drainage reserves,
some car parks, and some Rural Fire Brigade Stations. These are not included in this Plan of
Management. Council is seeking to determine the most appropriate classification for these lands, and
they may be re-classified. In the interim, the general Local Government Act management objectives
for these lands, as they are currently classified under the Community Lands Plan of Management
1996, continue to apply. At present, drainage reserves, car parks and Rural Fire Brigade lands are
categorised as General Community Use, unless otherwise specified due to the presence of
significant natural or cultural assets on these lands.
Area 3 comprises about 11% of the City, and Area 3 Community Land comprises 10% of Council’s
Community Land estate. About 84% of Area 3 Community Land is comprised of native vegetation.
The remaining 16% contains parks, tennis courts, a sportsground and part of a golf course.
The Community Land reserves in Area 3 range in size from over 25 hectares to less than a tenth of a
hectare in area. The average (mean) size of Area 3 Community Land is 3.9 hectares in area. Some
reserves are relatively large conservation areas adjoining Blue Mountains National Park, others are
small urban parks. About one fifth of the Community Land reserves in Area 3 contain significant
cultural heritage, from relics of earlier Aboriginal presence through the initial European presence in
the Blue Mountains to war memorials and heritage walking tracks.

1.2.6 Community Land by Town
Community Land in Bullaburra
Bullaburra contains about 27 hectares of Council land, 21 hectares of which is Community Land,
which is 14% of the Community Land in Area 3. Red Gum Park, at 19.39 ha, is a significant area of
Council Community Land and one of the most attractive natural areas in the City reserve system.
Red Gum Park links on its southern border to Blue Mountains National Park.
There are three Parks on Community Land in Bullaburra: Bullaburra Village Green (0.78 ha), Sir
Henry Parkes Park (0.25 ha) and “Railway Park” (0.29 ha).
Although classified as road reserve rather than Community Land, Council also owns land in the
middle of Eungella Park, a Crown Public Recreation Reserve, which is mainly native vegetation.
Community Land in Lawson
Lawson contains 63 hectares of Council land, of which 43.5 hectares is Operational Land and 19.5
Community Land, which is 13% of the Community Land in Area 3. There are two concentrations of
Council public land in Lawson, north and south of the town centre.
The main Community Land reserves are the Council owned part of Wilson Park, which is the core
of the public lands in north Lawson, and “Hilltop Reserve”. “Cataract Creek Reserve” is the main
Community Land reserve in south Lawson. This reserve adjoins South Lawson Park, a large Crown
Public Recreation Reserve.
There are 8 smaller Community Land reserves scattered through the suburban area, all less than 1
hectare in area.
Community Land in Hazelbrook
Hazelbrook contains over 49 hectares of Council public land, of which 48 hectares is Community
Land, which is 32% of the Community Land in Area 3.
There are 10 Community land reserves in Hazelbrook, in three main groups: “South Hazelbrook
Reserve” and Addington Rd Reserve; Gloria Park, Park Rd Reserve, and “Luchetti Ave Park”; and
“Central Swamp Reserve”, including Golden Horizons Park, and “Rocklea Reserve”.
Community Land in Woodford
Woodford contains 27 hectares of Council land, of which 26 hectares is Community Land, which is
17% of the Community Land in Area 3.
The main Community Land reserves are Waterhouse Park, the Council owned part of Wilson Glen,
and Woodford Academy Reserve. Waterhouse Park is proposed for addition to Blue Mountains
National Park. There are 2 other smaller Community Land reserves in Woodford.
Community Land in Linden
Linden contains about 22 hectares of Council owned public land, all of which is Community Land.
The 7 Community Land reserves in Linden are “Rockcorry Reserve”, “Tollgate Reserve”, Dawes
Park, “Boronia Place Park”, “Linden Reserve”, “Martin Place Park” and “Weemala Reserve”.
Linden also contains the only Regional Open Space reserve in Area 3 managed as Community Land
by Council (see below), giving Linden 24% of the Community Land in Area 3.
Bulls Camp Regional Opens Space, Linden, adjoins Bulls Camp Reserve, Woodford, which is
Crown Public Recreation Reserve 88820. This Crown Land is also part of the Regional Open Space
zone but is managed under the Crown Lands Act. Bulls Camp Regional Open Space is included in
this Plan of Management. It is proposed for addition to Blue Mountains National Park.

