INTRODUCTION
This document summarizes the vision, mission, values, goals, objectives and strategies of the
CCAP synod of Zambia Education Department, which coordinates all education matters of the
Synod.
The Church of Central Africa Presbyterian of the Free Church of Scotland which was established in
1874 was one of the first educational service providers in Central Africa, promptly responding to
high levels of illiterate and poverty reduction. In 1881 Livingstonia mission learning centres were
established which is today called Northern, Central and Eastern part of Zambia.
The Livingstonia Mission of the Free Church of Scotland has long been recognized as one of the
most important of the Christian missions introduced into central Africa in the late nineteenth century.
The education network created at overtoun institute at Khondowe in Malawi became perhaps most
effective and most admired in central Africa providing the early educational trainings for many
Malawians and Zambians. The Livingstonia mission established many schools in Nyasaland and
the following schools in the Northern Rhodesia today called Zambia. Mwenzo in 1882, Chitheba
1882, Uyombe 1889, Tamanda 1894, Kamoto and Chasela 1896, Kazembe 1897, Lubwa 1904,
Chitambo 1907, Chasefu 1922 and Lundazi Boma in 1962 mission station respectively.
In 1952 on 2nd June the colonial government took over 52 CCAP mission schools, this move by the
government terribly affected all mission schools.
The CCAP Zambia was constituted on 28th October 1984 when it took a challenge to critically think
of contributing to the society of Zambia, in this vain the education committee recommended to the
Synod meeting of 2002 at Lundazi Boma to repossess some former schools once administered by
CCAP following the education Act Volume 5 CAP 43 of 1993 of the Laws of Zambia.
On 25th September 2003 at Lundazi Boma the government handed over 11 schools back to CCAP.

VISION AND MISSION
The CCAP Synod of Zambia Education Department strives to provide quality Education for
Spiritual, Physical, Mental, and Social economical development to the society of Zambia. The
emphasis is on Holistic approach, and shall promote and uphold Christian values and Spirit of
Stewardship in which the Synod of Zambia works in partnership with other stakeholders.
BACKGROUND INFORMATION OF THE DEPARTMENT
The Church of Central Africa Presbyterian Synod of Zambia traces its origin from the Livingstonia
Mission of Malawi, which was established in 1874 in Scotland. It was in 1877 that the Livingstonia
Commerce work in Nyasaland, first at the Southern end of Lake Malawi at a place called Cape Mac
Clear and in 1881; the work was moved to Bandawe in the Northern part of the country (1881).
Congregations were established and Mission work was carried out in what is today, the Northern,
Central, and Eastern part of Zambia.
The Livingstonia Mission of the Free Church of Scotland has long been recognized as one of the
most important of the Christian Mission introduced into Central Africa, in the late nineteenth
Century. The Education network created at the overtoun Institution at Khondowe in Malawi became
perhaps the most effective and certainty the most admired in Central Africa and provided the early
Training for many Malawians and Zambians. The Livingstonia Mission established many schools in
Nyasaland (Malawi) as well as Northern Rhodesia today called Zambia.
The centre of education of Livingstonia Mission in Eastern Province of Zambia was at Chasefu. In
Central Province was at Chitambo, while Lubwa and Mwenzo became the centre for Northern part
of Zambia.
These schools were taken by the colonial government on 2nd June 1952. There were more than fifty
two schools taken over by the government. This move by the government terribly affected Chasefu
CCAP Mission School. The Head teacher Mr. Newton H.M. Nkunika was transferred from Chasefu
CCAP School to Chipata at the Angoni School. The CCAP manager of schools Mr. Laban M.
Ndhlovu was recruited by the government and immediately went to operate from Lundazi Boma.
Since the Constitution of the CCAP Synod of Zambia on 28th October 1984, the Synod of Zambia
has taken a challenge of contributing in the Education Sector to our targeted communities. In this
vain the Synod has opened community schools and repossessed some of its former primary, basic
and secondary schools.
Following the recommendation of the Education Committee to the synod meeting of 2001 to
repossess some of the former CCAP Mission Schools, this dream was achieved on 25th November
at Lundazi, where 11 schools were officially handed over back to CCAP Synod of Zambia.
Since 2001, the number of CCAP-affiliated schools has increasing to 29: 3 secondary schools, 7
basic schools, 15 community schools, 3 primary schools, and 3 day care schools, and 1 Theological
college.

