WELCOME
Welcome to the home of American Firepower
Situated on a 6,500-acre military installation located in the
northwest corner of New Jersey, Picatinny plays a unique role in
the United States' ability to wage war. There is no other
comprehensive armaments facility like it in the country; it is a
one-of-a-kind facility that provides virtually all of the lethal
mechanisms used in Army weapon systems and those of the other
military services.
Nestled in North Western New Jersey, Morris County is home to
Picatinny. Morris County is among one of the fastest growing areas
in the New Jersey, New York, Connecticut Metropolitan region.
Settled amid rolling hills, glistening lakes, and broad valleys, Morris
County is approximately 45 minutes from New York City and
2 hours from Philadelphia. Beautiful homes predominate both in
the towns and the countryside. With multi-million dollar shopping
centers and three universities, Morris County is a great place to
live. So get out there and explore!

HISTORY
Picatinny Arsenal Historical
Overview
On 6 September 1880, the War
Department established the Dover
Powder Depot. Four days later, it
changed the name to Picatinny
Arsenal Powder Depot. In 1907, the
Army altered the name to Picatinny
Arsenal and established its first
powder factory on the site. While
continuing to produce munitions, the
arsenal moved into research and
development work with the start of a
school to instruct officers in weaponry
sciences in 1911, the establishment of
testing and control laboratories during
the World War I era, and the
beginning of a small, experimental
plant for the design and development
of artillery ammunition in 1919. In
1921, the arsenal took over
responsibility for experimental work
on fuzes.
The arsenal continued to realize its
potential as a research and
development facility in the years
between the two world wars. Major
accomplishments of this period
included better methods for storing
smokeless powder, improved
processing of cyclonite, more
commonly called RDX, and the
discovery of a new explosive, haleite.
The discoverer was Dr. George C.
Hale, the arsenal's chief chemist.
After World War II, Picatinny Arsenal
refocused its efforts on developing
new weapons and munitions. Its
support to the American forces in
Korea included an improved bazooka
and an illuminating rifle grenade. In
periods of peace, the arsenal made
important contributions to progress in
the areas of radar, pyrotechnics,
missiles, time fuzes, and nuclear
munitions.

When war broke out again, it gave
troops in Vietnam a complete family of
40mm ammunition for grenade
launchers and helicopter gun ships.
In 1977, the Army recognized Picatinny
Arsenal's leadership in weapons and
munitions development by
headquartering its Armament Research
and Development Command at the
arsenal and giving it responsibility for
developing small caliber weapons and
munitions.
In 1983, the Army disestablished the
Armament Research and Development
Command and Picatinny Arsenal became
the home of the Armament Research
and Development Center. In 1986, the
name again changed to the Armament
Research, Development and Engineering
Center. Whatever the name, the
installation leads the way in weapons
and ammunition development.
Expansion of the Arsenal
Gasoline-Electric Locomotive Shed and
Garage Under Construction
A deed dated 26 June 1880 records the
first land purchase for the future
Picatinny Arsenal. Mr. George E. Righter
transferred 1,195.8 acres centered on
Lake Picatinny Arsenal to the United
States Government in return for
$35,874.00. This area, afterwards known
as the Middle Forge Tract because of the
forge located there during the Revolutionary War, became the central area of the
arsenal. In 1880 and 1881, the government also purchased tracts from Uel H.
Wiggins, Edward C. Fiedler, Henry and
Michael Doland, John E. Kindred, and
others. These initial purchases, including
the Middle Forge Tract, covered 1866.13
acres and cost a total of $62,750.00. At
the same time, the government gave
$200.00 to Mr. and Mrs. Lewis Spicer for
a 50 foot strip on which to construct a
road from Spicertown to the powder
depot. In 1891, the Army transferred 315
acres bordering Lake Denmark to the
Navy.
Over the years, the Army continued to
make small purchases to round out
arsenal boundaries, but the next major
expansion came in 1941, just before the
United States entered World War II. At
this time, the Army purchased the land
between the Cannon Gates and the
present main entrance near NJ Route 15.
This included Spicertown, an unincorporated village in Rockaway Township.
Spicertown had declined from a relatively
thriving nineteenth century community of
small but profitable farms to a rather
depressed area in 1941. Still, many of
the residences were in good condition
and house military families to this day.
Near Parker Road are buildings 1123 and
1124, both acquired from the estate of
John E. Larson for $16,000.00. The
purchase price included 24 acres of land.
Buildings 1125, 1126, and 1127 and the
accompanying 12 acres cost the government $19,769.00. On the opposite side of
Parker Road are buildings 1138 and
1139, acquired from Helen Jane Larsen
with 1.5 acres for $10,534.00, and building 1140, the former home of Clarence
and Agnes Burdette constructed around
1919. The government appraiser
praised the landscaping and the grassy
knoll location. The primary vehicle for
transportation in the early days of the
Arsenal was the railroad.
The early Wharton & Northern
(succeeded by the Jersey Central) was
laid from Wharton to Green Pond
through the heart of the valley in which
Picatinny Arsenal now resides. This line
connected the various railroads serving
the Wharton area with the New York,
Susquehanna & Western at Green
Pond. Picatinny Arsenal maintained as
much as 49 miles of its own narrow
and standard gauge Picatinny Arsenal
Railroad to service its many transportation needs (fuel, raw materials, ammunition, etc.). Today, rail service through
the Arsenal is just a memory with only
a disused weed-choked stub line into
the Arsenal and scattered traces of the
once busy narrow gauge railway.
In 1960, the Army resumed control of
land it had given the Navy, bringing the
installation to its current size and
shape.