Local Environmental Plan Zoning
Under Council’s Local Environmental Plan 1991, 54% of Area 3 is zoned recreation or
environmental protection or both. Under Draft Local Environment Plan 2002, 38% of Area 3 was
re-zoned. Of this area, 45% was zoned for recreation or environmental protection.
Zoning of Community Lands
Under Local Environmental Plan 1991, 75% of Community Land in Area 3 is zoned Recreation –
Environmental Protection (REC-EP).
Where Community Land is zoned for residential or other non-public use, the LEP and Plan of
Management will need to be reviewed concurrently to determine the future of the Community Land.
Community Land zoned for residential use may be re-classified as Operational Land if that is more
appropriate to the long-term use of the land.

1.3 Management of Community Land in Area 3
Introduction
Like a lot of the City of Blue Mountains, the larger reserves in Area 3 are Natural Areas on or close
to the border of Blue Mountains National Park. Many of these are part of a larger area zoned for
environmental protection across private and public tenures. Even some of the larger reserves closer
to the centre of towns are linked with the national park via these environmental protection zones.
In contrast, many of the smaller reserves closer to the urban centres are isolated, forming
discontiguous fragments of open space. Some of these reserves are well used, others are much less
accessible and exist to protect creek headwaters or rare vegetation rather than providing recreational
space. There are extensive heritage walking track systems in Area 3. Bushwalking opportunities are
relatively well catered for, but there is an inherent cost in the maintenance of these reserves. On the
other hand, organised team sport opportunities are not well covered.
Issues and Opportunities
Issue: Recreational Opportunities for Organised Sport
Sports and parkland recreation are not well catered for in Area 3. There are 2 ovals, 1 golf course, 1
bowling club, 1 swimming pool, 2 tennis courts, 1 skatepark, and 12 mainly small parks managed
by Council.
In Area 3, Parks, Sportsgrounds and General Community Use areas comprise 9% of the total open
space managed by Council. Given an increasing population with a high proportion of young people
(Area 3 Report 1998, Recreation and Sport Strategy 2002), Area 3 has a fairly low proportion of
parkland and ovals for recreational use. This places additional pressure on bushland on or close to
the urban interface – bushland areas are particularly affected by the impact of extreme sports such
as BMX dirt jump riding that are not catered for in parks or sportsgrounds. As the majority of
Natural Areas are of conservation value, this creates a challenge for management to balance
conflicts of usage. There is also a management challenge to find alternative locations for
sportsgrounds and parks in Area 3. Any new development of facilities is likely to involve a trade-off
between conservation values and recreation needs.
There are significant physical constraints to the development of optimal park and sportsground
provision in Area 3: the development pattern itself has created narrow access roads to sportsgrounds
(and potential sportsground locations), often with poor on-off highway accessibility.
There is also not a high proportion of urban bushland available for recreational use in Area 3. Other
than the surrounding national park and those reserves of high natural and cultural heritage value
proposed for addition to the national park, there is a low proportion of ‘general usage’ bushland. It
is also worth noting that there is a higher proportion of bushland on private land or unreserved public
land than there is on public land managed by Council.
Opportunity: Recreational Opportunities for Organised Sport
Council is currently looking at options for locations of additional sportsgrounds in Area 3. Although
there is limited suitable land available, sites may become available as degraded lands are restored or
if Council takes over the management of public lands not previously under its management. There
is probably limited potential for acquisition of lands for parks and sportsgrounds given the cost,
however occasionally land is donated for public use.