ROLE AND MANDATE OF CCAP EDUCATION DEPARTMENT
CCAP Education Department is the lead agency in the synod of Zambia in coordinating education
activities across the synod catchment area through the existing structures with the support of
related specialized departments. It collaborates with Health department, Relief and Development
department, Lay Training department, HIV/AIDS department, and Government departments such
as the Ministry of Education. It facilitates centralized planning of education related intervention
within the Synod of Zambia.
CCAP’s focus is the development of the child and this is from a belief that every child has the right
to education among other rights to mention but a few. Deliberate programs are lined up for OVC
education but though it’s also imperative to mitigate the causes of increase in the number of
orphaned children and poverty that is HIV/AIDS.
CCAP as faith based organization networks and recognizes the presence of other stakeholders who
have similar programs in the same environment to collaborate with them to achieve the goal. These
partners includes; government ministries, private sectors in education, non government
organization NGO’s, other Christian organizations FBO’s, and Community based organizations
CBO’s
CORE VALUES OF CCAP EDUCATION
CCAP Education Department is motivated by a Christ-centered spirit on the demonstration of love,
care, support, commitment and dedication, service delivery, ownership, acceptance, transparency
and accountability, and non-discriminatory.
These core values are based on the belief that all mankind is God’s creation and is equal to the
other regardless of the race, belief, social status as such; all of them have the right to socialeconomics.
The core values interventions described above creates interdependence of all those involved at all
levels in this global village. In this scenario, the interdependence parties must be responsible one to
the other. CCAP Education Department recognizes links between spiritual and physical needs
because God created man with both spiritual and physical aspects, therefore, there is a need for an
integrated approach.
We are committed to contribute to the wellbeing spiritual and physical needs through education to
fulfill Hosea 4:6 “my people perish because of lack of knowledge; Proverb 22:6 Train a child in the
way he should go, and when he is old he will not turn from it. Therefore, education is the right tool
for poverty reduction but also provides the opportunity to knowing God.
GOAL
To promote and facilitate quality education in CCAP-affiliated schools, and to ensure that spiritual
and moral conduct is encouraged.

OBJECTIVES:








To rehabilitate already existing structures and build new infrastructure for CCAP-affiliated
schools.
To support CCAP-affiliated schools in providing quality education by facilitating the provision
of teaching and learning materials.
To sensitize communities and teachers on the rights of the Girl child to education in CCAPaffiliated schools and promote Girl Child Education.
To provide support (Spiritual, Emotional, Moral etc) to Orphans and Vulnerable Children and
Pupils Living with HIV/AIDS (PLWHA) in CCAP-affiliated schools.
To conduct HIV/AIDS awareness programs to pupils and teachers in CCAP-affiliated
schools.
To provide clean water and good sanitation in CCAP-affiliated schools.
To implement Income Generation Activities (IGA) for the Education Department
Offer scholarship to CCAP teachers who will in turn become Heads and Deputies of the
same schools in order to foster development.
PROGRAMME ACTIVITIES
(a) Provide full rehabilitations to the already existing structures.
(b) Construct new infrastructures, such as classroom blocks, teachers houses, toilets and water
points.
(c) Provision of teaching aids and learning aids for teachers.
(d) Conduct HIV/AIDS prevention and life skills activities in CCAP-affiliated schools.
(e) Provide spiritual, moral, psycho-social support to OVC and PLWHA.
(f) Conduct Income Generating Activities to sustain the operations of the Education Department.
(g) Prepare and submit budgets, plans, proposals, and reports.

SUSTAINABILITY PROJECTS
Ownership is linked very closely to sustainability; CCAP Education Department therefore, applies to
apply strategies and systems with the involvement of Income Generating Activities (IGA) for
continuity. Sustainability is viewed to further the works of education as an institution resulting in
increased efforts to source more financial partners internationally and nationally. Initiating for local
fundraising is paramount investment in land and property. The Education Guest house, Computer
Room (café), Office block accommodation to be rented out to some organisations will serve as
sustainability projects.
MONITORING AND EVALUATION PROCESS GUIDELINES
CCAP Education Department will continuously monitor implementation of all Programs/Project
activities and outputs that are relevant to specific tasks. In addition, quarterly/ term monitoring and
supervisory visits will be carried out and the reports submitted to the General Secretary of the
Synod and relevant stakeholders. Program audits will be conducted as part of two formal
evaluations to be conducted towards the end of each year.
Monitoring and evaluation exercises will focus on:

Reviewing indicators of achievement captured in Program/Project

Assessing the degree to which Program/Project activities were implemented as planned,

