Foreword
This publication contains statistical data on the position of
women and men, and on gender equality in Finland.
Statistics concerning gender equality are here mainly
examined by the statistical topic division used by Statistics
Finland, but data from other sources are also included. The
tables and graphs are designed to give a picture of the position of
women and men in different fields of society.

59 493 children were born in 2012, of whom 24 695 (41.5 per cent) outside marriage.
The increase in domestic partnerships started to show after 1985.
First childbirth often takes place before contracting marriage.
54.9 per cent of the first-born were born outside marriage in 2012.
Children of lone mothers made up 8.0 per cent and those of lone fathers 0.1 per cent of all
children under one year in 2012.
• In 2012, lone parent families numbered 118 094. Of these, 86.4 per cent were families with
lone mothers and 13.6 per cent with lone fathers.

The most essential income concept in the statistics on taxable incomes is income subject to state taxation. Income subject to taxation does not include, among other things, some social benefits, pensions,
daily allowances and compensations such as family allowance, housing benefit, income maintenance
benefit, additional amount of national pension and veterans’ pension.
Interest on usual bank deposits and bonds is tax-free, the statistics also exclude interest income subject
to taxation at source. Scholarships and grants received from general government are not subject to taxation, either. Income subject to taxation is divided to earned and capital income. Taxes on capital income
are paid solely to the state. Besides the state income tax, municipal tax and national health insurance
payment are determined according to earned income.

5 Income
Unemployment benefits in Finland
Unemployment benefits are provided both by unemployment funds and by the Social
Insurance Institution of Finland (Kela). The former pay out earnings-related benefits
to fund members, while the Social Insurance Institution provides basic unemployment benefits to other unemployed persons.
Unemployment funds pay earnings-related unemployment allowance to members
of at least 34 weeks’ standing who satisfy certain conditions regarding past employment .
Basic unemployment allowance is paid by the Social Insurance Institution to unemployed persons aged 17–67 who satisfy the condition regarding past employment
but are not enrolled in any unemployment fund.
Labour market subsidy is paid by by the Social Insurance Institution to unemployed
persons aged 17–67 who have reached the maximum eligibility limit for the basic of
earnings-related allowance or who are not entitled to unemployment allowance on
account of not satisfying certain conditions regarding past employment.
