Presentation/Demonstration of Emerging and Future C2
Technology at the 3rd NATO C2 User Conference on 31 January
– 2 February 2017.
The 3rd NATO C2 User Conference will be hosted by the NCI Agency at its location
at Oude Waalsdorperweg 61, The Hague, The Netherlands, from 31 January – 2
February 2017.
One of the primary objectives of this year’s conference is to invite industrial firms,
research organisations and educational institutions engaged in cutting edge
technology to present and/or demonstrate such emerging and future technologies to
the NATO C2 community in order to assess the potential for adoption in the NATO
C2 domain.
Through this notice, the NCIA requests the assistance of the NATO member nations
in publicising this initiative and promoting the interest of such firms in applying to
make a presentation at this conference.
The NCI Agency cannot consider presentations of C2 systems and technologies that
are a part of any current or pending acquisition activities, by either NATO or the
Nations. The NCI also is not seeking presentation of technologies that are only
incremental improvements beyond what is currently in the field, nor is does the
Agency wish to receive general sales and marketing matter advertising the capability
and capacity of firms.
Particular consideration will be given to proposed presentations for technologies that
have yet to be adopted by the operational community, but are expected to be in a
state of mature development sufficient for operational fielding within a 10 year
horizon. Of special interest to the Agency is technology in the visualisation, modelling
and simulation domains. Preference will also be given to those applicants who may

have advanced the emerging technology to a point where advance
functionality/capability can be demonstrated.
Due to time and space limitation, only a limited number of proposals to present
demonstrations at the NATO C2 User’s Conference will be accepted. Presenters will
be selected based on the criteria mentioned above and on a first come first serve
basis.
The NCI Agency requests that all replies from interested parties be addressed directly
the following Point of Contact not later than 15:00 Hrs (Brussels time) on 16 January
2017. Due to the abbreviated response time, interested parties shall forward their
submission by e-mail in a .pdf format or by courier. The NCIA point of contact for all

Any entity wishing to make a presentation/demonstration is requested to prepare a
short synopsis of the technology to be presented along with a description of its
expected capability, functionality and potential. In addition, a statement concerning
the state of development and expected timeframe for operational maturity shall be
included. The requested statement should not be more than 5 pages. Where a
demonstration is offered, the entity shall separately describe what infrastructure,
support and interfaces may be required to be furnished by the Agency, as well as the
security classification of the presentation/demonstration.
Selected participants will be notified not later than 23 January 2017. Firms that do not
receive an invitation by that date may assume they have not been selected. The
Agency will not discuss the rationale for not selecting any particular entity for
participation.
NCI Agency may at its sole discretion invite bilateral discussions with respondents or
potential respondents for the purpose of clarifying or exploring the nature of responses.
Any meetings will not be mandatory.
The NCI Agency reserves the right to disseminate any information provided in
response to this notice within NATO for the purpose of evaluation.

This event is not an acquisition or procurement opportunity and the Agency makes
no commitments regarding the future work in the area presented. Participation is
strictly voluntary and the Agency also bears no liability for any expenses incurred by
those wishing to participate. Face-to-face briefings/meetings with respondents are
not foreseen during this event. A maximum of 3 respondents will be invited to present
their proposal at The Hague.
If an entity chooses not to participate at this event but would like to make a
presentation or demonstration at a later date, the entity should make a statement to
this effect and proposed when such a presentation would be convenient.
Responses shall in all cases include the name of the firm, telephone number, E-mail
address, designated Point of Contact.
The National Delegations are requested to make the broadest possible dissemination
within their Nations of this Sources Sought notification to their qualified and interested
industrial base, and their defence research organizations.