Verifying outputs achieved and

Documenting the effects of the interventions within the target schools.
It is expected that Program/Project beneficiaries; Pupils, School managers, teachers, parents,
Church leaders, Orphans and Vulnerable Children, in CCAP-affiliated schools will also be involved
in assessing the Program/Project’s impact. The evaluations should provide us with insights into the
effectiveness of the Program/Project strategies. Pupil-to-pupil teacher-to-teacher and parent-toparent education activities monitored, findings documented and incorporated in planning.
PARTNERSHIPS
Looking at the whole program content, one organisation will not be enough to address each one of
the strategies effectively. Forming alliance and collaborate with other players can help reduce the
burden. CCAP Education Department strongly believe that partnerships will be key in its work. We
work in partnership with Government ministries, especially the Ministry of Education, Community
Development and Social Services.
We have partnered with other Non Governmental Organisations, Faith Based Organisation and
Community Based Organisation with similar objectives to ours.
We also work in partnership with the CCAP Malawi the Livingstonia Synod (SoL), Nkhoma synod
Blantyre synod. We are affiliated to Christian Council of Zambia (CCZ), and other Church Ministries.
We are also seeking more partnership with external Funding Agencies who share our interest and
are willing to support our work.

The CCAP views collaboration and networking with others the government, local authorities,
traditional leaders, civil society organisations, private institutions, and international partners to
achieve the development goals.
THE EDUCATION BOARD
The Department’s supreme body is the Synod Board, which appoints the Education Board. The
Education Board, on behalf of the Synod Board, gives directive or policies for the Education
Department to implement its activities.
The Education Board will meet thrice in a year, to supervise the work and review the work of the
Education Department, which is headed by the Education Secretary, and plan the way forward.
The Education Board is and shall not be involved in the day to day running of the Education
Department, unless when they feel that department staff is in breach of the policies of this
constitution. The Synod Board shall elect members of the Education Board and determine thei term.
ADMINISTRATION
The Education Secretary is in charge of the Education Department. He appoints other members of
staff to help him in the execution of the Board directives. The Education Secretary shall be assisted
by an Accounts Officer, Administrative Officer, Project Manager, Program Officer, and Driver.

QUALITY ASSURANCE
We believe that quality is a catch word in our work. We will not compromise the quality of our work.
To ensure that quality work is done, each Programme will be guided by minimum criterion. For
example we ensure that our teachers attain certain minimum standards of behaviour and in
Education, those who do not reach that minimum standard will not be recommended into our
schools.
PRINCIPLES
CCAP Education Department will be guided by the following principles; Christ centred, holistic
social economic development, commitment, dedicated and Service Delivery.
PARTICIPATION
We strongly believe that if our presbyteries, congregations, village communities who are at the
grass root we work with shall be given every opportunity to participate at every step in all our
Programs/Projects. We will involve them in the Planning, Implementation, Monitoring and
Evaluation of all Programs/Projects. Leaving out these will affect the effectiveness of our
Programs/Projects thereby reducing the impact. All the Programs/Projects are planned and
implemented with our presbyteries/congregations and communities in mind. The strategic resolution
of the board and management is to broaden the membership by invitation to the Christian public/
churches, and local public starting from individuals..
TRANSPARENCY
Working with and for the community entails openness and transparency. CCAP Education
Department will ensure that our work is conducted in an open and transparent manner. Our
financial records will be open to all our stake holders and the communities in which we will be
operating. We will avoid under hand methods and secrecy in our Department.
ACCOUNTABILITY
We pledge to account for every monies raised and received by our Department. To ensure that this
is done, we have put in place an effective accounting system that is open and ensures
accountability. We will carry out both internal and external audits at regular intervals. We will subject
our accounts to Annual External Audits and the report will be presented to the Board and eventually
to the Synod and all relevant partners.
COMMUNITY CONTRIBUTION
Our Synod Department believes that the greatest resource we have is people and people with
different skills and expertise are found in the community. All our Programs/Projects will to a great

