Q. My APPR plan relies upon the comparison of district performance to statewide Regents results in order to calculate subcomponent scores. Where can those statewide results be found? The Department recognizes that some APPR plans include the comparison of district performance to statewide Regents results in order to calculate subcomponent scores for their educators. The Department is therefore releasing embargoed statewide summary data so that affected districts are able to provide educators with subcomponent and overall composite scores by the September 1, 2013 statutory deadline and are able to demonstrate full implementation of their 2012-2013 APPR plan. See Dr. Julia Rafal-Baer’s May 2013 memo regarding APPR plan implementation (http://usny.nysed.gov/rttt/teachers-leaders/docs/apprand-review-room-memo-may-2013.pdf) and the July 2013 memo regarding APPR data collection and reporting (http://usny.nysed.gov/rttt/teachers-leaders/docs/appr-timelinememo-july-2013.pdf). The embargoed statewide summary data can be found within your Information Reporting Services (IRS) portal account. The IRS Portal hosts secure downloads of IRS-designed data files and other documents to authorized users of the portal. The IRS Portal is available through the main NYSED web portal (see http://portal.nysed.gov for details on usage) using secure authentication via SEDDAS (SED Delegated Account System, see SEDDAS home page for details). If you are unable to locate the information and require it for completion of APPR results for the 2012-13 school year, please send a request to [email protected] with “embargoed statewide summary data” in the subject line. The embargoed statewide summary data are based on data that were extracted from the Student Information Repository system (SIRS) on July 12 for use in the calculation of growth and/or locally-selected measures subcomponents of teacher and principal performance evaluations. It is extremely important to note that these data may be used only in the calculation of subcomponent scores to fully implement 2012-13 APPR plans that require the use of this information. These data should not be shared or distributed in any way other than to calculate subcomponent scores that are dependent upon this information. Please also note that comparison data for 2012-13 assessments in grades 3-8 mathematics and ELA will be available after the public release at: http://www.p12.nysed.gov/irs/news.html.