Issue: Profile of Area 3 Community Lands
The heritage walking track system within reserves such as Red Gum Park and Wilson Glen could be
given a higher profile. The profile of parks, picnic areas, highway rest areas and ovals could also be
raised.
Opportunity: Profile of Area 3 Community Lands
Council is gradually adding reserve information to its website (www.bmcc.nsw.gov.au). There is an
opportunity to publish reserve information as a brochure for public distribution.
Recreation Provision
A summary of the existing open space and recreation facilities for Area 3 was included in the
Community Lands Plan of Management 1996. It was then estimated that the mid mountains has the
highest number of recreation settings per head of population of any part of the City of Blue
Mountains excluding rural areas. However this analysis was based on a lower population and the
concentration of large natural areas in Lawson and Hazelbrook would have skewed the results for
the whole of Area 3. The analysis was also based simply on open space provision rather than on the
types of recreational opportunity available to the population.
The 1996 Community Lands Plan of Management concluded that Council should prioritise the
provision and maintenance of play equipment in the mid mountains, particularly given the high
proportion of 0-9 year olds in Area 3. It was considered that capital works improvements were
required at Hazelbrook and Lawson tennis courts and at Gloria Park, and that there may be a need
for a year-round swimming facility for the mid mountains.
Public Lands Rationalisation
Section 6 of the Community Lands Plan of Management 1996 recommended the establishment of
inter-agency liaison to review the management of public lands, and the same year the Public Lands
Rationalisation Taskforce was formed. In 2000, the Blue Mountains Public Lands Rationalisation
Taskforce engaged a consultant to review previous (1989 & 1996) proposals for additions of
reserves in the City of Blue Mountains to Blue Mountains National Park. The subsequent
recommendations were put on public exhibition from December 2002 through February 2003. In
Area 3, 12 reserves in 9 composite areas, comprising some 595 hectares have been proposed for
addition to Blue Mountains National Park.
The results of the public exhibition have been analysed and a report is being prepared by the
Department of Environment and Conservation for the Minister for the Environment. A financial
impact assessment is currently being conducted for the report.

Community Land Plan of Management
Usage
The residents of the Area 3 towns have shown a strong involvement with their local reserves. Over
the past few years there has been a relatively high level of advocacy by resident and Bushcare groups
over the protection of natural areas from recreational impacts. There has also been strong demand
from sports groups, particularly the soccer club, for more facilities to meet their needs.
In terms of provision of recreational opportunities, Area 3’s strength is bushwalking. Area 3
contains a significant section of the heritage walking track system within the City of Blue
Mountains and much of the national park and adjoining natural areas are quite accessible to
residents and visiting bushwalkers. The ‘nature-walking band’ of the recreation spectrum is well
represented, with plenty of opportunity for leisure walks, bird watching and longer treks.
Leases
Council leases cover both Community Lands and Crown Lands. There is currently only one
Community Land reserve in Area 3 with facilities leased for commercial usage.

be managed. These will need to be investigated for the preparation of a specific Plan of Management.

1.4 Categorisation of Community Land
Under the Local Government Act, there are six categories that can be applied to Community Land:
Natural Area, Park, Sportsground, Area of Cultural Significance, and General Community Use.
Area 3 Community Land Categories
All Council public land has been categorised with draft Community Land categories required under
the Local Government Act. Community Land in Area 3, as in most of the City, is predominantly
Natural Area.
Summary of Area 3 Categorisation
Area 3 contains about 142 hectares of Community Land categorised as Natural Area. There are 12
Parks covering about 7 hectares, 1 Sportsground of less than 2 hectares, 4 General Community Use
areas of about 2 hectares in total, and 7 Ares of Cultural Significance covering about 17 hectares.
Lands requiring specific plans of management
Under the Local Government Act, a specific plan of management must be prepared for Community
Land comprising the habitat of endangered species or threatened species subject to a recovery plan
or threat abatement plan, under the Threatened Species Act 1995 or Fisheries Management Act
1994. A specific plan of management must also be prepared for Community Land that contains
significant natural features or comprises an Area of Cultural Significance. See Appendices for the
criteria for natural and cultural significance.

1.5 Core Management Objectives
The objectives in this Plan of Management set the overall direction for management of Community
Lands in Area 3. These core objectives will be supplemented by any further objectives set out in a
specific plan of management for a reserve.
Community Land Management Objectives
The Local Government Act 1993, as amended, sets out specific objectives for the management of
Community Land. Once Community Land has been categorised, the land must been managed in
accordance with the legislated objectives for these categories.