extent depend on community contribution especially personnel hence the need to learn from them
as they learn from us during project implementation.
INFRASTRUCTURE DEVELOPMENT
The socio-economic infrastructure, such as classroom blocks, office blocks, staff accommodation,
toilets, water works, are in a state of disrepair due to lack of maintenance and to a great extent they
are not enough.
The current state of these physical infrastructure has continued to deteriorate rendering the
institutions at all levels virtually incapable of providing the quality Service to the growing population.
This situation has further compounded by insufficient financing for the development and
maintenance of the infrastructure in schools.
Although many attempts are being made by the Church and the Government through various
sectors with the assistance of cooperating partners to rehabilitate the existing structures and
developing new ones, much more remains to be done. The major challenges are in the provision of
adequate resources both human and financial. Each of our schools has its own challenges in terms
of infrastructure development.
LIFE SKILLS
HIV/AIDS is still a critical challenge in sub-Sahara Africa and requires special attention in all
programs. Due to high prevalence of HIV/AIDS the number of Orphans and Vulnerable Children is
high in Zamia. This has resulted in Orphans and Vulnerable Children involving themselves in high
risk activities such as sex in exchange for money, use of drugs, early marriages, and unexpected
pregnancies.
Mainstreaming life skills programs in most projects will have a positive implication; this has brought
many concerns to the CCAP Education Department and the need to help in one way the affected
school going children in CCAP-affiliated schools. HIV/AIDS affects all our communities socially,
economically, and culturally.
GENDER
All our Programs/Projects will incorporate gender balance to ensure equity. However due to the
nature of our Programs/Project, there will be a bias towards Girl Child because they are the brunt of
HIV/AIDS and poverty. Participation of both genders is better encouraged than merely meeting set
parameters for the sake of avoiding negative compromises, it is considered imperative to have
equal representation where applicable or attracting the weaker to get more involved in activities that
require them or will benefit the other.
ENVIRONMENT
Most of the communities where CCAP is operating are farming communities in rural settings.The
project through suitable development, empowerment and healthy will protect forestry and

biodiversity by embracing modern technologies that will promote a healthy environment in the
CCAP-affiliated Schools.
HEALTH
Overall Healthy is key component to good production and sustainable development, it is from this
note that Healthy is one of our activity especially HIV/AIDS related diseases; hygienic and
healthier/conducive learning environment.
EDUCATION
In order to attain the mission statement above, integrated approach of the programs will be applied;
provision of education materials, education infrastructure, training of teachers, and sponsorship.
The focus of CCAP education is on improving quality of education systems.
FINANCIAL POLICY
The purpose of the financial management policy is to ensure that financial resources are managed
efficiently and effectively. The core areas of the policy include:
o Budgeting
o Source of income
o Accounting and reporting systems
o Depository of funds
o Disbursement of funds
o Purchasing authority
The above financial tools will facilitate proper planning and control of Financial resources and will
clearly state the roles and responsibilities of the CCAP Education Department Management Team,
especially in regard to authorization and expenditure levels.
BUDGETING
The financial year of CCAP shall run from 31st mach to 1st April of the next calendar. For CCAP
programs and activities will run from May to February, with Mach and April is dedicated to planning
and reporting, respectively.
 Budgeting preparation and approval. To ensure confidence that there is a positive
relationship between financial support (especially by Donors) and programs/ project
outcomes, an annual budget shall be put in place at the beginning of each year. CCAP
Education Management Team will use the guidelines during budget preparation and
financial management. The Management shall approve the Budget prior to
implementation.
 The management Team will originate the budget in consultation with the members.
Anticipated funds will be allocated at least (90%) for Program activities and the balance
to administrative expenses.

All budget shall be activity- based
MANAGING OF PROJECTS
CCAP Education will open a separate operational account which will for accountability and the
purpose of auditors which the Education Secretary will be the signatory to the account. However the
Financial resources for disbursement to Schools or groups of people shall be all channeled through
to the organizational (CCAP) account.
ACCOUNTING AND REPORTING
These are financial tools, which will guide the sound financial management of the organization
towards accomplishing its objectives
Therefore, the accounting Officer shall develop an accounting system, which will accomplish CCAP
objectives required by the members, and generally conform to the best business practices within
the Laws of Zambia and which are acceptable to the organization’s external auditors.
The above financial rules and regulations shall include proper maintenance of accounting records,
such as cashbooks, reporting formats, deadline, quarterly progress financial reports, mid-year and
end-year financial reports.
The Education Secretary shall ensure all necessary supporting documents; records and accounts
are kept in acceptable manner in respect of all expenditure.
DEPOSITORY OF FUNDS
For the CCAP Education Program to realize its objectives, all funding will be channeled to
Department account.
All funds received shall be deposited in bank accounts authorized by the board.
AUTHORIZED BANK SIGNATORIES
The Education Secretary shall be the principal and will sign all instructions to the above accounts.
The Board Chairperson shall act as an alternate signatory to the account.
The Accounts Officer shall be the custodian of all the financial books and will act as a cashier.
Thus, with the CCAP Education Department, three shall be authorized to approve or make
payments:

