SUBJECT:
DEPARTMENT OF PUBLIC WORKS, DIVISION OF ROADS AND BRIDGE - CONTRACT AWARD TO
CUTTING EDGE LAWN SERVICE AND LANDSCAPING, LLC, THE LOWEST RESPONSIVE AND
RESPONSIBLE BIDDER TO PROVIDE THE REMOVAL OF TREES AND TREE STUMPS - TWENTY
FOUR (24) MONTH AGREEMENT - AMOUNT NOT TO EXCEED $200,000.00
WHEREAS, the County of Essex has a need for a vendor to provide Tree and Stump
Removal (the "Services") for the Department of Public Works; and
WHEREAS, the County's Office of Purchasing has publicly advertised for bids for
the Services; and
WHEREAS, the County has received, from seven (7) vendors, written responses to
the aforesaid advertisement for bids; and
WHEREAS, the County's Office of Purchasing recommends the Board of Chosen
Freeholders award the contract for the Services for a twenty-four (24) month period to
Cutting Edge Lawn Services and Landscaping, LLC, the lowest responsive and responsible
bidder; and
WHEREAS, the Chief Financial Officer has certified that he will further certify the
availability of funds to pay such contract when services are ordered(which certification is
attached hereto); and
WHEREAS, the New Jersey Public Contracts Law (N.J.S.A. 40a: 11-1 et. seq.)
requires that the Board of Chosen Freeholders by resolution approve the awarding of a
contract for the provision or performance of any goods or services, the cost of which in the
aggregate exceed the statutory bidding threshold; now, therefore, be it.
RESOLVED, by the Essex County Board of Chosen Freeholders:
1.
That the award of a Contract for the Services for a twenty-four (24) month period at a
cost not to exceed $200,000.00 to Cutting Edge Lawn Services and Landscaping,
LLC, the lowest responsive and responsible bidder, in accordance with the
recommendation of the County's Office of Purchasing, be and hereby is approved,
and that the County Administrator be and hereby is authorized to enter into and
execute said contract as aforesaid together with such other documents incident
thereto as may be necessary.
2.
That the Clerk of the Board of Chosen Freeholders forward two (2) certified copies of
this resolution and agreement to the Office of Purchasing and one (1) to the
Department of Public Works.

Introduction:
The Essex County Department of Public Works has requested to have the removal of trees and tree stumps provided for
'their use. In accordance with the Local Public Contract Law (N.J.S.A. 40A:11-1 et seq.), the County's Office of Purchasing
advertised for bids on June 16, 2015. In response thereto seven (7) bids were received from twenty five (25) vendors who
received specifications. All were from the Purchasing Portal. The following information was obtained:

Recommendation:
Based upon the recommendation of the Essex County Director of Public Works after reviewing the submitted bids, it is
recommended that the Board of Chosen Freeholders authorize by resolution payment to: Cutting Edge Lawn Service &
Landscape, LLC, 2 Stage Road, Pine Island, NY 10969. The County has not done previous business with this vendor.
Reason for Recommendation:
The award is being made to the lowest responsive/responsible bidder.
History:
The previous twenty four (24) month contract was awarded to Dujets Tree Experts for $200,000.00. The amount expended
from this contract was $135,626.00.
Fiscal Impact:
This is an open ended contract, the total cost not to exceed $200,000.00. The funding source will be acct #101-1901-4414600.
Alternative:
These services are needed and essential for the Department of Public Works' activities and operations. This service was put
out to bid since the total amount spent would exceed the bid threshold.