Community Land category.

categorised as an area of cultural significance are to retain
and enhance the cultural significance of the area (namely its
Aboriginal, aesthetic, archaeological, historical, technical or
research or social significance) for past, present or future
generations by the active use of conservation methods.
Those conservation methods may include any or all of the
following methods:
a) the continuous protective care and
maintenance of the physical material of the land
or of the context and setting of the area of cultural
significance,
b) the restoration of the land, that is, the
returning of the existing physical material of the
land to a known earlier state by removing
accretions or by reassembling existing
components without the introduction of new
material,
(c) the reconstruction of the land, that is, the
returning of the land as nearly as possible to a
known earlier state,
(d) the adaptive reuse of the land, that is, the
enhancement or reinforcement of the cultural
significance of the land by the introduction of
sympathetic alterations or additions to allow
compatible uses (that is, uses that involve no
changes to the cultural significance of the
physical material of the area, or uses that involve
changes that are substantially reversible or
changes that require a minimum impact),
(e) the preservation of the land, that is, the
maintenance of the physical material of the land
in its existing state and the retardation of
deterioration of the land.
A reference in subsection (2) to land includes a reference to
any buildings erected on the land.

(f) to retain bushland in parcels of a size and
configuration that will enable the existing plant
and animal communities to survive in the long
term, and

to protect bushland as a natural stabiliser
of the soil surface.
The core objectives for management of community land
categorised as wetland are:
(a) to protect the biodiversity and ecological
values of wetlands, with particular reference to
their hydrological environment (including water
quality and water flow), and to the flora, fauna
and habitat values of the wetlands, and
(b) to restore and regenerate degraded
wetlands, and
(c)
to facilitate community education in
relation to wetlands, and the community use of
wetlands, without compromising the ecological
values of wetlands.
The core objectives for management of community land
categorised as a watercourse are:
(a) to manage watercourses so as to protect the
biodiversity and ecological values of the instream
environment, particularly in relation to water
quality and water flows, and
(b) to manage watercourses so as to protect the
riparian environment, particularly in relation to

residents. The park has a very limited population catchment.
The park is dominated by Monterey Pine, Pinus radiata, with invading exotic shrubs. There is a small vestigial area of
native vegetation. The park is of questionable horticultural value, as well as recreational.

Overview of Public Land in Area 3
Area 3 contains over 1,000 hectares of public land, 595 hectares of which are proposed for addition
to Blue Mountains National Park. There are over 800 hectares of Crown Land, about 200 of which
are managed by Council, excluding areas proposed for addition to Blue Mountains National Park.
Council owns about 190 hectares of land, including Community and Operational Land, and
manages about 15 hectares of State Govt land classified as Community Land. Excluding planned
additions to Blue Mountains National Park, about 150 hectares of Community Land are proposed
for continued management by Council.
Public Land in Bullaburra
Bullaburra contains about 47 hectares of public land, which is 5% of the public land in Area 3. The
main reserve is Red Gum Park. Other than Red Gum Park, there are two narrow Crown Reserves
between the highway and the railway, and two small Community Land parks.

Lawson contains 366 hectares of public land, which is 36% of the public land in Area 3. There are
two concentrations of public land in Lawson to the north and south of the town centre. South
Lawson Park forms the hub of the large southern reserve system and Wilson Park is the core of the
northern public lands.
The main reserves are Hilltop Reserve, Wilson Park, and South Lawson Park. South Lawson Park is
one of the largest reserves in the City reserve system.

Public Land in Hazelbrook
Hazelbrook contains 426 hectares of public land, which is 47% of the public land in Area 3.
A series of reserves dogleg on a north-south axis through Hazelbrook: from Rocklea Reserve in the
north through the swamps surrounding Golden Horizons Park and Horseshoe Falls Reserve to
Gloria Park, Coates Park, South Hazelbrook Reserve and Terrace Falls Reserve.
The largest area of public lands in Hazelbrook links with the reserve system in south Lawson to form
one of the most extensive urban reserves in the City and the largest in Area 3. These public lands
stretch south from Coates Park to South Hazelbrook Reserve and Terrace Falls Reserve. However
the link between these reserves and South Lawson Park is not managed by Blue Mountains City
Council and is not covered by this plan of management.
There is another section of public lands north from Gloria Park, with a strip of Council owned lands
through north Hazelbrook west and east of Golden Horizons Park joining Horseshoe Falls Reserve
to the northeast.

reserves are Wilson Glen, Waterhouse Park, and Bulls Camp.
The largest reserve in Woodford covered by this plan of management is Wilson Glen. Waterhouse
Park is now enclosed on 3 sides by Blue Mountains National Park and is proposed for addition to
the national park. Bulls Camp, or part of this reserve, is also proposed for addition to the national