- Accounts Clerk
This bank account shall be utilized exclusively for CCAP Education Department activities. No other
funds shall be co-mingled with CCAP Education Department funds or invested in other activities
other than those of the CCAP Education Department.
Any bank interest realized by maintaining such a bank account will be declared and utilized on
CCAP Education Department activities.
The Accounts Officer will be required to inform the Education Secretary in writing on transfer of
funds affected.
The Education Secretary shall equally, in writing, confirm receipt of such funds.
DISBURSMENT OF FUNDS
The authorized signatories shall sign withdrawal of funds from CCAP bank account.
Authorization level
The Education Secretary shall approve any financial transactions as indicated in the annual budget
and approved by the Board.
The Education Secretary shall coordinate the utilization of funds in all the program areas/activities.
The Education Secretary - or in his or her absence - the Board Chairperson shall sanction all
financial transactions for the organization.
All financial requests shall be accompanied by the activity-based budget where such requests were
made.
 In line with the disbursement of funds, each time a payment is to be made, a payment
voucher will be completed.
 This payment voucher will be prepared by the Education Secretary and approved by the
accountant.
 At all times, payments should have reference to the activity based budget line and in line
with the approved budget.
PURCHASING AUTHORITY
The Education Secretary shall be authorized for the purchase of goods and services according to
the approved annual operating budget. The CCAP Education Department will therefore direct such
purchase as required and permitted within the limited financial resources.
Any expenditure not reflected in the budget shall need prior Board of Director’s approval.
In line with financial prudence, CCAP Education Department shall purchase goods and services
from established suppliers.

Three (3) competitive quotations from such suppliers shall be the minimum requirement for any
purchase above ZMK 3 million.
Where there is a single supplier, the rules given above shall apply.
The Board of Directors shall approve any expenditure above ZMK 3 million.
ACCOUNTING AND REPORTING SYSTEM










Financial reports shall be prepared on receipts and payment basis.
No accruals will be accepted.
The Accounts Officer for daily recording of transactions will maintain a cashbook.
A bank reconciliation statement will be prepared on monthly basis.
A statement of receipts and payments will be prepared every quarter 28th February.
This report to be forwarded to the board of directors by the 10th of the following month (a
month after the end of a quarter)
A by- annual statement of receipts and payments will be prepared at the end of September
and March every year and forwarded to donors and to the board of directors to be
presented at the annual general meeting.
To accompany the financial report, the receipts of expenditure evidencing utilization of the
funds in the period being reported shall be required.
A bank statement for the month of September and March will also be submitted to show the
cash at the bank.
All financial reports to be signed by the Education Secretary and Accounts Officer.
REPORTING MODEL
This will be a standard reporting model for both quarterly and by –annual financial reports.

PROGRAMME AND ACTIVITY IMPLEMETATION







All planned for programs and activities shall be in line with the objectives of the CCAP Education
Programs
All programs and activities shall be implemented according to the approved annual work plans and
in the period between April and March of each year.
Urgent programs outside the approved work plans and budgets shall require the permission and
approval from of the board of directors.
Management team shall, where necessary, engage in joint programs with other organizations and
this shall require the permission and approval of the board.
A separate report of each Program or activity carried out shall be made and kept by the
management team for reference.
However, the board of directors for further clarification may require these.
Only mid-year and annual reports including quarterly financial progress reports shall be
submitted to the Board of Directors through. Administration cost shall be 10% of the total amount
received from the partners.
RELATIONS WITH THE MEDIA
No ordinary member of the organization shall issue statements to the media
Policy statements shall be referred to the Education Secretary
The Education Secretary / or his/ her project managers shall issue statements on issues by way of a welltabulate statement arrived at after careful research and evidenced based.
Likewise, comments shall also be evidence based on the facts through research on the matter.
Interviews with local media shall not be restricted to the Education Secretary alone but anyone within the
organization with knowledge on the issue can attend to this.
FINANCIAL DISCIPLINE
All CCAP members shall strictly adhere to the Financial Guidelines in carrying out their programs and
activities.
General membership shall be on voluntary basis. However, the incidentals can be considered if funds are
available for such.
Transport costs incurred when traveling to the meetings when invited by the board will be reimbursed upon
receipt production.
Therefore, a person traveling will be required to remit these receipts to CCAP accounting officer.
Financial reporting shall be in accordance with the Financial Guidelines.
Obedience and adhering to this financial policy, is a call value to our success and commitment to quality
and acceptable transparency and accountability of managing CCAP financial resources towards
Sustainable Development, Social Economic Empowerment, Overall Education.
