at Grand Traverse County Civic Center
Services Being Sought
Grand Traverse County Parks and Recreation is seeking vendors who provide automated teller machines
(ATMs) to submit a proposal for patrons to access cash at the Civic Center, located at 1213 W. Civic
Center Drive, Traverse City, Michigan 49686.
Why Services Are Being Sought
Services are being sought to:
• give Civic Center Park patrons access to cash to make purchases from the concession
stands and from the Civic Center lobby vending machines, to rent skates, and more
• to increase revenue generated for Parks and Recreation
About Grand Traverse County Parks and Recreation-Senior Center Network
The Grand Traverse County Parks and Recreation-Senior Center Network Department serves its
community through recreational opportunities at its many diverse parks and senior center locations.
The department, with the County Parks and Recreation Commission, oversees and acts as the steward
for ten properties:
• Beitner Park
• the 45-acre Civic Center building and grounds, including Easling Pool and Howe Arena
• the Keystone Soccer Complex and Birmley Property
• Medalie Park
• Maple Bay Park and Natural Area
• Meyer Property
• Nature Education Reserve
• Power and Bassett Islands
• Twin Lakes Park
• VASA Trailhead
About Civic Center Park
Civic Center Park is Grand Traverse County’s “Central Park,” receiving between 700,000 and one
million visitors each year. The park’s amenities include two concession stands, a swimming pool, an
arena, ball fields, basketball court, picnic areas, skate park, and, this spring, a new playground. The
44-acre park is a gathering place for families and friends. The property is used by runners, walkers,
cyclists, swimmers and swim teams, ice skaters and hockey teams, and skateboarders on a daily
basis. Various facilities are used throughout the year for special, public events. The Civic Center
building houses the Parks and Recreation Department the arena, the pool, and a fitness room. The
pool and fitness room, known as the Central Y, are operated by the Grand Traverse Bay YMCA.

The Civic Center building opens between 5 and 5:30 a.m. (depending on the pool schedule), and remains
open until at least 9 p.m. During hockey season, the building often is open until 11 p.m. for high school
tournaments, community team play, and community twilight skates. During “show” season, from March
until August, several three-day expositions and shows are held in Howe Arena. The arena also is home to
Traverse City Roller Derby, which has several bouts each year. Events at the Civic Center draw crowds,
and often those patrons need cash to purchase concessions, raffle tickets, skate rentals, etc.
ATM Vendor and Equipment Requirements
• Placement of an ATM (design and features to be approved by Parks and Recreation) in a location
to be designated by Parks and Recreation in the main lobby of the Civic Center Building.
• ATM takes EMV “chip” cards.
• Vendor fills the machine with money.
• Vendor services machine.
• Vendor is insured to cover the machine and its contents in case of theft or robbery.
• Cost for use of the machine by a patron would be a surcharge payable to vendor.
• Vendor compensates Parks and Recreation a set amount per transaction, to be proposed by
vendor.
• Permission for County to conduct credit check.
Qualifications of Vendor
• Written testimonials from three previous clients using your ATM services
• Proof of insurance covering the machine and contents.
• Proof of insurance in the amount of $1,000,000, naming Grand Traverse County as additional
insured.
Requirements for Proposal Preparation
The proposal submission will include:
1. letter of intent explaining why you would like to be awarded the contract and what you will
bring as the preferred vendor, including description of ATM and its features
2. organizational structure, indicating the CEO, COO, CFO, history/background of service,
qualifications to provide services
3. proposal (see ATM Vendor and Equipment Requirements) with a complete description of
services to be provided, hours of operation, staffing, time frames, costs, fees, ATM maintenance
plan
4. three testimonial statements from previous clients using your ATM services
5. three pictures of ATM placement at other locations
6. requirements for service, such as a phone-line, power
7. description of cost-sharing proposal.
8. description of space needed for placement and suggested placement on Civic Center property
9. proof of insurance, as stated above
Contract and Award Process and Criteria
Proposals will be evaluated and reviewed by a panel of Grand Traverse County staff, based upon the
criteria required in this RFP and how well the response to the criteria meet or exceed the services
required.

Process Schedule
• Deadline for submissions: Monday, April 3, 2017, by 4:30 p.m.
• Review of proposals: April 3 through 12, 2017
• Contract award: Notifications by April 17, 2017