MISSION
UNITS
ARDEC
The Armament Research, Development and Engineering Center (ARDEC) is the
Army's "Center of Lethality", a designation that reflects its importance as a provider
of more than 90% percent of the Army's lethality to soldiers. Headquartered at
Picatinny, N.J., ARDEC is the Army's principal researcher, developer and sustainer of
current and future armament and munitions systems. ARDEC plays a key part in
Army Transformation with its involvement in the development of the Soldier and
Future Combat Systems and continued efforts in the development of advanced
weapons that exploit technologies like high-power microwaves, high-energy lasers
and nano-technology.
ARDEC's overall mission is to improve already fielded items, develop new ones,
maintain a strong armament technology base in government, industry and academia
and provide technical support to the soldier in the field. In this way, the Center
achieves its vision of "Innovative Armaments Solutions for Today and Tomorrow."
DEFENSE CONTRACT AUDIT AGENCY
The Defense Contract Audit Agency, under the authority, direction, and control of the
Under Secretary of Defense (Comptroller), is responsible for performing all contract
audits for the Department of Defense, and providing accounting and financial
advisory services regarding contracts and subcontracts to all DOD Components
responsible for procurement and contract administration. These services are provided
in connection with negotiation, administration, and settlement of contracts and
subcontracts. DCAA also provides contract audit services to some other Government
Agencies.
DEFENSE CONTRACT MANAGEMENT AGENCY
The Defense Contract Management Agency (DCMA) is the Department of Defense
(DOD) component that works directly with Defense suppliers to help ensure that
DOD, Federal and allied government supplies and services are delivered on time, at
projected cost and meet all performance requirements. DCMA directly contributes to
the military readiness of the United States and its allies, and helps preserve the
nation's freedom.
GARRISON
The Picatinny Arsenal Garrison manages essential base operations and readiness to
include such directorates as emergency services; family morale, welfare and
recreation; information management; public works; and plans, training and
mobilization. Picatinny Arsenal consists of 767 buildings to include more than 200
energetic operations, 109 ammunitions or explosives magazines, 7 inert machine
shops, 4 energetic laboratories, 12 outdoor ranges, 3 indoor and auxiliary ranges
and 40 administrative buildings, which include the all FMWR facilities, the Post
Exchange and Commissary.
GOLF COMPANY, 2ND BATTALION 25TH MARINES

The Golf Company, 2nd Battalion 25th Marines’ are a reserve unit Mission is to
provide trained and qualified units and individuals to augment, reinforce, or
reconstitute the active component of the Marine Corps in time of war, national
emergency, and such other times as the national security may require. The 2D
Battalion, 25th Marines is one of three infantry Battalions within the 25th Marine
Regiment. Once mobilized, it is the same as any other Marine infantry battalion.
2/25's Peacetime Mission, in addition to training for war, provides peacetime
personnel and operational tempo relief to the active component, and tells the Marine
Corps story through a robust community outreach program.
JOINT MUNITIONS & LETHALITY LIFE CYCLE
MANAGEMENT COMMAND (JM&L LCMC)
JM&L LCMC is one of AMC’s four life cycle management commands established as
part of an Assistant Secretary of the Army for Acquisition, Logistics, and
Technology an AMC initiative to increase focus on the life cycle management
programs. The JM&L LCMC facilities produce responsiveness, minimizes life cycle
costs, and enhances the effectiveness and integration of Acquisition, Logistics and
Technology. The JM&L LCMC integrates people, organizations, infrastructure, and
the processes necessary for effective life cycle management of conventional
ammunition for the Joint Warfighter. The JM&L LCMC brings together three
component organizations: the PEO for Ammunition; the Joint Munitions
Command; and ARDEC.
NAVSEA
The mission of the Navy at Dahlgren focuses on research, development, test,
and evaluation (RDT&E) in the fields of military safety testing, integrated
warfare systems, weapons and ammunition, sensors and directed energy, and
homeland and force (military personnel and equipment) protection.
PEO AMMO
The Program Executive Office for Ammunition manages the life cycle acquisition
process for ammunition for the Army and other U. S. military services as well as
the Department of Defense's Ammunition Industrial Base.
PEO GCS
The Program Executive Officer for Ground Combat Support manages the
development, acquisition, testing, systems integration, product improvement and
fielding of ground combat support weapons systems used by the Army and other
U.S. military services.
PEO SOLDIER
The Program Executive Office for Soldier develops, acquires, procures, fields and
sustains safe, reliable, effective, state-of-the-art, cost-effective and sustainable
Soldier Systems. PEO Soldier will be the premier center of excellence for
transforming our Soldiers' capability to continuously dominate the battle space.
7245h U.S. Army Hospital
The mission of the 4219th U.S. Army Hospital is to assist the North Atlantic Regional
Medical Command in satisfying the expansion requirements of Walter Reed Army
Medical Center, in accordance with the current U.S. Army Medical Command
Mobilization Plan; provide a blood donor center to Walter Reed Army Medical Center;
and provide veterinary services to the Northeast District, Veterinary Command, Fort
Monmouth, NJ.
The 4219th U.S. Army Hospital is assigned to the 8th Medical Brigade during
peacetime, and to the North Atlantic Regional Medical Command when mobilized for
active service. At full strength, the 4219th U.S. Army Hospital provides the following
services: medical, surgical, patient administration, nutrition advice, hospital food
preparation, psychiatric, nursing, radiology, laboratory, occupational therapy,
physical therapy, pharmacy, veterinary & animal care, food inspection, and blood
bank operations.

Sexual Assault Prevention Response
Program (SAPRP) reinforces the
Army’s commitment to eliminate
incidents of sexual assault by focusing

training that’s required annually and
within 90 days upon arrival for newly

The Athletic Club at Picatinny is a state of the art fitness training facility that provides a
variety of activities for self-improvement including aerobics, sports, yoga, karate, zumba,
triathlon room, one-lane therapeutic pool, weight-lifting, and cardiovascular
development.
FORGE offers a variety of recreational, intramural and traveling athletic programs.
Currently, these programs include flag football, soccer, basketball, volleyball, street
hockey, softball, running and dodgeball. Also, FORGE fields championship caliber teams
in soccer and basketball.
Reserving tennis and racquetball courts is done from the FORGE website
(www.pica.army.mil/mwr/Forge%20Fitness/MainPage.htm). In order to access the
courts, everyone must have a valid FMWR pass.
FMWR passes are limited to active or retired U.S. Military and their families; DoD
employees and their dependents; and government contractors located on Picatinny, and
can be picked up at FORGE or Information, Tickets and Registration (ITR). There are
membership fees for DoD employees & family, and contractors.
Forge Fitness also offers Wellness Visits. A number of health concerns
are addressed and helpful medical information is provided. Available at
each wellness visit: blood pressure checks, sports injury consults, and
spinal health screenings.

Frog Falls membership is open to active duty, Reserve and National Guard
service members and their dependents; Picatinny civilian employees and their
dependents; contractors; and our partnering communities.
Military personnel and their dependents are allowed to pay a daily fee of $3 per
person with a valid ID.
Members may bring 4 guests Friday-Sunday for a fee of $7 per guest.

The Picatinny Arsenal Golf Club consists of 18-holes, a practice putting green, a
practice fairway, and a pro-shop.

The Department of Defense has selected United Concordia Companies, Inc. to
administer the Active Duty Dental Program (ADDP) to active-duty service members
who live 50 miles from a Dental Treatment Facility. Again, to utilize this service you

to call (866) 984-ADDP or complete/submit the Appointment Request Form on the

US Family Health Plan (USFHP) is a TRICARE Prime option that is offered through
Saint Vincent Catholic Medical Centers (SVCMC). USFHP is available to family

Community Emergency Response Team

Basic Training program which is a free four-day course offered at Picatinny

The Picatinny Arsenal Military and Civilians’ Club is a social club which has its
